This Note argues that legal reforms enacted after the 2014 Ferguson, Missouri uprising are insufficient to address the problem of using courts as revenue generators and the related problem of predatory policing. Reforms to date have merely capped how much money towns can raise from their courts; they have not fixed the perverse incentive problem, which allows towns like Ferguson to extract wealth from vulnerable, low-income residents through the court system. This Note argues that towns should be required to remit the money their courts raise to a state education fund, which puts legal separation between the entity collecting the money and the beneficiary of those funds. This Note considers two provisions of the Missouri Constitution, one which could be read as requiring such a reform, and another which could be read as prohibiting such a reform. This Note compares Missouri’s constitutional provisions to a similar North Carolina constitutional provision and concludes that the Missouri Constitution provides ample support for reformers to advocate for this Note’s proposed reform. Finally, this Note offers a roadmap for the steps needed to build political and legal support for the reform.

Abstract Background No population-based studies have examined chronic opioid use among cancer survivors who are diverse with respect to diagnosis, age group, and insurance status. Methods We conducted a retrospective cohort study using North Carolina (NC) cancer registry data linked with claims from public and private insurance (2006–2016). We included adults with non-metastatic cancer who had no prior chronic opioid use (N = 38,366). We used modified Poisson regression to assess the adjusted relative risk of chronic opioid use in survivorship (>90-day continuous supply of opioids in the 13–24 months following diagnosis) associated with patient characteristics. Results Only 3.0% of cancer survivors in our cohort used opioids chronically in survivorship. Predictors included younger age (adjusted risk ratio [aRR], 50–59 vs 60–69 = 1.23, 95% confidence interval [CI] = 1.05–1.43), baseline depression (aRR = 1.22, 95% CI = 1.06–1.41) or substance use (aRR = 1.43, 95% CI = 1.15–1.78) and Medicaid (aRR vs Private = 1.93, 95% CI = 1.56–2.40). Survivors who used opioids intermittently (vs not at all) before diagnosis were twice as likely to use opioids chronically in early survivorship (aRR = 2.62, 95% CI = 2.28–3.02). Those who used opioids chronically (vs intermittently or not at all) during active treatment had a nearly 17-fold increased likelihood of chronic use in survivorship (aRR = 16.65, 95 CI = 14.30–19.40). Conclusions Younger and low-income survivors, those with baseline depression or substance use, and those who require chronic opioid therapy during treatment are at increased risk for chronic opioid use in survivorship. Our findings point to opportunities improve assessment of psychosocial histories and to engage patients in shared decision-making around long-term pain management, when chronic opioid therapy is required during treatment.

Abstract Background The North Carolina Healthy Food Small Retailer Program (NC HFSRP) was established through a policy passed by the state legislature to provide funding for small food retailers located in food deserts with the goal of increasing access to and sales of healthy foods and beverages among local residents. The purpose of this study was to qualitatively examine perceptions of the NC HFSRP among store customers. Methods Qualitative interviews were conducted with 29 customers from five NC HFSRP stores in food deserts across eastern NC. Interview questions were related to shoppers’ food and beverage purchases at NC HFSRP stores, whether they had noticed any in-store efforts to promote healthier foods and beverages, their suggestions for promoting healthier foods and beverages, their familiarity with and support of the NC HFSRP, and how their shopping and consumption habits had changed since implementation of the NC HFSRP. A codebook was developed based on deductive (from the interview guide questions) and inductive (emerged from the data) codes and operational definitions. Verbatim transcripts were double-coded and a thematic analysis was conducted based on code frequency, and depth of participant responses for each code. Results Although very few participants were aware of the NC HFSRP legislation, they recognized changes within the store. Customers noted that the provision of healthier foods and beverages in the store had encouraged them to make healthier purchase and consumption choices. When a description of the NC HFSRP was provided to them, all participants were supportive of the state-funded program. Participants discussed program benefits including improving food access in low-income and/or rural areas and making healthy choices easier for youth and for those most at risk of diet-related chronic diseases. Conclusions Findings can inform future healthy corner store initiatives in terms of framing a rationale for funding or policies by focusing on increased food access among vulnerable populations.

PurposeThe purpose of this paper is to identify and describe the long-term impacts of hurricanes on schools and discuss approaches to improving recovery efforts.Design/methodology/approachInterviews with 20 school districts in Texas and North Carolina after Hurricanes Harvey (2017) and Matthew (2016). In total, 115 interviews were conducted with teachers, principals, district superintendents and representatives from state education agencies. Interview questions focused on the impact of storms and strategies for recovery.FindingsThe authors uncovered three long-term impacts of hurricanes on schools: (1) constrained instructional time, (2) increased social-emotional needs and (3) the need to support educators.Research limitations/implicationsThis paper focuses on two storms, in two states, in two successive years. Data collection occurred in Texas, one academic year after the storm. As compared to the North Carolina, data collection occurred almost two academic years after the storm.Practical implicationsThis paper illuminates strategies for stakeholders to implement and expedite hurricane recovery through; (1) updating curricula plans, (2) providing long-term counselors and (3) supporting educators in and out of school.Originality/valueTo date, very few studies have explored the ways in which schools face long-term impacts following a disaster. This paper provides insight to the challenges that prolong the impacts of disasters and impede recovery in schools. With hurricanes and related disasters continuing to affect schooling communities, more research is needed to identify the best ways to support schools, months to years after an event.

