O turismo rural consiste no conjunto de atividades turísticas desenvolvidas no meio rural, comprometido com a produção agropecuária, agregando valor aos produtos e serviços, resgatando e promovendo o patrimônio cultural e natural da comunidade. O estudo objetivou desenvolver e apresentar uma proposta de planejamento estratégico do turismo rural, a ser utilizado como vetor de desenvolvimento sustentável do Núcleo Jk, Mata de São João, Bahia. O estudo pautou-se na análise das propriedades rurais no âmbito da percepção da comunidade, da sua infraestrutura e atrações turísticas para a prática do turismo rural, sugerindo ações de planejamento para a implantação da atividade turística local. A Colônia Juscelino Kubitscheck (NJK) foi fundada em 1959 com a finalidade de desenvolver a técnica agrícola e ao mesmo tempo fornecer produtos agropecuários de qualidade, como hortaliças, frutas e verduras. A metodologia utilizada possuiu abordagem qualitativa, a partir de pesquisas bibliográficas, documentais e de campo com entrevistas semiestruturadas com agricultores e representantes locais ligados ao turismo e entidades/associações de moradores, visando elucidar a importância do turismo rural para a localidade. Com a análise dos dados foi possível estabelecer um modelo para o referido planejamento estratégico, constatando a vocação e interesse da população para a implantação dessa modalidade turística. Tem-se o intuito de desenvolver o turismo sustentável, valorizando a população local como fonte inesgotável de bens culturais e integrar as empresas locais nesse processo, promovendo uma rede de solidariedade. Espera-se contribuir com a valorização do patrimônio cultural e natural enquanto fator de cidadania e recurso efetivo para desenvolvimento sustentável do Núcleo JK, inserindo-o no roteiro turístico do município de Mata de São João. Strategic planning of rural tourism: paths for sustainable development at JK Center in Bahia (Brazil) ABSTRACT Rural tourism is the set of tourist activities in rural areas engaged in agricultural production by adding value to products and services, rescuing and promoting the cultural and natural heritage of the community. The study aimed to develop and present a strategic planning proposal for rural tourism to be used as sustainable development vector in the Jk Center, Mata de São João, Bahia. The study was based on the conducting an analysis of rural properties, the community perception of its attractions for the practice of tourism and suggesting planning actions for the implementation of local tourism. Cologne Juscelino Kubitschek (NJK) was founded in 1959, with the purpose of developing the agricultural practices and at the same time provide quality agricultural products such as fruits and vegetables vegetables. The methodology it has qualitative approach, with searches literature, documentary and field through a semi-structured interview with local representatives of farmers related to tourism in the Jk center. With the analysis of the data it was possible to establish a model for strategic planning noting the vocation and public interest in the implementation of this type of tourism. The development of developing sustainable tourism, provides valuing the local population as an endless source of cultural and integrate local businesses in this process by promoting a network of solidarity. We hope to have contributed to the valorization of the cultural and natural heritage as a factor of citizenship and effective resource for sustainable development of the Center JK, inserting it in the tourist route of the municipality of Mata de São João. This paper explores multifunctionality in rural areas. To plan a sustainable development based on rural tourism, we performed a study about the potential conditions of the Ayacucho rural community. A methodology based on Working With People (WWP) model was applied to that end. This iniciative is supported by four principles: respect and primacy for the people, a guarantee of social well being and a sustainable development, bottom-up planning, and an endogenous approach; and also by a horizontal community engagement which allow to identify key factors for regional development and to reach consensus about priorities and future action plans.

In the past decade, we could see a myriad of efforts in fostering rural development. Two critical elements in travel, tourism, and leisure activities are the traveler's wellbeing and resident's welfare, which are inherent factors of rural tourism. Despite the importance of rural areas to tourism development, the focus of the studies on wellbeing usually is resident or employee oriented. There is a lack of inquiries trying to understand the relationship between rural tourism and welfare on tourism. In this sense, this study aims to connect the topics on welfare and tourism in rural areas to provide a theoretical starting point for future studies. The authors unravel essential elements in the pursuit of enhancing tourist's welfare on rural tourism by providing a visual conceptual model that provides guidelines for tourism stakeholders to enhance tourists' welfare while mitigating negative crisis impacts. They expose the central elements of the graphical model and the actions required to enhance welfare on rural tourism as well as their interrelationships.

Rural tourism has been developing in Serbia since the 1970s. However, from the beginning of the 1990s, the development stopped. The development trend was only continued in the second half of the 1990s, and fast-paced development began in 2006. Rural tourism presents in various forms in Serbia. They are conditioned by natural geographic terrain characteristics, social and cultural elements, and strategic plans for tourism development. What appears as a problem in the development of rural tourism is the question of its sustainable development. The development of rural tourism should under no circumstances jeopardise the natural and social environment in the rural areas, as these aspects are the very basic tourist attraction and the “push and pull” force that animates the tourist demand. The goal of this chapter is to investigate the resources available in Serbia and show the possible directions in the rural tourism development, mainly based on the principle of sustainable development, as a precondition for the country's competitiveness on the tourism market.

