The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The present paper analyzes the right to privacy in the context of the Internet. The multi-stake- holder initiatives are an alternative that has already provided a regulatory structure on various aspects of the Internet, be it security, free flow of information or online privacy. Although there are elements that make it not a total solution, this paper analyzes some reasons why online privacy should be regulated by mechanisms of Internet Governance and by entities that do not respond only to governments or only to private firms. In this work, a general look at this alternative is given, without neglecting other approaches that should be applied to the topic of online privacy.

The problem of aggressive behavior has become the subject of extensive scientific and practical discussion. The article offers an analysis of individual aspects of the content of the phenomenon of aggression, highlights the features of teenage aggression. The results of a long-term study of the level of aggressiveness of adolescents and youth are presented. It is noted that violations in the sphere of interpersonal relations of adolescents play a priority role in the development of deviant behavior; communication forms a specific model of behavior, sometimes influencing the performance of actions that are not always constructive; the formation of positive communication skills is in the field of influence of subjects of educational practice and is the most important factor in preventing adolescent aggression. The authors point out that pedagogically expedient actions in terms of shaping positive development in adolescents is to optimize interactions between all participants in the educational process (children, parents, teachers, social partners). The main directions of pedagogical preventive work, from the point of view of the authors, are: taking into account the characteristics of the family of each teenager as a necessary condition for the effective work of a teacher; management of the classroom situation and monitoring the relationships of children, which makes it possible to prevent the manifestation of aggression in the group; ensuring safety in an educational institution through the formation of social and psychological comfort of students and teachers; projecting constructive models of peaceful settlement of conflicts through the media and the Internet; integrating children into the system of social ties both at school and outside, using social and educational technologies; purposeful educational influence on youth and work with the family in the direction of stable orientations on lawful behavior is considered as a significant factor in preventing aggression.

This article explores the ideals of open Internet governance in Brazil. I examine Brazil’s Internet law, the Marco Civil da Internet (MCI), which promotes the right to Internet access, online privacy, and net neutrality. The MCI’s ideals of a free and open Internet are challenged by Internet companies, such as Facebook, which offer “zero-rating” promotions that provide limited, free mobile data to low-income subscribers. I juxtapose the ideals of openness embodied in the regulatory sphere of the MCI with those of Brazil’s cultura livre (free culture) movement to show the ascendance of open values in Brazilian governance and culture. Accordingly, I employ the rhetorical question, “Is Facebook the Internet?” to demonstrate the ways in which commitments to open Internet governance, expressed in both the cultural and regulatory realms, run counter to the more proprietary ideals of the transnational tech community.

The Philippines is one of many developing countries that has begun using the Internet to establish closer communication with entities abroad. Some educational institutions have begun engaging in Internet-based distance education to provide accessible, anytime, anywhere education. These ventures have focused on the tertiary level and post-graduate level of education. The quality of the Internet education that they provide has shown them to be at par with western institutions. However, in the primary and secondary levels of education, the situation is one of a large disparity between the levels of education provided by public and private schools of the nation. Many public educational facilities are located in remote areas where they do not even have electricity, telephone facilities, let alone Internet access. Due to lack of funding, the government has been forced to focus first on providing these schools with the most basic of amenities. Aside from these efforts, the government has also begun to provide ICT facilities to chosen schools that meet the basic requirements for ICT to function. The chapter discusses each of these major points in detail.

Abstract The development of the Internet and mass media has facilitated access to information and freedom of expression in unprecedented ways, but in so doing there have been many violations, especially of the right to privacy. Such violations have led to calls for the establishment of the right to be forgotten. In this paper, we focus on clarifying the concept of the right to be forgotten and the conditions for establishing this. Moreover, we consider the European approach to the right to be forgotten (RTBF), showing how different European instruments have been employed to recognize this right, such as recommendations, regulations, and directives, in order to coordinate national efforts on this issue. In addition, this paper will analyze the stance of some national Arabic legislation regarding the RTBF.

This study deals with the issue of criminal protection of privacy in the Jordanian Cybercrime Law No. 27 of 2015, as the great developments in computer technologies and the widespread use of the Internet have led to the emergence of new forms of electronic crimes related to the protection of the privacy of individuals. The study indicated that the Jordanian legislator did not include in the Jordanian Constitution or in the Cybercrime Law any definition of the right to privacy that delineates its boundaries and clarifies its features. The study concluded that the Cybercrime Law was ambiguous in some of its articles, especially those related to the protection of the right to privacy. The Jordanian legislator did not include special provisions that explicitly criminalize assault on privacy, as it included provisions for other crimes that include assault on this right, which made it lose clarity, precision and accuracy of wording. Moreover, such provisions omitted other forms of electronic crimes related to the right to privacy, which constituted a legislative deficiency. The study concludes that there is a need to amend the Cybercrime Law No. 27 of 2017 and to have explicit provisions that stipulate the criminalization of assault on privacy, as well as the need to issue a special law to protect the personal information of individuals.
