The article deals with the problems of realization and improvement of Ukraine's foreign economic policy in the conditions of globalization. The economic revival and self-determination of Ukraine, which are inextricably linked with its entry into the modern world economy, with the search for its place in the processes of globalization, are investigated. The global tendencies of formation of the modern market economy, which characterize a new type of economic systems of the XXI century, which develop on a market basis while regulating the economic life of society by the state and maintaining the social stability of society, are found out. The problems of Ukraine's integration into the world economy have been identified. It is determined that the modern national economy is not simply included in the system of world relations, but is its active equal subject. The country's global competitiveness index and its rating have been formed. The influence of globalization on the shaping of Ukraine's foreign economic policy is analyzed. It is proved that the choice of the model of development of the Ukrainian national-state economic system is caused not only by internal but also by external factors. Recommendations have been made to improve Ukraine's position on the world stage. The models of export-oriented or import-oriented production, which are determined by the goals of the foreign economic policy of the state, are considered. The examples of creation of production and investment model of economic relations at the enterprises of Ukraine are given. Proposals for improvement of Ukraine's foreign economic policy have been elaborated, aimed at creating favorable conditions for regulating economic relations, which provide competitive advantages and attracting foreign investments in the conditions of globalization. Approaches have been established that determine the priorities of the country's foreign economic policy making, the strategy and tactics of which are determined by the socio-economic features of a particular country's development.

Complex and contradictory processes of modern social transformations and the need to overcome the crisis in the economy require the appropriate influence of the state and a clear system of socio-economic management through the formation and implementation of effective state economic policy. The main elements of economic policy are financial and credit, budgetary, scientific and technical, structural, social, investment, agricultural, regional, foreign economic policy. The implementation of state economic policy is considered in terms of the relationship between social problems and the state. Therefore, the purpose of the article is to study the essence, tools and methods of state economic policy in modern conditions. It is also necessary to identify the main risks and features of further development of state economic policy of individual states in a global imbalance and crisis. The theoretical part is devoted to the study of the essence of state economic policy, theoretical and practical aspects of its organization in the state, as well as tools that can be used by the state. The resulting part is devoted to the consideration of the situation, in which the world economy has found itself in 2020 in the conditions of the economic COVID-19 crisis. General forecasts have not provided to individual states because it has been impossible to predict the end of the pandemic and the return of the world to normal life. However, it is clear that the world economy has undergone irreversible processes that will synergistically affect different states in different ways. The crisis has hit a significant number of industries, including tourism, logistics, hotel business, the crisis has been felt in world markets: oil prices have collapsed, as well as the stock markets. Undoubtedly, there are areas with a rapid growth, especially the pharmaceutical industry and retail, online delivery services, IT entertainment and communications industry, information marketing business and education and training services. It is likely that the indicators of economic development in the states by the end of the year will be better than the results of the first half of the year. The basic forecast of economic world development assumes a sharp growth of the economy after a short recession after quarantine. The financial capabilities of the EU states vary considerably, but each state must pursue counter-cyclical policies aimed at stabilizing its own economy. The answer to the question of what kind of crisis response policy they can afford depends on the fiscal policy of the states before the crisis. In economically developed states, where emergency measures have been introduced, governments and central banks issue trillions of dollars in government spending, social support of citizens, and interest-free business loans to limit the economic damage of quarantine. At the same time, in Latin America and Southeast Asia, total quarantine is impossible in multi-million cities. Such states have a triple effect of suffering from the virus, the environment and poverty. States dependent on the export of natural resources and raw materials, when faced with the crisis, are forced to sell them for nothing, so they will suffer great losses. More than 150 states have set up anti-crisis headquarters and are taking anti-crisis measures. The authors have also tried to predict how largescale the global economic crisis will be for Ukraine, what consequences await it, and what measures need to be taken to overcome it.

