En este trabajo se describen tanto los diferentes pasos que se siguieron como las aplicaciones que se seleccionaron y emplearon para la implementación del sistema de gestión de la red, primero en Universidad de Granma, y luego en el Instituto Tecnológico Superior “Portoviejo” (ITSUP), empleando para ello software libre, también tiene el propósito de demostrar la factibilidad de la implementación de un sistema de gestión en cualquier institución. Actualmente, como resultado de este trabajo, Tanto la Universidad de Granma como en ITSUP, cuentan con un sistema para monitorear la red que ha contribuido a la disminución significativa de los tiempos de interrupciones por fallas en los servicios, detección de ataques, intrusos y programas malignos en la red y una optimización en el empleo de las Tecnologías de la Información, sobre todo, en el uso de los canales de transmisión de datos. Se demuestra que aunque a primera vista, un sistema de gestión puede resultar costoso, la inversión puede reducirse notablemente, empleando software libre, pues existe una amplísima gama de aplicaciones muy eficaces y completas, que se pueden utilizar sin pagar por su empleo, modificación o distribución. This work describes the steps followed and the applications that were selected and applied for the implementation of the network management system, first at the University of Granma and then at the ITSUP, using free software, is also intended to demonstrate the feasibility of implementing a management system in any institution. Currently, as a result of this work, both the University of Granma and ITSUP, have a system to monitor the network that has contributed to a significant decrease in interruption times due to service failure, detection of attacks, intruders and programs malignancies in the network and an optimization in the use of Information Technologies, especially in the use of data transmission channels. It is shown that, although at first glance, a management system can be expensive, investment can be significantly reduced, using free software, since there is a very wide range of very efficient and complete applications that can be used without paying for their use, modification or distribution. El objetivo del trabajo consistió en diseñar una propuesta de comunicación para el reparto Carlos Manuel de Céspedes de Bayamo, Granma, Cuba. Para ello se tomó como campo investigativo 10 entidades y 1 061. Esta se basa en el despliegue de fibra óptica en el reparto en cuestión partiendo de la reutilización de la red de acceso existente. Dicho proyecto puede ser tomado como material de estudio por estudiantes universitarios. En la proposición de comunicación se concibe la inclusión de 9 MDU para dar servicios al sector residencial y 10 MDU para el sector empresarial, además, se incluye un splitter 1:32 y una OLT que se ubicaran en el sitio tecnológico y en el centro telefónico más cercano respectivamente. Para la marcha exitosa del trabajo se utilizaron métodos teóricos. La calidad de la propuesta de comunicación se verificó mediante el cálculo del presupuesto de potencia óptica, donde inciden las pérdidas provocadas por el equipamiento a utilizar. Se concluyó que con esta investigación se logra eliminar la demanda insatisfecha y permite que los clientes en sentido general puedan tener servicios de internet de banda ancha.  Palabras claves: Fibra óptica, sector residencial, sector empresarial, presupuesto de potencia, demanda insatisfecha, centro telefónico, sitio tecnológico   A proposal of communication with passive optic technology in the section “Carlos Manuel de Céspedes” of Bayamo, Cuba: an option of study for the university students Abstract  The objective of the work consisted in designing a communicative proposal in the section “Carlos Manuel de Cespedes”, in Bayamo, Cuba. There were taken 10 enterprises as the field researching as well as 1 061 s houses. It is based in the spread of optic fiber in that section taking as starting point the re-using of the existing access network. This project can be taken as a material fo studying the university student. In the proposal of communication it is glanced the inclution of 9 MDU to give service to the housing sector and 10 MDU for enterprises, it is also included 1:32 splitter and OLT that will be located in the technological place and in the closed telephone center. Fort he successful trend of the work there were used some theoratical methods, the quality of the proposal of communication was verified through the calculus budget of optic power, where the roduced power joint together collapse. Public administration is overwhelmingly crucial in providing citizens with the best accessible, affordable, effective, and efficient services. Governments need qualified human resources for satisfactory employment processes. Therefore, higher education institutions play a crucial role in supplying the education in the field of public administration. Universities and various institutes from all over the world have numerous public administration education programmes. In this context, students as well as professionals have a wide range of opportunities to get an education in public administration so as to be employed in the public or relevant sectors. In parallel with globalisation and the development of information technologies, new professions have started to emerge and significant changes have been observed in people’s learning preferences. The Czech Republic is one of the significant Central European countries to offer an education in public administration. To this end, the study examines public administration education in the Czech Republic and looks more closely at public administration education at the University of Pardubice, which offers programmes in the area of public administration and the public sector. The analysis is performed based on a statistical evaluation of students’ interest over a span of 16 years. Finally, the demand for public administration education at the University of Pardubice is analysed in order to put forth the current state of public administration education by comparing it with other relevant faculties in the Czech Republic. The conclusion of the study is devoted to considerations on the possibilities of supporting education in the Czech Republic. More consistent supervision from the position of the state seems appropriate, but also support for a family policy aimed at reconciling professional and family life.

