In this article, the author examines the history of the formation of the Nizhny Novgorod fair police from the beginning of the XIX century. The reasons for its establishment are found out, from the fact that due to the lack of a sufficient number of police officers of the Nizhny Novgorod province, their functions during the fairs were performed by temporarily assigned Cossack formations from the military department, which did not have a sufficient level of competence in the implementation of law enforcement activities. The author consistently reveals the interest of the provincial authorities in the protection of law and order during fairs and their interaction with the leadership of the Ministry of Internal Affairs when creating a commission for the formation of police constables on the basis of archival and literary sources. The article examines the activities of the commission for financing the police constables, providing them with weapons and means of movement. On the basis of the instruction, the rights and obligations of the mounted police constables, who ensure the protection of public order during the fairs, were analyzed. The author emphasizes that, despite the temporary nature of the formation of police constables, they were assigned the same duties and enjoyed the same rights as the ranks of the district police.

This article covers the problem of motivation of employees of internal Affairs bodies in General and cadets of educational organizations of the Ministry of internal Affairs of Russia, in particular. The author analyzes the history of views on the problem of motivation and determines the actual vectors of its study in modern conditions within the framework of professional activity. The authors define the role of motivation in the structure of operational and service activities of police officers. The importance of studying and developing motivation in cadets and students of educational organizations of the Ministry of internal Affairs of Russia is shown. Based on the analysis, a content-functional model of studying and developing the motivation of cadets of educational organizations of the Ministry of internal Affairs of Russia is presented. Presents and describes a pilot study aimed at examining the motivation of cadets and listeners of educational institutions of the MIA of Russia for students 1 and 5 courses of faculty of training of police on protection of a public order of Moscow University of the MIA of Russia named after V. J. Kikot. Based on the analysis of experimental data, significant differences between the samples were identified.

The history of the formation of this category is examined by analyzing regulatory legal acts. This method allows you to track the change in value and determine how to correctly understand the “public order” today. Revealing the concept, ambiguity arises in understanding this category, in connection with which the most applicable approach is currently determined for use in practice by law enforcement agencies.

Though several powerful explorations of modern evangelical influence in American politics and culture have appeared in recent years (many of which illumine the seeming complications of evangelical influence in the Trump era), there is more work that needs to be done on the matter of evangelical understandings of and influence in American law enforcement. This article explores evangelical interest and influence in modern American policing. Drawing upon complementary interpretations of the “antistatist statist” nature of modern evangelicalism and the carceral state, this article offers a short history of modern evangelical understandings of law enforcement and an exploration of contemporary evangelical ministry to police officers. It argues that, in their entries into debates about law enforcement’s purpose in American life, evangelicals frame policing as both a divinely sanctioned activity and a site of sentimental engagement. Both frames expand the power and reach of policing, limiting evangelicals’ abilities to see and correct problems within the profession.

This article discusses the main problems and issues of professional and psychological suitability in the system of the Ministry of Internal Affairs of the Republic of Tajikistan. The analysis of the existing scientific literature was carried out, and also the author's recommendations were formulated to improve the professional training and professional suitability of the employees of the Ministry of Internal Affairs. Along with the professional training of police officers, their psychological qualities also play a decisive role in ensuring efficiency in operational-search activities. The quality and effectiveness of the implementation of operational-search activities, then its level directly depends on the psychological characteristics of the operative and his professional training. It should be noted that scientifically grounded conclusions about the professional and psychological suitability of employees can only be achieved with the help of high-quality and correct psychological diagnostics, that is, using psychometric methods. The basis for the survey of professional and psychological suitability, the procedure, procedure, conditions and terms of the survey, cases of re-examination are determined by regulatory legal acts. Consequently, the research and scientifically grounded measures to determine professional suitability in the internal affairs bodies of the Republic of Tajikistan are relevant, and the scientifically grounded results obtained as a result of our research can be used to further improve the professional and psychological selection to the law enforcement agencies of the country.