This chapter talks about country music star Dolly Parton, who is also a poet at heart. She is an avid reader, with an extensive book collection. As a child growing up in Appalachia, however, Dolly experienced book hunger first-hand. It explains how Dolly's own childhood experience motivated her to found the Imagination Library as a way to ensure that all children could experience the joy of book ownership. The chapter also discusses other organizations like First Book that reinvents the traditional book supply chain. Rather than relying on for-profit bookstores as an intermediary, First Book and Imagination Library have innovated alternative, more cost-effective systems to deliver books to children from low-income backgrounds. Through a combination of charitable dollars and cost savings, innovative nonprofits are bringing books to millions of American children who otherwise could not afford them.

The financial well-being of the people living in society is pivotal essential for the country's economic development. The distribution and access to wealth played important role in the economic activities of states. Micro-financing strategies utilized globally to promote distribution and circulation of money, increase access of people living in the low quintile of economic status to the wealth. Similar to global trends, the microfinance strategy was introduced, which is a rapidly growing sector in Pakistan for the last few decades. There are more than 45 registered micro-finance institutions (both for-profit and not-for-profit) that provide services to people at the low-income level in Pakistan. The current study analyzed the level of client satisfaction between private, public, and non-government organization Micro-Finance Institutions (MFIs) operating at District Hyderabad of Sindh, Pakistan. The sample size of 300 clients receiving services from these MFIs, data collected by using random sampling technique on the instrument Likert Scale ranged from 1-5. The collected data processed through scientific methods factorial analysis, customer satisfaction index, and ANOVA. The results of the study presented that clients of non-government MFI are more satisfied as compared to public and private MFIs, male clients are more content to female, changes in family size and education change the level of client satisfaction, where age and monthly household income do not affect client satisfaction. In light of the study, it is recommended for MFIs to initiate client-centric policies especially in the public sector focus on the client glee in the response of services. In the micro-finance industry, female clients are the backbone; it is highly recommended to keep them in the center of attention during the development of policies to increase satisfaction levels.

The attainment of postsecondary credentials holds particular promise in improving economic security for low-income single mothers. However, the type of school attended may matter when determining whether postsecondary credentials will foster positive labor market outcomes and financial stability for former students. This paper describes the pre-test of a field experiment to examine whether the school type listed on a job applicant’s resume has an impact on receiving a call for a job interview, in fields commonly pursued by low-income women. School types tested were for-profit schools and community colleges. Results revealed little difference in outcomes for job seekers with credentials from each school type. However, more reliable results could be obtained by repeating this study in a stronger economy, using job candidates with minimal applicable experience, applying to a greater number of positions, and selecting occupations for which an academic credential is widely seen as a prerequisite for entry.DOI:10.2458/azu_jmmss_v5i1_arcand

The last four decades of US housing policy have seen a shift from the federal allocation of affordable housing as a public good to the neoliberal model of private and for‐profit provision of affordable housing. This shift warrants a study of the link between the interests that now shape low‐income housing markets and the stability of the housing they provide. Nowhere are the effects of this shift more evident than in the homes of the 20 million Americans living in manufactured housing, which is installed largely on the private lands of for‐profit developers who can close mobile home parks and force residents to move themselves and their homes with as little as 30 days' notice. This ethnography of mass eviction in a Florida mobile home park examines state regulations intended to protect residents of closing parks and analyzes how private interests shape the implementation of these policies.

Chapter 7 describes the harrowing decline of Orchard Park during the late 1980s and early 1990s and then traces the resident-centered successful effort to transform Orchard Park into Orchard Gardens using the HOPE VI program. When HOPE VI funds became available in the 1990s, activist Boston citizens—prominently including Orchard Park Tenants Association chairwoman Edna Bynoe—had every reason to assume that public housing transformation would overwhelmingly serve those with the lowest incomes. HOPE VI, Boston-style, was co-led by a neighborhood-based not-for-profit developer and featured prominent resident input. Orchard Gardens allocated 85 percent of dwellings to public housing residents, while enabling 70 percent of former Orchard Park households to return. The new community, under well-regarded private management, also positively impacted the surrounding neighborhood by providing infill housing, as well as community facilities, including a new school. Boston continued to emphasize housing for very low-income households in subsequent HOPE VI initiatives.

There is an expanding interest in Local Food Systems (LFSs) in Vermont, along with a growing effort to create adaptive governance to facilitate action. In this case study, we investigate how adaptive governance of LFS can provide ideas and act as a catalyst for creating resilience in other social-ecological systems (SESs). By participating in meetings and interviewing stakeholders inside and outside the Vermont LFS network, we found that consumers were highly motivated to participate by supporting environmental issues, the local economy, and interactive communities, as well as building social relationships. Farmers experienced better income and increased respect in the local community. All participants found adequate “safe space” to share new ideas and explore partnerships. Their identities and values were also place-specific, reflecting the working landscape of Vermont. Adaptive governance was built on equal partnerships, where problems were discussed and responsibilities were shared among many stakeholders across geographic areas and multiple sectors. Some skepticism was expressed towards mainstreaming local food production and sales. Challenges remain to more fully include farmers, for-profit players, and low-income consumers in the network. This might limit the resilience and sustainability of the LFS. Because SESs are held together by common culture and identities, the risk of non-adaptive social patterns exemplifies one key challenge for future adaptive management towards resilient and sustainable outcomes. There is a critical need for developing relevant theory and conducting further research on LFSs and their potential roles in local SESs.
