The article defines the essence, goals and features of development of small and medium-sized enterprises in Ukraine. Investigated the influence of macroeconomic indicators on the activity of small business is. Analyzed the correlation of the rates of growth (decrease) of the advanced capital, the volume of sales and the income before taxation for the analysis of the tendencies of the businesses’ development. Was carried out the analysis of quantitative and qualitative indicators characterizing the state and tendencies of development of small and medium-sized enterprises. Revealed the influence of small business on innovative tendencies in the economy of the country. Outlined the ways of further development of small business and its role in solving the socio-economic problems in society.

Nowadays a number of legal, economic and organizational problems related to the implementation of the role of the state in the effective regulation of business development in Ukraine have become relevant. The development of entrepreneurial activity is one of the main prerequisites for the formation and realization of the export potential of the state, its material enrichment and growth of living standards. In modern conditions there is a need for a detailed study of business activity in Ukraine. Using statistical data of the site ukrstat.gov.ua, the economic indicators of small industrial enterprises within the period of 2010-2019 have been analyzed in the article. They are the volume of goods manufactured by enterprises; the volume of goods sold by enterprises; financial results prior to taxation of enterprises; net profit of enterprises. During 2012-2019, the volume of goods sold increased, which has a positive trend and may indicate the development of small industrial enterprises. During 2010-2019 the volume of sold products also has a positive upward trend, due to the excess of the volume of sold products over those produced in 2019. This indicates an excess of demand over supply. Net profit for the entire period of 2010-2019, except for 2018, 2019 has a negative trend, as shown by its negative values, namely the losses of small businesses. The state of entrepreneurial activity in Ukraine is currently unsatisfactory. It is evidenced by the slow growth rate of the number of small enterprises, imperfect market infrastructure and competition, lack of working capital, lack of investment resources, etc. Further development of small business, increasing its competitiveness in both domestic and foreign markets, largely depends on a balanced and sound state policy. Today it is vital to include the development of small business in Ukraine in the overall strategy of economic growth and structural reconstruction of the national economy. To improve and stabilize business activities in Ukraine, the following measures are offered: to apply a flexible system of preferential taxation for medium and small businesses, depending not on the number of those working in them, but on the annual volume (sales) of products, services, works; to constantly reduce the tax burden on small and medium enterprises; to facilitate access of small and medium enterprises to financial resources; to change the microcredit system in the field of small business in Ukraine. The financial and loan system in Ukraine currently offers different conditions and rates for small business loans, which has a particularly negative impact on the work of entrepreneurs in the period of the economic crisis.

The article substantiates the special significance of small and medium-sized businesses for the state economy, providing employment for the population, creating new industries, solving problems, existing risks. The analysis of the number of operating commercial organizations, the number of liquidated, including those in bankruptcy proceedings. The forms of state and regional support of small business, implemented federal programs. Particular attention is paid to the control and supervisory activities of various government agencies over the functioning of the economic subjects under consideration, the need to reduce the number of inspections, increase their level of efficiency and objectivity. It also substantiates the need to ensure an integrated approach to the regulation of the activities of small and medium-sized businesses in Russia.

Sustainable development is becoming a very important issue in the 21st century. Facing global changes such as the global warming, global climate change, as well as other pressing issue, all spheres of economy and social life need to take part in mitigating them and preventing disasters from happening. Our article studies the role of the small business in the above processes and the place of the small business in promoting sustainable development through its actions, public and social awareness and responsibility. We show how even small and medium enterprises can become a decisive power in tackling the climate change and promoting green thinking and sustainable awareness. This can be achieved through enhancing social responsibility of business companies which can greatly contribute to supporting the Sustainable Development Goals (SDG) and promoting sustainable economic growth.

