THEORETICAL AND METHODOLOGICAL BASES OF THE INTEGRATION RELATIONS’ DEVELOPMENT IN THE AGRARIAN SECTOR OF ECONOMY

Abstract Introduction. The strategic imperatives of guaranteeing food security of the state, preserving rural areas, increasing efficiency of agricultural production and its competitiveness in the context of globalization actualize economic and social problems, which can only be solved on the basis of integration relations, in the system of which all agricultural producers are involved. Purpose. The goal of the research is to form the theoretical and methodological bases for development of the integration relations in the agrarian sector of economy. Methods. During the study, the such methods were used: abstract-logical, monographic, generalization, system analysis and synthesis, graphic. Results. The theoretical bases of integration relations development in the agrarian sector of economy are disclosed. It is proved that the integration relations in the agrarian sector of the economy are the separate economic category, a metatype of the economic relations, which are integrally connected with the system of productive forces’ development. The methodological basis of the integration relations in the agrarian sector of economy is created by its formalized structuring, systematization, specification and verification of the principles, laws and regularities of development of the integration and quasiintegration relations, their system and organizational properties and functions of integration interaction. Scientific and practical approaches to estimation of the integration’s level in the agrarian sector of the economy are systematized. The model of economic growth in the agrarian sector of economy based on neoindustrial development of the integration relations is created. The theoretical and methodological principles of system strategic management of the integration relations in the agrarian sector of economy are improved. The concept of grocery integration development is proved, continuum of its strategy is developed, and the methodological basis of the strategic choice is specified. The mechanism of innovative and integration development of the agrarian sector of Ukrainian economy on the contract bases is improved. Models, organizational and economic principles of all economic operators’ involvement into the integration relations in the agrarian sector of economy, in particular based on production contracting, are developed. The strategic directions of regulating development of the integration relations in the agrarian sector of economy are justified and conceptual principles of rental policy in this system are disclosed. In the context of the coming digital globalization of the economy, an important factor in increasing the level of development of ameliorated agriculture is the widespread introduction of innovative agricultural technologies and agricultural production management into the practice of the domestic agro-industrial complex. The methodological basis of research is based on information and analytical methods, methods of expert assessments, system analysis and synthesis. Based on the results of the studies and the performed assessment, the role of innovation systems in the structure of the agricultural production economy and the experience of their application in the ameliorative sector of the economy in comparison with developed foreign countries are characterized. The influence of innovations on the efficiency and productivity of labor is shown and proposals are presented to reduce and eliminate the technological backwardness of agricultural production on reclaimed lands, consistent with the trends in the development of technologies for the production of advanced industries of the domestic and world economy. The main stages of the formation of production management systems, which provide support for the assignment of control actions, are presented. Reasons are revealed that hinder the full use of innovative technologies in agricultural production, associated with the lack of free funds among small-scale agricultural producers and their proper understanding of the strategic importance of innovations in the production process. A prognostic analysis of the innovative development of agricultural production based on “intelligent agricultural technologies”, is presented which unites objects via the Internet for receiving and exchanging information from built-in services.

Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. The relevance of the topics investigated due to acute socioeconomic problems of extinction of Russian villages. Desertification is in the process of disappearance ten thousand villages, which continues its devastating pace. The article addressed the issue of the revival of Russian villages, construction, and upgrading of rural settlements based on the realization of the Federal program "sustainable development of rural territories in the years 2014-2017 and for the period up to 2020". Revival and construction of rural settlements today mainly involves the development of agricultural holdings on the basis of which will be established equipped agricultural town. Any country associated with a particular way of perceiving not only significant monuments of its culture and architecture but also the types of rural settlements. The village is not a business project; and thelifestyle of a Russian man, a certain way of all cultural, social and economic relations. Currently, the increase of rural settlements and revitalizing rurallife is happening on several fronts: a) building settlements with agro holdings; b) farms; c) creating few ecovillage; d) Renaissance village through the townspeople-truckers as a new phenomenon. Types of rural settlements in Russia are very diverse. They are, first and foremost, thelandscape of the countryside, the direction of agricultural production, ethnic features. In residential areas with recreational and cultural potentials, farms should be promoted and personal subsidiary farms, which will focus on quality and a variety of agricultural products. The revival of villages and rural areas concerned, first and foremost, the provincial small farmsteads landlords "high hand", little knownlocations of handicrafts. It is proposed to simplify thelegislation documents for the category of "noteworthy" in relation to the territories of rural settlements with historical and cultural potential.

