Karnataka is one of the states, which experienced severe drought continuously for four years since 2014. In addition, heavy rainfall for the past two years has adversely affected agriculture produce in the entire state putting farmers into debt trap as most of them are not covered by crop insurance for crop failure. Although crop insurance was available to farmers in India since 1972, the coverage across the states including Karnataka was not found to be satisfactory. The average percentage of farmers covered under crop insurance was less than 10% during 1999-2015,both for India and Karnataka. It was 11.3% under NAIS 2015 kharif,increased to 12.2% in 2016, 17.1% in 2017 going down to 15.6% in 2018 and to 14.1% in 2019 under Pradhan Mantri Fasal Bima Yojana (PMFBY)kharif in Karnataka. PMFBY was one new kind of agriculture insurance company and introduced throughout the country in 2016.This paper examines the performance of this scheme with specific reference to north Karnataka based on primary data collected from farmers’ survey in four districts, secondary data collected from official documents and first-handinformation gathered from regional stakeholder workshops organized in six selected districts of north Karnataka. The study tries to look into the extent of coverage and, flaws and merits of crop insurance schemes with reference to problems faced by farmers in getting insurance coverage and claims. The study covered around 1000 stakeholders including farmers,officials of banks, department of economics and statistics, agriculture department and insurance agencies, representatives of gram panchayats and cooperative societies. Three agricultural crop seasons have passed since then. Central government has brought in some changes in guidelines and is likely to make further changes in procedures in response to concerns expressed by States and farmers’ representatives. Follow up discussions with key stakeholders in Karnataka held after the initial farmers’ survey reveal that while a few of the anomalies in applying for crop insurance have been addressed by the concerned departments, major obstacles in assessment and claims continue to exasperate farmers who are miffed bythese procedural lapses. This paper throws light on some of these issues and discusses measures to make crop insurance, particularly PMFBY farmers’ friendly.

  Contribution of Indian Agriculture sector is much higher than the world average and it is also called backbone for Indian economy by providing employment opportunities. Telangana, a newly formed state in India and majority of work force depends on agriculture and allied activities. In India agriculture is called playing dice with rains and even it badly affected by natural calamities, pests and diseases too. Crop Insurance is one the best option to mitigate the risk that associated with the agriculture sector.  Agriculture Insurance Company of India ltd (AICI) one of the general insurance company that dedicated to cover crop insurance in India. AICI statistics shows that only two farmers from Telangana state opted for crop insurance under national agriculture Insurance Scheme. This proposed research will be an explorative in nature to identify the reasons behind farmers not opting for crop insurance. Primary data collected with the help of questionnaire from farmers, interaction with primary agriculture cooperative society secretaries, bankers and Agriculture officers.

The study has made an attempt on resource use and economic efficiency of cucumber production under poly-house farming and open field farming. Primary data collected by using purposive sampling technique from selected districts. Sample of 50 farmers (25 Poly-house farmers and 25 Open field farmers) was taken from each district on the basis of availability. Secondary data was collected from Horticulture Department. For data analysis statistical tools average, percentage and Linear Cobb-Douglas Production Function was used. The study found that the yield of cucumber was more under poly-house farming as compare to open field farming system. The reason behind this was long harvesting period and more number of fruits per plant under poly-house farming conditions. The data specifies higher net returns per acre of cucumber under poly-house farming over open field farming, which implicit poly-house farming not only highly profitable but also economically viable as compared to open field farming in study area.

Agriculture in the Upper West region is primarily subsistence and rain-fed, and irrigation practice is significantly furrow andthe use of traditional watering can. This historical approach to agriculture is predicted to suffer severe setbacks due to climatechange. This research therefore explores farmers’ perception of climate change and its impact and how the farmers can cope withthe changing climate. The primary data was gathered through field observation, interviews and administration of questionnairesto about 400 irrigation farmers in three districts of the Upper West region. The data was analysed using 1. Statistical Packagefor Social Sciences (SPSS) and basic statistical tools. It was discovered that 62% of the farmers had no formal education withmajority above 50 years of age. Over 80% have observed rising temperatures and declining rainfall over the last few decades.This has led to higher evaporation and siltation of irrigation dams, higher transpiration of crops and water stress resultingin low crop yield, crop failure and food insecurity. The research also highlights anthropogenic activities that have influencedclimate variability and food production in the region. The research was concluded with suggested strategies to facilitate farmers’adaptation to climate variability.

