Nigeria is a nation beset with numerous socio-economic, educational and political problems which have retarded its growth and development. Nigeria is bedevilled with the dwindling standard of education, various indices of insecurity such as armed robbery, kidnapping, youth restiveness, ethno-religious crises, militancy, organised crime, political and electioneering conflicts, ethnic militias, boundary disputes, cultism, poverty, exam malpractice, unemployment, pipe-line vandalisation, Boko haram disturbances, bombing and all forms of social misconduct. Education is the bedrock of societal development; no nation can rise above the quality of its citizens‟ educational level. The type of education given to the people determine the type of development and governance that might exist. Quality education, national security and good governance bring along healthy development in a nation. These factors go pariparsu, one cannot talk about national security without considering the educational background of a people, especially the leaders. Hence „you can‟t give what you don‟t have. (nemo dat quad non habet) the duty of the counsellor is to ensure that the studentsof today are well guided in order to produce efficient leaders of tomorrow whose actions will enthrone peace and security. This work takes a look at leadership and education for national security from the counsellor‟s perspective.

Currently, Nigeria’s security sector needs effective policing considering the spate of insecurity and frustrated relationship between the citizens and the police. Consequently, some officers are seen as dishonest and agents of complicity. Unlike most parts of the world where the people love, support the police, Nigeria still records threats to police-public relations owing to the attitudes of some officers who tarnish the image of the security agency through uncivilised, inhuman and unlawful acts while on duty and beyond. With qualitative data, this paper explores how training and people-oriented security education can enhance effective policing for a more secure Nigeria. This paper argues that police effectiveness should no longer be hinged only on equipping officers for counter-terrorism or establishment of special units to eradicate organised crime, but also on training them on weekly/monthly basis to respond to rapidly emerging threats to national security and trainings on enhancing collaborative police-public relations.

With the continuous improvement of the national economy and people’s quality of life, people’s attention to human health and health is increasing. Taking exercise and reasonable diet and good living habits to adjust the body’s meridian operation and promote the continuous optimization of human body function is an important way to achieve healthy development and optimize people’s lifestyle. This paper describes the formation and development of Longevity Internal Elixir form Yue School in East Sichuan and its positive effects on human health. It analyzes the implementation methods and steps of Longevity Internal Elixir and points out the precautions and safeguards for the implementation of Longevity Internal Elixir. Through the analysis of this paper, it is clear that Longevity Internal Elixir plays an important role in the health of the people, exerts its role in promoting bodily functions. The implementation methods and safeguard measures of Longevity Internal Elixir are also clarified in this paper.

Creating Good Governance is the role of the Government to improve the welfare of thecommunity. For the essence of government is public service. The Fire Department is anagency of local government office which is engaged in the social community services,particularly services in the handling of the fire hazard. The purpose of this study was todetermine the quality of service in the fire department of Surabaya in accordance withservice quality dimensions of Agus Dwiyanto namely: the attitude of the officer, theprocedures, time, facilities and services. Informants were taken are the people who neverget the services and Surabaya City Firefighters. In the method of data collection, theresearchers used primary data by using a questionnaire to the informant. The results showedthat the quality of service at the Fire Department in Surabaya based on five dimensions ofservice quality in general has not been fulfilled optimally. Particularly on indicators ofresponsiveness officer, indicators ease of the procedure, according to SOP service indicatorand service satisfaction indicators get low grades. Therefore, the Government Office offires are expected soon as possible to fix the procedures and services as well as the attitudeof officers to serve the community with optimal namely by providing training andeducation to the intense fire officials that the ability and insight to grow.Keywords: quality, service

Merit System is the placement of someone with a high leadership position based on their competency. The government as the holder of power always makes new regulations or policies and also changes existing policies, to improve the quality of life of the people and the government institution itself. This article aims to analyze the merit system policy in the implementation of the government in Indonesia in implementing the principles of good governance and to see how the role of Baperjakat in making the mutation decision letter has caused problems between ASN and the Regent of Simeulue. The research method uses descriptive qualitative through literature review and research information. Sources of data obtained through journals, news, and documents. Data analysis techniques using Nvivo plus 12 analysis in the form of the crosstab. The results showed that the procedure for the policy of the position of the State Civil Apparatus (ASN) issued by the Regent of Simeulue was not based on established rules. In the process of mutation, the basic foundation of its implementation is still to use the seniority system and the spoil system where this system is not well used in the mutation process. In this mutation, the application is not by the principles of good governance.

