The relevance of the theoretical study presented in the article is due to the need for scientific support for the training of teachers for activities in the context of inclusive education. The competency-based approach is the theoretical basis for the development of teacher’s professional activity model that meets the requirements of taking into account the specifics of educational needs of students from different groups. However, the positions of competency-based approach are interpreted ambiguously in pedagogy, and this complicates its theoretical and empirical application. The purpose of this article is to analyze the competency-based approach as a concrete scientific methodology for modeling the personal and professional characteristics of an inclusive education teacher. As leading methods we used: analysis, synthesis, generalization, modeling. The results obtained made it possible to identify both the possibilities and limitations of the competency-based approach in the study and justification of the personal and professional characteristics of pedagogical activity. Its use is advisable in conjunction with basic research of professional pedagogical activity, revealing its essential semantic, nuclear characteristics. It is indicated that as a conceptual basis for applying the competency-based approach to the practice of inclusive education it is proposed to consider N.V Kuzmina’s theory of personality professionalism and activity, which is heuristic to the contemporary research problems of transprofessionalism of a specialist.

Higher education of persons with disabilities and persons with disabilities is among the priorities of the state and society. The solution of the task of vocational education and employment of people with disabilities is determined by a complex of interrelated factors, including the readiness of university staff to implement the practice of inclusive higher education. Teachers engaged in the inclusive education of students with disabilities must have certain professional characteristics. According to the professional standard, the list of professional competencies of a higher education teacher weakly reveals the specifics of the activities of a specialist in the area of inclusive higher education. Available studies confirm the need for a deeper study of the issue of diagnostics and the formation of readiness of university teachers for professional activities in an inclusive education. The long-term studies described in the article were based on the hypothesis that training university teachers for professional activities in an inclusive education environment should include a full cycle of activities including screening diagnostics, the implementation of an additional education program, group support and advisory support, and dynamic tracking of the level of readiness. The study was implemented from 2013 to 2019. The total sample of the study was 562 people, teachers and employees of 25 universities of the North-West Federal District. A representative sample of the study was 327 people, teachers and staff who went through all stages of the study. The results of the study make it possible to assess the readiness of higher school teachers for professional activities in an inclusive education from pre-readiness to inclusive readiness inclusive. The results of the formative part of the study showed that the general and specific personality characteristics that determine the success of activities in the field of inclusive higher education arise in the process of special education, professional activity in the context of inclusion and with mandatory support of teachers from the staff of inclusive education resource centers. This leads to an increase in the proportion of university teachers who have a positive attitude towards inclusive education, demonstrating productive coping strategies, an optimal, advanced and acceptable level of readiness for inclusive higher education.

Abstract. In the context of integration of national education systems into a single global educational space, the competency-based paradigm of education serves as the main for training competitive strategy specialists. The transition to competency-based educational standards of higher education involves the formation of students' professional competences for successful professional activity. The aim of the research is to study and analyse the experience of development of professional competences in the training of social pedagogues in Kazakhstan, Lithuania, and Germany. In this paper, the study and comparative analysis of the experience of forming professional competences in the training of social pedagogues in Kazakhstan, Lithuania and Germany are carried out. The research showed that during the period of study at the University in the specialty "Social pedagogy and self-cognition", it is necessary to introduce a competency-based approach aimed at the formation of professional competences for working in an inclusive education. As a result of the research, the nature and trends of training social pedagogues in three countries are identified, then general and special competences of social pedagogues are analysed; finally, the professional competences adopted by the world community are highlighted.

The development of the pharmaceutical industry is one of the priority tasks of our state, aimed at providing the population of the Russian Federation with modern safe and effective medicines. The solution to this problem is impossible without the formation of a highly qualified personnel potential that meets the demand and expectations of the pharmaceutical market and society as a whole. In this regard, in the system of training of pharmacists in recent years, quite dynamic and flexible transformations have been taking place, dictated by the urgent needs of domestic health care. It should be noted that in the process of implementing this educational standard, the competency-based approach to organizing the process of training modern pharmacists comes to the fore. One of the effective tools for the formation of professional competencies in various educational fields is the case study method. Case study is a training method based on the analysis of real situations from various areas of professional activity and contributing to the development of specialist competency. The competency-based orientation of the case study method is in line with modern ideas about the organization of the educational process for the training of pharmacists. The case study method is actively used in the process of teaching disciplines of the curriculum of the Federal State Budget Educational Establishment of Higher Education KubGMU of the Ministry of Health of Russia, specialty 33.05.01 Pharmacy. Examples of case study tasks as educational technology are presented in the work programs of the curriculum disciplines of the specialty 33.05.01 Pharmacy developed at the Department of Pharmacy. Depending on the content of the taught discipline, these tasks simulate a particular situation from the professional activities of pharmacists, offered to students for a comprehensive analysis and evaluation. The use of this educational technology contributes to the integration of knowledge, skills acquired in the learning process and their competency-based profiling in accordance with the current level of development of domestic health care.

