The role of agroholdings in inclusive development of united territorial communities and districts: synergetic effect of decentralization

The aim of the article is to substantiate the synergetic relationship between the consequences of decentralization of authorities and governance constituting the formation of united territorial communities (UTCs) and new districts and the role of agricultural holdings in creating an inclusive environment within these socio-spatial formations. The methodological basis of the study consists of systemic, synergetic, geographical, socio-economic approaches, which together form an interdisciplinary research paradigm. The methods of analysis and synthesis, deduction and induction, SWOT-analysis, methods of comparison, statistics, and sociology are used to examine the processes occurring in rural areas as a result of reforming the basic and district levels of the administrative-territorial organization and their transition to the principles of inclusiveness with the active participation of agricultural holdings. The analysis of socio-economic and political processes occurring within the UTCs and districts has contributed to the identification of their orientation in the following directions: forming the rural-urban agglomerations of the convergent-continuum type; revealing the complementary relationship between agricultural, rural, and inclusive development, which forms the preconditions for the creation of welfare inclusion within the specified space; determining the dimensions of inclusive development of UTCs and districts; disclosing the priority role of agricultural holdings as activators of the process of creating inclusion, provided that they increase their social responsibility for the results of their own economic activities and establish a harmonious partnership between government, business, and society. The originality and novelty of the study lie in the use of the synergies effect in the analysis of interconnected phenomena consolidated by a single focus on the formation of the rural and inclusive environment as decent living conditions for local people, socially-oriented business, and the establishment of efficient rural self-government with the participation of large agri-food companies of the holding type. The article substantiates the conditions, directions, and ways to transform the agricultural holdings into activators of inclusive development of UTCs and districts, which can be used in the process of practical activity of local governments and business entities.

The author’s purpose has been to point to initiatives that can be undertaken by authorities in rural municipalities in order to create positive conditions for the growth of entrepreneurship in their territorial units. Parallel to a review of selected references, a survey method was employed, which relied on a questionnaire developed by the author and addressed to local authorities in all municipalities across Poland. Out of 2 479 Polish municipalities, 1 220 responded (d – measurement error = 2%), of which 770 were rural ones (49.17% of the rural municipalities in Poland). The socio-economic environment and spatial conditions of rural areas are different from the ones which prevail in an urban setting. Local governments are equipped with instruments with which they can take advantage of the potential they possess and thereby achieve their goals. Local authorities take initiatives together with the entrepreneurs who are already active in their municipality. Strategically orientated local government officials offer various forms of assistance to entrepreneurs. Regions, towns or municipalities are now competing fiercely for the capital. Developed land parcels (technical infrastructure) are no longer sufficient to attract investors. Other, innovative and business-friendly solutions must be looked for. A municipality which is successful in this search gain a competitive advantage, will attract some capital and, in a further perspective, will attain a high economic growth.

The purpose of the work is to identify trends and outline the problems of local budget revenues in Ukraine in the context of financial decentralization. Emphasis is placed on the need to form a systematic vision of the role of budget policy in ensuring the development of territories, determining the basis for the formation and implementation of local budgets in the context of ensuring the self-sufficiency of territorial communities formed as a result of decentralization. The scientific article presents the results of the analysis of the development of local budgets in Ukraine in the conditions of formation and functioning of united territorial communities. Research and calculations were conducted for the periods 2008-2018 and 2013-2019, which helps to identify trends and changes in the formation of local budgets due to fiscal innovations in 2014, the analysis of own revenues and transfers per capita in the regions of Ukraine. Emphasis is placed on the budget policy of territorial development in Ukraine at the present stage to increase the role of local governments in the budget sphere, providing them with expanded functions and achieving the ability to ensure the development of the territory through efficient use of available resources and use and search for additional opportunities. The main problems that remained unresolved in the context of decentralization reforms and intensified as a result of changes were identified. There is an inflated level of redistribution of gross domestic product through the public finance sector and a low level of institutional capacity of management to effectively manage financial resources, which is characterized by the risk of declining economic development and slowing down the activity of economic entities. The high level of dependence of local budgets of territories on financial support from the state budget and the problem of inefficient distribution of powers between different levels of government are argued. Emphasis is placed on the growth of disparities in the financial capacity of territories in the context of reforms of administrative and financial decentralization. As a result of the analysis of relevant indicators, the constant change of "rules" of subventions to local budgets is justified, which negatively affects the development of territories and is accompanied by the inability of local governments to effectively strategic planning of their own development. It is established to strengthen the financial capacity of developed regions, cities of regional significance and areas around such cities, deepening the depression of rural areas far from powerful "growth points" due to decentralization changes. The role of taxes as the main sources of revenue to local budgets (personal income tax, excise tax on fuel and excise tax on the sale of excisable goods, local taxes and fees) by business entities is substantiated.