Elimination of disproportions in the economic development of the country's regions and their transition to sustainable development is one of the priorities of Russian economic policy. This can be achieved by active search for the most effective directions of territorial development, actions aimed to form a positive image, and stimulation of profitable sectors of the economy. Tourism is one of the most effective directions for sustainable development of a territory. The article analyzes the scientific literature related to the problem of the connection between sustainable development of rural territories and rural tourism. The main rural tourism factors contributing to sustainable rural development and synergy effects from rural tourism have been identified based on an expert survey. Cases demonstrating the synergy effects of rural tourism are presented using the case method.

Abstract. The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.

The paper describes the role of rural tourism for the sustainable development of rural areas and stresses out the importance of strategic approach in the planning of their development. The author identifies core problems, which eliminate their use and disable individual strategies set by some entrepreneurs in rural tourism. Concretely it is the absence of developing projects and focus on the development of individual villages. Then it is the lack of will to cooperate, local resources are not effectively used and the local community is not adequately involved.

Rural tourism has been seen during the last decades as a means for economic development of sensitive localities, especially in rural areas. However, little research has been conducted on the sustainability of the development induced by tourism activities in rural areas, and even so, with contradictory results. Our paper investigated how tourism impacted on the sustainable development of rural localities, focusing on three composite indexes: demographic stability, public utilities, and socio-economic sustainability. Mann–Whitney U test was used to determine the differences on each of the above-mentioned indexes between the rural localities with tourist arrivals and those without. The results showed that there is a significant positive effect of tourism on rural areas translated into higher values of all the indexes analyzed. This study brings valuable contributions to both academics and policy-makers: on one hand, it provides new insights into the impact of tourism activities; on the other hand, it offers valuable information to decisional actors regarding development strategies.

AbstractThe goal of this paper was to analyze the current status of rural tourism in Croatia and to identify possibilities, guidelines and methods of its sustainable development. The research has shown that rural tourism in Croatia falls behind the sun-and-beach holiday tourism in coastal Croatia and that numerous and diverse natural and social resources in Continental Croatia are insufficiently employed, especially in the Continental part of the country Past research of rural tourism in continental Croatia relied on individual entrepreneurial initiative and scarce funding resources, so that consequently a heterogeneous and fragmented rural tourism offer, based on various tourism forms and special interest tourism types, has developed in an unorganized way. However, rural tourism can become a driving force for the development of rural areas, taking into account the concept of sustainable development, based on the balance of economic, ecological and social responsibility. In the future, it should encourage development projects that ensure integrated tourist offer and thereby enable long-term sustainable development of rural tourism in continental Croatia.

The purpose of this research is to find if the stakeholders involved in rural tourism (primary producers of ecological goods, tourism service providers, and tourists, as carriers of demand for tangible products and ecological services) are concerned with integrating principles and values of sustainable tourism through permaculture and downshifting, and how these two phenomena might become sources for sustainable development in rural areas. To achieve this purpose, qualitative research was conducted among tourism producers, intermediaries, and tourists from the Brașov region–one of the most important touristic areas of Romania and, also, an important region with rural tourism destinations. The results revealed that there is a particular preoccupation regarding permaculture and downshifting, and they might contribute to the local development of rural tourism areas. The novelty elements brought by this research are synthesized in a matrix where permaculture and downshifting were presented as important sources for the sustainable development of tourism in rural areas.

The UN E-Government Survey 2016 on «E-Government in Support of Sustainable Development» offers a brief overview of e-government trends in the world. According to the survey, more and more governments are using information technology to provide services and engage people in decision-making processes in rural areas in their countries. Talking about the emerging economies in East Europe, the Ukrainian economy is growing faster with 50% of population living in rural areas, which develops incredible pressure on the government to give more focus on many ways of environmental safety of Ukraine. Ukraine is predominantly rural country and in order to improve the environmental conditions it is important that both central and local governments carried out national environment information activity. Modern information technology helps to disseminate environmental information in rural areas and is a major provider of information opportunities for the rural population. By 2020 Ukrainian government has a goal to achieve interaction at all levels by electronic mode. There are various electronic databases that are already functioning at the national level such as the Real Estate Register, Public Cadastral Map, etc. that can help the Ukrainian government to achieve greater transparency and successful governance. However, access to such registers is currently not possible for regional communities. Therefore, disposing of environmental information, avoiding environmental threats to the local population and enhancing the effectiveness of local governance is a goal for local governments. This paper offers a modern vision of information technologies in the field of natural resources management. E-government projects and ways to solve problems in the sphere of dissemination of information in rural areas in order to improve e-governance in contemporary Ukraine were explored.
