The analysis of changes in the dynamic characteristics of the transport operation of a trunk road train in road conditions with overcoming sections of obstructed traffic characterized by the presence of steep ascents is considered. The solution of the problem under consideration is presented in the variants of determining the maximum angle of elevation of the road that can be overcome by a road train with the specified operational characteristics and the cost of engine power spent on overcoming these road sections.

The development of road network infrastructure is an important component of the economic development of the European Union. Updating of the road network contributes to the integration of the economies of countries into a coherent whole. The road network provides the free movement of citizens, the movement of goods and the effective implementation of various services. The increase in the length of the road network leads to an increase in the financial and material costs necessary to ensure its maintenance and repair. One of the ways to reduce costs is by strengthening the physic-mechanical and operational characteristics of the pavement due to the widespread use of cement concrete. The quality of the pavement of cement concrete depends largely on the rational selection of its composition. This allows a significant increase in the durability of road pavement. The purpose of the research was: the development of recommendations for the rational selection of the composition of the road pavement material of cement concrete, aimed at upgrading longevity, and taking into account its frost resistance grade. According to the goal, the following tasks were developed: the analyses of the climatic zones in which the road network of the European Union is located; the development of a research plan, a selection of the response function and influence factors; the study of physico-mechanical and operational characteristics of the researched material of road pavement; on the basis of the obtained data, the calculation of the complex of experimental-statistical models, which describe the physico-mechanical and operational characteristics of the road pavement material; on the basis of experimental statistical models, a method was proposed for selecting the rational compositions of the cement concrete pavement road material depending on the conditions of its application. The results presented in the article can be used in engineering and scientific practice for the selection of road pavement from cement concrete for highways.

An increasing number of state highway agencies (SHAs) are using A (cost) + B (time cost) bidding ( A + B bidding) for highway construction. The A + B bidding concept is designed to shorten the total contract time by allowing each contractor to bid the number of days in which the work can be accomplished, in addition to the traditional cost bid. The SHA is then presented with the problem of determining a reasonable range of contract time submitted by the bidders. Most SHAs do not currently restrict the range of B. However, several problems may arise from an unrestricted range of B. First, if no minimum is set for B, a bidder may inflate the cost bid and submit an unreasonably low B, using the excess cost bid to cover the disincentives charged for exceeding the time bid. Second, if no maximum is set for B, then a bidder with a high B and a low-cost bid may be awarded the job and make an unreasonable amount of money from incentive payments. This study develops a quantified model of the price-time bidding contract. A construction cost-versus-time curve is developed from Florida Department of Transportation (DOT) data. The contractor’s price-versus-time curve is then combined with the road-user cost to determine the optimum lower limit to be set on B. Finally, several projects completed by the Florida DOT will be used to illustrate this model.


This paper uses the method of kinematic waves, developed in part I, but may be read independently. A functional relationship between flow and concentration for traffic on crowded arterial roads has been postulated for some time, and has experimental backing (§2). From this a theory of the propagation of changes in traffic distribution along these roads may be deduced (§§2, 3). The theory is applied (§4) to the problem of estimating how a ‘hump’, or region of increased concentration, will move along a crowded main road. It is suggested that it will move slightly slower than the mean vehicle speed, and that vehicles passing through it will have to reduce speed rather suddenly (at a ‘shock wave’) on entering it, but can increase speed again only very gradually as they leave it. The hump gradually spreads out along the road, and the time scale of this process is estimated. The behaviour of such a hump on entering a bottleneck, which is too narrow to admit the increased flow, is studied (§5), and methods are obtained for estimating the extent and duration of the resulting hold-up. The theory is applicable principally to traffic behaviour over a long stretch of road, but the paper concludes (§6) with a discussion of its relevance to problems of flow near junctions, including a discussion of the starting flow at a controlled junction. In the introductory sections 1 and 2, we have included some elementary material on the quantitative study of traffic flow for the benefit of scientific readers unfamiliar with the subject.