The purpose of the article is to make conceptual assessments of the implementation of the principles of inclusive rural areas development with the participation of agroholding integrated formations. Research methods. In the course of the research a number of general scientific and special methods were used, in particular: system-structural analysis and synthesis as the main methodological tool (in the analysis of directions of social responsibility and inclusive development of agroholding integrated formations); monographic (in determining the essence and methodological assessment of the role of agroholding integrated formations as integrated structures in the inclusive development of Ukraine's economy); extrapolations (with substantiation of potential and possibilities of strengthening of inclusive orientation in development of agroholding integrated formations for the future). Research results. The methodological context of inclusiveness in the effects of management in the agricultural sector of the economy in the formation of the concept of sustainability is outlined. Institutional and organizational-economic characteristics are revealed and priority roles of agroholding integrated formations in realization of principles of inclusive development of rural territories are identified. The emphasis on the direction of development of agroholding integrated formations on realization of projects of socially responsible management which will consider features of development of rural territories is defined as effective and methodically expedient. Scientific novelty. The methodological context of inclusiveness in the effects of management in the agricultural sector of the economy in the formation of the concept of sustainability is outlined. Creative industries including its subsector handicraft, is very potential to be developed, because Indonesia is rich in culture heritage. Creative industries is largely related to a group of micro , small and medium enterprises which are mostly located in rural areas . Industry has entered the era of globalization which is rapidly developed, so that the role of UKM (small&medium enterprises) in handicraft as a part of the creative industries to achieve welfare society should be developed. The appropriate strategic planning will spur the development of this industry. Mendong craft is one of the creative industry subsector that exists in Sleman. Methods of analysis is using value chain and SWOT analysis. From the data, it is found that mendong craft is a cultured asset that deserve to be developed. Mendong, as the material for the weaved craft is an abundant local natural asset, but a lack of interest from the local community to develop this industry brings less quantity of product that is produced. This craft is still less touched so that it has limitation in creation/ design, production,commerlialization, and distribution. The reality is that the entrepreneurs are afraid to enter the global marked caused by anxiousness about the inability to fulfill demanded quantity.

Abstrak. peran pemberdayaan wanita nelayan sangat di perlukan untuk membantu ekonomi keluarga. Wanita-wanita di daerah pesisir bisa menjadi motor penggerak kegiatan ekonomi produktif fungsinya dari ibu rumah tangga biasa menjadi pencari nafkah seperti melakukan kegiatan pengolahan ikan dan lain sebagainya. Penelitian ini bertujuan untuk mengetahui bentuk kegiatan keluarga nelayan di Gampong Langkak Kecamatan Kuala Pesisir Kabupaten Nagan Raya dalam  meningkatkan ekonomi keluarga , dan rencana strategi perempuan  nelayan dalam meningkatkan  ekonomi keluarga di Gampong Langkak Kecamatan Kuala Pesisir Kabupaten Nagan Raya. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan analisis SWOT. Hasil dalam penelitian ini didapat strategi wo sebagai rencana strategi pemberdayaan wanita nelayan. Srategi wo yaitu memanfaatkan peluang yang ada dengan cara meminimalkan  kelemahan yang ada. Adapun bentuk kegiatan keluarga adalah bertani, jemur udang  sabu dan buruh pabrik.Kata kunci: pemberdayaan, keluarga , nelayan.Strategy Of Fishermen Women Empowerment In Increasing Famili Economy In Langkak  Village Kuala Pesisir  Districts Nagan Raya DistrictAbstract. the role of empowering women fishermen is very much needed to help the family economy. Women in coastal areas can be the driving force of productive economic activities whose function is from ordinary housewives to being breadwinners such as fish processing activities and so on. This study aims to determine the form of fishermen's family activities in Gampong Langkak, Kuala Pesisir Subdistrict, Nagan Raya District in improving the family's economy, and the strategy of women fishermen in improving the family's economy in Ganggong Langkak, Kuala Pesisir District, Nagan Raya District. The method used in this study is a qualitative approach and SWOT analysis. The results in this study obtained the WO strategy as a plan to empower women fishermen strategies. The strategy is to take advantage of existing opportunities by minimizing existing weaknesses. The form of family activities is farming, drying shabu shrimp and factory workers.Keywords : empowerment, family, fishermen.

Tourism has the potential to empower women, particularly in rural areas. However, little is known about whether it can have the same effect in Andean communities, mainly because the traditional social and cultural structures of those communities have limited women’s ability to empower themselves through traditional economic activities. Through interviews with residents participating in agritourism development in seven communities across the Cusco and Puno regions (Peru, South America), this study examined the role of agritourism development in the empowerment of women in those communities as well as the ways in which it has changed traditional gender roles. Study findings revealed that agritourism contributes to four areas of empowerment for women: psychological, social, political, and economic. However, the culture of the Andean communities still has considerable influence on gender dynamics and may prevent women from garnering all the benefits of tourism development. Agritourism development in those communities should incorporate gender-related cultural considerations to navigate and overcome barriers, thereby allowing the maximization of empowerment benefits for women.

