     The village head is the head of government at the village level is expected to be able to run the village government well in providing services to the community, so that if the village head shows good performance in the administration of village governance, it will also affect the performance of government at the district, provincial and central levels . The village head as a leader in the village scope has aspects of a distinctive personality / leadership style that can support his efforts in realizing good relations with members of his community. The style of leadership of the village head is closely related to the objectives to be achieved by a village government. Therefore, the leadership style of the village head is always associated with the activities of the village head in directing, motivating, communicating, decision making, and supervising members to realize the objectives of village governance. The purpose of this study was to determine the leadership style of the village head in the physical development of the village.     The results showed that the Village Head Leadership Style in Increasing Community Participation in the Physical Development of Uma Beringin Village, Unter Iwes District, Sumbawa Regency in general, according to researchers, is good, and the village head can be said to be a democratic leadership style, because it is always open to subordinates and conducts joint deliberations. Abstract. The leadership stlyle of the village head ini building roads in the village (makkodo village, simbuang sub-district). The village heads is the head of government at the village level who is expected to be able to run the wheels of villageadministration to show strong performancecarry out village gevernment. The village head as a leader in the village area has personality aspects of a leadership style that can support his efforts to create good relationship with community members. Leadersship style the village head is closely related to the goals to be achieved by a village government. Therefore, the leaership style of the village head is alsways associated with the activities of the village head in directing, motivating, communicating, takingdecisions, and supervision of membrs that are realized the goals of the village government. The results of this research can be concluaded that: 1. Lack of community participation to participate in village fund management planning, this is due to the lack of motivation of the community to participate in the deliberations. Then there was a delay in submitting a draft village regulation that had been agreed to be evaluated. 2. In the implementation, administration, reporting and accountability of village fund management in accordance with PERMENDAGRI Number 113 of 2014, it shows that the principles of participation in management, orderly and disciplined principles, principles of transparency and accountability principles have been carried out properly.The suggestion from this research is that the village government should develop a participatory concept and foster a sense of community motivation by providing education seminars on managing village funds and leading to the implementation of village governance. Then the village government should pay more attention to the applicable regulations in managing village finances in order to realize Good Governance.

This study aims to identify the activities and construct an internal control model of village funds management based on the Regulation of Ministry of Home Affairs No. 20 of 2018. The internal control model can be used to actualize good village governance. This study attempts to conduct in-depth interview to village officials and observation in Jambu District, Semarang. Based on the results of this study, the village funds management defines the activities as follows: (a) preparing the budget plan based on the programs set in Village Government Budget (APBDes) proposed as development, government, empowerment, and social activities; (b) carrying out the activities; (c) accountability; and (d) evaluation. Further, the fundamental components of internal control are control environment as the integrity and village officials’ ethics, the leadership of village chief, and the accountability. When village officials possess a strong integrity and ethics, frauds can be minimized. In the other hand, the financial statement is accountable. Besides, the democratic leadership of village chief can increase the accountability and communication so that the policy can be implemented properly as the objectives proposed. Furthermore, it is important to explore the role of society in internal control system of village funds management.   Keywords: internal control, village funds management, good village governance