Problem setting. The article is devoted to the study of the peculiarities of the legal regulation of foreign trade interms of doctrinal and legislative approaches. The author analyzes the basic concepts of foreign trade policy, identifies itsmain components, as well as describes the tools for regulating foreign trade, including customs tariffs. Analysis of recent research and publications. Both domestic and foreign representatives of legal and economicsciences, such as Bachylo I., Zadykhailo D., Kleshchova S., Karvatska N., Sarkisyan L., Stavytsky L. and others, devotedtheir works to the study of the legal regulation of foreign trade. Article’s main body. Presenting main material. CTD is carried out, as a rule, at the level of enterprises (sometimesthey are natural persons-entrepreneurs). The initial principle of the CTD is a commercial calculation based on economicand financial independence and self-payment. CTD – the sphere of entrepreneurship in the system of international exchangeof goods, services, works, information and results of intellectual activity, related to the preparation and implementationof foreign trade operations and agreements. Cross-border trade and free economic zones are considered as special regimesof the CTD. Each country of the world in the framework of participation in foreign economic relations (both directly and throughnational entities of the CTD) pursues foreign economic policy, including in the field of foreign trade. The foreign economicpolicy of the state is the activity of the state aimed at the development and regulation of economic relations with othercountries. The implementation of foreign economic policy involves defining the strategic goals of the state in foreigneconomic relations in general and with individual countries and groups of countries, as well as developing methods andtools to achieve the goals and preserve the results achieved later. Foreign economic policy is aimed at the whole set offoreign economic activity, the hallmark of which is the international purchase and sale of goods and services, as well asthe international movement of material, monetary, labor and intellectual resources. Foreign economic policy is inextricablylinked with the domestic economic policy of the state. Therefore, its content is due to the tasks of expanded reproduction,which the country solves within its national economy. It can be argued that the main task of the foreign economic policyof the state is to create favorable external economic conditions for expanded reproduction within the country. Within theframework of the general foreign economic policy the state carries out: a) foreign trade policy – is the state regulation of export and import operations; b) export promotion policy – a policy aimed at selling in foreign markets goods for which the country has economicadvantages, stimulating the competitiveness of domestic enterprises with foreign ones, increasing the serial productionof competitive products in order to expand its exports (to foreign markets); c) the policy of regulating the import and export of capital. A characteristic feature of capital movements at the presentstage is the inclusion of an increasing number of countries in the process of export and import of capital. At the same time,most countries of the world market economy simultaneously act as exporters and importers of investments. The influenceof developed countries on the movement of capital is carried out, for example, by stimulating the export-import of capitalat the national and interstate levels; d) monetary policy – aims to maintain economic stability and create a solid foundation for the development ofinternational economic relations by influencing the exchange rate and currency exchange operations; e) customs policy is a set of measures taken to ensure the most effective use of instruments of customs control andregulation of trade in the customs territory, participation in trade and policy tasks to protect the domestic market, stimulatethe national economy; f) free trade policy – a policy of minimal government intervention in foreign trade, which develops on the basis offree market forces of supply and demand. Conclusions and prospects for the development. The formation and implementation of state policy in the studyarea involves the possibility and necessity (not absolute) of state intervention in economic processes in order to create aneffective and efficient system of foreign trade. Fulfillment of this task is possible only under the condition of strategicplanning and conceptualization of the principles of state-administrative influence, which, in fact, is the content and essenceof state economic policy in general and state policy in the field of foreign economic activity in particular. Understanding this issue and further resolving these pressing issues at the doctrinal (hereinafter – legislative) levelswill allow the state to be an active participant in foreign trade relations, and thus – to provide national participants in theserelations with potential markets for goods, works and services, to compete effectively in these foreign markets.

