TRADE AND ECONOMIC COOPERATION BETWEEN CHINA AND KAZAKHSTAN: PROBLEMS AND PROSPECTS

The thirty years of Kazakhstan’s independence have been characterized by rapid growth of trade and economic cooperation with China, one of the world’s largest economies, which has steadily increased its presence in the region. Based on statistics published by the General Administration of Customs of the People’s Republic of China and the National Bank of Kazakhstan, legal and regulatory documents of the two countries and reports by international organizations, this article examines the specific features and further prospects of bilateral cooperation between China and Kazakhstan in the field of trade, investment, and energy, as well as in implementing integration projects. The authors have identified the main stages of interaction between the two countries, the problems they encounter, and the opportunities for trade and economic cooperation, which has developed rapidly since the turn of the century. Objectively, this process is mutually beneficial for both sides, especially in the sphere of energy, promotion of infrastructure projects, establishment of joint ventures, and other long-term plans. However, despite the positive dynamics of this process, the article identifies a number of negative phenomena in trade and economic relations. Overall, trade declined because of the drop in oil prices and the resultant weakening of Kazakhstan’s national currency tenge, since oil is the basis of the country’s exports. At the same time, when trade indicators began to improve after 2017, some negative phenomena were still in evidence. They were primarily due to the consequences of the pandemic, an increase in Sinophobia, and Kazakhstan’s participation in new regional projects, such as the Eurasian Economic Union (EAEU). In the authors’ opinion, investment specifics and trade asymmetry are the main areas where both parties should adjust their approaches in order to tap the full potential of cooperation in these sectors.

The Organization of the Eurasian Economic Union (EAEU) is the first real attempt to conduct integration processes in the post-soviet space among several states. However, the question of its expansion at the expense of other states remains open, as well as the further deepening of relations within the Union and the improvement of the mechanisms for integrating the economies of the member states. In this regard, the analysis of the state of economic relations is carried out and the ways of solving some aspects of the coming period are shown. The main idea of solving the problems of the Union is the gradual and effective development of standards for economic relations.

The purpose of the study is to assess the impact of economic cooperation between the Russian Federation and the People's Republic of China on the economic relations of the countries of the strategic triangle Russia – China – the United States. An approach to the analysis of trade and investment cooperation between the Russian Federation and the People's Republic of China, which determines the interdependence of the national economies of these countries, is proposed. This allows us to give a forecast of the development of economic relations between the countries of the strategic triangle. The results of the analysis can be used to justify recommendations to the leadership of our country. The conclusion is made: the Russian Federation and the People's Republic of China are important economic partners for each other.

The paper analyzes the prospects of economic cooperation between the Russian Federation and the People's Republic of China, the Russian Federation and the United States in the context of economic relations of this strategic triangle. An approach is proposed to analyze the prospects for cooperation between Russia and China in the framework of global integration projects, as well as trade and investment cooperation between Russia and the United States. These relationships determine the interdependence of the national economies of these countries. An attempt is made to forecast the development of economic relations between the countries of the strategic triangle. The results of the work can be used to justify recommendations to the leadership of our country.

China and Kazakhstan are long-term partners, which economic relations have reached a new level of the strategic partnership. The “One Belt, One Road” initiative brings new opportunities and challenges for the development of bilateral economic interactions and for the entire Central Asia region. The author made an original analysis of the main components of economic cooperation between the two countries, including energy cooperation, current trade infrastructure and identifying the prospects for implementation of the “One Belt, One Road” initiative. Based on the long-term relationship, strategic partnership and trade cooperation between China and Kazakhstan, construction and combining of the Chinese “One Belt One Road” initiative and Kazakhstan “Bright Road Plan” is the new era for China-Kazakhstan economic development. According to the current research, the construction of this infrastructure will have a direct impact on flows of foreign investments, production development and transport infrastructure. In addition, the construction of the “One Belt, One Road” plan has a great importance for promoting the development of Chinese-Kazakh economic relations and solving difficulties in economic exchanges.

The Eurasian Economic Union (EAEU) was formed by the heads of Russia, Belarus and Kazakhstan in 2014. Since January 1, 2015, the agreement on the formation of the association entered into force. On January 2, 2015, Armenia joined the union, and on August 12, 2015, Kyrgyzstan became a member of the EAEU. For this economic community, the priority is to develop a single policy in the field of trade, economic, monetary and tax policies. The given article considers the main aspects of trade and economic cooperation of the participating countries of the EAEU integration group. Within the framework of these union countries is developing regional integration cooperation, creating certain agreements for the implementation of long-term projects to improve partnerships. The text of the work identifies the main goals and priorities for the effective work of the union.

