The level of professional development of personnel is a determining resource for the effectiveness of land reclamation industry and the agro-industrial complex, since the availability and level of development of modern competencies by the workforce largely determine the competitiveness of industry organizations and land reclamation in general. The purpose of the paper is to study the scientific and methodological features and technologies of the system of modern additional professional education of land reclamation personnel, to find reserves for its development. The scientific novelty of research lies in the definition of a complex of organizational and scientific-methodological approaches to the management of additional professional education of the personnel in the industry of land reclamation. The following research methods were used: theoretical analysis, systematization of scientific and methodological materials on additional professional education system, logical and situational analysis, methods of processing and generalization of results. Based on the results of scientific and practical analysis, the structural and content indicators of the readiness of programs of additional professional education of reclamation personnel are determined, a set of scientific and methodological approaches to the implementation of educational programs of additional professional education and the mechanism of sectoral multi-level professional and educational interaction between organizations implementing professional education programs for the reclamation sector of the agro-industrial complex are proposed. The elements of this interaction in the development and implementation of educational programs of additional professional education in the reclamation industry are specified. The following conclusions are drawn. In the course of the conducted scientific and practical research of scientific and methodological features of additional professional education of land reclamation personnel, an attempt is made to solve the problem of scientific, methodological and methodological support for industrial additional education. A mechanism for multi-level professional and educational interaction between industry organizations was developed. The results of this study may be of interest to the heads of organizations that implement additional professional education programs for specialists of the agro-industrial complex, specialists in the field of continuing education.

Most research on the definition of competency and its application in health professionals’ education programs is focused on semantic matters, while contextual influences are rarely discussed or solely presented as background context. The aim of this article is to gain a comprehensive understanding of the issues raised by definitions of competency and to describe the contextual factors that have given rise to those definitions. This is achieved by presenting the results of a literature review that synthesized different conceptualizations of competency. We analyzed relevant literature listed in the CINAHL, Embase, MEDLINE, and PsycINFO databases as of 2015. The results show that authors define competency based on two diverging driving forces: one aimed at professional regulation and the other at professional emancipation. The analysis revealed common grounds between these perspectives. From these common grounds we discuss the possibility of conceptualizing competency on a continuum instead of perpetuating the dichotomized discourses presented in the current literature. The integration of both perspectives gives the opportunity to rethink policies, structures and strategies of professional education toward an integrated perspective of professional development situated in a lifelong learning enterprise, achieving both minimal professional standards and excellence in healthcare practices from initial education throughout a career.

The purpose of the researchis to develop a concept for improving the model of additional education for solving the tasks set by the Russian government in the Digital Economy of the Russian Federation Program. Taking into account the high rates of development of digital technologies and methods of their use, the transformation of the model of additional education becomes a paramount task and requires a systematic approach to its solution. Now, the issues of creating organizational structures and their financing for solving the tasks set in the Program often overshadow aspects related to the methodology and content of additional professional education. However, the issues of organizing ways to acquire new knowledge and skills, the content of additional education programs, personalization, and technology for delivering knowledge to students become most relevant. Therefore, it is important to create a competitive environment for additional education that meets the needs of the student.Materials and research methodscontain analysis of domestic and foreign literature on digitalization of education and knowledge management. The methodological basis of the research is the methods and technologies of the theory of knowledge management and system analysis.The research resultsshow that the dynamics of development of economic processes are so fast that they constantly require new knowledge and skills from employees, and often a shift in work. New competencies are required, which are now acquired mainly directly during work and independently. All this makes it necessary to improve the approaches to the implementation of additional education. The concept of transformation of the model of additional education proposed in the article contains the following basic requirements for the implementation of programs: the need for quality basic education as the foundation for the construction of various additional programs; availability of a wider range of additional education programs, not only after graduating, but also during and after school; the expansion of training programs offered through online platforms; development of network forms and peerto-peer training; the need for close cooperation with professional communities, building an additional education system to meet the requirements and needs of the business.Conclusion.The concept of transformation of the model of additional education proposed in the article is based on the use of modern information and communication technologies and the creation of an educational environment that assumes the active interaction of all participants in the educational process (including employers). The transformation of the educational environment involves the solution of practical tasks for the rapid development and updating of the relevant curricula; automatic construction of courses on the basis of the repository of educational objects under the competence, which are in demand and formed by the business environment; certification of various levels, confirming the acquisition of knowledge in a particular area, not only in accordance with the approved professional standards, but also in the field of continuing professional education; monitoring the demand for programs based on adaptive testing.

The paper is devoted to the actual problem of the implementation of educational programs of higher education in the conditions of digitalization and the transition to online forms of teaching. As a basic model, a mixed form of teaching is considered, when all the information part of the educational course is brought online, but at the same time all practical classes are carried out in the classroom in the traditional contact form. The paper examines in detail the procedure for creating, implementing and operating an educational module implemented in a mixed hybrid format and actually provides a teaching technology that can be widely replicated in a wide variety of educational fields. As an example, the study considers the educational module of the block Theoretical and probabilistic methods of data analysis, which includes video content of 100150 clips lasting 810 minutes, a communication medium, printed materials and step-by-step operating instructions. The issues of content production, its time and content formats are considered. In addition, the issues of creating and operating a communication environment in which the educational process takes place are considered. Special attention is paid to the issues of monitoring the activities of all participants in the educational process: both students and teachers, as well as content creators, a media group working on its production and maintenance. In addition, the risks of the project are analyzed, recommended risk management measures are proposed. The module is implemented in the Blended Learning format and is designed to be used in educational programs of higher professional education and in extended education programs. Its subject matter (probability theory and data analysis) is presented in such a way that, once implemented, it will be in demand in a wide range of educational areas: from sociology, biology and medicine to economics, energy, construction and mechanical engineering.