Using audiovisual aids and information technologies in our educational system has a slow trajectory in the different educational levels. It seems as if the attempts of using them as didactical resources had been no effective. We are yet depending on the wills of the University teaching staff to use them without a real institutional support. It´s true that we are witnessing a great introduction at the University of these technologies, but we can see that profitability is more considered than didactical reasons. In the last years, the University Authorities want us to learn the use of digital platforms or to show students evaluation in formato web. The first point allows the incorporation of virtual students (bigger global amount of students with less costs: reductions in use of classrooms and other services). The second point gives more control and less storage of official documents with student´s evaluations. All things considered, the defence of the didactical profits of educational technologies haven´t been enough to be something of general use. It´s now, once we have understood the profitability they can give us, nor as learning mediator but as a way to organize educational services, that we have to use them perforce or to suffer the established consecuences. As in other studying levels, we use these resources in a limited way. In this communication we are going to show part of an experience of using this information technologies in our subjects. We describe the used resources an, after this, the way we used them. Some of them are films, other documents from our Centre Library, recordings of television programs (interviews, debates…). At last, we gather the opinion or our students with an anonymous questionnaire. The evaluation results of this project has been very satisfactory in two ways: the use of information technologies and the facilities that they give to the learning and teaching process. El uso de medios audiovisuales y de nuevas tecnologías en general en nuestro sistema educativo, ha seguido una trayectoria que se podría definir como de lenta implantación en los distintos niveles. Parece ser que los continuos intentos de introducirlos como recursos didácticos que favorezcan los procesos de enseñanza-aprendizaje no han conseguido su objetivo. Seguimos estando en un nivel donde predomina en buena medida la voluntariedad del profesorado para su uso, es decir, que es el propio profesorado el que tiene que construir su programación docente incorporando elementos tecnológicos con escaso apoyo institucional. Bien es verdad que estamos asistiendo a una vertiginosa introducción a nivel universitario, pero si lo analizamos con detenimiento podremos observar que la rentabilidad prima sobre la didáctica. Los distintos vicerrectorados que se han creado en los últimos tiempos están muy preocupados por que aprendamos a usar plataformas digitales o a introducir las calificaciones de las actas a través de la red. Lo primero permite la incorporación de un nuevo alumnado al que se le denomina ‘virtual’, que hace aumentar los números globales y no genera los gastos de los presenciales (uso de aulas y demás servicios universitarios), lo segundo favorece el control y disminuye los riesgos del trasiego y almacenamiento de las actas en formato papel. En definitiva, los ríos de tinta que a lo largo de las últimas décadas se han vertido haciendo una defensa de los beneficios didácticos de la tecnología educativa no han llegado a regar la cotidianidad del aula de una manera generalizada. Es ahora, una vez que se ha comprendido la rentabilidad que puede suponer, no tanto como mediadoras del aprendizaje sino más bien como organizadoras del servicio educativo, que nos vemos abocados sin remedio a usarlas o a sufrir las consecuencias de las sanciones correspondientes. Al igual que en el resto de niveles educativos, en la universidad nos encontramos con un uso bastante limitado de estos recursos. En esta comunicación vamos a reflejar parte de la experiencia que hemos tenido al utilizar medios audiovisuales como recurso didáctico en nuestras asignaturas. Recogemos una serie de recursos utilizados en nuestras aulas para después pasar a comentar la forma en que se han usado en la cotidianidad de la misma. Algunos son películas, otros son documentales de los cuales disponemos en la biblioteca del centro, y otros, los más son grabaciones realizadas directamente de la televisión de programas documentales, de debate o de entrevista. Por último recogemos las opiniones de nuestros alumnos a través de un cuestionario anónimo. De las conclusiones a las que llegamos debemos resaltar el hecho de la amplia valoración positiva que hacen de su uso, así como, la facilitación que suponen en el proceso de enseñanza-aprendizaje.