Village Government or also called Pemdes is a government agency tasked with managing village-level regions. This study aims to determine and analyze the influence of the progressive innovative leadership style of the village government on decision making in the preparation of the APBDes in Karangan Village, Rambang Kapak Tengah District, Prabumulih City. Primary data collection was carried out by distributing questionnaires and interviews to 90 respondents from 837 population representatives from the village government, community leaders, religious leaders, traditional leaders, women's groups and youth groups in Karangan Village, while secondary data was carried out with a literature review. The method used to analyze data is simple linear regression. The results of the analysis show that independent variables (leadership style) do not show a strong influence on the dependent variable (decision making) through testing the analysis of the coefficient of determination (R2). In addition, the results of the study also showed that the progressive innovative leadership style of the village government had no effect on decision making in the preparation of the APBDes in Karangan Village, Rambang Kapak Tengah Subdistrict, Prabumulih City. This can happen because the leadership style adopted by the Karangan village government prior to Law No. 6/2014 has applied leadership to open the widest possible participation space for the community to participate in transparent and accountable village development planning which later becomes a characteristic of the leadership style innovative progressive. Village independence is a central issue that is of concern to the government at this time. Village funds provided by the central and regional governments are a way to realize development starting at the village level. The assumption is that when the village is economically, socially, and politically independent, it will support the strength of the state. However, village funds must also be appropriately managed so that village development can be maximized. Good management is an absolute focus to make it happen. Pecatu Village as one of the villages that receive village funds must also make good arrangements to create an independent Pecatu Village, one of which is through village financial management towards an independent village. This study aims to see how the implementation of good village governance through good village financial management is to create an independent village. This study uses a qualitative approach to seeing and analyzing the phenomena and events that occur in the village of Pecatu. The informants in this study were the Head of Pecatu Village, the Head of Government Affairs, the Head of Financial Affairs, and the people of Pecatu Village. The results of this study indicate that Pecatu Village has implemented the principles of good village governance in village financial management to create village independence. One of the efforts to create an independent village is through optimizing the role of village-owned enterprises that help improve the community's economy and village income.

The purpose of this study is to determine the role of village head leadership in increasing community participation in Lalebata Village, Panca Rijang District, Sidenreng Rappang Regency. The type and type of this research uses descriptive quantitative, the population in this study is all of the people of Lalebata Village as many as 6013, the sample of this study was 98 people, the data collection techniques used in this study were to use (1) observation, (2) interview, (3) Questionnaires, (4) Literature Study. The results of this study indicate that the role of the village head leadership in increasing community participation in Lalebata village is more dominant, namely democratic leadership with an average percentage of 75.6% or categorized as Influential, the factors that influence the village head leadership are 60% or categorized as sufficiently influential, and indicators of community participation in decision making with an average percentage of 47% or categorized as Moderately Influential.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

Abstrak. ADD di maksudkan untuk meningkatkan efektifitas dan efisiensi penyelesaian masalah yang berskala desa secara langsung maupun yang berskala daerah secara tidak langsung. Permasalahan desa bersama masyarakatnya, sangatlah spesifik dan tidak dapat di sama-ratakan untuk setiap desa. Desa Gelampang Wih Tenang Uken Adalah  salah satu desa yang terletak di Kabupaten Bener Meriah yang mendapatkan  anggaran dana desa. Sejak tahun 2015 dana desa yang sudah di terima yaitu  Rp.222.699.900,00. Dan terus mengalami peningkatan  pada tahun 2017 Desa Gelampang Wih  Tenang Uken Sudah menerima anggaran dana  desa sebesar Rp. 973.351.708,00. Hasil penelitian ini adalah realisasi kegiatan  Program ADD yang dilakukan di Desa Gelampang Wih Tenang Uken yaitu pembangunan berbentuk fisik  diantaranya pembangunan rabat beton, drainase, turap kantor desa dan pembanguanan jalan pemukiman/aspal lapen. Implementasi  Program  ADD di Desa  Gelampang Wih  Tenang Uken  terkendala pada kurangnya transfaransi pemerintah desa sehingga informasi yang di berikan terbatas. Realisasi  program  Alokasi Dana Desa  (ADD) di Desa Gelampang Wih Tenang Uken tergolong efektif, hal ini dapat dilihat dari  laporan pertanggung jawaban desa di mulai dari tahun 2015 (222.699.900 : 300.000.000 x 100% = 74,23 %), 2016 (611.174.000 : 750.000.000 x100% = 81,49%) 2017, ( 973.351.708 : 1.000.000.000 x 100% = 97,33%). Namun demikian, pengelolaan ADD di Desa Gelampang Wih Tenang Uken masih perlu perbaikan baik di segi pengelolaan maupun sumberdaya manusia.Kata kunci: Efektivitas, Realisasi, Implementasi, ADDAbstract. ADD is intended to improve the effectiveness and efficiency of village-scale problem solving directly or indirectly. The village issue with the community is very specific and can not be equally shared for each village. Desa Gelampang Wih Tenang Uken It is one of the villages located in Bener Meriah Regency that get the village budget. Since 2015 the village funds already received are Rp.222.699.900,00. And continue to increase in 2017 Desa Gelampang Wih Tenang Uken It has received budget of village fund equal to Rp. 973.351.708,00. The result of this research is the realization of ADD program activities conducted in Gelampang Wih Tenang Uken Village which is physical development such as construction of concrete rebound, drainage, plastering of village office and construction of residential / asphalt road. The implementation of ADD Program in Gelampang Wih Tenang Village is constrained on the lack of transparency of village government so that the information given is limited. The realization of the Village Fund Allocation (ADD) program in Gelampang Wih Tenang Village Uken is effective, this can be seen from the village accountability report starting from 2015 (222.699.900: 300.000.000 x 100% = 74.23%), 2016 (611,174,000: 750,000,000 x100% = 81.49%) 2017, (973,351,708: 1,000,000,000 x 100% = 97.33%). However, the management of ADD in Gelampang Wih Tenang village still needs improvement both in terms of management and human resources.Keywords: Effectiveness, Realization, Implementation, ADD