The article presents the main results of research activities devoted to the implementation of the labor function of a teacher-psychologist – psychological enlightenment in an inclusive practice. The key concept is defined: psychological enlightenment is understood as a type of professional activity of a teacher-psychologist, which provides for the dissemination of scientific psychological knowledge, contributes to the expansion of horizons and the development of the value attitude of individuals and groups of people to the phenomena in the educational space. The purpose of the study is to characterize the actual aspects of the content and adequate forms and methods of psychological enlightenment in the context of inclusive practice. Thematic content, various forms and methods of psychological enlightenment of subjects of inclusive education – teachers, parents and students of different ages-are proposed. As an author’s result, a project of the activity of a teacher-psychologist on the organization of psychological enlightenment on the basis of a calendar of events related to inclusive education was developed. On the basis of calendar and thematic planning, recommendations for organizing outreach activities in an educational organization that implements inclusive education are proposed.

INTRODUCTION Toward a vision of competency-based medical education (CBME) spanning the undergraduate to graduate medical education (GME) continuum, University of Minnesota Medical School (UMMS) developed the Subinternship in Critical Care (SICC) offered across specialties and sites. Explicit course objectives and assessments focus on internship preparedness, emphasizing direct observation of handovers (Core Entrustable Professional Activity, “EPA,” 8) and cross-cover duties (EPA 10). METHODS To evaluate students’ perceptions of the SICC's and other clerkships’ effectiveness toward internship preparedness, all 2016 and 2017 UMMS graduates in GME training ( n = 440) were surveyed regarding skill development and assessment among Core EPAs 1, 4, 6, 8, 9, 10. Analysis included descriptive statistics plus chi-squared and Kappa agreement tests. RESULTS Respondents ( n = 147, response rate 33%) rated the SICC as a rotation during which they gained most competence among EPAs both more (#4, 57% rated important; #8, 75%; #10, 70%) and less explicit (#6, 53%; #9, 69%) per rotation objectives. Assessments of EPA 8 (80% rated important) and 10 (76%) were frequently perceived as important toward residency preparedness. Agreement between importance of EPA development and assessment was moderate (Kappa = 0.40-0.59, all surveyed EPAs). CONCLUSIONS Graduates’ perceptions support the SICC's educational utility and assessments. Based on this and other insight from the SICC, the authors propose implications toward collectively envisioning the continuum of physician competency.

