Assessment of the current state of hydrogen energy in Russia

Despite the great uncertainty in the timing that analysts indicate in their forecasts, the transition to a new energy system is inevitable. This transition does not mean an instant and complete abandonment of hydrocarbon energy, but its gradual replacement with energy sources that do not pollute the environment during operation, with a low «carbon footprint». And the role of hydrogen energy in this process is significant. The purpose of the article is to review and assess the current state of hydrogen energy in Russia, in particular on solid oxide fuel cell (SOFC) technologies. The article contains references from strategic and long-term planning documents in the field of energy, indicating the main directions of development of hydrogen energy in the Russian Federation; hydrogen energy technologies, including fuel cell technologies (FC): general characteristics, scope of their application, five main types of FC, and in more detail - the general characteristics and scope of SOFC as the most promising from the point of view of practical application and the level of technological development. The monitoring of publication activity on the subject of the SOFC was carried out, the methodology of which is based on the use of advanced search tools of the international scientific citation systems Web of Science and Scopus by keywords. The dynamics of the publication activity of scientists who conducted research on the subject of SOFC for the period 1990-2020 is presented; monitoring of the publication activity of 10 world leaders in scientific research in the field of SOFC for the period 2010-2020 and separately – the rating of Russian scientific organizations for the period 1990-2020. The results of the research of foreign scientists involved in this topic within the framework of megagrant projects, as well as the results of competitive selections within the framework of state support for young Russian scientists (grants and scholarships of the President of the Russian Federation) are analyzed.

The analysis of fiscal policy on the example of the subject of the Russian Federation (Republic of Dagestan). The article outlines the problematic issues of the tax policy of the Republic of Dagestan and suggests ways to overcome the identified problems.

Leading organizations of the national nanotechnology network (NNN) monitor staffing and develop mechanisms for coordination of educational processes of enterprises of the nanotechnology industry. To estimate the current state of training for nanotechnology industry in the leading universities of the Russian Federation, a study of their publications indexed in the Scopus database in 2012, 2014, and 2015 years in the subject area of “nano” was made. As a result of analysis, the universities, which form the background for the production of highly qualified specialists in the field of nanotechnology, were determined.

Introduction. The article is devoted to the study of the current state of the research and development sector in the Russian Federation during the transition from the first to the second stage of the implementation of the Strategy for the Scientific and Technological Development of the Russian Federation. In addition, the authors also prepare proposals for improving the state scientific and technical policies. Methods. This paper employs theoretical methods, including non-comparative and comparative analysis, cognitive synthesis, abstraction and concretization, systemic approach and structural-functional method. Results and Discussion. The paper presents the dynamics of changes in the key indicators of scientific and technical activity in the Russian Federation as well as significant risks and threats/challenges constraining scientific and technical activities, which are divided into two groups: organisational and economic (internal) challenges and global technological (external) challenges. The main research results are: a set of measures in the framework of the state scientific and technological policy, ensuring the further scientific and technological development of the Russian Federation, including the improvement of the public administration system through the development of mechanisms for financing research and development; creation of favourable conditions for involving enterprises of the real economy and other companies in all stages of research and development; creation of an integrated system for assessing scientific, research and technology results; introduction of a holistic system to support scientific, research, technological and innovation activities, providing targeted support at every stage of the innovation life cycle; introduction and development of the mechanism of scientific diplomacy in Russia; development of science and technology at the regional level; development of mechanisms for involving qualified personnel to scientific activities; development of a holistic system of expertise, monitoring and forecasting for scientific, research and technological activities. Conclusion. Results of this research substantiate the assertion that such areas as science, technology and innovation should operate as a whole structure integrated into the socio-economic system of the country and ensuring the technological selfsufficiency and competitiveness of the national economy.

