Introduction. The uniqueness of the processes of land tenure development in Ukraine is conditioned by the presence of an optimum combination of conditions and factors. The profitability of crop depends on these factors. Among them we can distinguish the favourable combinations of soil and climatic conditions. But the situation is burdened by many crisis situation of industrial and economic, social and economic, ecological and economic nature that prevents a balanced development of the land tenure. The increase in production of certain crops and the profitability of crop sector has been achieved by reducing the natural fertility of the land. Economic gains are paid by the unbalanced structure of territorial management and fertilization, the use of old extensive technology. Correction requires existing the state administrative decisions and rational use of limited financial resources. It will be possible to achieve by improving environmental and economic mechanisms of sustainable land tenure. Specifically, the system needs improving financial and economic instruments, which aim to serve as the infrastructure for the entire system properly. Purpose. The article aims to identify the aspects of improving the system of financial and economic instruments within the ecological and economic mechanism as the infrastructure for sustainable agricultural land tenure implementation. Method (methodology). The method of analysis and synthesis, abstract and logical method, method of statistical analysis, graphic methods have been used in this research. Results. The development of environmental and economic mechanism of implementation of the strategy to ensure an acceptable level of agro ecological safety in Ukraine needs to study the system of economic instruments simultaneously perform infrastructure functions to achieve a balanced level of land use. The paper presents the scheme of ecological and economic mechanism of implementation strategies of land market regulation in Ukraine. According to this scheme it is made an attempt to separate the financial and economic instruments for motivation and encouragement of groups that perform infrastructure functions to ensure a balanced level of agricultural land. An important aspect of improving the ecological and economic mechanism for achieving an acceptable level of agro ecological safety in regions of any taxonomic level is the development and implementation of risk insurance instrument of agricultural land. It requires the development of theoretical and methodological aspects and improvement of the legislative field. Specifically, it is necessary to adopt the law "On Environmental Insurance". It has to consider the problems of sustainable use of agricultural land.

