Institutional dynamics refers to understudied processes both in economic theory and in economic practice. There is a lack of systematic knowledge on the composition, structure, and functioning of the basic socioeconomic institutions exactly of the investment process, therefore, the purpose of the paper lies in the study of institutional support for attracting investments in the agrarian sector of the economy. Methodology. The theoretical and methodological basis of research is the dialectical method of cognition and systematic approach through which there are theoretical and methodological foundations of strategic innovation institutes of the agricultural market. The results showed that the institutional environment of investment provision of the agrarian sector of the economy includes, on the one hand, agricultural producers with relevant on-farm structural units, managers, professionals, organizers of production and economic processes; in rural areas; local authorities and government; and on the other, a set of functionally competent institutions (legal, scientific, educational, informational, financial, controlling, deliberative, etc.). Each of these institutions has a corresponding purpose, socio-economic relevance, and is an integral part of this system. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of well-being, reduced reliability assurance of property rights and enforce contracts. Value/originality. The increasing importance of the institutional environment of investment provision of the agrarian sector of the economy gives an opportunity to define the latter as an important intangible factor in the development of agriculture and society as a whole, which creates the necessary conditions for transformation and development of the agrarian sector. The formation of a modern institutional environment should include a system of regulators, which would provide favourable conditions for attracting domestic and foreign investment, further structuring of the economic complex of the agrarian sector, the reduction of regional asymmetries of socio-economic development. How full the institutional environment of individual units of the investment will be depends on the realization of economic and social development priorities of the Ukrainian village.

The agrarian market of Ukraine and its basic component, agriculture, is the backbone of the national economy, forms the basis of preserving the sovereignty of the state food and, within a certain range, economic, environmental, and energy security, ensures the development of technologically related sectors of the national economy, and forms socio-economic development of rural areas, therefore, the purpose of the paper is to develop scientifically-based proposals to identify the role of strategic institutions of the agricultural market. Methodology. The theoretical and methodological basis of the research is the dialectical method of cognition and systematic approach, which are used for studying theoretical and methodological foundations of strategic innovation institutes of the agricultural market. The results showed that the article examines the strategic factors that determine the efficiency of functioning of the agrarian market. The results of the monitoring and analysis of the formation of the institutional market environment are presented. There are proposed a model and priority directions of formation and development of systematizing institutions of the agricultural market. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of wellbeing, reliability of property rights, and enforcement of contracts. Value/originality. The increasing importance of innovation institutions of the agricultural market enables you to define the latter as an important intangible factor in the development of the economy and society that create the conditions necessary for the transformation and development of the agrarian market. Entrepreneurship is one of the pillars of the economy of the country and covers all sectors irrespective of ownership forms. Currently, this activity is increasingly spreading in rural areas. Our research results on transformation in the agricultural sector of the economy show that it is due to the development of entrepreneurship and strengthening entrepreneurial orientation and improvement of business environment economic entities in rural areas they were able to quickly and efficiently adapt to market conditions and to enter the foreign market, therefore, the purpose of the paper is to define the basic principles and the principles of entrepreneurial activity, its specifics and trends in agriculture and rural areas, to show the beginning and the development of collective and individual entrepreneurship. Methodology. The theoretical and methodological basis of the research is the dialectical method of cognition and systematic approach, through which theoretical and methodological foundations of the development of business interactions in the agricultural sector in terms of institutional transformations. The results showed that in the article, the methodical design determining the nature and characteristics of agricultural business organically integrated the concept of institutional knowledge of the economic order, which allows us to identify the evolutionary concept of the formation of enterprises; the structure of the institutional system of entrepreneurship in the context of the evolution of this concept. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, and facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of well-being, reduce reliability assurance of property rights, and enforce contracts. Value/originality. Given systematic and analytical characteristics of the effects, significance, dynamics of development of agrarian entrepreneurship in the context of institutional transformation, show the paradox, the stability of the institutional environment will not soon be reached, therefore, the dilemma of institutions remains unresolved. In general, the institutional transformation has ensured the formation of a mixed economy, the real pluralism of forms of ownership and agricultural management even if they are not yet fully institutionalized in the market. Transformations in the business environment we call the transformation of institutional conditions for the development of economic formations. Institute of entrepreneurship for the imperfections of the rules and conditions of economic interactions has not yet become mutually beneficial by the Institute for functional participants. Analysis of the development of agrarian enterprises in the conditions of institutional transformations proves the inconsistency of the institutional framework of entrepreneurial activity, which leads to a decrease in the number of enterprises – economic entities, non-transparent activities of business entities, the removal of landlords from participation in the activities of enterprises.

