The problems caused by the need to improve the quality of the personnel of the state civil service are analysed. The article is prepared on the basis of a study in the form of a sociological survey conducted in the Apparatus of the State Duma of the Federal Assembly of the Russian Federation with the aim of the most detailed and objective study of the effectiveness of personnel policy in the office of legislative bodies of state power, in particular in the Apparatus of the State Duma, and subsequent development of recommendations for improving personnel policy. The main emphasis is made on the development of personnel policy based on modern mechanisms for the formation of personnel. A number of recommendations and measures are formulated to perfect the motivation and improve the professional level of state civil servants of the State Duma Apparatus.

The article is devoted to the study of the transformation of the system of «social lifts» and «social ladders» in the modern world in the context of the rapid development of digital technologies, as well as the issues of their functioning in the digital space. For the first time, the article introduces the definition of «the system of social lifts and social ladders», expands and concretizes such concepts as «social lift», «social ladder», as well as «digital space». The article focuses on the issues of increasing the effectiveness of personnel policy in the state civil service of the Russian Federation. The main problems hindering the development of the state civil service are identified, and proposals are made to improve the efficiency of the state civil service. This article is one of the stages in the study of changes in the system of social lifts and social ladders in the context of the digital transformation of society.

In order to ensure national security, the personnel policy in the state civil service must remain effective and ready to provide State authorities with highly qualified specialists with high personnel potential in a timely manner. In order to obtain an objective assessment of the personnel potential of the state civil service, the authors analyzed the current state of personnel policy and personnel potential in the state civil service on the basis of officially published quantitative and qualitative indicators. The article considers the main elements of the personnel potential of state civil servants and their current state at the federal and regional levels.

The legal aspects of implementating personnel policy are an integral part of the successful work for the regional administration. The article examines the legal mechanisms used by the state civil service of the Lipetsk region administration, aimed at forming a model of qualification requirements to fill positions in civil service and developing the system for material and non-material motivation, increasing efficiency in state-service relations. Currently, to reform and improve the effectiveness of the state civil service, we need to create a flexible system of incentives for employees; since the effectiveness of their activities largely depends on their personal interest in the performance of official duties at a high level. The Lipetsk region administration monitors the regulatory legal framework on civil service in real-time. This method of quality control contributes to the improvement of personnel policy, standardization of personnel processes, and their uniform application in all governmental bodies of the region.

The article analyzes the significance of the personnel policy of the civil service as one of the most important links in the chain of public administration. The concept of personnel policy of civil servants, its main goals and objectives, which determine the specifics of the considered institution of law, is revealed. Modern problems that hinder the development of the state personnel policy are presented. The author touches upon the issue of digitalization, changes due to this large-scale phenomenon that should be implemented in the field of personnel policy of the public service, as well as possible difficulties associated with such a transformation. It is concluded that the main function of the personnel policy of the civil service at present should be the search for the most competent specialists with a high level of professional training, since this directly affects the quality of public administration. The features of the state personnel policy in the United States of America are considered, the concept of “positive recruitment” is revealed. The possibility of introducing some elements developed by the American personnel policy of the civil service into the current personnel system of the Russian Federation is evaluated.

AbstractThe main objective of the study is to trace the perceptions of the task of an aviation component to provide direct aviation support to both ground and naval forces. Part of the study is devoted to tracing the combat experience gained during the assignment by the Bulgarian Air Force in the final combat operations against the Wehrmacht during the Second World War 1944-1945. The state of the conceptions at the present stage regarding the accomplishment of the task in conducting defensive and offensive battles and operations is also considered. Emphasis is also placed on the development of the perceptions of the task in the armies of the United States and Russia.

The article examines the formation of the statehood of modern Turkmenistan through the prism of historical changes that have occurred in the post-Soviet countries. It is noted that after 1991 all former republics of the USSR built new independent states on a fundamentally different basis – interaction between government and society. The authors emphasize that the establishment of trust between the state as an institution and citizens is possible under certain conditions, among which a special place is occupied by a clear organization of civil service and the professionalism of civil servants. The measures that have already been implemented and are being taken by the leadership of Turkmenistan at the present time to solve these problems are considered. It is noted that Turkmenistan acts within the framework and in accordance with the key world-class standards regarding the requirements for the organization of civil service. The measures taken in the country to combat corruption are analyzed.