Introduction. The importance of specialization research is due to its role in the economic growth of the country, as it contributes to the resources concentration on the production of competitive products, the provision of scientific and techno-logical development and increase the efficiency of agricultural enterprises. The purpose of the study is to develop mechanisms for managing commodity specialization of agricultural enter-prises. Results. The unique features of agriculture in the general structure of the national economy are identified. The deci-sive role of land resources has been determined. The influence levels on the management of commodity specialization of agri-cultural enterprises are broadened: nationwide, regional and local, for which the means of influence are allocated. The rea-sons for the imbalance in the structure of agricultural production are considered. The groups of factors that influence the resources reproduction as factors of agricultural production are distinguished: socio-political, socio-economic, priorities of state agrarian policy, using level of agricultural land and other resources, natural and climatic conditions, seasonality of production, energy and resource intensity, innovative technologies implementation. The structure of Ukrainian agriculture on 3 levels in terms of crop, livestock and hunting is offered. The necessity factors of systematic influence on commodity specialization management of agrarian enterprises are determined. The determinants of commodity specialization of agricul-tural enterprises are presented. Conclusions. The architecture of the organizational and economic mechanism for managing the commodity speciali-zation of agricultural enterprises is provided, which includes the internal environment of the enterprise, the direct mecha-nism, options for development, the conditions influence of the external environment functioning and the factors of influence on the specialization of the agricultural enterprise. The concept takes into account tendencies of economic potential for-mation, internal infrastructure of the enterprise, basic architectural decisions and standards, management model and re-quirements to management processes, and also defines principles of transition from the existing state of the enterprise to the target one. Пахотные угодья Республики Коми в основном представлены дерново-подзолистыми почвами с низким естественным плодородием, которые без применения удобрений быстро подвергаются деградационным процессам, что резко снижает их продуктивность. Цель исследований: оценка эффективности долговременного применения органических и минеральных удобрений при выращивании картофеля в кормовом севообороте в условиях Республики Коми. Методической основой выполнения работ были комплексные исследования дерново-подзолистых почв, клубней картофеля на участках многолетнего полевого эксперимента, заложенного на землях Института агробиотехнологий ФИЦ Коми НЦ УрО РАН в соответствии с «Методическими указаниями географической сети опытов с удобрениями». Длительный период исследований (более 40 лет) характеризовался различными климатическими условиями, которые отразились на количестве урожая и качестве клубней картофеля. Было проведено 7 ротаций (14 лет) с выращиванием картофеля. Вносили органические удобрения – торфонавозный компост (ТНК) в дозах 40 и 80 т/га (1 и 2 фон, соответственно) под картофель и минеральные удобрения – NPК в дозах 1/3; 1/2 и 1 для восполнения выноса растениями элементов питания. Установлено положительное влияние комплексного применения органических и минеральных удобрений на урожайность и качество картофеля, а также на плодородие дерново-подзолистой легкосуглинистой среднеокультуренной почвы в кормовом севообороте в почвенно-климатических условиях Республики Коми. В результате применения шестипольного севооборота и комплексного внесения удобрений с 1978 года к 2019 году в почвах снизилась обменная и гидролитическая кислотность; повысилось содержание гумуса на 0,5% (в контроле); на 0,2–0,5% (с тремя дозами минеральных удобрений); на 0,3–1,1% (с ТНК); на 0,2–1,6% (при совместном применении органических и минеральных удобрений). Наибольшие урожаи картофеля получены при совместном применении органических (80 т/га) и минеральных удобрений (1 NPК) и составили 37,1 т/га клубней (8,5 тыс/га кормовых единиц). При таком соотношении удобрений показано высокое качество клубней картофеля: содержание крахмала 15,5%, витамина С – 19,4 мг%, сырого протеина – 14,1%. Количество нитратного азота не превышало ПДК (ПДК 250 мг.с.м.). Экономические расчеты показали, что при внесении ТНК 40 т/га + 1 NPК в дерново-подзолистые почвы с.-х. использования в среднетаежной зоне Республики Коми при выращивании картофеля, условный чистый доход составит 68,4 тыс. р. с 1 га, себестоимость 1 т картофеля – 2,8 тыс. р., рентабельность 188,7%. The arable land of the Republic of Komi is mainly represented by dern-sub-ground soils with low natural fertility, which without the use of fertilizers are quickly subjected to degradation processes, which dramatically reduces their productivity. The aim of the research is to evaluate the efficiency of long-term use of organic and mineral fertilizers in the growing of potatoes in feed crop rotation in the conditions of the Komi Republic. The methodological basis for carrying out the works was comprehensive studies of dern-subhead soils, potato tubers on the sites of a multi-year field experiment laid on the lands of the Institute of Agrobiotechnology of the FRC Komi SC UB RAS in accordance with the «Methodological Instructions of the Geographical Network of Experiments with Fertilizers». A long period of research (more than 40 years) was characterized by different climatic conditions, which affected the number of crops and the quality of potato tubers. There were 7 rotations (14 years) with potato cultivation. Organic fertilizers – peat-avous compost (TNK) in doses of 40 and 80 t/ha (1 and 2 background, respectively) for potatoes and mineral fertilizers – NPK in doses of 1/3; 1/2 and 1 to replenish the carry-out of food elements by plants. The positive effect of the integrated use of organic and mineral fertilizers on the yield and quality of potatoes, as well as on the fertility of soddy-podzolic light loamy medium cultivated soil in fodder crop rotation in the soil and climatic conditions of the Komi Republic, has been established. As a result of the use of six-bed crop rotation and the integrated application of fertilizers, metabolic and hydrolytic acidity decreased in soils from 1978 to 2019; humus content increased by 0.5% (in control); 0.2–0.5% (with three doses of mineral fertilizers); 0.3–1.1% (with TNCs); 0.2–1.6% (with combined use of organic and mineral fertilizers). The largest potato yields were obtained from the combined use of organic (80 t/ha) and mineral fertilizers (1 NPK) and amounted to 37.1 t/ha tubers (8.5 thousand/ha feed units). With this ratio of fertilizers, the high quality of potato tubers was also determined: the starch content was 15.5%, vitamin C – 19.4 mg%, crude protein – 14.1%. The amount of nitrate nitrogen did not exceed the MPC (MPC 250 mg.s.m.). Economic calculations showed that if TNK is added 40 t/ha 1 NPK to the dern-sub-ground soils of agricultural use in the medium-sized zone of the Komi Republic when growing potatoes, the conditional net income will be 68.4 thousand rubles from 1 ha, the cost of 1 t of potatoes – 2.8 thousand rubles, profitability 188.7%.

AbstractThe Zambian government has introduced the farm block development programme (FBDP) to facilitate agricultural land and rural development and encourage private sector investment. This study assessed whether the FBDP achieves these goals. Key obstacles and possible opportunities were also identified and, where appropriate, specific corrective actions were recommended. Qualitative data were collected through semi-structured interviews conducted in Lusaka with various stakeholders of the FBDP. The FBDP is designed to facilitate agricultural land development and encourage private sector investment. However, the programme falls far short in terms of implementation, amidst policy uncertainty and lack of support. This is evident by the insecurity of land tenure which negatively affects small- and medium-scale producers’ access to financing, lack of infrastructure development of these farm blocks, and constraints in the agricultural sector such as low labour productivity and poor access to service expertise. It is recommended that innovative policy interventions should be created to support agricultural development. This can be achieved by following a multistakeholder approach through involving private, public and non-profit sectors such as non-governmental organisations (NGOs) and donors.