Topic. The subject of the article is the analysis of approaches to overcoming the stagnation of scientific and technological development of the Russian economy in the context of the emerging system of strategic planning in the Russian Federation.Purpose. The authors set the following main tasks. First — based on the assessment of the current situation in the field of scientific and technological development of the Russian Federation — to analyse the tools used for strategic planning of scientific and technological development for their internal connectivity. Second — based on analysis mentioned above — to form the directions of further development and improvement of the formed system of strategic planning of scientific and technological development in the RF.Methods. The logistic analysis of the developed documents of strategic planning of scientific and technological development of the Russian Federation on the subject of their substantial conjugacy and compliance with the logic and requirements of the Federal law No. 172 “On strategic planning in the Russian Federation” made it possible to formulate proposals for its further development and improvement.Results. The analysis showed that Federal law No. 172 “On strategic planning in the Russian Federation” forms the conceptual basis for strategic planning of scientific and technological development in the RF. Further development and improvement of the formed system of strategic planning of scientific and technological development of the RF should take place in the direction of strengthening the substantive interface of strategic planning documents (strategies and programs) at the Federal level with similar documents at the industry and regional levels. To this end, it is necessary, first, to finalize, in the context of the tasks of scientific and technological development, the methodological requirements for the documents of the sectoral and regional level and, secondly, to ensure the logic (sequence) of the development of such documents, allowing to really ensuring their meaningful internal relationship.

The structure of publications in the WoS system in scientific areas of priority G of the Strategy of scientific and technological development of the Russian Federation in the world and in Russia for 2010-2019 was considered. A comparison of the number of publications on aquaculture issues in the WoS system in the context of the leading countries and Russia was made. A general tendency of an increase in the number of publications in the field of aquaculture for this period was revealed, which indicates an increase in the interest of scientists and society in aquaculture issues. Based on the data of the Russian Science Citation Index (RSCI), an assessment of the publication activity of the authors directly in the field of aquaculture was carried out in the context of the main areas of research. It has been shown that the publication activity of specialists as a whole fairly objectively reflects the current state of domestic aquaculture and the main trends in its progressive development, corresponding to global trends.

One of the seven target indicators of the National Science Project (NSP) is “The place of the Russian Federation by share in the total number of articles in the areas defined by the priorities of scientific and technological development in publications indexed in international databases”. The purpose of this study was to assess the basic value of this indicator for disciplines related to priority areas, according to the Strategy of scientific and technological development of the Russian Federation. The volumes of publication flows of the Russian Federation in 112 disciplines are compared with a similar indicator of countries ranked fifth in the number of publications in the subject area under consideration, indexed in the Web of Science Core Collection (WoS CC). A 5–10 fold lag of the Russian Federation was recorded for the most part of the priority areas identified by the passport of the NSP.

The subject of the research is current state and approaches to government regulation of blockchain technologies in Russia. The purpose of the article is to summarize the best foreign practices of government regulation of blockchain technologies adaptation, to recognize the basic models of government blockchain technologies regulation formed currently in different countries, and on basis of foreign experience analysis to formulate propositions how to improve the approaches to government regulation of blockchain technologies application in the Russian Federation. The authors advocate the necessity to reinforce and develop government regulation of blockchain technologies, especially the system of such regulating and regulatory documents of the Russian Federation. The authors exemplify the work by introducing blockchain technologies into different spheres of economy, including public administration and services. The foreign experience analysis, first of all Chinese the USA, demonstrates that systems approach to blockchain government regulation allows to guarantee the effectiveness of its application. At the same time, the current state of blockchain technologies rightful principles in Russia is at the initial state of development, which testifies to advisability to choose the systemic government blockchain technologies regulating. It is concluded that the slowness of public authorities in this sphere is an inhibitive factor for the economy development.

Recently, the effectiveness of research is largely determined by the indicators of publication activity. According to these indicators it is customary to evaluate individual scientists, research teams, research centers, educational institutions and even states. Various international scientometric systems are used for the analysis, among which Web of Science and Scopus are the liders. The Strategy of scientific and technological development of our country, approved by the Decree of the President of the Russian Federation (dated December 1, 2016 No. 642), the priorities of the scientific and technological development of the Russian Federation for the innovative development of the domestic market of products and services, the stable position of Russia in the foreign market are determined. The purpose of the work was to determine the effectiveness of research in animal husbandry through the prism of publication activity in the scientometric systems Web of Science and Scopus. As a result of the analysis the share of publications of Russian scientists in journals and publications included in the international scientometric systems Web of Science and Scopus including in animal husbandry has been determined. A significant lag in the publication activity of domestic scientists in the analyzed systems from colleagues of leading Western countries has been established. Among the total number of publications reflected on the Web of Science platform for 2010–2020, 857 468 pieces or three quarters of the total set of scientific articles, preprints and monographs in the world are devoted to the problems of animal husbandry, which indicates the importance of this branch of science for the world economy.