Основними компонентами інноваційної системи є підприємницькі, споживчі і науково-дослідні сектори. У процесі формування цієї системи необхідно враховувати особливості економічного розвитку, а також географічні та економічні умови виробництва. Ефективність інноваційної системи в першу чергу пов'язана з низкою переваг, які вона має: по-перше, вона орієнтована на потреби ринку, що виключає можливість розробки застарілих інновацій; по-друге, доступ до результатів наукових досліджень буде доступний не тільки великим аграрним підприємствам, але і дрібним і окремим сільськогосподарським виробникам; по-третє, що буде залучено до роботи з новими технологіями виробництва, машинами або сучасними організаційно-економічними формами, матиме можливість вчитися як в навчальних закладах, так і в науково-дослідних структурах. One of the main and the most effective directions of an agrarian sector development is innovative one, as it positively effects the modernization of an agribusiness industry, improves a competitiveness on the basis of a technical and technologic renovation of production. The main components of the innovation system are business and scientific-research sectors. In the process of this system formation it is necessary to take into account peculiarities of an economic development as well as geographical and business conditions of the production. The efficiency of the innovation system is primarily associated with a number of advantages which it has: firstly, it is oriented on market needs that exclude the possibility to develop outdated innovations; secondly, the access to scientific research results will be available to not only big agrarian enterprises but small and individual agricultural producers; thirdly, that will be attracted to the work with new technologies of production, machinery, or modern organizational and economic forms, will have the opportunity to study both at educational institutions and scientific-research structures.

The article is devoted to current trends in the development of small and medium-sized businesses, whose role is crucial in the agricultural sector. It is established that agricultural production with specific features and in conditions of instability of the economic environment of their functioning and climate change requires the activities improvement of productive enterprises, characterized by flexibility, mobility, high maneuverability and the ability to respond quickly to changing economic conditions and changing business needs over time. In addition, the decline of rural areas is a dangerous trend in the further development of the agricultural sector of the economy as a whole, so the effective operation of agricultural enterprises is associated with solving these problems. The activity of agricultural enterprises in the context of large, medium, small and micro enterprises is assessed, the sources of their financing are analyzed, the restraining factors of their potential growth are singled out. It is established that small and medium business is an integral part of the development of the agricultural economy, which is able to provide domestic consumers with food, promotes competition, solves important economic and social problems of rural revival and rural development, so it needs more attention to support prospects by expanding financial opportunities and intensification of entrepreneurial activity. The position of the agricultural sector of the economy in the future depends on the level of long-term investment, its lending and state financial support for agricultural producers. The activities of small and medium-sized enterprises in the agricultural sector need new approaches to promote their development by increasing the role and importance for agriculture and the economy as a whole. State support should be focused on promoting agricultural markets development, introducing new technologies, improving the investment attractiveness of industries, accomplishing the infrastructure of the agricultural market, financial and credit support, forming and implementation of rural development strategies in Ukraine.

The village as a socio-territorial subsystem of society is a single socio-economic, territorial, natural, historical and cultural complex. The agricultural policy of any developed country should be aimed, first of all, at ensuring food security, preserving domestic agricultural producers and the rural way of life in the conditions of competition. The components of which are the rural population, the totality of social relations related to its vital activity, the territory and the material objects located on it are components of this complex. Therefore, the sustainable development of rural areas is the basis for the stable development of the regions, both economically and socially. Farming in the context of new trends and vectors of development plays a huge role in improving the well-being of rural areas of each region and the country as a whole. The main trends in the development of rural entrepreneurship in the region are identified. The contribution of small businesses to the formation of food security in the region is determined. The main conclusions of the study are reduced to the identified systemic problems of small business development in the Chelyabinsk region.

The article provides insights into implications of modern competitive economy for the national economic development and argues that in the new business realia it is critical to search for internal reserves for socioeconomic growth at all levels of administrative and territorial entities including socioeconomic development of rural areas based on natural, technological, human and other factors aimed at attaining competitive advantages. The study demonstrates that in the context of innovation and investment processes, building appropriate infrastructure is the priority objective to boost rural areas development. Such approach will contribute to creating an attractive investment environment, shaping an innovative structure of rural areas able to provide a full chain of creating and disseminating innovations and new technologies in production, enhance investment and innovation capacity of rural areas, modernization and change of territorial industries. The study identifies the terms and determinants in building effective infrastructure support for facilitating innovation and investment process of rural development and its properties that arise within the competitive economy paradigm. Apart from that, the study presents a framework of endogenous and exogenous factors affecting the infrastructure support for innovation and investment processes to foster rural development in Ukraine. The following factors are discussed as the most critical ones: legal, financial, investment-based, organizational, managerial, psychological, motivational, economic, consulting, informational, professional, scientific, industrial, technological, marketing, socioeconomic, etc. The summary outlines the key vectors of institutional, organizational and economic transformation that will promote building effective infrastructure support for further innovative development of rural areas.