Fish consumption is very important for human life. The potential for fisheries business has a pretty good prospect, because now the need for fish, both fresh and processed, has not been able to meet consumer needs. One of the local governments that has implemented the Integrated Marine and Fisheries Center Development Program to strengthen the economy, sovereignty and independence of regions, remote areas and rural areas, is Bandung district by building Sabilulungan Soreang modern fish market. This study aimed to determine the internal and external factors affecting the fish business program at modern fish market and analyze the canvas business model at modern fish market in Bandung Regency, West Java. The method used was SWOT analysis and BMC (business model canvas) with 45 respondents. The result of this research was that Sabilulungan modern fish market was in a strong internal position because it was above the value of 2.50. The main strength of Sabilulungan modern fish market was having a number of regular customers of more than 50%, with a score of 0.3912. Sabilulungan modern fish market was strong enough in optimizing existing opportunities in overcoming threats. The opportunity for Sabilulungan modern fish market was to collaborate with fishermen and other modern fish markets to produce quality fish and able to standardize fish prices in the market, with a score of 0.48146. From the BMC analysis, Sabilulungan modern fish market had a value proportion, namely prioritizing hygienic production without using chemicals to preserve fish.

This paper theoretically underpins the idea of greater involvement of local governments in the overall development of India explained through the theory of Fiscal Federalism. The theory outlines the dynamics of decentralization of power and functions through a multi-layered governance system leading to a new structure and added functions, finance, and accountability to local government. The paper also provides an overview of the increasing role of urban local governments in India and investigates whether the Urban Local Bodies (ULBs) of Gujarat – a state in India, are efficient to perform the functions and responsibilities assigned to them by the 74th Constitutional Amendment Act (CAA). It scrutinizes the financial health of local governments in the urban regions of India. The results based on the application of MANOVA indicate that the 74th CAA empowered ULBs with a strong economic base that these ULBs are capable of mobilizing their own resources. This means that smaller municipalities must develop and convergence must be supported by a proportionate level of grants. This will ensure that with the development of social infrastructure, economic activities will increase, and, as a result, the conversion will occur.

The decentralization of power and administration, which began in Ukraine in 2015, has made some changes in the territorial organization of power and administrative-territorial organization. united territorial communities (UTC) were formed, which included rural and urban populations. Their administrative centers became not only towns and settlements, but also villages. In addition to the basic level of administrative and territorial organization of the country, its district level has also been transformed. There was a significant reduction of districts and their consolidation. As a result of these transformations, rural and urban agglomerations were formed, thus creating the preconditions for overcoming social and economic inequality and improving the quality of life of the rural and urban population. The solution to this important social problem has brought to the fore the problem of finding economic entities capable of transforming these socio-spatial entities into an space of inclusive well-being. The scientific and practical relevance of this problem has determined the purpose of the study, which is to reveal the essence of rural agglomerations and to justify the feasibility of consideration as drivers of their inclusive development of agricultural holdings. To achieve the goal of the study used systemic and synergetic approaches, the concept of spatial organization of society, the author's method of sampling and classification of UTC and new districts, methods of comparison, SWOT-analysis, deduction and induction, synthesis and analysis. The results of the study are characterized by scientific novelty, which consists in the identification of rural agglomerations as socio-spatial formations of the continuous type, substantiation of the directions of evolution of agricultural holdings into inclusive associations. The conclusions and recommendations made based on the results of the study correspond to its purpose and objectives, are characterized by applied orientation and targeting and can be used by public authorities, UTC, business entities for implementation in social practice.

<p class="1Body">This study attempts to provide a framework for understanding the role of the “embeddedness” in China’s economic success reflected by a unique embedded integration of state-market-society relations. “Embeddedness with Chinese characteristics” is the central concept of this study for analyzing how cultural and political uniqueness influences economic activities and shapes distinctive institutional forms. In order to grasp the factors behind the Chinese economic success, it is important to understand how the disembedded forces of marketization and commodification were balanced by the embedded forces of socio-cultural and political structures. These historically and culturally shaped structures, such as the active role of the state and local governments, the variety of forms of property and business ownership, the traditional culture of clientele-based social relations, etc., provide rich empirical context to explain and analyze the “embedded” hegemony in transitional China. The first part of the this paper provides a conceptual framework for understanding socio-cultural and political embeddedness in China and the second part analyzes some characteristics of the state-market-society embedded process during its economic development in the past decades. The conclusion is that China’s economic reform and success manifest a long and innovative grinding-in process of state-market-society relations.</p>