Research background: The European Union has accumulated significant experience of consolidated economic cooperation over the 28-year history of development. There are the prerequisites for building rational interactions with the Eurasian Economic Union. Significant amount of theoretical and practical data has been accumulated; its analysis allows making conclusions about the intensity of economic cooperation of the European Union with all member states of the Eurasian Economic Union and the prospects for the further development of partnership relations in the future. Purpose of the article: The aim of the article is to identify the prospects for the development of integration associations on the example of the European Union and the Eurasian Economic Union in modern conditions characterized by the spread of a new coronavirus infection and the preservation of a complicated geopolitical situation. Methods: The results of the study were obtained using general scientific methods of cognition (induction and deduction, methods of dialectics, analysis and synthesis), analytical research methods (logical and comparative analysis, analysis of economic and statistical indicators), methods of scientific forecasting and expert assessments. Findings & Value added: The article submits the current state of integration economic relations analysis results on the example of the European Union and the Eurasian Economic Union as the largest economic and political associations. The analysis of the state and dynamics of the integration associations development, as well as the conditions of their functioning, makes it possible to define the current trends in the development of integration associations and their determining factors.

This article focuses on a comparative analysis of socio-economic development of Kazakhstan and Kyrgyzstan, as well as issues of trade and economic relations between them. To achieve the goal have been analyzed socio-economic dynamic performances of these countries, as well as the economic potential. Later, basing on these analyzes offered measures to enhance economic cooperation between them. More specifically, Kazakhstan can invest in mining and energy sector of Kyrgyzstan, we need to have long-term strategies for economic cooperation between our countries and steadily develop trade and economic relations, should legalize all illegal trade and economic relations between two countries.

The subject of this research is the trends and peculiarities of investment cooperation between the Russian Federation and the People’s Republic of China. The object of this research is the economic cooperation of the two states. The relevance is substantiated by the fact that Russia-China economic cooperation is in priority among the politicians and researchers; due to its high importance for the two countries, it would expand gradually, but there are still multiple problems for deepening the relations and increasing complementarity. The foal of the article consists in examination of investment prospects of the Russian Federation in terms of economic cooperation with China, identification of the problems, and search of possible ways out of the situation. It is underlined that Russia-China economic relations are largely based on the traditional trade. Investments between the countries are limited, and joint projects lately remain incomplete. The author assumes that the significant internal modernizations are necessary in supply chains, which should be subsidized by Russia in order to retain sustainability of regional development. It is determined that there is strong potential for intensification of economic relations, fulfillment of which requires solution of multiple problems.

An approach to the analysis of trade and investment cooperation between the United States of America and the People's Republic of China, which determines the interdependence of the two largest national economies in the world, is proposed. The results of the analysis can be used to justify recommendations to the leadership of our country. The conclusion is made: despite the trade war between the United States and China, these countries continue to remain important economic partners for each other.

The article analyzes long-term external and internal factors determining the course of development of Russian-Japanese relations in 2019-2020. On the one hand, the anti-Russian component in Tokyo's foreign policy is shaped by its membership in the Security Treaty with the United States and its solidarity with the sanctions policy of the Group of Seven towards Russia. On the other hand, Japan and Russia are both interested interest in political cooperation in creating multilateral dialog mechanisms of international security in East Asia, resolving the nuclear issue on the Korean Peninsula, and easing tensions around territorial disputes in the East China and South China seas. Among the economic factors, the author focuses on the significant place of Russia in the context of Japan's task of diversifying sources of external energy supplies, as well as on Russia's desire to avoid unilateral dependence on the Chinese market while reorienting the system of foreign economic relations from the West to the East. Personal diplomacy of political leaders plays a significant role in relations between Russia and Japan, and, above all, close personal relationships and frequent meetings between Prime Minister Abe and President Putin, which make it possible to partially compensate the unfavorable image of the partner country in the public opinion of both Russia and Japan. Against the background of a deadlock in the Peace Treaty talks which emerged in 2019, the search for a way out of the diplomatic impasse is on the agenda. In the author's opinion, it would be appropriate at the first stage to proceed to the conclusion of a basic agreement on the basis bilateral relations, which would be "untied" from the Peace Treaty. In addition, Russia could stop criticizing Japan for its security policy and show greater understanding of the Japanese initiative in the field of quality infrastructure. In turn, Japan could take a number of strategic decisions on cooperation with Russia and announce them in the Prime Minister's keynote speech. In addition, Tokyo could stop positioning the issue of the peace Treaty as the main issue in relations with Russia, which would allow our countries to "untie" bilateral relations from the problem of border demarcation and focus on their positive agenda.
