The objective and tasks of research of environmental aspects of sustained development of metallurgical enterprises were defined. Method. The objective of research is a scientific substantiation of directions of the improvement of the ecological component of sustained development of metallurgical enterprises based on the implementation of the best available technologies. Domestic and foreign publications in the matters of sustained development, regulatory and recommendation documents, the results of environmental audits form the theoretical and methodological basis of the research. The following methods of the research are applied in the paper: analysis, synthesis, classification, comparison and generalization. Results. Content of environmental aspect of the notion "sustained development of industrial enterprise" is specified. The factors influencing on the environmental aspects of sustained development of metallurgical enterprises are identi-fied and classified. Environmental priorities in the development of domestic industrial enterprises are characterized. Reasonability of application of the best available technologies at the metallurgical enterprises for the purpose of energy usage reduction and reduction in environmental pollution is substantiated. References to regulatory documents of Ukraine including requirements to application of the best available technologies in production are provided. The analysis of results obtained by the authors during conduct of environmental audits as well as presented on the websites of leading domestic plants and enterprises in the context of application of the best available technologies is provided. Practical significance. Recommendations on the improvement of the ecological component of sustained development of metallurgical enterprises are offered. Fulfillment of these recommendations would improve the competitive capacity of enterprises and would enable the compliance of products manufactured by metallurgical industry with the requirements of European and global market.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

Industrial enterprises are improving their financial performance to achieve their development goals. The source of development can serve as a developed strategy and a specialized version of the program, which is based on the achievement of certain financial indicators. Particularly, it can be the issue of constant ensuring of profit, and of the increase and optimization of internal processes which are considered as a basis of steady functioning of the enterprise. Consideration of what can be viewed as the competitiveness of production, namely determines the relevance of the study. The novelty of the study is in the fact that not only a certain strategy in achieving the targets is considered as the basis of competitiveness, but also a strategy for the formation of internal sustainable environment of the enterprise, which can be implemented considering the needs of production and its potential development. As a basis for increasing the competitiveness of the chemical industry and sustainable operation of the enterprise, the authors consider the internal environment. The implementation of the increase in internal resistance is expected to be conducted based on the evaluation of the system of external cooperation. The practical significance of the work is determined by the need to form a certain relationship between internal stability and the possibilities of external change.

Today in Russia there are 1120 cities that are located in the territories with varying degrees of concentration. In the federal districts and regions of the Russian Federation, there is a wide disparity not only in the size of cities, but also in their growth rates. At a decrease in the population in small cities, there is an increase in big towns and cities with more than one million inhabitants. This trend shows the “attraction” of the population from regions into capital cities. The aim of the article is to assess the effects of factors that can influence the growth of a city in the Russian Federation. The scientific novelty of the research consists in the analysis of the influence of external (infrastructure, security) and internal (economic, social, infrastructure, human capital, environmental situation) factors on the growth of cities. The paper presents a system of factor indicators of urban growth. Cities of different sizes have different levels of life standard, and therefore author’s methodology was tested in terms of urban sizes: towns, medium-sized cities, large cities, million-plus cities. The significant factors in the growth of millionplus cities in the Russian Federation are the initial population size and average monthly wages. The growth in the population of large cities is negatively affected by the spatial concentration of industrial enterprises. A high level of average monthly wages contributes to an increase in the population of this type of cities. A significant positive impact on the growth of large cities depends on the concentration of mining industry, volume of investments in fixed assets, number of doctors. The concentration of mining industrial production has a positive effect on the basic growth rate of medium-sized cities. The concentration of manufacturing and the volume of investment in fixed assets have a significant positive effect on the growth of small towns. The practical significance of the obtained results consists in the possibility of creation of a methodological toolkit for the assessment of urban systems of the region, which can become the basis for the development of an algorithm for the strategic planning of the spatial development of cities in the Russian Federation.

The scientific article is devoted to the issues of budgeting system at industrial enterprises. The problem of improving the budgeting system in the enterprises of the corporate sector has always been a key issue for both government and business. In a time of economic turmoil and post-crisis periods, this problem becomes even more relevant. Methodological tools are analytical and economic methods of information processing. The relevance, theoretical and practical significance of the scientific research is determined by the focus on solving an important scientific and practical problem of empirical importance for budgeting within the financial planning system with limited financial resources and optimization of project financing sources.

The urgent need for the formation of an open and transparent system of public control and environmental and technological assessment of the implementation and application of the best available technologies (BAT) at the largest industrial enterprises of Russia (primarily at enterprises of the Ist Hazard Category) is justified. As an effective measure for forming such a system, the possibility of introducing the national standard “Best Available Technologies. Methodological recommendations for conducting a public expert environmental and technological assessment of the introduction of BAT in enterprises” is described. For consideration and discussion of readers submitted a draft of this document, developed by the author of this article. The basic concept of the proposed document is to establish clear requirements for the procedure and procedure for conducting public audits of BAT implementation. According to the author’s idea, the recommended standard will be a comprehensive document aimed at solving a whole range of urgent problems in the field of research. It is expected that its implementation will contribute to enhancing the transparency of financial flows allocated for the implementation of the National Ecological Project, as well as its separate federal project, “Implementation of the Best Available Technologies”. A general increase in the quality, efficiency and transparency of the implemented environmental policy in the country is also expected.

