The article examines the question of the public reaction to the appearance of newspapers and magazines focused on the “serious reading”, using the example of branch and departmental periodicals that appeared in Russia in the late 18th - early 19th centuries. Based on the analysis of readers’ and critics’ responses, as well as of circulation of several studied magazines and newspapers and of their future (disappearance or replacement by another periodical), it is concluded that some of these magazines and newspapers faced difficulties in finding “their own” readers. However, there was a demand for some other public administration periodicals in the Russian society at the beginning of the 19th century, which leaded to their commercial success. These periodicals have laid the foundations for the further development of branch and departmental periodical press in Russia, the wide development of this type of press being observed in the second half of the 19th century.

Problem setting. Since ancient times, guardianship of the health of the population has become an obligatory part of the foundation of a powerful state. Later on, special bodies began to be created, whose powers at first were limited only to the monitoring of food supplies, but with the spread of epidemics their role increased and spread around the world. In the 19th century, cities began to grow rapidly and the number of inhabitants increased. States were faced with the challenge of ensuring healthy living conditions. Analysis of recent researches and publications. The scientific research on this issue is reflected in the works: Derjuzhinsky V.F., Busse R, Riesberg A., Lochowa L. V., Hamlin C., Shambara K., Norman G. Scientists have analysed the regulatory framework of individual countries in the medical context. Target of research. Identification of the essence and features of sanitary legislation (including international sanitary conventions, interstate agreements on sanitation and epidemiology) operating in the territory of European countries in the XIX century. Article’s main body. The legal and regulatory framework for sanitation includes a set of legal, technical and legal standards, the observance of which involves ensuring that an adequate level of public health is maintained. European countries in the nineteenth century devoted considerable attention to sanitation not only in domestic law, but also in the international arena. Health protection, sanitation and preventive measures are reflected in many legislative acts, for example, the “Medical Regulations” (Prussia, 1725), the “Law on Health Insurance during Diseases” (Germany, 1883) and, in Austria, the “Health Statute” (1770), the “Public Health Act” (Great Britain, 1848 and 1875) and the “Medical Act” (Great Britain, 1858) and the “Public Health Protection Act” (France, 1892). The legislative acts formulated the powers of sanitary authorities, and in the same period, works on the impact of ecology on human health and on the importance of a healthy lifestyle appeared. The State has a duty to protect citizens who have the sole property, their labour, but health is essential to work. Separately, it should be noted that in the middle of the XIX century elements of the international health system began to emerge in Europe. In particular, starting from 1851. At the initiative of France, a number of international conferences on sanitation were organized in Paris. Subsequently, such conferences were held in Constantinople (1866), Vienna (1874), USA (1881), Rome (1885), Dresden (1893). These conferences addressed various issues of sanitation and the fight against epidemic diseases. At the same time, the application of land and river quarantine in Europe was considered impossible by most delegates. Instead, the use of “sanitary inspection” and “observation posts” with medical personnel and the necessary means for timely isolation of patients and disinfection of ships was recommended Conclusions and prospects for the development. Thus, the forms of organization of national health systems in Europe in the 19th century were diverse. Each country created and developed its own unique systems, different ways of attracting financial resources for medical care and health preservation. Thanks to the development of the legislative framework, water supply, sewerage, working and living conditions, sanitation and hygiene have improved. International cooperation to combat epidemics has made a significant contribution to the development of effective and progressive legislation in the international arena, and has greatly influenced the creation of appropriate domestic legislation in Member States, developing more effective models to combat epidemic diseases.

The present article examines interaction between public administration bodies of Nizhny Novgorod Fair and the state authorities in solving customs policy issues in the post-reform period of the 19th century It was the public administration bodies, whose functions included planning measures to improve the quality of trade and petitioning the government about the needs of domestic industry and trade, that influenced implementation of domestic and foreign state policy. The fair public administration, taking into account the importance that the Nizhny Novgorod Fair had in domestic and foreign trade, was the center of unification of all Russian merchants. Since the mid-1880s, public administration bodies, in particular the fair committee, formed in 1864, whose powers gradually grew, began to exercise representative functions on the issues of domestic trade and industry development. In particular, with direct involvement of the public fair management bodies in the 1880s, a large range of issues was discussed; these issues related to: the transit of foreign goods through the Transcaucasian Territory, which existed for several decades and caused significant damage to the production of Russian manufactory; sales markets in the Central Asia, Persia and the Far East; transformations of the entire customs system in Russia and changes in existing customs tariffs with the direct participation of the commercial and industrial estate representatives. As a result, a number of measures in the state customs policy carried out by the state authorities ultimately contributed to the development, expansion and strengthening the positions of domestic industrial production and trade. Public administration bodies, including the fair committee, became especially active in the 1890s. It is during this period that the authority of the fair management increases. And the fair committee itself began to express the interests of the commercial and industrial estate of whole Russia.

In the field of Russian portraiture in the second quarter of the 19th century, a new «type» of children’s portrait images emerged, which the author conventionally calls «exemplary children». According to him, young models were portrayed as educational models for both the portrayed themselves and their peers and potential descendants. This «type» was formed at the junction of romantic ideas about the virtue of childhood, Christian ideals and, at the same time, growing realistic trends in art. It became widespread among both metropolitan and provincial portrait painters, which testifies to its compliance with the tastes and needs of the public of that time. The article examines portraits of children from the Tomilov families by A. G. Varnek and Kapnist, made by E. F. Krendovsky. They were created at the beginning and end of the specified time period, respectively, which allows tracing the development of the «type» in dynamics. Particular attention is paid to the ways in which the portraitists combined the images of real boys and girls, shown in the natural setting of home activities, with a complex spiritual and moral content. The latter was achieved through the use of the universal language of Christian symbolism, bold comparison of images of children with images of Christ, the Mother of God, angels and saints.