Pawnshop Company is a State Owned Enterprises (SOEs), which is engaged in the business of providing credit services and applicable statutory lien for anyone with a moving objects collateral requirement. In order to develop the business, so Government Regulation No. 103 of 2000 was issued, stated of the granting of the loan based on the collateral of fiduciary money. As an institution that provides credit to guarantee the fiduciary shall comply with the provisions set out in Law No. 42 of 1999, especially Article 11, paragraph (1) which states that the objects are burdened with fiduciary collateral required to be registered, but in reality there is no Pawnshop Company comply with Article 11 paragraph (1) of Law No. 42 of 1999 on Fiduciary. Based on the gap das sein and das sollen, then can be formulated the problem of how fiduciary guarantee enrollment application pursuant to Article 11 paragraph (1) of Law No. 42 of 1999 on Company Pawnshop and how execution of fiduciary insurance company that is not registered by the Company Pawnshop when borrowers are in default. Empirical legal research is used in this thesis, because it’s getting out of the gap between das Sein and das sollen. The approach used in this thesis is the legislation approach, case-based approach, and the analytical approach. The nature of the research in this study was a descriptive study, sites in the Pawnshop Company branch Denpasar and Tabanan. The data used in this thesis is the primary data / field data and secondary data / literature. Data collecting techniques used in this thesis is planned interview techniques and reading literature. Sampling techniques used in this thesis is purposive sampling and the data obtained are presented in descriptive qualitative. The results of this problem study is application of fiduciary guarantee enrollment on the Pawnshops Company, that disobedience to law number 42 of 1999 Article 11 paragraph (1) was happened, while the execution of fiduciary insurance company that is not registered by Pawnshop Company if debtor in default is done by a family way.

Purpose Ghana has implemented different kinds of pro-poor program and policies since its independence to reduce poverty. The Livelihood Empowerment Against Poverty (LEAP) is one of such program. LEAP is a social cash transfer program and its implementation has been under the auspices of the Ministry of Gender, Children and Social Protection since 2008. It provides direct cash and health insurance coverage for extremely poor households across the country to alleviate short-term poverty and encourage long-term human capital development. This paper examines the LEAP program in terms of how it has achieved its aim and the opportunities for improvement.Design/methodology/approach Primary data were obtained from interviews of 110 beneficiaries of the program. The study proposes a conceptual framework that links poverty reduction and social policies to assist researchers analyze pro-poor or social cash transfer program.Findings The findings show that the program is challenged with administrative bureaucracies, irregular inflow of funds, perceived political interferences, inconsistent implementation strategies and low value of the cash transfer (which results in little or no impact on consumption). However, the data also show that LEAP has positive impacts on nonconsumption spending like children's schooling. The program' exit strategy does not impact much on beneficiaries to allow them exit without the tendency of being poor.Practical implications This paper discussed the LEAP program as a social cash transfer to the poor in Ghana. The study constructed a conceptual framework to help researchers and practitioners analyze the implementation of pro-poor interventions. This conceptualization allows for cash transfer program to empower beneficiaries and exits them to allow for other beneficiaries to enroll, ensuring reduction in poverty over time. Generally, the beneficiaries have benefited from the LEAP in the areas of consumption, education and healthcare with few beneficiaries being able to accumulate some few assets. The LEAP program has no exit plan.Originality/value This study adds to literature by offering a conceptual framework to help researchers and policy makers in dealing with social assistance policies to the poor. The study also gave an insight into how pro-poor policy strategies could be crafted.

This paper is covers the exploratory research study on the marketing strategies of IDBI Federal Insurance, Company. In the Indian context, Insurance companies are playing a major role in the development of Indian economy. With the entry of many private players in the insurance industry, the competition has risen manifold and hence insurance companies are coming out with innovative marketing strategies to woo the customer. This was the reason for narrowing down the scope of the research work. The present paper is an exploratory research study on the marketing strategy of IDBI Federal Insurance Company. The paper seeks to address the following objectives (a) To determine the marketing strategies of IDBI Federal Life Insurance Co. Ltd (b) To determine the means and mechanism deployed by IDBI Federal Life Insurance Co. Ltd. Applying the marketing mix and to determine the effectiveness of the strategy and (c) to understand the reasons which provide competitive advantage to IDBI Federal Life Insurance Co. Ltd. The paper is developed on the basis of elementary primary and secondary data available in the Internet and other documents and journals. The design of the paper follows a structured approach. The literature review resulted in the generation of the research objectives. The primary data was collected by means of Google Forms and MS Excel was used for data analysis. Descriptive Statistics is used to arrive at the findings and interpretation. The findings indicate that the majority of the people seek insurance cover for the purpose of having risk cover and availing several benefits associated with the life insurance policies. Further, the findings indicate that there is a need to capitalize social media platform for generating awareness to drive the market growth. <p class="Keywords">Sub Communal RISHA is a pilot project from the central government in collaboration with the Surakarta City Government as a solution for structuring slum settlements in Surakarta. The RISHA method facilitates the construction and installation process due to the use of a modular precast system which is also more flexible and efficient both in terms of construction time and the use of construction materials. The purpose of this research is to identify the space adaptation of Sub Communal RISHA based on the behavior of residents. This research was conducted with a qualitative descriptive method. The research location is in the area of RW 06 Rusunawa Semanggi Surakarta and the time of data collection was carried out in the period May-August 2021. Primary data was taken with several techniques, observation and Forum Group Discussion (FGD) method. The analysis was carried out using data triangulation techniques. The use of this analysis technique aims to combine all data to produce accurate and comprehensive conclusions. The results showed that there are two adaptations carried out by the residents of Sub Communal RISHA, namely adaptation by adjustment and adaptation by reactions.</p>