The goal of the article is to determine the is to define living conditions for students studying in Katowice and selected voivodeship cities enjoying the greatest popularity among the students. The hypothesis to verify whether the conditions of life are correlated with the total number of students in the selected cities; high quality of life - large number of students. Within the publication authors verify widely understood quality of life in a certain place. They analyze factors that may particularly affect the process of assimilation of people who decide to study in a given city, e.g. sense of happiness, mental wellbeing, social welfare (no sense of loneliness), civilizational level (new technologies literacy, knowledge of foreign language or educational background), life stress, level of pathology in a city. In their analysis, the authors also included cultural offer and leisure infrastructure of the cities. Analysis of the conditions of life and their attempt references to popularity among the students is part of study the academic potential of cities. Potential defined as a possibility, which offers students a city in terms of education and start a professional career.

In Khyber Pakhtunkhwa the situation of human rights is comparatively worse. Factors affecting human rightsin thisprovinceincludefailure to guarantee good governance,growingpoverty, illiteracy, violence, terrorism, worseningsecurity, social injustice, political instability, and economic turmoil. These factors have been affecting adversely the human rights.To ensure human rights in the province, theexecutionof international human rights laws needs to be implemented.It is required to ensure good governance, peace and stability to ensure viable environment, provision of sustainable and quality education and reduce poverty. Unless the favourable environment beprovided to the people at large, human rights violations may be continued. This paper attempts to know about the factors affecting human rights in the province and present some solid recommendations and policy options.

The development of infrastructure and the provision of basic services in Pakistan lie in the public domain. The quality of the built infrastructure and the service offered reflect successive governments’ capability as a channel for public sector funds, their role in overall financial and macro-economic planning and management, and their administrative efficiency in implementation, operations and management—in essence the extent to which they are able to adhere to the principles of good and humane governance. Good governance is generally conceived of as the judicious exercise of economic, political and administrative authority in the public and private spheres to manage a country’s affairs at all levels to improve the quality of life of the people. It is a continuing process where divergent opinions and desires are satisfied through compromise and tolerance in a spirit of cooperative action for the mutual benefit of the larger whole. It has three dimensions: one, the political regime; two, the systems and procedures for exercising authority; and three, the capacity of governments [World Bank (1994); UNDP (1997); OECD (1995); Commission on Global Governance (1995)].

This chapter is based on different aspects of working of the public governance system in India as well as certain measures to improve the quality of the democratic governance system in the country. Good governance is a constitutional right of the people of India, states Dr Singhvi in his oration. Dr Singhvi was a great advocate of good governance and decentralization. He believed that small states are vehicles of good governance in the country. We have finally opted out of what was derisively called the Hindu rate of growth. We have a vision 2020, a vision of growth and strength, but will our democratic governance deliver on that vision? If our pravasis could do it in other countries why can we in partnership with them and the entrepreneurs around the world do it in India?

Summary Introduction: The people living in vulnerable areas that are difficult to access in Brazil represent a portion of the population that has proven very sensitive to lack of medical and health services. The government, seeking to solve the situation urgently, implemented the More Doctors Program [Programa Mais Médicos, in the Portuguese original] in 2013. Objective: To discuss the More Doctors Program, with the purpose of contributing to the debate on the provision of medical policies in Brazil. Method: Study based on the review of official documents: Programa Mais Médicos - dois anos: mais saúde para os brasileiros, 2015 [More Doctors Program - two years: more health for Brazilians, 2015]; Operational Audit Report, TC Nº 005391/2014-8, the Court of Auditors of Brazil; and Medical Demography in Brazil 2015. Results: The import of exchange physicians without diploma revalidation has cast a shadow on the technical quality of services offered to the population. In terms of infrastructure, the reduction of resources paralyzed works and made the care network maintenance projects impossible. The creation of new medical schools has created uncertainty about the possibility of quality education being offered, with minimum and sufficient structure including laboratories, clinics and teaching hospitals indispensable to medical training. Conclusion: The regional inequalities of concentration and dispersion of physicians, showed by studies on medical demography in Brazil, stem from several factors, including the lack of a career path and working conditions. There is no point in having physicians if they do not have safe and ethical conditions to establish the diagnosis and a treatment plan, as well as to monitor the rehabilitation of the patient.
