Introduction. World experience shows that social and labour relations always serve as an indicator of the effectiveness of social and economic reforms in any country. In addition, social and labour relations can be determined as an important factor in labour productivity, quality of life and personal development. There are needs for progressive changes in the state of social and labour relations, the search for opportunities for their modernization without social and economic losses and destruction at every stage of society's development. Purpose. The article aims to evaluate the effectiveness of management of social and labour relations in Ukraine in order to deepen the practical principles for ensuring progressive qualitative changes in the development of social and labour relations in entrepreneurial activity to increase the efficiency of such relations adequately according to the task of modernizing the economy. Method (methodology). The following methods have been used in the research: graphical and analytical method (to illustrate the investigated processes), qualimetric method (to improve the evaluation system of social and labour relations) and economic and mathematical method (to assess the state of industrial relations in the article). Results. The state and local authorities’ investment in the development of human capital is evidence of regulation of social and labour relations. Decrease of the share of spending on education, health, moral and physical development is a testament of a reduction in the regulation of the sphere of social and labour relations from the state corresponding to the decentralization reform. At the same time, a significant share of social security and welfare (25-28%) leads many employees to question the importance of employment in the formal sector and the role of labour as the main source of income for working people. The social responsibility of the state and business should provide the creation of productive jobs secured by competitive wages and favourable working conditions. The number of enterprises where strikes took place has grown up. This fact is an evidence of the formation of environment for the social dialogue. The results of the study showed that a widespread combination of social and labour relations in the form of a combination of «restrained authoritarian paternalism» with elements of social partnership exists in Ukraine.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

Botswana has experienced phenomenon economic growth and structural transformation since independence. Despite the achievement in terms of economic growth, the country has had challenges with unemployment averaging 20% and being quite high for youth. The labour laws have changed over time to conform to international standards. The current changes have, however, not been positive in terms of labour relations with the transition from consultative system to collective bargaining almost forestalled. The labour movement has been quite weak. The labour laws have had mixed impact on employment and the labour market and employment creation. The chapter makes key recommendations on how Botswana's labour environment can be transformed based on international experience. Key recommendations are towards employment creation and improving the social dialogue space, especially for labour as the weaker party. This should go a long way in increasing labour productivity and dealing with the persistent problem of poor work ethic.

The dismantling of centralised modes of labour regulation and the emergence of new spatial divisions of labour under 'globalisation' have produced renewed interest in 'regional industrial relations'. Yet much of the existing literature in this genre—and industrial relations scholarship in general—remains wedded to a positivist conception of space. The most promising avenues for reconceptualising the spatiality of capital-labour relations are to be found in the work of radical economic geographers. They recognise that space itself is a human construct and that capital and labour have differing mobilities and, therefore, different subjective and strategic orientations to space and to particular places. From these premises, they argue that local labour markets are the points of intersection between production and reproduction and the primary focus of attention of local modes of labour regulation. These insights, we suggest, provide the means to rethink what has been described as regional industrial relations and capital- labour relations more generally.

The study is devoted to the substantiation of the basic components of the mechanism of regulation of social and labor relations in the united territorial communities of Ukraine. The article analyzes the research on the role of the state and local governments in regulating and developing social and labor relations at the local level. The leading world concepts in regulating social and labor relations have been characterized. The purpose and role of local self- government bodies in regulating social and labor relations have been defined. The basic scientific approaches to the concept of “community development” have been investigated. Based on the research, the basic components of the mechanisms of regulation of social and labor relations in the united territorial communities have been identified and their characteristics have been given.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

The article investigates the risks of transforming labour relations in Ukraine under the influence of digitalization processes. The relationship of the digital economy with the processes taking place in the social and labour sphere is substantiated, its impact on the state of the labor market is assessed. Positive effects of automation application are affected, and the negative consequences of digitalization in the HR sphere. The risks of rotors and employees are addressed by the issues of the impact of digital technologies and automation on social and labour relations. It is argued that in the context of increasing remote, remote work, the work rings to comply with the principle of permanence. Works become inherent in the principles of episodicity, individualism. It is determined that the result of episodic labour relations may be the risk of non-payment of taxes on the income of workers, non-receipt of funds to the budget, loss of a significant part of taxes received from the incomes of the population, and therefore - a decrease in the base of financing social functions of the state.

The changing composition of trade unions has far-reaching consequences for the relationship between unions and the polity. In particular, the concentration of trade union membership in the public sector – a process that has been taking place in most EU countries – implies a shift away from collective agreements towards legislation as the dominant way of managing employment relations. Pluralist models of collective bargaining assume a neutral, mediating role of the state, but in the public sector the state by definition acts as an employer as well. The state is equipped with the sovereign power to circumvent traditional bargaining agreements and force its will upon trade unions through legislation. The article investigates major bargaining disputes in Europe after 2008, focusing on two countries (Ireland and Denmark) that have different political environments and that, although affected differently by the financial crisis, underwent similar government interventions in labour relations. The findings suggest that a shift towards legislation is a tendency that affects all types of industrial relations systems.

This paper reflects on the uneasy relationship that exists in New Zealand between common law and industrial law. A parallel is drawn with the move of labour law away from the general principles of the civil law in Continental Western Europe. It is argued that, especially in the context of industrial action the Labour Relations Act 1987 missed out on a unique chance to assert fully the social autonorny of New Zealand labour law.
