The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.

The purpose of the is to summarize and present the results of the study of economic prerequisites for the situation when trade between the aggressor (the Russian Federation) and the victim (Ukraine) was not stopped despite the conflict as well as to assess the dynamics of this trade in the context of indicators of national economic security of Ukraine. Methodology. The study is based on the analysis of International Trade Center data on exports and imports of Ukraine and the Russian Federation and mutual commodity flows for 2002-2019. In addition, the Herfindahl-Hirschmann index and the Linda index were calculated to determine the level of concentration of commodity and geographical structure of foreign trade. To assess the impact of the external sector on the level of economic security of Ukraine, indicators regulated by national legislation were evaluated such as economy openness, export coverage ratio of imports, times; share of the leading partner country in total exports of goods, share of the leading partner country in total imports of goods, share of the leading commodity (commodity group) in the total volume of goods exports, share of leading goods (commodity group) excluding energy imports in total imports of goods, share of raw materials and low degree of industrial export processing in total exports of goods, share of imports in domestic consumption, terms of trade index (price). Results of the survey showed that The Russian Federation was the largest trading partner, and remains a significant participant in Ukraine’s foreign trade operations today. At the same time the objective process of reducing the importance of the Russian Federation in the export-import trade of Ukraine had begun long before 2014. Despite the fact that the level of danger in the foreign sphere has decreased to a certain extent, such an improvement occurs against the backdrop of the impossibility of completely terminating trade and other economic relations with the Russian Federation. Practical implications. Based on the analysis, the areas of overcoming risks in the external sphere should be recognized: strengthening the capacity of the domestic market, including the implementation of infrastructure renewal programs for transport facilities and military-industrial complex, stimulating foreign investment in mechanical engineering; stimulating foreign investment in high-technology activities; implementation of energy efficiency programs; simplifying administrative and tax conditions for the provision of service as a substitute to commodity trade. Value/originality. Data on concentration level of foreign trade of Ukraine and the Russian Federation and on level of foreign economic component of national economic security of Ukraine.

This article discusses the current issues of the development of the digital economy. The significant role of information technologies in the development of modern production and services is noted. The development of digital means of economic activity creates new risks that are not yet sufficiently taken into account by modern economic mechanisms. The digitalization of economic activity is the basis for the emergence of new types of economic activity, as well as a fundamental change in traditional ones. The Digital Economy of the Russian Federation program is a set of measures in various fields of activity aimed at stimulating the creation of an information society. According to the" Strategy for the Development of the information Society in the Russian Federation for 2017-2030", a distinctive feature of the information society is the critical level of influence of information on the economic, socio-cultural living conditions of citizens. Such a definition takes into account the possibility of applying certain information in economic activities. Consideration of such changes should be reflected in the Information Security Document, the updating of which is an actual issue of national economic security.

Subject. The article focuses on the articulation of the innovative policy in maintaining the national security of the Russian Federation. Objectives. We evaluate the current situation in the Russian Federation in terms of innovative development and compare it with other countries. The study also determines what impedes the deployment of innovation across regions. Methods. The methodological framework is based on the comparative analysis of innovative development indicators of Russia and countries all around the world. Results. We examined key economic security imperatives of the Russian Federation. The development of innovation is proved to be the only vector that will help Russia remain competitive worldwide. The national economic security is found to mainly depend on the efficiency of innovative activities in the real economy. We provide the comparative description of innovation indicators of China, Germany and the Russian Federation. The article also analyzes changes in the innovative development of the Russian regions, illustrating the case of the Bryansk Oblast. Conclusions and Relevance. China is an undeniable leader by the number of patent applications for inventions, utility models, industrial specimens. As the analysis shows, there is a close and direct relationship in China between resident’s patent applications and GDP. The fact signifies that the economic growth of the country does not draw upon innovation. Notwithstanding efforts, Russia’s Global Innovation Index has remained almost the same for the recent years, with Innovation Output sub-index even falling.

