The process of social differentiation in post-communist states has had a clear impact on the status of neighbourhoods. Municipalities have tried to handle the problem, but planning in Hungary is still based on shallow analyses. This paper presents a method for examining and quantifying prevailing factors of residential areas, also being able of a spatial comparison. It detects problematic issues and locations and assists in the formulation of solutions. The model city for the presented study was Szeged, located in southeastern Hungary. Szeged is the economic center of the region and it was an ideal urban area for the evaluation of housing needs and for the mapping of various objects and social services. A field-collected qualitative database was processed using the Idrisi Selva GIS program, resulting in a classifying map of investigated areas. We have localized the properties of the lowest score and also determined the major issues responsible for low scores by analysing the spatial data of 27 GIS layers. The model can be used to detect the reasons causing differences in the perception of neighbourhoods, while it may serve as a tool for decision makers.

Snatch theft incidents are on the rise in Malaysia especially in the cities. It tends to happen in cities because there is a possibility to commit it and both crime and urban are often associated with each other. The aim of this paper is to find out whether the building with two or more levels in urban area contributes to the snatch theft incidents. The present study has been taken up to detect the hotspots of snatch theft in Selangor, Malaysia. The crime data were obtained by requesting and analysing the index crime statistical data from the Royal Malaysian Police (RMP). This study made use of the Geographical Information System (GIS) where its 3D modelling function to construct, assess and analyse the area with high snatch theft cases. The crime reports of 2010 until 2015 were geocoded and the crime maps were prepared in ArcGIS 10.2. It was found that the hotspot area is a mix-used development area which consists mainly of commercial and residential areas of more than two-level buildings.

Changes in the epiphytic lichen flora in the urban area of Rostock between 1994/1995 and 2017/2018 In 2017/2018, diversity and quantity of lichens were studied on 53 trees in Rostock city. The results were compared with the results of a mapping project in 1994/1995. Humidity conditions and degree of eutrophication at trees of the genera Tilia and Acer were interpreted with reference to the known indicator characteristcs of the lichen species concerning air humidity/precipitation, eutrophication and pH conditions. In 2017/2018, 79 lichen species and 14 lichenicolous fungus species were found. The total number of lichens increased to 80 species. Most species were found on Tilia spec. (60), Acer pseudoplatanus (43) and A. platanoides (34). The most common species are Phaeophyscia orbicularis, Physcia adscendens, Ph. tenella and Xanthoria parietina. Candelariella xanthostigmoides, Flavoparmelia soredians, Hyperphyscia adglutinata, Intralichen lichenum, Lecanora subcarpinea, Parmelia serrana, Parmelina quercina and Taeniolella delicata are new to Mecklenburg-Western Pomerania. The distribution and characteristics of the collection sites allow for deviding the species into three groups: 1. species also present along streets with heavy traffic or in densely populated residential areas with a lack of green areas and in the districts Kröpeliner Tor-Vorstadt or City Centre, 2. species still present in sparse residential areas and smaller green areas but not in the districts Kröpeliner Tor-Vorstadt or City Centre, 3. species only colonizing trees close to the open landscape. Twenty-two species were assigned to the first, 32 species to the second and 25 species to the latter group. According to the proportion between the sum of frequencies of the strongly nitrophytic lichens and the sum of frequencies of the anitrophytic and moderately nitrophytic lichens on trees, air quality was indicated to be good at 15 trees of the genera Acer and Tilia, moderate at 14 trees and bad at 13 trees. Based on the proportion between the number of basiphytic lichen species and the sum of species colonizing acidophytic and subneutrophytic bark, six locations were categorized as little, 21 locations as moderately and 15 locations as strongly polluted. Mesophytic or hygrophytic lichens were present with only one or two species at ten locations, three to five species at 21 locations and over five species at 11 locations. Within the period under consideration, the epiphytic lichen flora of the Rostock urban area changed considerably. The populations of 69 lichen species increased, with 52 lichens newly establishing after 1995. In 32 lichen species a slight, in 19 species a moderate, and in 18 species a strong population increase was recorded. Lecanora conizaeoides disappeared and the populations of four species decreased.

Wind-assisted ship propulsion (WASP) technology seems to be a promising solution toward accelerating the shipping industry’s decarbonization efforts as it uses wind to replace part of the propulsive power generated from fossil fuels. This article discusses the status quo of the WASP technological growth within the maritime transport sector by means of a secondary data review analysis, presents the potential fuel-saving implications, and identifies key factors that shape the operational efficiency of the technology. The analysis reveals three key considerations. Firstly, despite the existing limited number of WASP installations, there is a promising trend of diffusion of the technology within the industry. Secondly, companies can achieve fuel savings, which vary depending on the technology installed. Thirdly, these bunker savings are influenced by environmental, on-board, and commercial factors, which presents both opportunities and challenges to decision makers.

The final goal of this paper was to fix a brief summary on the status of geographic information in Italy due to the technological steps and national regulations. The acquisition, processing and sharing of spatial data has experienced a significant acceleration thanks to the development of computer technology and the acknowledgment of the need for standardization and homogenization of information held by public authorities and individuals. The spatial data represents the essential knowledge in the management and development of a territory both in terms of planning for safety and environmental prevention. In Italy there is an enormous heritage of spatial information which is historically affected by a problem of consistency and uniformity, in order to make it often contradictory in its use by the public decision-maker and private parties. The recent history of geographic information is characterized by a significant effort aimed at optimizing this decisive technical and cultural heritage allowing the use of it to all citizens in a logic of sharing and re-use and may finally represent a common good available to all.

A considerable body of work in political science is built upon the assumption that politicians are more purposive, strategic decision makers than the citizens who elect them. At the same time, other work suggests that the personality profiles of office seekers and the environment they operate in systematically amplifies certain choice anomalies. These contrasting perspectives persist absent direct evidence on the reasoning characteristics of representatives. We address this gap by administering experimental decision tasks to incumbents in Belgium, Canada, and Israel. We demonstrate that politicians are as or more subject to common choice anomalies when compared to nonpoliticians: they exhibit a stronger tendency to escalate commitment when facing sunk costs, they adhere more to policy choices that are presented as the status-quo, their risk calculus is strongly subject to framing effects, and they exhibit distinct future time discounting preferences. This has obvious implications for our understanding of decision making by elected politicians.

This article aims to reconstruct Max Scheler’s conception of three types of knowledge, outlined in his late work Philosophical Perspectives (1928). Scheler distinguished three kinds of knowledge: empirical, used to exercise control over nature, eidetic (essential) and metaphysical. The author reviews the epistemological criteria that underlie this distinction, and its functionalistic assumptions. In the article’s polemic part he accuses Scheler of a) crypto-dualism in his theory of knowledge, which draws insufficient distinctions between metaphysical and eidetic knowledge; b) totally omitting the status of the humanities in his classification of knowledge types; c) consistently developing a philosophy of knowledge without resort to the research tools offered by the philosophy of science, which takes such analyses out of their social and historical context (i.e. how knowledge is created in today’s scientific communities).