One of important tasks of overcoming the crisis and sustainable economic growth of the country and its regions is formation and effective use of financial resources in the budgetary sphere. The purpose of the research is to analyze the formation of income and the direction of expenditures in the context of the economic crisis and offer practical recommendations to ensure the balance and stability of the consolidated budget of the Republic of Komi (RK). The object of the research is the monetary and economic relations of the formation and use of funds of the consolidated budget in order to fulfill its obligations and ensure the economic growth of the region. Methods used of the research are analysis and synthesis, induction and deduction, logical and historical method, scientific abstraction and statistical comparison. The hypothesis of the research is the possibility of ensuring the balance and stability of the consolidated budget of the RK in the long term. The statement of basic materials. The analysis of the dynamics and structure of real revenues and expenses of the consolidated budget of the Republic of Komi in 2013-2017. The reasons for the fall and the growth of real incomes and expenses, changes of their structure and especially sharp increase of the debt load of the budget are revealed. Level of imbalance of the budget is shown and recommendations on ensuring balance of the consolidated budget of the region are defined. Originality and practical significance of the research is the fact that the balance and stability of the consolidated budget of the region is considered as the main tool for ensuring sustainable economic growth and improving the welfare of the population of the region. Conclusions of the research are the possibility of restoring the balance and stability of the consolidated budget of the Republic of Komi in the crisiscondotions by increasing the volume of tax revenues, especially property tax, reducing the debt service outlays – reducing the amount of accumulated public and municipal debt.

Topicality. The agro-industrial complex is one of the budget-filling branches of the national economy, the share of which in the consolidated budget of Ukraine in recent years is an average of 12%, and in the export structure - more than a third. The agrarian sector is part of the country's overall economic system and is linked to other sectors of the economy through complex multilateral relations. Stimulation of integration activities in the agrarian sector has a positive effect on the development of the industry. In turn, Ukraine's integration into the institutions of the world community is to create a favorable precedent, a new form of economic relations for a higher level of development. An agricultural enterprise is characterized by a mismatch of interests of agricultural producers with processors and other suppliers. Integration is to create conditions for mutual assistance for enterprises on the basis of agreed principles of beneficial relations (pricing, technological assistance at home) and coherence of interests .Purpose and tasks. The purpose of the article is to determine the conceptual framework for regulating the economic development of the agricultural market infrastructure and stimulate agricultural production, for example, local producers, their possibilities for geographical certification / identification and establishing links with organizations that support the work of these producers locally. Certified local eco-products can have an impact on the development of local businesses and influence other products, namely: increase their value, strengthen integration in rural areas and increase the cost of local resources. The task is also to reflect the real state and identify the problems of the agrarian sector development, stimulate the agro-industrial production in Ukraine , the definition of the competitiveness of products, the functioning of the infrastructure of the agrarian market. The methods of scientific research are used: the dialectical method of knowledge of the effect of economic laws, statistical and comparative analysis .Results. The conceptual principles of regulation of the economic development of the infrastructure of the agrarian market and stimulation of agro-industrial production, on the example of local producers, their possibilities for geographical certification / identification and establishment of connections with the organizations supporting the work of these producers at the local level are considered. The author's interpretation of the agro-food market as the system of institutions and economic relations providing the processes of production in the agrarian sector, exchange, sale and consumption of food products is presented. The issues of agrarian production that are solving a complex of problems of social and ecological nature are studied, since the domination of only economic interests causes irreparable damage to the environment, affects the quality of life of citizens, indirectly reduces the level of food security of the country and, as a result, destroys the national security of the state. The theoretical and methodological principles of sustainable development concept are systematized taking into account the peculiarities of its branch implementation.Conclusions. In order to improve the development of the infrastructure and the functioning of the agrarian sector in the production of products, these surveys serve as a benchmark for the adoption of managerial decisions regarding the directions of increasing production and the competitiveness of agro-industrial products. The Institute for Certification of Local Eco-Products will influence the development of organic production, increase the value of such products, increase integration in rural areas and increase the cost of eco-products.