AbstractIntroduction. Effective management of road indstry is particularly important in conditions of limited funding, as it is not possible to provide adequate funding of the economic entity that has the functions of a customer service. The cost of the customer service maintenance depends directly on the compliance with applicable regulations for these works cost determination. One of the aspects that form a considerable part of the costs of customer service is the maintenance of service vehicles.Problem Statement. Road services in the regions (hereinafter RSR) are the recipients and managers of the funds from the State Budget of Ukraine that are directed for the development and maintenance of public roads of state importance, being as well the asset holders of these roads. To perform their functions, the RSR have vehicles on their balance, the use of which involves a number of costs, including fuel and lubricants, repair, maintenance, replacement of tires, etc. The most important of the steps involved in setting the costs of vehicle maintenance is the process of cost planning. Planning has to be based on the structure of the vehicle fleet (own or leased), functional responsibilities and scope of road works.Planning is carried out for vehicles on the balance of the RSR, as well as for leased vehicles. In the case of leasing, the costs mentioned above are added by the vehicles leasing costs. These costs must be forecasted, justified and performed within the approved cost estimates of the customer service expenses.Purpose. The purpose of the article is to highlight the theoretical and methodological approaches to the calculation of planned costs for the maintenance of service vehicles of the road works customer.Materials and methods. Dialectical methods of knowledge, such as analysis and synthesis of fleet composition characteristics and approaches to cost planning methods, as well as induction, were used in writing the article to explore some aspects of the process of calculating the planned cost of maintenance of the road works customer's service vehicles.Results. The study highlights and describes the main approaches to the calculation of planned costs for the maintenance of service vehicles of the road works customer. The methodology of calculation of planned costs for the maintenance of service vehicles is explored.Conclusions. The introduction of a clear methodology and analytical toolkit for calculating all necessary expenditure items for the maintenance of the road works customer's vehicles in the cost planning process will establish the implementation of a clear mechanism for calculating the planned costs of maintenance of the road works customer's vehicles. It will also provide an automated information-analytical complex for planning of cost estimates, with information entry and reporting in standard forms and possibility of prompt response to changes in fleet composition, needs for spare parts, repairs or other expenses for the maintenance of service vehicles and making changes in cost estimates.Keywords: motor vehicles, costs, cost planning, customer service, maintenance of service vehicles

Introduction. In the modern conditions of the pricing system in the construction of Ukraine, the key value have the estimated norms, which are presented in separate collections, the main purpose of which is to determine the standard quantity of resources required to perform a particular type of work as a basis for the transition to the cost indicators. In order to determine the cost of road work objectively and accurately, it is essential that the indicators of estimated norms meet the requirements of regulatory documents and modern methods of execution of road works.Problematics. In connection with the active improvement of the regulatory base of the road construction industry, permanent upgrade of road organizations technique fleet, the introduction of new technologies and materials in construction and operation of roads, improving the methods of work there is a discrepancy between the existing resource element of estimated norms and the actual conditions of work in terms of built-up labor costs, the operation time of machines and mechanisms and the range of materials. Accordingly, it affects the reliability and accuracy of determining the cost of road works.Purpose. Improvement and harmonization with actual working conditions and requirements of regulatory documents of industry regulatory and estimate base of resource elementary estimated norms for work performed during construction, reconstruction, repair and operational maintenance of roads and bridges to ensure reliable and valid technical, economic and estimated calculations.Materials and methods. During work performance the analysis of the regulatory documentation, establishing the requirements to the technology of road works and materials has been carried out. A number of chronometric observations with the measurement of time of road works in full-scale conditions was carried out. The obtained data were summarized, averaged and on their basis the indicators of the resource element of the estimated norms were estimated.Results. A review of the main amendments and additions, which came into force after the approval of Amendment No 2 SOU 42.1-37641918-035:2018 [1] and Amendment No 2 SOU 42.1-37641918-071:2018 [2], which were developed to improve the regulatory-estimate base for the calculation of road works, taking into account the requirements and provisions of existing regulatory documents taking into account the current state of scientific and technological progress in the road sector.Conclusions. The above analysis of the amendments that came into force with the approval of [1]. and [2] will systematize the innovations provided by the requirements of current regulatory documents on the calculation of the cost of road works and the development of relevant documents at all stages of the investment process, planning and organization of road works, as well as the writing-off of material resources. Review and systematization of recent improvements in the estimated regulatory documents for road works will provide an opportunity to optimally plan the use of available material, labor and financial resources, often limited.Keywords: public road, operational maintenance, investment documentation, overhaul and current repairs, machine, mechanism, regulatory document, resource element estimate norm, Standard of Organization of Ukraine.

Safety of people and traffic police on road and the provision of prompt and appropriate treatment of injured persons in road accident are urgent concerns. The nine recommendations accordingly made are 1) Considering anyone who informs about or brings to the hospitals the accident victims as innocent until proved otherwise, 2) Annual payment by all vehicle owners (as per the cost of vehicles) to generate treatment fund for any road accident injured patients in the free general (not paying or private or extended health service) outdoor or emergency clinics or ward of the public hospitals irrespective of anyone’ fault in the accident (insurance or other agencies may be assigned to handle the amount deposited and reimbursement of the payments to the hospitals), 3) Implementation of helmet wearing by motorcycle riders and pillion riders in motorcycles, 4) Stricter fine for hazardous traffic offenses, 5) Drivers of the larger vehicles should not automatically be held responsible for any accidents involving other smaller vehicles (to prevent smaller vehicles and motorcycles to drive recklessly), 6) Drivers should not be just held responsible to bear health expenses of injured patients (which is much more than the compensation required in the event of death of injured persons); this is to encourage drivers to take injured persons immediately to hospitals and prevent inclination to allow their deaths indirectly or directly; the drivers should be proportionately fined or punished as per the traffic regulations if they are found to be negligent, 7) Safe and visible platform for the traffic police to stay on the road, 8) Provision of cost-effective respirators for traffic police and traffic supervisors, and 9) Compensation for occupational hazards to the traffic police and field traffic supervisors by distributing to them adequate proportion (e.g. one-third to one-half) of the fund collected by stricter fine paid for the hazardous traffic offences. Provision of various allowances, including for hazards, and benefits is a common practice in the country. Compensation for the occupational hazards of the traffic police provides incentives to and motivates them to remain vigilant about hazardous traffic offenses day and night everywhere and, thus, is essential for the safety of the people.