Social acceptance of littering behaviour has changed in the recent decades, with rapidly increasing public awareness about the human health and biodiversity impacts that can result from waste-mismanagement. Littering has an important impact on landscape and overall environment. It is of vital importance to assess existing littering sources and to try to limit them at their source. During recent years European Union (EU) has significantly strengthened the waste management requirements. In terms of newer Member States it meant – inventory of the existing system, closure and recultivation of the sub-standard landfills, development of new infrastructure, using best available technologies and, of course implementation and development of separate waste collection system. In order to ensure higher quality recycling, requirements to sorted waste collection become higher. The authors see one of the solutions – implementation of the deposit refund system (DRS), especially taking into account that both plastic beverage bottles as well as bottle caps have been identified within top 10 single use plastic found in the marine litter. The research is based on the benchmarking and statistical data analysis. As the result of the research, the authors propose implementation of DRS as a solution both to Latvian waste management issues and as a tool to improve landscape from the environmental aspects.

Trade with perishables, especially food, has always been a successful business, marine refrigeration being a vital part of the specific international trade since it can cause economic losses and environmental fatalities. This paper analysis the possibility of decreasing the amount of R717 by mixing it with dimethyleter (DME). Two mixtures (20% DME, 80% R717) and (40% DME, 60% R717) are compared with pure ammonia, based on the fulfillment of the selection criteria of a refrigerant. The comparison will reveal the fact that the first mentioned mixture satisfies in a more convenient way these criteria, replacement of R717 with this mixture being a good option in improving safety, by not affecting the thermodynamic aspect of the problem, or its environmental aspect.

Proved that to achieve socio-economic development of state it is necessary to ensure not only invarionmental security of state, but also of enterprise. There are a sufficiently large number of methods to evaluate the economic and ecological security of enterprise and, at the same time, there aren’t any practical methods to evaluate its environmental security. This confirms the necessity to analyse this issue in a more detailed way. The aim of the article is to analyse and identify the drawbacks of existing methods to evaluate the environmental security of enterprise and develop a system of indicators for environmental security of industrial enterprises. The following research methods were used in the article: method of analysis and synthesis to determine the drawbacks of existing methods to establish the level of environmental security, the graph analytic method to build a scheme of the process to develop the system of indicators for environmental security of industrial enterprise. It is determined that the process to develop the system of indicators for environmental security of industrial enterprise is a process of successive stages of determining the purpose and tasks to diagnose the state of environmental security of industrial enterprise, to select and process the necessary information and, directly, to develop a system of indicators of environmental security of industrial enterprise. The practical significance of this study is to determine the level of environmental security of industrial enterprise as an integral indicator. Its core is a set of social and economic, technical and technological, scientific and innovative, managerial and organizational indicators which have to account the criteria related to the external and internal environment of the enterprise activity. The proposed process to develop the system of indicators for environmental security of industrial enterprise allows determining the level of environmental security.


The article is devoted to dynamic capabilities manifestation issues as a mechanism for implementing the potential of an industrial enterprise. In this context, a methodical approach to managing the industrial enterprises potential is formed, the basis of which are dynamic capabilities indicators. The emphasis on the human factor is made as a basis for the development of dynamic capabilities. The issue of "weak signals" comprehension and detection in the role of organizational changes markers is investigated. Different models of change markers work and study, their role in mutual understanding of people and enterprises are considered. The active and accurate detection of these markers changes allows us to interfere into the processes course, adjusting them with the smallest consumption of forces, material, mental and spiritual resources. The algorithm for an industrial enterprise potential managing is constructed according to the criterion of dynamic capabilities, taking into account markers of organizational changes. The method of an industrial enterprise dynamic capabilities quantitative assessment is developed on the interaction of the dynamic capabilities level and their co-care with weak signals degree. Unlike existing ones, based solely on expert estimates, the proposed method uses statistical data, which allows you to get more objective result. The external weak signals environment changes predicting method using nonlinear dynamics tools, which allows you to identify the most significant organizational markers, to predict changes in the environment and take into account these changes in the process of strategic decisions acceptance. Methodological approach implementation allows an industrial enterprise to take preventive decisions that allow you to store and increase competitive advantages. The obtained research results practical significance is the possibility of using the developed methods in the context of making a strategy for managing the industrial enterprise potential in response to rapid environment changes. Obtained results build the principles of the organizational and economic mechanism for ensuring the effective use of the potential of industrial enterprises in the implementation of domestic economy development European vector.

The development of the ideology of sustainable development stimulated the emergence of companies’ Performance Management Systems with an emphasis on the environmental aspects of their activities. Benchmarking, as a modern management tool, is often used for competitive analysis and setting development goals. This study’s scientific problem is to assess the feasibility of applying benchmarking studies to assess the global industry’s environmental aspects. The purpose of the study is to identify the prerequisites for using benchmarking to improve environmental performance, as well as to identify best practices among world-leading companies. For benchmarking, a logical information model is proposed in the study. On its basis, eight world leaders were selected, trends in the industry’s development were analysed, and reference values of environmental indicators were established. For environmental performance assessment, it is proposed to use such indicators as greenhouse gas emissions, energy consumption, material efficiency, environmental management systems. Comparative benchmarking analysis of world leaders and 16 largest Ukrainian companies allowed determining the reserves for increasing environmental performance. The directions for increasing environmental performance are Investment in resource-saving technologies, production of higher value-added products, investments in energy-saving and new technologies, improvement of management systems, and certification. These ideas are complemented by recommendations for improving environmental performance, based on the Circular Economy Concept’s philosophy and Industry 4.0. The study’s practical significance is that Ukrainian companies can use their results to achieve higher environmental and economic outcomes.