Institutional dynamics refers to understudied processes both in economic theory and in economic practice. There is a lack of systematic knowledge on the composition, structure, and functioning of the basic socioeconomic institutions exactly of the investment process, therefore, the purpose of the paper lies in the study of institutional support for attracting investments in the agrarian sector of the economy. Methodology. The theoretical and methodological basis of research is the dialectical method of cognition and systematic approach through which there are theoretical and methodological foundations of strategic innovation institutes of the agricultural market. The results showed that the institutional environment of investment provision of the agrarian sector of the economy includes, on the one hand, agricultural producers with relevant on-farm structural units, managers, professionals, organizers of production and economic processes; in rural areas; local authorities and government; and on the other, a set of functionally competent institutions (legal, scientific, educational, informational, financial, controlling, deliberative, etc.). Each of these institutions has a corresponding purpose, socio-economic relevance, and is an integral part of this system. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of well-being, reduced reliability assurance of property rights and enforce contracts. Value/originality. The increasing importance of the institutional environment of investment provision of the agrarian sector of the economy gives an opportunity to define the latter as an important intangible factor in the development of agriculture and society as a whole, which creates the necessary conditions for transformation and development of the agrarian sector. The formation of a modern institutional environment should include a system of regulators, which would provide favourable conditions for attracting domestic and foreign investment, further structuring of the economic complex of the agrarian sector, the reduction of regional asymmetries of socio-economic development. How full the institutional environment of individual units of the investment will be depends on the realization of economic and social development priorities of the Ukrainian village.

Abstract The complex analysis of the main stages of Ukraine’s agricultural sector development for the independence period has been done in the paper. It was established, that institutional changes in the agricultural sector of economy occurred concerning following institutions: private property, state regulation, pricing, social capital, competition. The peculiarities of land and property private ownership forming as agri-reforms basis have been determined. Post-Soviet institutions destruction caused rapid decrease of economic development and rural population welfare at the first stage of transformations. The main tendencies of agrarian sector functioning under market conditions, providing growth of the agricultural production and export potential of Ukraine have been identified. It was proved, that progressive economic changes did not provide similar results in rural areas development. As a result, the necessity of focusing on humancentric model of rural development was grounded.

The purpose of the article is to generalize theoretical approaches to defining the essence of balanced rural development through the prism of the evolution of theories of spatial and inclusive development and the concept of sustainable eco-socio-economic growth. Research methods. The methodological basis of the research was general scientific and economic research methods, scientific works of Ukrainian and foreign scientists on sustainable rural development and the evolution of scientific thought regarding this problem. In particular, the research used the following methods: abstract-logical (when proposing a hypothesis, making generalizations, formulating conclusions and proposals); analysis and synthesis (in the study of the evolution of theories of spatial and inclusive development and the concept of sustainable eco-socio-economic growth); induction and deduction (to study the essence of the category of balanced rural development). Research results. The evolution of the main economic theories of sustainable rural development, which, developing gradually according to the laws of dialectics, inherited the scientific developments and predictions of scientists of several generations, is revealed. Scientific novelty. Scientific approaches to the interpretation of the category "sustainable development of rural areas" were further developed, which was proposed to be understood as a process of improving the level and quality of life of the rural population, which, in turn, contributes to a variety of types of agricultural and non-agricultural activities, productive employment, diversification of incomes of rural households and filling budgets of local communities, social protection of residents, modern infrastructural development of the settlement network, preservation and enhancement of soil fertility, protection of landscapes and biological diversity. Practical significance. The study of the theories of spatial economics, inclusive growth and sustainable development can be-come in the future a scientific and methodological basis for the balanced (sustainable) development of rural areas, which will contribute to the restoration of human-centered socio-economic and ecological equilibrium in conditions of destabilizing internal and external factors. The article reveals the theoretical foundations of the system of financial and economic regulation of agricultural production, based on domestic practice and best foreign practices. Various author's approaches to the structuring of the components of financial and economic regulation of agricultural enterprises are considered. It is established that improving the efficiency of support for national agricultural producers depends on the rate of real economic growth, which, on the one hand, will increase the state's ability to subsidize agricultural enterprises, and on the other - increase domestic sources of investment in agricultural projects.