The advent of "world economic transition" and the formation of a multipolar world is closely linked, according to experts, with loss of globalization advances, which strengthens regionalism, increases diversification and fragmentation of the modern world, creating risks and threats to the world development. In this light studying the spatial organization of the global economy becomes more important, and at the same time that complicates the choice of priorities in the research activities of the Department of geography of the world economy, Faculty of Geography, Moscow State Lomonosov University in 2016-20, requiring a new research “ideology”. The article summarizes some ideas expressed by the department staff. It specifies that concept of territorial division of labor, as well as the defined set of key actors in the world economy and common assumptions regarding their contributions to its development needs a significant revision. The above firstly concerns giant developing countries, in particular rapidly growing China – a kind of locomotive entraining other developing states. Further, the impact of multinationals on the overall architecture and the territorial organization of the global economy becomes more and more tangible. This phenomenon requires the creation of a new scientific area of concern – the corporate geography as a tool to thoroughly investigate the transnational division of labor. Changes in the balance of acting forces are closely related to changes in industry composition and spatial organization of the global economy. The article raises the issues of development of such processes as tertiarization of the economy, reindustrialization and neoindustrialization, the latter being understood as an evolutionary transition to a knowledge-intensive, high-tech, mass labor-replacing and environmentally efficient industrial production. Basing on preliminary research from the standpoint of a relatively new methodological approach – formation of value chains – the vector of "geographical transition" " in their creation from developed to developing countries was designated. This means increasing complexity of the territorial structure of the world economy and an increase in the importance of semi-periphery. A spatial projection of globalization processes in the form of emerging “archipelago of cities”, which consolidates the international network of TNCs as the supporting node frame of the global economy requires close attention and analysis. The need of comprehending the study scope in the field of geography of the world economy in medium Atlas Information Systems (AIS), which in terms of functionality belong to the upper class of electronic atlases, is noted.

The main provisions of the theory of the world economy and international economic relations are presented. The strengthening of the integrity of the world economy is justified. The most important indicators from the point of view of system analysis are given. The concepts, concepts and dynamics of development of key forms of international economic relations are revealed. In Russia, as in many countries, the state is showing increased attention to the topic of financial literacy of the population, which is connected, on the one hand, with the expansion of the financial market inherent in the modern world economy, involving ordinary people in its orbit, and, on the other hand, with the curtail of the welfare state, and the reorientation of citizens to self-financing their needs for pensions, medical care, education, etc. In the process of such pushing up people to become investors, borrowers, participants of funded pension schemes, the specific character of the economic culture of the population is not taken into account, while many observed phenomena, such as low level of financial literacy and massive distrust of financial institutions, are due exactly to it. The article presents analysis of the cultural archetypes and patterns of behavior characteristic of the Russians that make up the economic culture; they were correlated with the models of behavior of the population of interest to the state; the impact on the existing economic culture of the current socio-economic context is considered. It is shown that the natural-climatic, geographic, geopolitical and religious factors have shaped Russians' specific attitude towards savings, their own and other people's property, planning horizons, contractual obligations, separation of common and individual responsibility, financial discipline, work ethics, state and commercial institutions, interpersonal relationships, etc., which is far from that sought by the state. Meanwhile, the problem is that it is the socio-economic policy pursued by the state, the events of the economic life of the past thirty years that act as the factors of reproduction and consolidation of the formed cultural archetypes and patterns of behavior, but not their productive transformation.

Twentieth century for the world economy is associated with a range of processes that involve a broader scope. The important issue in the order is at stake and at the same time the internationalization stage - Globalization. It discusses the developmental processes of the world in the socio-economic context. We are globalized as an accelerating factor. In addition to the destruction, it also contributes to modernization. The English word "globe" means Globe, while "global" - the world. Globalization -the modern English word is to make changes in the world economy and society. More precisely, the globalization of the economy is one of the components of globalization that includes several aspects: • Liberalization of Economics; • Development of trade; • Integration of countries in the modern world community; • To increase the service market; • Make investments. Globalization is a major influence on the economy of all countries. It deals with the process of creation of goods and services, the use of force, investing in "physical" capital, technologies and their spread to other countries. In the end, everything is expressed in the production and labor efficiency. The article-"The Impact of Globalization on Economic Growth" deals with the modern actual issues of globalization and its impact on the national economy. According to the author’s explanation, the globalization is the process of formation the world as an economic, technological, political and cultural entity through conditions of maintaining the statehood and national identity of the concrete countries. Globalization has the objective as well as the subjective features. That’s why the globalization includes unprecedented possibilities for development of human society as so as it threats of its existence. The positive results have been achieved only when any exposures of abuse are excluded and all decisions are received as a result of common consensus. The other trends of globalization might be ended with disaster. Globalization influences all sectors of national economy, including unemployment. In the article into detailed form are discussed the positive and negative sides of influence that globalization has on the national state and economy. In Summary, it seems that globalization involves both the development of human society and its unseen possibilities of the threat of existence. Thus, it becomes necessary in the process of globalization proper management, or implementation of fair globalization. The greatest contribution to this belongs to the leader (big) states. It is on their decisions that globalization does not depend on fate. Key words: Globalization; national economy; unemployment; international labor market.