The purpose of this research is to know the effectiveness of legal role of the Village consultative Agency (BPD) in the development of the village according to UU.No. 6 year 2014 about village (Kahianga Village study) and to find out the factors that inhibit the role of the Village consultative Agency (BPD) in development in the village Kahianga East Tomia District. The data collection techniques used more on observation, a dandokumentation interview. The conclusion of this research is the effectiveness of legal role of the village consultative body (bpd) Kahianga in the case that legislation does not go as it should, proved in the absence of the rules that are issued, in the meantime in the case of the function budgeting bpd goes well, proved by always involved in the budget discussion meetings that are done with the principle of transparency and supervision function bpd also goes well seen with the active bpd in surveillance of the village's income and expenditure budget and factors that become constraints BPD Kahianga in the development of the village namely the community participation Kahianga Village to the development program is still relatively low, the level of education is relatively low is a BPD inhibitors communicate well and able to analyze the aspirations or what the next community is in coordinate with the village government and the pattern of parallel relations between the BPD and the village head in the village government , it turns out that in the implementation is colored by the practices of working relationships that are less harmonious and leads to the occurrence of conflicts and shows the tendency to dominate the village chief of the BPD.

This study aims to describe the analysis, and interpret the leadership style of the Sukur Village Chief Airmadidi District, North Minahasa Regency. The method of approach uses qualitative or postpositivistic, because it is considered appropriate according to the problem at hand. The results of the research obtained by the Lurah in communicating are still not open, many decisions are not conveyed to his employees transparently and the Lurah's weak ability to communicate both with employees and the community. Good communication will have an impact on the preparation of work program planning which is a further action after determining the vision organization; Experience in the world of government is still minimal with a background of junior high school teachers and educational qualifications not in the field of government and the village head does not understand the vision and mission of the village organization; The Lurah does not really understand the main tasks and does not yet have a work program planning and Lurah's inhospitability in decision making is dominated by the character of his past and his reluctance to practice according to existing rules. The ability of the lurah in understanding the existing resistance either personally to the rules or resistance to problems related to decision making has not yet implemented the existing rules and is more dominated by what is not desired by the rules, understanding the rules there but to practice those which are still not maximal, especially in in his decision-making which is dominated by his feelings and delegation of tasks that do not understand Job description according to the duties that are owned, so that the problem solving in this study The need for rolling positions based on expertise and competence; Commitment to the involvement and participation of the Lurah needs to be increased; Positioning a Lurah must Understand the Auth and rules; Assignment of tasks based on task fields and competencies; Background The Lurah must meet educational qualifications, skills and loyalty