Abstract Introduction. The strategic imperatives of guaranteeing food security of the state, preserving rural areas, increasing efficiency of agricultural production and its competitiveness in the context of globalization actualize economic and social problems, which can only be solved on the basis of integration relations, in the system of which all agricultural producers are involved. Purpose. The goal of the research is to form the theoretical and methodological bases for development of the integration relations in the agrarian sector of economy. Methods. During the study, the such methods were used: abstract-logical, monographic, generalization, system analysis and synthesis, graphic. Results. The theoretical bases of integration relations development in the agrarian sector of economy are disclosed. It is proved that the integration relations in the agrarian sector of the economy are the separate economic category, a metatype of the economic relations, which are integrally connected with the system of productive forces’ development. The methodological basis of the integration relations in the agrarian sector of economy is created by its formalized structuring, systematization, specification and verification of the principles, laws and regularities of development of the integration and quasiintegration relations, their system and organizational properties and functions of integration interaction. Scientific and practical approaches to estimation of the integration’s level in the agrarian sector of the economy are systematized. The model of economic growth in the agrarian sector of economy based on neoindustrial development of the integration relations is created. The theoretical and methodological principles of system strategic management of the integration relations in the agrarian sector of economy are improved. The concept of grocery integration development is proved, continuum of its strategy is developed, and the methodological basis of the strategic choice is specified. The mechanism of innovative and integration development of the agrarian sector of Ukrainian economy on the contract bases is improved. Models, organizational and economic principles of all economic operators’ involvement into the integration relations in the agrarian sector of economy, in particular based on production contracting, are developed. The strategic directions of regulating development of the integration relations in the agrarian sector of economy are justified and conceptual principles of rental policy in this system are disclosed. The grain market of Ukraine plays the leading role in the processes of ensuring the food security, integration the Ukraine into the World and European economic systems. And institutional legislative environment of the grain market provides a framework for its development. To do this, it is necessary to adapt the institutional and legal environment to modern realities by forming appropriate economic and legal conditions for state regulation of the production and sale of grain on the domestic and world markets. At the same time, the balance of interests of agricultural producers and the state should be observed. The subject of research is represented by legislative framework and its impact on development of the entrepreneurship in agrarian sector of Ukraine. The goal is to substantiate the directions for further improvements of the legislative environment. The objective is to research the development of situation in the institutional legislative environment and reveal the points, which hinder the development of efficient entrepreneurship in agrarian sector. General scientific methods are used: system analysis – for determining important markers of legislative environment development, monographic – for researching the legislative environment dynamics, induction and deduction – for developing and substantiating the conclusions. The following results were obtained: main problems which have to be solved is the absence of complex approach, lagging with implementing needed legislative improvements, lack of financing the goals envisioned by adopted legislation. Conclusions: activities aimed to solving the aforementioned problem improve the legislative institutional environment in the direction of forming efficient entrepreneurship in agrarian sector, balancing its needs with the goals of local communities, regions and country as a whole.

The purpose of this article is to deepen the theoretical foundations and scientifcally substantiate approaches to the formation in the conditions of open economy of a perfect investment institutional environment of rural areas. The article has used systematic and evolutionary approaches requiring a hierarchy of essential understanding of a perfect institutional environment and provide a whole research with an identifcation of various characteristics, direct and feedback relationships and dependencies that arise in the implementation of rural investment policy in Ukraine. The essence of the study is to determine the impact of the level of institutional environment perfection of investment attractiveness of rural areas in Ukraine. The practical content has been determined by the fact that theoretical and methodological bases, conclusions, scientifc and practical recommendations form the scientifc basis for the development of a new and a whole concept of national investment policy development at the regional level in Ukraine, taking into account the integration and world economic globalization processes. It has been substantiated that the institutional component is an important component of investment attractiveness for rural areas except an economic one. Research has proved that the formation of a perfect investment institutional environment changes the basic principles of economic interactions, makes them equally attainable for all participants of investment projects, gives the opportunity to reconcile the interests of the entities of the formal and informal sectors and provide them with motivational incentives for innovation-oriented and environmentally responsible country. It has been concluded that the ability of a perfect institutional investment environment to direct an investment potential to the improving of well-being, innovations and investing in people requires the state to determine these tasks as critical of economic growth of rural areas in order to increase the inhabitants’ wealth. It has been substantiated than investment regional policy should be organically integrated in a new institutional environment with inclusive economic and political institutions and should be an accountable and transparent one in governance system. The paper is relevant due to the need to ensure the sound functioning of all links constituting the economic agrarian sector by deepening research and elaborating recommendations to improve the economic mechanism for managing rural commodity producers in the face of fierce competition in the global food market. The paper proposes development trends and rationale for priority directions to nourish agrarian business and agricultural production. The paper is devoted to a comprehensive study of the current agrarian sector of the economy and the priority areas for sustainable agrarian business entities functioning in modern conditions of external and internal socio-political challenges. It provides a scientific rationale for the directions of state regulation of processes in rural areas. It defines the priority strategic directions for agrarian sector to flourish, improving the mechanisms of state regulation of agriculture. The theoretical provisions and practical recommendations proposed in the paper will solve the problem of sustainable growth in the production of competitive agricultural products, increasing the efficiency of state support, strengthening the economy of agricultural producers and ensuring the socio-economic development of rural areas.