ABSTRACT The purpose of this research is to find out how the implementation of East Ogan Komering Ulu  (OKU) Regency Regulation Number 17 of 2015 regarding Technical Guidelines for Micro and Small Business Permits in three sub-districts in East OKU Regency and also to find out the factors that support and hinder the implementation of policies. The policy implementation is analyzed using three variables; the level of compliance, well-functioning routines, and the absence of problems, and the desired performance and impact of the policies implemented. The results showed that East OKU Regency Regulation No. 17 of 2015 concerning Technical Guidelines for Micro and Small Business Permits in three districts in East OKU Regency has not been implemented optimally. This is indicated by some costs that entrepreneurs must pay when they want to get a license, micro and small licensing processes that have been done in real time, reports on the implementation of micro and small licenses that have not been done by the district, and supervision from the Office of Cooperatives and Small and Medium Enterprises is not fully done. In line with that, the researchers found the factors that supported the successful implementation of the policy were efforts to take a license application from employers and the achievement of delivery time. While the factors that hinder the successful implementation of this policy are the unavailability of the budget, lack of infrastructure and working equipment, uneven network and internet connections, and lack of coordination. Therefore, improvements need to be made by meeting the resources needed, and also to maximize training and supervision of the implementation of micro and small licenses by the Office of Cooperatives and Small and Medium Enterprises.

None of the states can fulfill its functions without the relevant and adequate financing which should complete the main task of the state – improvement of well-being of citizens and efficiency of the national economy. During the crisis, structural and deep economic problems emerge, on which system decisions (instead of reactive and declaratory decisions) should be taken. The paper deals with the influence of the economic policy of the state on its budgetary policy; analyzes the key macroeconomic problems of the national economy and defines the consequences; outlines strategic directions for the formation of the efficient budgetary policy of Ukraine. It is established that the only way to overcome the crisis situation in Ukraine is the growth of GDP through the structural reforming of the economy and implementation of coordinated budgetary and monetary policy, shifting the focus from the fiscal orientation towards motivating one. The ultimate question lies in the growth of inclusive development index which would increase the level of competitiveness of the national economy and the standards of living in the globalization space.

MSMEs (Micro, Small, and Medium Enterprises) according to Law No. 20 of 2008 is a stand-alone productive economic activity. This business is usually carried out by individuals and not business entities that have subsidiaries or branch companies. It is further explained in the Law regarding the criteria for MSMEs, which are as follows:• Micro Enterprises: maximum assets of IDR 50 million• Small Business: assets of more than IDR 50 million – IDR 500 million.• Medium Enterprises: assets of more than IDR 500 million – IDR 10 billion.

In India micro, small and medium enterprises (MSMEs) play a vital role in the development of economy through their contribution to GDP, employment generation, regional development, export promotion, etc. Irrespective of the achievements of the small and medium enterprise (SME) sector, there are certain issues which eclipse desired growth. Availability of ample and timely credit at reasonable rate of interest is vital for the development of these sectors. There seems to be a gap between demand for and supply of the bank credit to SMEs. The delay in processing of credit and the rate of rejections discourage the borrowers from applying for credit. Hence, this article aims to analyse the discouragement faced by MSME loan applicants from the evidence of rejections and delays in advancing loans in Jorhat district in the state of Assam in India.

The article describes the labor market as an element of the economic system that determines the direction and pace of macroeconomic development, affects the welfare of the population and social protection. The dynamics of reduction of labor force for 2010-2020 due to the increase in the level of external labor and educational migration is given. It is substantiated that the creation of high-paying jobs and the reform of the wage system are effective tools for regulating external migration, which reduces aggregate supply, unemployment and the load on vacant demand. It is outlined that the development of the market of the newest forms of employment and freelance by stimulating the population to create small and medium enterprises, providing organizational, economic and regulatory prerequisites for the development of youth business, can be considered an effective tool to curb migration. The tools of improving the state employment policy are given, namely the tools of balancing the labor market of Ukraine in the projection of the state policy of migration management. The reasons for the growth of unemployment among graduates of educational institutions, youth and skilled people, which encourage potential migration in a period of socio-economic instability and political turmoil. Means of ensuring the preservation of intellectual and human resources of Ukraine and avoiding a shortage of workers in the labor market, which encourage the development of appropriate information and analytical support for analyzing the needs of the labor market (regional, local, sectoral, professional) in the projection of labor supply. The basic vectors of development of the modern labor market which efficiency depends on realization of effective tools, and also structural transformations in the labor markets are resulted. The role of the state in ensuring positive changes and the formation of new transformational approaches in the field of social and labor relations is outlined. The main criteria and priorities for the formation of employment policy in Ukraine are highlighted and the transformation of new types of employment is emphasized. The key indicators of the new type of labor relations are given.
