The article considers the issue of state security in the context of the objective attention of public administration. Based on the semantics of the concepts of "state" and "security", elaboration of a set of approaches to the interpretation of these definitions, analysis of options for different authors in favor of certain approaches to the interpretation of the concept of "state security" formed and motivated the author's vision of this term such a state of protection of various vector interests of the state and its simple cluster unit - the citizen - which ensures the effective functioning of all spheres, industries, institutional sectors (including their units), mechanisms in general and the implementation of the functions and powers of the state institution in particular for their further development in a changing environment, external and internal threats. The proposed in some way unification approach allows emphasizing the content of the concept, as a logically related set of relevant objects, in the context of the prevailing philosophical nature of the phenomenon of "security", leaving open the "scope" of the concept for further more detailed detailing of its characteristics in the segment. theoretical foundations of the science of public administration in the field of public security concerning its elemental components. This approach provides a focus on the most general object-subject features of the concept while avoiding minor characteristics. The state is an organization that functions in a systemic way. It is the function of the state to ensure its security. It is ensured by collective actions of the constituent elements of the state. The main elements of the state ensuring its security are public administration entities. It is they who, as part of efficient collective actions, create conditions for the undisturbed development of the state organization.

The author is of the opinion that the commonly accepted view about the identity, the concept, and the content of state security and national security in Poland is burdened with numerous flaws, which is confirmed by the legislative practice, planning, and the organizational activity of the state. The author poses a question whether mutual relationships between the concepts of state security and national security exist in the views of Polish theorists and in Polish legislation and, if they do, what they are. Of the methods of establishing the identity of state and national security and the mutual relationship between these terms, one of the ways to see the complexity of the issue is to refer to legislation. The author puts forward a hypothesis that both Polish law and the practical planning and organizational activities of public administration and other entities provide many arguments that these concepts are not identical, but there are strong axiological, epistemological, and ontological links between them. The author is convinced that determination of the domain of the concepts in question and the relationships between them will make it easier for public administration bodies to plan, organize, and carry out specific tasks in the field of security.

The author has studied scientific concepts on the introduction of service-oriented activities of public administration authorities aimed at meeting the needs and interests of society through the provision of quality public services to the population, coordinated with long-term goals of society and state’s development. It has been proved that public and service activity of public administration authorities is really possible and actually feasible under the condition of creation and functioning of optimal normative, material and resource, organizational base for its guaranteeing (availability of legislative and other normative and legal documents, functioning of specialized service centers for providing administrative services with the staff of qualified civil servants and electronic databases, etc.). It has been emphasized that the content of public and service activity of the Ministry of Internal Affairs of Ukraine is: a) a separate function of the service state, the content of which is to change the ideology, forms and methods in the work of law enforcement agencies; b) one of the externally-oriented functions of a specially created state institution along with such functions as regulatory, supervisory and law enforcement, c) the basis for the authorized entity to implement the tasks and functions of the state to ensure human rights and freedoms, as well as the interests of society and the state, keeping public order and security, combating crime, d) high-quality and affordable provision of administrative services to specific individuals in the form of licensing, registration and other similar actions in the law enforcement sphere.

It’s been established that the results of scientific research on the place and functions of the presidential institution in the political system of democratic societies point to the existence of certain gaps and insufficient disclosure of the issues raised. The existence of an internal socio-political crisis and the need for the development of a democratic state based on the rule of law and the appropriateness of studying the issue of the balance of powers of state institutions within the framework of constitutional engineering have been confirmed. It is noted that at the present stage of state construction interest in the problem is dictated by the need to study the process of Ukraine’s consolidation as a state entity in the context of integration into the European community.The question of the place and basic functions of the presidential institution in the political systems of modern democratic societies is being investigated. It was established that achieving an effective checks and balances system for the institution of the president, the legislative branch and executive branch of power is one of the relevant factors for the successful development of the political and economic state system, the achievement of public harmony and the formation of a positive international image of the state.It is established that the constitutional basis determines the political legitimacy of the President’s actions, and also affects the degree of readiness of political and power subjects to agree to them or to support or deny them. However, the probability that an issued document will have the expected impact is determined, in most cases, by its constitutionality. The President provides the succession of the state, represents it in international relations, carries out management of foreign policy activities, negotiates and concludes international treaties of Ukraine. The president as a state institution appears to be active and influential in the system of power relations and state organization. The institute of presidency is intended to become a consolidating center and an arbiter between the branches of power.Based on the results of a comparative analysis of the presidency functional, a pragmatic approach to the formation of new principles of the national presidency mechanism in the context of the further development of the political system of society was proposed. The essence of this approach is in the need to ensure the dominance of constructive cooperation with other institutions of political power, primarily parliament and government. The expediency of introducing civilized methods of compromise search and a democratic solution to the political problems of social development in the system and practice the powers of the governing bodies is grounded, since the further development of the state will to a great extent be determined by the effectiveness and quality of the functioning of the presidential institution.