The study considered the development of ideas about the limits of settling the Ukrainian people in connection with the compilation of ethnographical map of the Austrian and Russian monarchies, since the 40s of XIX century. The views of Ukrainian and Russian researchers who have studied this issue during different periods are analysed. In the manuscript “Geography of Ptolemy” in 1420 (the author is unknown), the map “Sarmatia” (Sarmatias) (the name of the map is conditional) Ukrainian lands were depicted for the first time and for the first time the map contained the inscription “Sarmatia”. Nicolaus Hermanus, who revised the content of “Geography” by Claudius Ptolemy (Cosmographia Claudii Ptolomaei Alexandrini Manuscript, 1467), first placed the name “European Sarmatia” (Sarmatia Єvropє) on the handwritten map of 1467. In the second (the first one with maps) Bologna edition 1477 (26 maps) of Claudia Ptolemy's “Geography” also contained a map of “European Sarmatia”. In the next Roman edition (1478) the Eighth Map of Europe (Octava Europe Tabula) and the Second Map of Asia (Secunda Asiae Tabula) are contained, which the Ukrainian lands are depicted in. Based on a detailed study and analysis of cartographic sources, summarizing the results of ethnographic, historical and geographical research of Ukrainian ethnic territory tracked changes in the boundaries of settling the Ukrainian ethnos. In the early nineteenth century in many European countries, regular population censuses had been introduced and ethnographic studies related to the Ukrainian national revival had been intensified. It created objective prerequisites for the beginning of ethnic mapping in the 1920s and became possible to map the composition of the population in detail, literally by settlements, to determine the absolute and relative share of a particular nationality in a certain territory. The main cartographic works of Ukrainian and Russian scientists, which depict the Ukrainian ethnic territory, are chronologically highlighted. Many ethnic maps have been described. On the basis of elaboration of a considerable number of cartographic and literary sources, the history of ethnographic mapping of the territory of Ukrainian settlements is chronologically covered. The article analyzes the theoretical and legislative foundations of the police interactions with institution of ombudsman. The authors analyze legislative sources that determine the basis and procedures of their interactions in order to comprehensively, qualitatively and objectively ensure the protection of the rights, freedoms and legitimate interests of humans and citizens. The close attention is drawn to the specifics features reasoned by forefront character of activity executed the bodies of internal affairs, who fight against crime, protect of public order and public safety. The authors argue that the ombudsmen in their activities should prevent not only direct violations of individual rights, but also abuse of powers by the officials in other ways. A special area of interaction analyzed in the article is the protection of the rights of police officers themselves. In conclusion, authors conclude the necessity to provide a responsible attitude to the execution of instructions and other documents issued by ombudsmen, despite the absence of their binding character.

This paper is an in-depth study on the country's public disorder and the efficacy of police response. In order to understand the dynamics of police response towards violent public order situations, it is important to elaborate complexities of the prevailing environment. The evaluation of this environment revolves around the existing policing practices towards handling volatile law and order situations, available legal framework, and internal challenges to deal with violent situations firmly. The research is based on the police department's shared thoughts, years of handling turbulent situations, and the requisite provisions for an apt response. Besides relevant reports, articles and assessed data have been consulted. Suggestions as to how police can act in a better manner in times, related strategies and tactical procedures have been elucidated.

The article deals with defining directions for improving the training of specialists for pre-trial investigation bodies of the National Police. Every year, more demanding demands are placed on law enforcement activities of state bodies, in particular the National Police, which in turn requires an increase in the amount of knowledge required by police officers. Increasing the intellectual level of criminals, using offenders more sophisticated methods and means of committing offenses, careful training, masking criminal acts require adequate response of law enforcement agencies, which in turn requires appropriate training of Interior Ministry employees. An analysis of the publications which initiated the solution of this problem showed that today there is a lack of thorough research on the directions of improving the training of specialists for the bodies of pre-trial investigation of the National Police, which determines the relevance of the investigated problems. At present, within the structure of higher education institutions of the Ministry of Internal Affairs of Ukraine, the specialization of training police officers is focused only on the process of training police officers of criminal police (Dnipropetrovsk State University of Internal Affairs - financial and economic security; Odessa State University of Internal Affairs - units of counteraction etc.). In turn, the process of training specialists for pre-trial investigation bodies does not have such an extensive system of training areas. As a result of the conducted research, it is concluded that there is an urgent need to improve the training of specialists for pre-trial investigation bodies of the National Police. The main directions for improving the training of specialists for the pre-trial investigation bodies of the National Police should be: 1) increasing the requirements for the quality of legal education and professional training of future employees of investigative units; 2) introduction of training of experts for pre-trial investigation bodies according to the profiles assigned by the Ministry of Internal Affairs of Ukraine; 3) introduction of an effective model of conducting binary classes with the involvement of experienced staff of pre-trial investigation bodies in the process of training specialists for such bodies.

In this article, the author examines the historical and legal foundations of interaction between the police and the population during the Great Patriotic War. An attempt is made to analyze and systematize the forms used in the organization of interaction between police officers and members of state-public formations during the study period, the author comes to the conclusion that preference was given to collective forms in the organization of interaction between the population and the police, and the choice of forms of interaction was carried out taking into account a number of factors that can affect the results of activities. The participation of the population in the composition of public-state formations in various forms of interaction with the police was the key to success in the activities of the police in the struggle to ensure law and order and the stability of the rear.

The military marching band is an imposing but also prestigious artistic present in the national and international musical landscape. Having a rich and old tradition, it continues to play an important role in the cultural life, asserting itself as a mechanism for promoting national and universal musical heritage and as an effective means of ethical and aesthetic education of the military and the general public. Often, famous works from the universal repertoire are more easily assimilated by the average spectator through fanfares. In this article, we will refer to some aspects of the history of the phenomenon. After 1990, with the postponement of the independence of the Republic of Moldova, military structures, internal affairs bodies, institutions for training specialists in the field, such as the Police Academy, etc. are created. As a result, military band orchestras are established and invigorated. One of them, which enjoys success and shows high professionalism, is the Band Orchestra of the General Inspectorate of Carabineers of the Ministry of Internal Affairs.
