The problem of increasing the competitiveness of persons of pre-retirement age in the labor market and employment is set as a research task. The theoretical part of the article analyzes the conditions in which representatives of the specified contingent (pre-retirees) carry out professional activities and plan their employment for the future. The digital society is considered as a factor that affects the change in the requirements for modern employees and encourages citizens to improve their professional knowledge. On the basis of generalization and systematization of the results of sociological studies on pension reform and employment prospects of pre-retirees, their intentions to use opportunities within the framework of the Federal project to undergo professional training are revealed. Experts' forecasts on the state of the labor market and employment in the twenties of this century are given, and taking into account their understanding, self-employment is analyzed as a form of self-realization. The reasons that hinder its implementation, as well as ways to eliminate these obstacles, are given.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

The article deals with issues related to the change in the situation on the labor market in connection with the new pension reform. The mechanism of the impact of the conditions and standards of pensions on the state of the labor market is revealed. Special attention is paid to increasing tension in the labor market due to the increase in the retirement age. The procedure for raising the retirement age is revealed, categories of workers are identified that will not be affected by raising the retirement age or who are entitled to receive an old-age insurance pension of a higher retirement age. Consideration is given to aspects related to changes in the conditions and procedure for granting unemployment benefits, including new conditions for granting benefits to persons in pre-retirement age. Particular attention is paid to the disclosure of the factors that determine the possibility of raising the retirement age, and the justification of measures that contribute to leveling the negative effects of the increase.

The article considers the analysis of the main problems associated with retraining and employment of people of pre-retirement age. The organization of these processes is possible only with the development of a set of educational retraining programs and effective psychological support. Changes in the sphere of employment of older people entail not only the reform of the labor market of young professionals, but also the whole system of geront education, which should include professional, health, cognitive, psychological and personnel components. The author of the article talks about the need for a transitional period for the implementation of the Pension Reform, outlines the main structures requiring a reorientation of their work directions so that Russians, regardless of age, feel “protected” in the labor market.

The importance of lifelong learning is recognized by the governments of many countries, especially when a nation is aging. The conditions created by the state for their social, creative and professional self-realization, as well as maintaining their active longevity, allow citizens of retirement and pre-retirement age to remain socially active, competitive in the labor market. Relevance: in order to implement the effective personal self-realization of the future skilled worker, there is a need for the system of professional (vocational) education to follow the changes in the sphere of work, respond to the economic situation in the country, the structure of the market of professions, the demand for new competences. All this requires a significant increase in the degree of flexibility of this education system, creation of fundamentally new forms of its interaction with the labor market, employers and their active participation in its further and future development. Purpose: to carry out theoretical and methodological substantiation of the system of professional training of future skilled workers in the professional (vocational) education schools on the basis of modular competence approach. Methods: theoretical analysis, study of regulatory documents, analysis of curricula – to find out the state of development of the problem and determine the directions of research; comparison – to study different scientific perspectives on the problem; analysis and synthesis – to develop criteria and indicators of the readiness of future skilled workers to carry out professional activities on a modular basis; systematization and generalization – to formulate conclusions. Results: the essential characteristics of module competence training are revealed, its peculiarities and main aspects are characterized, which create the proper conditions for the formation of key competences and suc- cessful training of future skilled workers, the development of their creative cognitive activity and independence in terms of modular mastery of professional activity. Conclusions: in the implemented professional training of future skilled workers, based on modular com- petence, there is a complex development of skills and knowledge within the framework of formation of the specific competence of the individual, which ensures the fulfillment of the specific labor function and reflects the requirements of the modern labor market.

Modern trends in the field of social and labor relations, and, above all, aspects of pension reform, have significantly affected the position of citizens of late working age in the labor market. Given that the right to work is an inviolable civil right, the desire of many thousands of people to work should be considered as an important aspect of state and demographic policy, and employment policy, and in general — the socio-economic policy of the state. The article presents data reflecting the results of a secondary analysis of the results of a large-scale sociological study of A-RCPOR on the prospects of employment of citizens of retirement age. The study shows the attitude of citizens to work after reaching retirement age and their willingness to continue to perform their work duties.

This paper is devoted to the analysis of the demand for older workers and age discrimination in the Russian labor market. The recent pension reform has brought widespread attention to these issues. Macroeconomic analysis showed that, despite the growth in the retirement age population and the increase in their presence in the labor market over the past decade, the demand for older workers has still been limited. One of the reasons for this situation is the relatively high age discrimination both in society and in the Russian labor market. Given this circumstance, raising retirement age should be accompanied by demandside efforts such as improving age discrimination legislation and age-friendly employment policy. The analysis of extensive international experience allows us to develop recommendations that will help smooth out negative effects of raising retirement age for certain categories of workers.

We discuss the interplay between pension funds and theincrease in young atypical workers by studying the case of Italy and the Republicof Korea, closely analyzing the projected benefit level of both standard and nonstandard workers among the youth population in Korea in order to assess whereyoung workers will find themselves after retirement age and what Korea canlearn from the case of Italy.

The article is devoted to the problem of professional training of specialists of the agro-industrial complex for self-employment as a factor of competitive ability of personnel. The authors note the relevance of this problem both in theoretical terms and at the practical level. Based on the content analysis of the content of the regulatory database, it is shown that in the period from 2013 in the Russian Federation, farms and individual entrepreneurs in the fields of agro-industrial complex represent an upward trend. The article deals with the relationship between professional training of specialists and existing strategic problems of development of the Russian agro-industrial complex. The necessity of training specialists of the agro-industrial complex, contributing to openness, concretization, integration, differentiation, as well as targeting in professional activities, is justified. A set of professional training measures for self-employment of specialists in the agro-industrial complex can become one of the reasons for the growth of the country’s agriculturalindustry.

The article reveals that self-regulation of student behavior has a high impact on the effectiveness of educational activities, labor productivity, and the success of self-employment. The study made it possible to confirm the supposition that students with different levels of self-regulation of behavior have distinctive features in the manifestation of emotional burning. The study period in the last courses of the university is associated with the active internship of students, more in-depth knowledge of professional activities, intense communication, and student interaction. Although, in the period of professional training, students acquire the characteristic features of people who work with the requirements of specialized training. All of these are a source of high psycho-emotional stress. Thus, the emotional exhaustion syndrome begins to develop from the student period.