This paper proposes a LNG-fueled coastal RO/RO for the East Coast of the US trade to meet upcoming Emission Control Area (ECA) requirements. The exhaust system for this vessel is proposed to be a wet system so there is no airborne emission. The CO2 remaining in the exhaust system is removed in the exhaust stream, and remaining exhaust components are combined with cooling water to provide a cooling effluent that meets Environmental Protection Agency (EPA) requirements. The concept design is carried to the point of determining operating economics, and the environmental effect of operating such ships is assessed as compared to conventional truck traffic. It was found that each ship will reduce East Coast highway truck traffic by over 1900 trucks per week. Since there are no emissions from the ship, each ship will also bring environmental advantages. It appears the ship would be economically competitive with conventional truck transport: the cost for transporting a single 53’ trailer via ship is roughly $996, compared to $1245 via truck. Furthermore, the proposed three vessel shipping service could potential-ly remove nearly 300,000 vehicles from the road annually.

When performing various technological operations in crop production, the working bodies of tillage equipment in contact with the soil wear out under the influence of an abrasive environment. (Research purpose) The research purpose is in theoretical substantiation for a method for quantifying the wear capacity of soils with different abrasive characteristics. (Materials and methods) The article presents the evaluation of the abrasive ability of the soil by the wear of a steel rod vertically immersed in the soil and moving translationally. Authors used the standard rod of steel St0; geometric parameters of the worn rod are diameter d = 25-30 millimeters, height h = 250 millimeters; dynamic characteristics during the test are moving speed V = 3 kilometers per hour, distance of movement L = 100 meters. The worn rod sinks to a certain depth, moves in the soil at a constant speed. A device was used to determine the abrasive characteristics of the soil. (Results and discussion) The numerical characteristic of the wear capacity of the soil was determined as the physical value of the wear of the standard worn rod when moving in the soil as A=Q/L, grams per meter. The lower the value of this ratio, the less abrasive components are in the soil; based on the wear data of a standard rod, it is possible to obtain a characteristic of the wear capacity of various soils. (Conclusions) The proposed method allows us to determine the abrasive and wear characteristics of various types of soils. The results of the study make it possible to install working bodies on tillage machines in accordance with the type and wear capacity of the soil in which they will work, which will reduce the cost of their manufacture and increase the efficiency of the use of equipment.


This chapter consists of two sections, ‘Analysis of a Fuel Cell Microgrid with a Small-Scale Wind Turbine Generator’ and ‘Power Characteristics of a Fuel Cell Microgrid with Wind Power Generation.’ An independent microgrid is expected to be effective in cutting greenhouse gas discharge and energy costs. Therefore, the operating conditions of an independent microgrid that supplies power with renewable power sources and fuel cells are investigated in the 1st section. In the 2nd section, the dynamic characteristics of fuel cell microgrid are investigated in numerical analysis, and the cost of fuel consumption and efficiency is also calculated. In addition, the stabilization time of the microgrid and its dynamic characteristics accompanied by wind-power-generation and fluctuation of the power load are clarified.

As an attractive alternative to the traditional plug-in charged electric vehicles (EVs), wireless-charged EVs have recently been in the spotlight. Opportunistically charged utilizing the wireless-charging infrastructure installed under the road at bus stops, an electric bus can have a smaller and lighter battery pack. In this paper, an improved opportunistic wireless-charging system (OWCS) for electric bus is introduced, which includes the opportunistic stationary wireless-charging system (OSWCS) and opportunistic hybrid wireless-charging system (OHWCS) consisting of stationary wireless-charging and dynamic wireless-charging. A general battery reduction model is established for the opportunistic wireless-charged electric bus (OWCEB). Two different battery-reduction models are built separately for OWCEB on account of the characteristics of OSWCS and OHWCS. Additionally, the cost saving models including the production cost saving, the operation cost saving and total cost saving are established. Then, the mathematical models are demonstrated with a numerical example intuitively. Furthermore, we analyze several parameters that influence the effectiveness of battery reduction due to the application of an opportunistic wireless-charging system on an electric bus. Finally, some points worth discussing in this work are performed.