Scientific and technological developments bring new requirements for university education and, particularly, the training of education professionals. There is a regular need to update curricula to integrate market trends and educational approaches. It is necessary to know future trends in education and teaching programs. Our research in a higher education institution in Ecuador focused on providing perspectives on the future of educational programs by analyzing trends in educational programs’ designs, students and professors’ needs for innovative education. We used the descriptive/exploratory case study method, employing quantitative surveys and qualitative interviews, focus groups and benchmarking as instruments. The surveys were applied to 337 current students, 384 potential students and 313 graduates of Educational Sciences. We conducted interviews with 20 experts from Mexico, Spain, Colombia and Ecuador. We held focus groups with 32 education professionals, including rectors, principals, educational specialists and primary, secondary and university teachers. Benchmarking was used in our analysis of ten universities. The results focused on five elements that were units of analysis (1) characteristics of education programs, (2) student requirements, (3) required educational modalities, (4) trends in education and (5) future of education programs. The data and results may be of interest to decision-makers, academicians, researchers, students and citizens interested in professional education and other disciplinary areas.

The article reveals the urgency of the problem of forming personal and professional image of young teachers in the context of additional education; the essence of the key concepts of the study is revealed, the structural components of the personal and professional image of a young teacher are highlighted: cognitive, value, cultural and competitive-oriented. Acmeological, activity-creative and convergent methodological approaches are determined. The necessity of organizational and pedagogical support of the formation of the personal and professional image of young teachers in the conditions of additional professional education is indicated. Organizational and pedagogical support has several directions: psychological and pedagogical, methodological and technological, socially adaptive.

The purpose of this research is to substantiate the need to develop a professional standard “Management specialist in industries and at enterprises of the agro-industrial complex” to improve the provision of the Russian agro-industrial complex with management personnel. Methods. To achieve this purpose, it is rational to apply analytical and statistical research methods: to analyze the provision of the Russian agro-industrial complex with specialists with economic and managerial competencies, to carry out a comparative analysis of the job responsibilities of managers and chief specialists of agricultural organizations performing the functions of personnel management and production processes, and the content and volume of economic-management training for the agro-industrial complex. Results. The heads of agricultural organizations, their deputies and chief specialists do not always meet the requirements for educational level and possession of economic and managerial competencies. On average, in the system of the Ministry of Agriculture of Russia, only 66 % of heads of agricultural enterprises have higher education, among the main specialists – 71 %. In the agricultural sector, there is an obvious shortage of managerial personnel, a high proportion of them are without professional education, a large proportion is occupied by employees of retirement age. Training of personnel for the agro-industrial complex is carried out in 54 universities subordinate to the Ministry of Agriculture of Russia. The number of graduates in the main agricultural areas and specialties trained internally at the expense of the federal budget is more than 19 000 people, but there are only about 6 000 graduates of the specialist and magistracy who have the right to occupy leadership positions. In addition, in the main professional educational programs of personnel for the agro-industrial complex, little study time is allocated for the study of economic and management disciplines, which does not allow the formation of the necessary competencies in graduates to perform the functions of organizing agricultural production. To provide agricultural organizations with personnel with modern economic and management competencies, it is proposed to recommend that agricultural universities, when teaching students in the main specialties of the agricultural profile, determine the list of relevant disciplines, their volume and content in the main professional educational programs in accordance with the labor functions, knowledge and skills specified in the draft professional standard “Specialist in management in industries and enterprises of the agro-industrial complex”.

Examined is specifics of professional activities of teachers choreographers under modern conditions. The increasing requirements for the competence of specialists are noted in connection with the increasingly complex conditions of their professional activities. The need to improve the system of training and advanced training is being actualized, taking into account the specifics of the problems they have to face. The results of a survey of coaches and judges of the regional sports Federation of dance sports of the Tyumen region are presented. Various aspects that characterize the problem field of the modern system of ballroom dancing have been studied. The assessment of the content characteristics of refresher courses that the respondents periodically take. The gaps in the system of professional development of teachers-choreographers that need to be eliminated are shown. A concept is proposed that can form the basis of additional education programs for ballroom dance teachers. The concept is based on a differentiated approach and includes four main stages. The result of professional development of specialists should be the implementation of the following main functions of the system of additional education: restorative, compensatory, innovative, corrective, the function of forming creative activity.

The relevance of the research is due to the need to determine the balance of supply and demand in the formation of the competencies of skilled workers in the context of the introduction of a competence-based approach to human resource management. The purpose of the study is to determine the capacity of the market for programs to develop workers' competencies and the possibility of meeting this demand from additional education institutions. As a result of the study, it can be concluded that there is a constant demand for additional vocational education programs and relatively low intensity of competition in this market to form the competencies of skilled workers in the corporate sector of industry of the Ural Federal District.