Based on the communicative approach developed by Jürgen Habermas, the article focuses on the main forms of interaction between power and society in the second quarter of the 19th century and investigates their features and inclusion in the space of the public sphere of the Russian Empire. The authors have made an attempt to clarify the point of view presented in historiography according to which the course of the Nicholaevan government towards “gradual improvement” of state life marked the refusal to cooperate with educated society, which in its turn had led to the mutual alienation between power and society by the end of the reign of Nicholas I. This view does not sufficiently consider the socio-cultural condition and the level of ambitions of the representatives of Russian society who began to see themselves as an active subject of the socio-political process in the period under research. Despite the desire of the Russian authorities to control the “work of thought” during the reign of Nicholas I, the main forms of interaction between the authorities and the public were outlined. By means of them, members of the public were able to convey to the authorities their vision of ways to solve pressing socio-political problems. Among these forms of interaction were literary circles and salons as well as the traditional practice of personal messages and letters addressed to the sovereign. In the 1840s, correspondents became more active in assessing government policy on the western outskirts of the Russian Empire. Government officials, writers and publicists sent their proposals for adjusting the national policy, and representatives of the authorities including Nicholas I himself responded to them, thus encouraging the public to intensify their activities. These proposals are assessed by the authors as a significant factor in the preparation of the course towards the Russification of national outskirts in the second half of the 19th century. The conclusion is substantiated that the views and proposals emanating from the representatives of the public outlined the contours of a possible model of interaction between power and society under the conditions of autocratic government.

This article concentrates on an inquest held by the local commission in Sanok into the common rights claimed by the inhabitants of the town of Rymanów in the latter half of the 19th century. The negotiations, which commenced in 1859, sometimes took a heated turn. They were attended by much conflict and misunderstanding, equally between the manor and the town as among the townsfolk themselves. Conclusions drawn from the analysis of the archive source provided the basis on which to evaluate the activities of each of the parties – the town’s agents and the landlords – and, interestingly, those of the commissioners and other officials in the public administration, whose decisions exhibited bias. The townsfolk began the negotiation from a position of certainty and conviction of the legal force of Prince Czartoryski’s privilege granting the disputed common rights to them. The manor’s agent, on the other hand, took a bold position, which he consistently maintained. He disputed the authenticity of Czartoryski’s grant and even the fact that the Prince had ever held the manor. This approach ultimately proved successful. Attention is also drawn to the role played by local commissioners and the officials in the National Commission in Lviv, the latter making the most important decisions. The first phase demonstrates the commissioners’ influence on the original outcome. The rationale given for the second decision, on the other hand, shows the arbitrariness with which the Lviv Commission made its ruling, based on just one official document. Analysis of the proceedings highlights a more general trend prevalent in Galicia, first described in the example of Rymanów. This is a case in which two consecutive inquests in the same matter ultimately ended in a negative decision. In other words, the townsfolk’s claims were dismissed, and they were denied any common rights eligible for buyout or regulation.

The article analyzes the data of the Statistics Committee and the Department of Samarkand region.

Different aspects impacted the work of primary school teachers in the 19th century: the lack of materials for the teaching of classes, the delay in paying salaries and the release of resources to pay the rent of the houses where the classes worked, the health issues that implied the removal of the teacher for treatment, among others. Given this context, the objective is to inform how the teaching profession was configured based on the challenges faced by primary teachers in the 19th century. As a research in the field of History of Education, newspapers and official communications will be taken as sources, being analyzed from the conceptions of configuration and representation. It is possible to perceive that the profession of primary teacher was configured in the face of challenges and confrontations, corroborating the construction of the representation of the qualified teacher in the 19th century.

The ideas of conservative modernization of Russian society are currently very relevant. However, the concept of «conservatism» in modern discourse is very ambiguous, and most importantly, not fully relevant to the complex of domestic socio-political and religious-philosophical ideas that have developed since the existence of the Old Russian state. A much more precise definition in this regard is the concept of “Khranitel’stvo”, which organically developed in the Russian tradition almost until the end of the 19th century and which is a unique and original phenomenon of the intellectual culture of Russia. On the basis of large historical and theoretical material, the authors of the monograph study the ideological origins, essence and evolution of «Khranitel’stvo» as a specific socio-political direction of Russian thought.

Researched are systemic aspects of the process of implementing national projects in Russia. Attention is focused on effectiveness of solving key problems of development of the public administration system in the context of the relationship between the state and society under modern conditions. The institution of public control in Russia is characterized through prerequisites of formation, organizational and legal status and main functions. The work defines the place and role of the institution of public opinion in the system of public administration and public control, substantiates its regulatory mechanisms, factors and agents of influence. In the aspect of systemic relationship between public administration and public control, the specificity of implementation of national projects in the transforming Russian society is revealed. A sociological vision of the “reset” of conceptual foundations of interrelationships between the public administration system and the institution of public control both at the stage of “entering” the space of national projects and in the process of their implementation is presented. It has been proved, that at the present stage the main integrating factor is consolidation of society through an updated "state-society contract". The analysis of historical and modern practices of public participation made it possible to draw a conclusion about the increase in the function of “co-management” of public control bodies in the interaction of state and public structures.