"This paper explores the issues of balancing freedom and privacy rights with security. It also acts as a primer for debate about related government responsibilities and explains why the security rights dilemma-or how the threat of terrorism-may suspend the rights of Canadian citizens. Specific attention is paid to communication-related rights such as privacy and how the threat of terrorism allows due process and other checks and balances systems to be bypassed through various intelligence practices. This paper will identifY why risk appears to trump rights in the current security environment and explain why security cannot be privileged over rights as rights are an integral part of public security. The state appears to view security as purely, or at least primarily, physical, however, if the state concentrates counterterrorist efforts on physical security, then this ignores the social aspects of security and therefore does not provide an adequate level of protection for its citizens but only advances the interests of the state. There are several ways in which the need for state security and desire to preserve democratic freedoms and values can be balanced without sacrificing one over the other, but this must begin with dialogue between the state and its citizens."--Pages 1-2.

The article is devoted to the analysis of the theoretical foundations of public administration and administration in the field of public security and civil defense as a component of the national security system. Consideration of the problems of civilizational development and national security shows the urgent need to rethink the areas of responsibility of state and civil society, the ratio of hierarchical and network structures in public administration and management. There is also a need to implement a new principle of boosting standards of living, as a prerequisite to ensuring national security, through sustainable development of society and competitiveness of the state itself. It is shown that under the conditions of globalization the state is no longer ensuring security and well-being of its citizens by mere «defending» them from the threats of emergencies. The state must prepare citizens to be able to confront the various globalization-related challenges on their own. Earlier this year, the National Security and Defense Council of Ukraine submitted a draft national security strategy “Personal Security – National Security” to the President for consideration. In this regard the new model of public administration and administration system in the field of public security and civil defense can be efficient. It is based on the six pillars of public administration. These are «human being / human resource», «organization theory», «policy analysis», «budgeting», «statistics» and «ethics». Such a framework ensures the unity of the system development approach in combination with theory and practice.

Тhe object of research is state security and its element-by-element structure in the context of the objective attention of public administration. A problematic aspect is the lack of clarity of interpretation of the main category and identification of components of state security, which slows down the formation of effective mechanisms of public administration in the field of state security, and thus reduces its effectiveness. The study used methods of analysis and synthesis, induction and deduction, as well as decomposition, which allowed to clarify the definition of state security, its structure and provide a primary description of these components. The definition of «state security» is formed. It is proposed to understand the state of protection of various vector interests of the state and the citizen, which ensures the effective functioning of all spheres, industries, institutional sectors, mechanisms, implementation of functions and powers of the state for their development. An important emphasis on this situation is its achievement in a changing environment, external and internal threats. The separation of the following types of components of state security with the corresponding content load is motivated: security of national administration; political security; economic security; military security; security of public and legal order; social and humanitarian security; information and communication security; resource and environmental security; technical and technogenic safety; international diplomatic security. In comparison with the existing approaches, the applied unification terminological approach allows to emphasize quite concretely the content of concepts in the context of their «historical nature». In contrast to the existing approaches to the structure of state security, the presented segmentation of state security takes into account the domestic regulatory framework, global approaches to determining the objective attention of the state and its threats, current trends in civil society. Due to the implementation of the author’s proposals in practice, state security as an object of public administration acquires a clear systematics, which allows to form both scientifically sound mechanisms of the latter and new areas of research.

The article analyzes the migration situation in Russia and the relevant results in accordance with the Concept of state migration policy of the Russian Federation for the period till 2025. Successful work of the Federal Migration Service is shown. However, Presidential Decree No. 156 of 5 April 2016 “On the improvement of public administration in the sphere of control over the circulation of narcotic drugs, psychotropic substances and their precursors and in the sphere of migration” the Federal Migration Service was abolished, and its functions were fully transferred to the Ministry of Internal Affairs of Russia. The author notes that for an absolute community of experts and specialists in the field of population migration, this decision was an unexpected. The author analyzes the situation of institution support for the state migration policy and prospects for further development. Particular attention is paid to the process of establishing institutional support for the state migration policy of Russia.

The subject of the research is the transformation of the state institution under the influence of the digital revolution. The choice of topic is determined by the transition of the state institution from bureaucratic to service and from service to digital. This transition entails significant changes in the methods of regulating public relations, the forms of state participation in the life of citizens, as well as the architecture of interaction between state, business and society in the new environment. The aim of the research is to create and justify a model of digital public administration, in which the necessary access to personal information of the digitized state will not be used against citizens. Therefore, the digitalization of public administration should be a tool to improve the efficiency of public services. The research methods are: institutional and comparative legal analysis, as well as methodology of value chain management by M. Porter. The results of the research show that (1) the created value chain of public administration includes main and auxiliary activities in the system of public administration in the digital state, (2) changes in the governance due to the increasing role of the digital state have been proved based on the doctrinal components of the new public administration of C. Hood, and (3) substantiated the reasons for the evolution of public administration through the prism of management structures: from linear-functional to project-functional structure and, as a result, to state digital platforms. Based on the declarations of the UN General Assembly, the conclusion is made that it is necessary to strengthen the control of the judiciary over the executive to avoid the establishment of digital totalitarianism. These findings reinforce the methodological significance of the evolution of public administration, as well as the practical value in reforming the system of governance under the influence of the digital revolution.