Energy security is currently one of the key components of national security of any country. The object of this research is the basic documents of strategic planning of the European Union in sphere of ensuring energy security (Roadmap of the European Union “Final 10-year ETIP SNET R&I roadmap covering 2017-26”) in the context of comparative analysis of the existing approaches towards ensuring energy security of the Russian Federation (Energy Security Doctrine of the Russian Federation). The analysis is conducted from the perspective of comparison of two documents of strategic planning for the purpose of identification of threats and risks to the economic security. The subject of this research is the threats and risks to energy security of the countries, and thus, their national security. The scientific novelty consists in examination of the documents of strategic planning in the sphere of energy security using methodology of comparative analysis developed by the authors, which is based on the dynamic semantic network. In accordance with the aforementioned methodology, analysis is carried out on the structure of documents that encompasses the processes, the manifestation of which can be observed through objective and subjective methods of monitoring. The authors developed the expert analytical apparatus of comparative analysis, as well as the methodology for assessing the objectivity of comparative analysis. The developed methodology of comparative analysis is tested on the example of strategic planning documents in the sphere of energy security of the European Union and the Russian Federation. The conclusion is made on the need for further research of the methodological foundations of comparative analysis in order to detect the risks and threats to the economic security of the Russian Federation.

The level of economic security of an individual municipality determines the level of regional and national economic security. To be sufficient it should have an effective management system for the municipality as a whole and its economic security in particular. Assessment of the level of economic security and measures to improve it are appointed as mandatory elements, includes. The need to research the approaches to assessing the level of economic security of a municipality, approbation of individual methods on the example of specific municipalities and using the results obtained to develop solutions for the management of the corresponding territory have been stated. There have been analyzed the practical approaches to defining the essence of the economic security of a municipality and assessing its level. A grate disadvantage of Yu.V. Fartygina and A.V. Ivanov’s methods is their focus on the region’s economy. There was applied the methodology of Zh.A. Mingaleva, which revealed the greatest number of advantages: the availability of the information base, taking into account the peculiarities of the economy of the municipality, the use of differentiated threshold values that allow to draw the conclusions. There was evaluated the Spassky municipal district of Primorsky Kray. The assessment was carried out over the period of 2018-2020, which revealed a low level of economic security of the studied municipality and a negative trend of its change. In order to correlate the results of the assessment of the economic security of the Spassky municipal district with the level of Primorsky Kray, a corresponding comparison was made according to the data over 2020, which proved lagging from the regional average values. The threats to the economic security of the Spassky municipal district were formulated and a system of measures was proposed to increase the level of economic security. The studied system takes into account the factors of the competitiveness of the municipality and modern approaches to the management of the municipality in the Russian Federation.

The presented study is relevant due to the need to improve the living standards of the population as a social indicator of economic security in the context of digitalization.Aim. The study aims to formulate directions for solving the problems of improving the living standards of the information society through a comparative analysis of factors influencing life expectancy in the Russian Federation and abroad.Tasks. The authors analyze the living indicators of the information society in major countries to reveal shortcomings in the measures taken by the public sector to ensure the quality of life of the population and to define the role of digitalization and digital economy in the improvement of living standards; identify problems of declining life expectancy in Russia to develop appropriate government policy measures.Methods. The methodological basis of this study includes modern general scientific research methods, such as comparative analysis, statistical and structural-logical methods.Results. The fundamental factors influencing life expectancy in the regions of the Russian Federation under modern conditions include lifestyle, genetics, level of education, level of information development, and level of digitalization in healthcare. Russia is lagging far behind developed countries in many of these respects. At the same time, there is a positive dynamics of improving living standards through the adoption of a strategy for the development of the economy and digital society in our country. With a direct correlation between living standards and economic development, global informatization, mobile communication, and digital technologies significantly increase the availability of information and opportunities to use it in healthcare.Conclusions. As a major trend in the development of modern society, digitalization is particularly important when it comes to ensuring the socio-economic efficiency of the healthcare system. Therefore, an increase in the quality of digitalization brings about an improvement in the living standards of the population in terms of its interaction with the government as well as preservation of life and health. Implementation of a policy in the field of digitalization requires a high degree of digital culture and health literacy, including literacy in digital medicine, and active development of digital competencies among health professionals.

Article presents the results of analysis of the most significant threats to Russia's economic security that materialized in late 2019 – early 2020. The problems of significant dependence of Russia's key macroeconomic indicators on the parameters of oil and gas exports are Identified. The priorities of increasing non-resource exports, as well as increasing the volume of high-tech closed-loop production are outlined. Indicators of investments aimed at reconstruction and modernization in the total volume of investments in fixed assets for high-tech economic activities in the Russian Federation are analyzed. Indicators of investments aimed at reconstruction and modernization in the total volume of investments in fixed assets by types of economic activity in the raw materials sector of the Russian Federation are analyzed.
