The purpose of this research is to substantiate the need to develop a professional standard “Management specialist in industries and at enterprises of the agro-industrial complex” to improve the provision of the Russian agro-industrial complex with management personnel. Methods. To achieve this purpose, it is rational to apply analytical and statistical research methods: to analyze the provision of the Russian agro-industrial complex with specialists with economic and managerial competencies, to carry out a comparative analysis of the job responsibilities of managers and chief specialists of agricultural organizations performing the functions of personnel management and production processes, and the content and volume of economic-management training for the agro-industrial complex. Results. The heads of agricultural organizations, their deputies and chief specialists do not always meet the requirements for educational level and possession of economic and managerial competencies. On average, in the system of the Ministry of Agriculture of Russia, only 66 % of heads of agricultural enterprises have higher education, among the main specialists – 71 %. In the agricultural sector, there is an obvious shortage of managerial personnel, a high proportion of them are without professional education, a large proportion is occupied by employees of retirement age. Training of personnel for the agro-industrial complex is carried out in 54 universities subordinate to the Ministry of Agriculture of Russia. The number of graduates in the main agricultural areas and specialties trained internally at the expense of the federal budget is more than 19 000 people, but there are only about 6 000 graduates of the specialist and magistracy who have the right to occupy leadership positions. In addition, in the main professional educational programs of personnel for the agro-industrial complex, little study time is allocated for the study of economic and management disciplines, which does not allow the formation of the necessary competencies in graduates to perform the functions of organizing agricultural production. To provide agricultural organizations with personnel with modern economic and management competencies, it is proposed to recommend that agricultural universities, when teaching students in the main specialties of the agricultural profile, determine the list of relevant disciplines, their volume and content in the main professional educational programs in accordance with the labor functions, knowledge and skills specified in the draft professional standard “Specialist in management in industries and enterprises of the agro-industrial complex”.

The article presents the historical materials about the creation and growth of GOSNITI, its employees who developed and implemented methods and means of diagnosis, maintenance and repair of machinery and tractor fleet of the agro-industrial complex of the country. The information on the history of the mathematical apparatus to the method of reli-ability control machines to minimize the total unit costs of maintenance and repair, taking into account the costs of downtime of faulty machines are presented. (Research purpose) The approbation of the express method of substantiation for diagnostic and structural pa-rameters of machine elements and analysis of the results of the development, production and implementation of MTP diagnostic tools in the agricultural sector of the USSR. (Materials and methods) We have analyzed the achievements of the GOSNITI teams, other research institutes and universities of the country, the engineering service of agriculture, statistical data on the production and use of diagnostic tools for tractors and cars. (Results and dis-cussion) The article reviews universal approach by V. M. Mikhlin of feasibility study of permissible values of resource and diagnostic parameters. The article notes that the Finnish mathematicians implemented it in the universal computer program TURBO-NEK, which al-lows optimizing the permissible values of diagnostic and structural parameters of machine elements, other characteristics in the organization of technical operation of machines. We have tested the express method of calculation of permissible values of structural and diag-nostic parameters taking into account the real rates of change in the values of parameters in operation. We have described the engineering and calculation method of limiting and per-missible parameters of diesel engines, their parts and interfaces in the guidance technical material of 10.16.0001.008-89 as a result of thirty-five years of work of the repair laborato-ry of GOSNITI. We have considered the results of the creation and implementation of diag-nostic equipment, aspects of scientific, technical and organizational difficulties in its devel-opment, production, movement and use. (Conclusion) We have prepared proposals for the resuscitation of diagnostics of the machine and tractor fleet of the agro-industrial complex for the coming period. In addition to the parameters measured by built-in and external means of control, it was proposed to legalize the equal use of organoleptic control of the state of machines, for which a wealth of experience has been accumulated.

The internationalization of education has been promoted as a method to prepare students for working and living in a world where national borders are becoming increasingly porous. Being prepared to work and live internationally is especially important for refugee students who do not at present have the option to return to their land of birth. Currently there are approximately 150,000 refugees who are living in closed camps communities along the Thai-Burmese border. Scenarios and recommendations concerning refugees attending international university programs in Thailand, bringing distance education programs into the camps, allowing refugees to attend Thai institutions of higher education in the vicinity of the camps, and upgrading existing educational programs are presented. It is felt that it is possible to provide quality higher education to motivated students currently living in a refugee situation if the international community and international educational community provide the expertise and funding to make this objective a reality.

This article examines factors of the terminological system change in the Ukrainian educational discourse. The innovations in higher education terminology are caused by strengthening of globalization processes and development of the newest information technologies, e.g., 1) emergence of new forms of education and educational activities; 2) changes in the accreditation procedure of educational programs; 3) increased attention toward issues of academic integrity and the quality of educational services; 4) importance of the practical component in educational activities; 5) fixation of neologisms in legislative documentation; 6) regulating of activities of higher educational institutions; 7) the desire of educational institutions to attract more applicants by updating names of educational programs, specialties, academic disciplines, and structural units; 8) positive coverage of educational institutions’ activities on social media and the Internet. Increasing number of Anglicisms for concepts of educational activity is explained due to the dominance of English in world’s educational and scientific spheres. The author states a different degree of adoption of terms-anglicisms that function in educational discourse, which is reflected in their graphic and phonetic variance. Semantic analysis of borrowed terms (neologisms) considers variability in their structure and determines semantic groups of abbreviations based on terms of a relatively high frequency in modern educational discourse. Keywords: term, terminoelement, globalization, internationalization of education, term-anglicism, in formation society.