his Research proves that the implementation of Aceh Qanun No. 12, 13 and 14 Year 2003 on Khama r, M a i s i r , and Khalwat in Subulussalam is not completely worked well, because in addition to legal issues qanuns, most have efforts political consolidation of the central government and local government. This thesis supports and strengthens the conclusion Michail Buehrel in this article entitled “The Rise of Sharia by Laws in Indonesia District an Indication For Changing Patterns of Power Accumulation and Political Corruption ” (2008) who found the formulization of Islamic Law in the region is political consolidation instrument for exploring the local government, especially financially in building. Buehler did not even find a conservative movement in the imposition of Islamic Law in the area. This research also support M.B Hooker’s opinion in his work entitled Indonesian Syariah : Defining a National School of Islamic Law, (2008)which states that in legislative process of Islamic law in aceh. There are many obstacles and barriers , because the Sharia Law to be applied must necessarily correspond with the system national law, while the central government to add more breadth of autonomy for Aceh in the part of Islamic Law to legislate in the part of law qanuns jina&gt;na&gt;t . This thesis does not agree with the conclusion of Harold Crouch in his work The Recent Resurgence of Political Islam in Indonesia, “ Islam In Southeast Asi a: Analysing Recent Development” , ed. Anthony L. Smith, (Singapore: ISEAS, 2002) as saying that the barrage history of failure of Islamic parties in order to implement Islamic Law-making opportunities for the application of Islamic Law in Indonesia did not exist. Crouch’s opinion just say that the application of Islamic Law to be in the sense of establishing an Islamic State. Data obtained from field research (field research) with qualitative methods and approach the socio - legal - historical . Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.

Abstrak Petani dalam memanfaatkan lahan pertanian selalu berhadapan dengan ketidakpastian. Di sisi lain petani juga harus mempertimbangkan berbagai jenis komoditi yang akan diusahakan agar tidak gagal panen. Berdasarkan hal tersebut maka penelitian ini dilakukan dengan tujuan: (1) mengindentifikasi jenis ketidakpastian yang sering dihadapi petani  dalam  memanfaatkan lahan pertanian; dan  (2) menganalisis pengaruh ketidakpastian terhadap pertimbangan petani dalam menentukan jenis komoditi yang akan diusahakan. Data yang dikumpulkan terdiri dari data primer dan data sekunder. Data primer diperoleh dari hasil wawancara dengan petani, sedangkan data sekunder dari beberapa instansi terkait. Pengukuran ketidakpastian dilakukan menggunakan metode skala likerts. Analisis data di lakukan secara deskriptif kualitatif. Hasil penelitian menemukan adanya keragaman jenis  ketidakpastian yang selalu dihadapi petani dalam pemanfaatan lahan pertanian dan ketidakpastian tersebut  telah dijadikan dasar oleh petani untuk mempertimbangan jenis komoditi yang akan diusahakan.Abstract Farmers in utilizing agricultural land always faced with uncertainty. On the other hand, farmers should also consider various types of commodities which will be endeavored that no crop failure.  Based on the above, the research is conducted with the objectives: (1) to identify the kinds of uncertainties often faced by farmers in utilizing agricultural land for farming activities; (2) to analyzes the influence of uncertainty on the consideration of farmers in determining the type of commodity to be cultivated. The data collected consist of primary data and secondary data. Primary data was obtained from interview with farmer while secondary data from several related institutions. Measurement of uncertainty is done using likerts scale method. Data analysis is done descriptively qualitative. The results of the study found that the diversity of types of uncertainty often faced by farmers in agricultural land use and the uncertainty has been used as a basis by farmers to consider the types of commodities to be cultivated.