The article is devoted to the analysis of the content, essence and social consequences of the transformation of employment in industrially developed countries after the Second World War in the context of globalization - americanization - deglobalization of the world economy. The author pays great attention to exposing the modern mythologization of the digitalization of labor and labor relations in the countries of the global North in order to cover up the true essence of various forms of non-standard work, which has become widespread in the modern world-system within the framework of digital capitalism. At the center of the study and research of the problems of destandardization and precarization of labor in the world of digital capitalism is the digitalization of the world of work and labor relations and the impact of the digital economy on the situation of workers in Western countries, especially in the United States, which has become a role model throughout the world, including the countries with "economies in transition". The author draws special attention to the fact that the introduction of non-standard employment into economic practice in the West was caused by the transition of economically developed countries to the new social structures of accumulation by means of withdrawal, that is, by reducing labor costs within the framework of the neoliberal economy. Based on the study and analysis of foreign sources, the author concludes that the COVID-19 pandemic has become a trigger to the exacerbation of the current systemic crisis of global capitalism, which puts on the agenda the need to search for and implement new, fairer and more humane forms of world order under the slogans of the social movement of alterglobalists "People are higher than profits!" and "Another world is possible!"

Main objective of the article – assessment of problems and opportunities of speeding up of world economic growth in the context of the crisis phenomena and turbulence in economy. Complication and reformatting of the economic relations between the countries represents serious challenges for modern economic dynamics. Methodological approach of the authors is based on assessment of the defining influence of new factors on delay of economic activity and economic development. The thesis about the defining impact of international trade on economic growth is called into question. It was analyzed the value and a role of the international companies as growth catalysts in the conditions of new technological revolution. It is established that risks of development of the world economy continue to increase, and the main of them – in decline in labor productivity in the developed countries, uncertainty concerning interest rates and economic policy of the states, the universal growth of sovereign and corporate debt of the states. It is shown that China has the increasing problems with the growth; however the flexibility of its economic policy allows to connect additional mechanisms of speeding up of social and economic development. In the European Union economic growth depends on the solution of problems of consolidation of the budgetary process, decrease in a debt, and in general – on reforming of the existing model of social and economic development. Prospects of economic dynamics will depend in many respects on stability of trade relations between the countries, and on the effective international cooperation directed to overcoming imbalances of the modern world economy. Opportunities and problems of an exit of developing countries to a trajectory of sustained economic growth in the conditions of digitalization and digital transformations in the world economy are estimated. Aggravation of a problem of inequality in the conditions of digitalization of the world economy is possible to overcome, however a number of measures in the sphere of industrial, innovative and regulatory policy is necessary. Also at the international level serious reforms in the sphere of financial regulation and taxation are necessary. The conclusions received as a result of the research have important practical importance as overcoming the problems stated above and also trade political differences between the countries will make economic growth steady and inclusive.

In the article the influence of globalist processes, widely developing in nowadays world, are analyzed. Because of that the art becomes to be a tool of reach countries to have the right of domination in a world space. Authors argue about positive and negative sides of globalization in this text. The main objective of this paper to analyze in detail the impact of globalization on the world economy. The paper presents the analysis of the nature of the process of globalization in the modern world. Globalization has been analyzed in the following interdependent aspects: economic, territorial. Here are main reasons of globalization. The paper presents two main directions to define of globalization in terms of the behavior of nation-states in the global geopolitical environment. The paper presents the positive and negative influences of globalization on the world economy and national economies in the world. Special attention is paid to the problems associated with globalization for the different states. Globalisation is an incessant process, which lasts a lot of years, but problems, associated with it. Autor dispute among themselves about globalisation and can't create a single definition of this process. Autor argue about positive and negative sides of globalisation in this text. Necessity of formation of uniform economic, legal, information and technological space for realization of free and effective enterprise activity of all subjects of managing has led the Ukrainian economy to to transformation of integration economic processes in a new system condition - globalization of economic communications.