A two-level education system bachelor-master, designed to ensure transparency, academic mobility, competitiveness and integration with the European institutions acts as a subject of social and pedagogical discourses on a wide range of issues to this day. The paper discusses the issue of training of masters majoring in pedagogical education, the development of general and professional competencies, and readiness for pedagogical activities. The authors note the key role of IT competence of graduates, linking it with the continuous processes of education informatization, development of the electronic educational space of pedagogical universities. It is also noted that the development of IT competence of masters of pedagogical education is one of the most important conditions for leveling students and ensuring a personal experience with electronic educational space of the university. IT competence consists of electronic (mainly remote) education; digital learning resources; software e-learning system; virtual processes and resources of educational activities; technical means that generate electronic space. The authors propose to develop the basic level of the competence within the discipline Information technologies using a set of specially selected competence-oriented tasks. The assumptions made by the authors were reflected during educational practice which is also described in this paper.

<span>This paper describes how a generic computer laboratory equipped with 52 workstations is set up for teaching IT-related courses and other general purpose usage. The authors have successfully constructed a lab management system based on decentralised, client-side software virtualisation technology using Linux and free software tools from VMware that fulfils the requirements of fast "switch over" time between consecutive lab sessions, the ability to support a wide range of IT courses and usage scenarios, low cost, easy maintenance, and a sandboxed environment for potentially disruptive IT security lab exercises. Sufficient implementation details are provided so that readers can build a similar lab management system. The objective is to share ideas and experiences that may be useful for lab administrators in academic institutions facing the same requirements and budgetary constraints.</span>

The network management system based on WEB has been becoming the current hot spots. The paper discusses the advantages and significance of WBM fully to discuss the possibility of a network management system based on JAVA implementation. Based on the SNMP protocol is proposed based on ARP protocol and network topology search found based on ICMP protocol and topology reconstruction. SNMP access to treatment and MIB information structure and based on the MIB information acquisition. Application server search and real time function and the realization of the corresponding technology such as network service monitoring method. And on the Linux platform, using TOMCAT as a JSP interpreter, information storage, publishing technology and by using XML and JAVA platform compatibility technology is verified to above ultimately proved: the network management system based on JAVA and XML can completely meet the requirements of network management has good feasibility and practical application value.

In recent years an increasing emphasis has been placed on the study of high temperature intermetallic compounds for possible aerospace applications. One group of interest is the B2 aiuminides. This group of intermetaliics has a very high melting temperature, good high temperature, and excellent specific strength. These qualities make it a candidate for applications such as turbine engines. The B2 aiuminides exist over a wide range of compositions and also have a large solubility for third element substitutional additions, which may allow alloying additions to overcome their major drawback, their brittle nature.One B2 aluminide currently being studied is cobalt aluminide. Optical microscopy of CoAl alloys produced at the University of Missouri-Rolla showed a dramatic decrease in the grain size which affects the yield strength and flow stress of long range ordered alloys, and a change in the grain shape with the addition of 0.5 % boron.

The article proposes a model for forecasting the success of student’s learning. The model is a Markov process with continuous time, such as the process of “death and reproduction”. As the parameters of the process, the intensities of the processes of obtaining and assimilating information are offered, and the intensity of the process of assimilating information takes into account the attitude of the student to the subject being studied. As a result of applying the model, it is possible for each student to determine the probability of a given formation of ownership of the material being studied in the near future. Thus, in the presence of an automated information system of the university, the implementation of the model is an element of the decision support system by all participants in the educational process. The examples given in the article are the results of an experiment conducted at the Institute of Space and Information Technologies of Siberian Federal University under conditions of blended learning, that is, under conditions when classroom work is accompanied by independent work with electronic resources.

The study of the essence of the economicsecurity management system of the university and the definition of its main tasks,the formulation of principles of economic security management of the university.Methodology. The dialectical method, methods of analysis and synthesis, methodsof structural-logical and semantic analysis were used to study and summarizescientific papers on the research topic. The results of the work. The essence of theuniversity’s economic security management system has been reviewed. The maintasks of the control system have been identified. A definition of the university’seconomic security system has been proposed. Principles of management of economicsecurity of the university have been formulated. These are: scientific andorganizational and social principles. Conclusions. The proposed principles allow totake into account the economic role and social mission of universities in managingeconomic security.