The article considers urgent issues of regulation of the agricultural production development based on the use of provisions of the theory of institutionalism in the administrative process. The author defines on a systematic basis the essence, content and position of the theory of institutionalism in the formation of agrarian relations in the rural area, emphasizes the dominant human role in the formation of extended economic reproduction as a factor of the growth of production and formation of human potential in rural areas. The practical content of institutionalism is based on the development of rules and codes of conduct in a market environment for family commodity producers, which can be conducive to extended economic reproduction. The object of the study is the process of functioning of small agribusiness in rural areas. The subject of the study is a set of managerial, economic and legal aspects that comprise institutional content of the development of small businesses in rural areas. Methodological basis of this publication is the fundamental provisions of modern economic theory, scientific works of foreign and domestic scientists on the specified problems, which reveal the essence of the above-defined economic theory and its influence on the nature of modern economic relations in the rural areas. The objectives set in the article have been solved from the standpoint of a systematic approach and the use of the following methods: monograph – to study and summarize the scientific and methodological foundations of the theory of institutionalism; abstract-logical – develop and specify the categorical apparatus of research and formulation of conclusions; graphic – to establish the structural elements of the category “institutes” and “institutions”; peer review – to determine the motivation for choosing a form of business. Scientific works on the specified problems by well-known foreign scientists W. Hamilton, T. Veblen, R. Cruz, D. Nart, M. Olsen and domestic scientists V. Heets, H. Kaletnik , M. Malin, A. Mazur, O. Shpykuliak, etc. who study this problem are used in this research. On the basis of scientific research, the author has formed a scientific paradigm as a synthesis of hypotheses and theories that investigates structural changes in unstable economic systems. He refers the environment to the main elements of institutional theory, e.g. norms and rules of living in the rural area; property rights; economic entities of business activity; contractual terms and market transformations in the land system; production efficiency; quality of management: the degree of trust in society; transaction costs, etc. The study emphasizes that the essence of institutional theory is based on the content of the conceptual apparatus, which makes it possible to reveal the mechanisms of functioning and interaction of institutions in the agrarian economy. The author argues that “institutions” are rules of the game in society, or thought-out restrictions that direct human activity in a particular direction. They influence the socio-economic processes as traditions, social individual norms of the organizational structure of the enterprise, etc. In other words, they structure human and organizational interaction coordinating exchanges within the achievement of agricultural production efficiency. Practical activity on the formation of institutional environment in the rural area is based on maximizing the possibility of developing a family type of business. In particular, the main priorities of the state agricultural policy should be creation of conditions for realization and protection of rural people’s rights to land and formation of market relations in the rural area. In our opinion, a priority direction of the institutional support of business entities in rural areas is the development and implementation of state and regional programs of integrated development of rural areas, improvement of state support of the enterprise development. The study of the foundations of institutionalism as an economic theory and practice of economic activity lets us conclude that it is advisable to introduce this concept as a form of economic relations in the system of small-scale agricultural production.