The article is dedicated to the theoretical analysis of pedagogical conditions of the formation of future psychologists’ readiness to work with the adolescents prone to deviant behaviour. The content of the problem in the scientific literature is analyzed, the main pedagogical conditions of the formation of the future psychologists’ readiness to work with deviant adolescents are determined. It is revealed that in the scientific literature the generalization concerning pedagogical conditions of formation of future psychologists’ readiness to professional activity is presented, among which single out forms and methods of the organization of the educational environment in an educational institution, interaction between psychology students and lecturers, students’ inclusion in solving problems of professional direction and implementation of a creative approach in teaching. Looking at the readiness of the future psychologists to work with the adolescents prone to deviant behaviour as the systemic formation that includes cognitive, motivational-value, creative-practical and regulative components, we consider that the development of these components of readiness depends on the pedagogical conditions implemented in the professional training process.In the process of scientific search, we used the following methods of research: analysis, synthesis, comparison, generalization, systematization, specification.The pedagogical conditions of formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour are generalized as a set of pedagogical measures, requirements, external influences which provide construction of educational space, effective course of educational processes and allow to form readiness of the specified quality in future graduates.Pedagogical conditions that will contribute to the formation of the future psychologists’ readiness of this quality are highlighted, in particular: the focus of the educational environment on quality theoretical training of future psychologists to work with adolescents prone to deviant behaviour; implementation of practice-oriented, acmeological and competency-based approach in the training of future psychologists; reflective attitude of psychology students to education in the chosen field of study; use of innovative and problem-searching teaching methods that will contribute to the formation of future psychologists’ cognitive activity.Key words: adolescents, deviant behaviour, future psychologists, adolescents prone to deviant behaviour, future psychologists’ readiness, formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour, pedagogical conditions of the formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour. Проаналізовано зміст проблеми у науковій літературі, визначено основні педагогічні умови формування готовності майбутніх психологів до роботи з підлітками-девіантами. Виявлено, що в науковій літературі представлено узагальнення стосовно педагогічних умов формування готовності майбутніх психологів до професійної діяльності, серед яких виділяють форми і методи організації освітнього середовища в закладі освіти, взаємодію між студентами-психологами та викладачами, включення студентів до розв’язання проблемних завдань професійного спрямування та реалізації творчого підходу у навчанні.У процесі наукового пошуку нами використовувалися такі методи, як: аналіз та синтез, порівняння, класифікація, узагальнення, конкретизація.Констатовано, що розвиток складників готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки, залежить від педагогічних умов, які реалізовуються в процесі про-фесійної підготовки.Узагальнено, що педагогічні умови формування готовності майбутніх психологів до роботи з під-літками, схильними до девіантної поведінки, є тими педагогічними заходами, вимогами, зовнішніми впливами, які забезпечують конструювання освітнього простору, ефективний перебіг освітніх процесів та дозволяють формувати у майбутніх випускників готовність зазначеної якості.Виділено педагогічні умови, які сприятимуть формуванню готовності майбутніх психологів до роботи з підлітками-девіантами, зокрема: спрямованість освітнього середовища на якісну теоретичну підготовку майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки; реалізація практико-орієнтованого, акмеологічного та компетентнісного підходу у професійній підготовці майбутніх психологів; рефлексивне ставлення студентів-психологів до здобуття освіти за вибраним фахом; використання інноваційних та проблемно-пошукових методів навчання, які сприятимуть фор-муванню пізнавальної активності майбутніх психологів.Ключові слова: підлітки, девіантна поведінка, майбутні психологи, схильні до девіантної поведінки підлітки, готовність майбутніх психологів, формування готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки, педагогічні умови формування готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки.

Over the last thirty years, the importance and interest in cultural factors in international relations and in international security has increased. The links between culture and security, and in particular the impact of culture on security, are issues whose importance is growing and which are being increasingly studied. They are regarded as a multifaceted problem, as cultural differences have become the cause of conflicts and wars, and tendencies of cultural domination have led to the destruction of cultures and entire civilizations. It therefore seems interesting to reflect on the process of developing an independent strategic culture of the Russian Federation. The purpose of the article is to discuss the process of shaping the independent strategic culture of the Russian Federation and to address four basic research problems: the sources of Russian strategic culture; the indication which of them are primary and which are secondary ones; determining whether Russian strategic culture underwent evolution; and determining whether then Cold War influenced the shape of today’s strategic culture of the Russian Federation. To achieve the intended purpose of the article, critical analysis of literature is applied, which allowed to find answers to the research questions.

The article outlines the relevance of the introduction of inclusive education in the system of education of Ukraine whose success depends on the organizational and pedagogical and corrective and developmental school conditions, flexibly oriented on the individual characteristics of each child and qualitative training of future teachers to professional activities in the conditions of inclusive education. Separate aspects of professional training of future teachers in institutions of higher pedagogical education in conditions of inclusive education are presented. In particular, attention is focused on the peculiarities of organizing the process of training future educators in professional activities in the inclusive environment of institutions of general secondary education, which are that the professionalization of students takes place in the form of penetration of external (the influence of the educational environment and the participants of the educational process) into the internal (assignment of values Inclusive education and acquisition of relevant competence), from the remote space (social meaning of inclusion) in the approximate (personal meaning and Inclusion experience). In accordance with the principle of continuity, the stages of organizing the process of preparation of future teachers to professional activity in conditions of inclusive education (motivational-value, theoretical and practical and simulation-reflexive) are determined and substantiated. Evaluating the efforts of scientists in the highlighted issues, we note that the organization of the process of professional pedagogical training of teachers to work in an inclusive educational environment requires the substantiation of the relevant pedagogical conditions, which is a prospect of further scientific search.