It is well established that nitrous oxide (N2O) and carbon dioxide (CO2) emissions from agricultural land are influenced by the type of crop grown, the form and amount of nitrogen (N) applied, and the soil and climatic conditions under which the crop is grown. Crop rotation adds another dimension that is often overlooked, however, as the crop residue being decomposed and supplying soluble carbon to soil biota is usually from a different crop than the crop that is currently growing. Hence, the objective of this study was to compare the influence of both the crop grown and the residues from the preceding crop on N2O and CO2 emissions from soil. In particular, N2O and CO2 emissions from monoculture cropping of corn, soybean and winter wheat were compared with 2 -yr and 3-yr crop rotations (corn-soybean or corn-soybean-winter wheat). Each phase of the rotation was measured each year. Averaged over three growing seasons (from April to October), annual N2O emissions were about 3.1 to 5.1 times greater in monoculture corn (2.62 kg N ha-1) compared with either monoculture soybean (0.84 kg N ha-1) or monoculture winter wheat (0.51 kg N ha-1). This was due in part to the higher inorganic N levels in the soil resulting from the higher N application rate with corn (170 kg N ha-1) than winter wheat (83 kg N ha-1) or soybean (no N applied). Further, the previous crop also influenced the extent of N2O emissions in the current crop year. When corn followed corn, the average N2O emissions (2.62 kg N ha-1) were about twice as high as when corn followed soybean (1.34 kg N ha-1) and about 60% greater than when corn followed winter wheat (1.64 kg N ha-1). Monoculture winter wheat had about 45% greater CO2 emissions than monoculture corn or 51% greater emissions than monoculture soybean. In the corn phase, CO2 emissions were greater when the previous crop was winter wheat (5.03 t C ha-1) than when it was soybean (4.20 t C ha-1) or corn (3.91 t C ha-1). Hence, N2O and CO2 emissions from agricultural fields are influenced by both the current crop and the previous crop, and this should be accounted for in both estimates and forecasts of the emissions of these important greenhouse gases. The Government of Zimbabwe has only recently begun to implement the commitment of the liberation movements to give land to poor ‘communal’ farmers, especially those dispossessed by the whiteminority régime after Rhodesia's unilateral declaration of independence in 1965. It needs to be recalled that by virtue of the Land Tenure Act of 1969 almost half of the country's agricultural land was allocated to Europeans, who had ‘greater access to the regions considered suited to intensive crop and livestock production’, and that ‘On average, each of the nearly 7,000 European farms was roughly 100 times the size of any of the 700,000 or so holdings in the Tribal Trust Lands’. The fact that much of this land was under-utilised only served to increase African resentment.

The land use has undergone some changes in the last 30 years, by reducing the areas with arable land, converting multi-annual plantations into other categories of land, etc. According to the current mode of land use, the Northern Development Region has a pronounced agricultural profile - 80.3% of the total area represents agricultural land. The spatial differentiations regarding the morphological and agro-climatic conditions allowed the identification within the region of areas with agro-forestry and agro-pastoral specializations.

Abstract: The objective of this study is to describe the pattern of land tenure and forms of livelihood diversification in rural area. By using qualitative approach, data was collected and presented descriptively. The results are as follows, first, land is an important production factors as capital and labor. Land in Kedungprimpen village is still closely linked to the livelihoods of its inhabitants. High level of dependence of the population on agricultural land is also closely related to the local community's view that underlies the social differentiation of the rich, ample and poor. Second, this fact further encourages households todeal with the crisis, undertake series of livelihood activities to meet their basic needs. The selection of diversified forms of livelihood is mainly based on rational reasons related to the types of resources that can be optimized. Generally, livelihood diversification in Kedungprimpen Village is on agricultural andnon-agricultural sectors. Agricultural sector includes land cultivation, sharecrop, rent, mortgage, and labor system. This study attempted to uncover the factors that influence preferences of the poor farming households for the attributes of Payment for environmental services (PES) in the Oyo State farm settlement Nigeria. Educational attainment, age of the respondents, previous knowledge of PES, land tenure, provision of micro credit, number of dependents, marital status and main occupation of the respondents. Dependent variable is preference for PES attributes.A multi-stage sampling technique was employed for this study.This study used exclusively Primary data.Which were collected through the use of a well-structured questionnaires and interview schedule for the literate and non-literate farmers respectivelyTotal sample of 395 out of 547respondents (i.e.72%) were drawn cumulatively. The regression results showed that previous knowledge of PES and provision of microcredit are significant at 5% each, while land ownership right is significant at 10% in the educational poverty group. In the consumption poverty group, previous knowledge of PES is significant at 5%, while land ownership right is positively significant at 1%, respectively. Housing/living standard poverty group; previous knowledge of PES and land ownership rights   are significant at 5% each. From the findings of this study, it implies that if micro credit facilities are provided to these poor farming households, they will be willing to conserve the environmental resources (i.e. agricultural land). It therefore suggests that a well thought institutional arrangement with PES in view could be put up to enhance natural resource conservation and by extension reduction of poverty.

Обґрунтовані переваги еколого-ландшафтного землеустрою в системі територіального планування сільськогосподарського землекористування в порівнянні з традиційними методамиорганізації території. Розглянуто необхідність створення інформаційної бази створення екологічних чинників використання земельних ресурсів. Проаналізовано проблеми використання земель сільськогосподарського призначення в умовах тотального зниження продуктивності та ступінь негативного впливу деградаційних процесів, а також їх вплив на сільськогосподарське виробництво. The analysis of increase of use of natural resources by man and its influence on self-reproduction of biosets is carried out. Advantages of ekologo-landscape land management in system of territorial planning of agricultural land tenure in comparison with traditional methods of the organization of territory are proved. The necessity of creation of information base of formation of ecological factors of use of land resources is considered. The adverse action of degradation processes and their impact on agriculture is analyzed.
