Calculation procedure of the aggregated value of total risks in the work of the fishing fleet

В статье рассматриваются актуальные вопросы оценки рисков в работе рыбопромыслового флота. Определен состав основных технических и технологических рисков, а также рискообразующих факторов и причин, оказывающих негативное влияние на работу рыбопромыслового флота. Так, в число рискообразующих фактов входят: природные (штормы, ураганы, цунами, низкие температуры), техническое состояние судов, уровень технического оснащения рыболовных судов рыбопоисковой аппаратурой и спутниковыми системами и др. Риски в деятельности рыбопромыслового флота в основном взаимосвязаны. В этой связи при количественной оценке агрегированной величины всех рисков в работе рыболовного флота необходимо учитывать уровень взаимозависимости рисков и их коэффициент корреляции. Предложена методика расчета агрегированной оценки совокупного риска в работе рыбопромыслового флота. Приводится демонстрационный числовой пример практической реализации методики. Отмечается необходимость создания компьютерной программы реализации методики, что позволит выполнять весь комплекс расчетов агрегированных оценок совокупных рисков и эффективности мероприятий по снижению уровня рисков, а также цены риска. The article discusses topical issues of risk assessment in the work of the fishing fleet. The composition of the main technical and technological risks, as well as risk-forming factors and causes, which have a negative impact on the operation of the fishing fleet, has been determined. So, the facts include: natural (storms, hurricanes, tsunamis, low temperatures), the technical condition of ships, the level of technical equipment of fishing vessels with fish-finding equipment and satellite systems. The risks in the activities of the fishing fleet are mainly interrelated. In this regard, when quantifying the aggregate value of all risks in the operation of the fishing fleet, it is necessary to take into account the level of interdependence of risks and their correlation coefficient. A method for calculating the aggregate assessment of the total risk in the operation of the fishing fleet is proposed. A demo numerical example of the practical implementation of the technique is given. The need to create a computer program for the implementation of the methodology is noted, which will allow performing the whole complex of calculations of aggregated assessments of total risks and the effectiveness of measures to reduce the level of risks, as well as the price of risk.

Abstract The paper studies the prospects of using telematics data to support effective solutions for tracking and monitoring the condition of the power supply system (PSS) components of unmanned vessels (UV) through the determination of positioning and, accordingly, operating time of PSS components. The paper attempts to describe one of the modules of the proposed integrated telematics system for UV monitoring, diagnostics and control. For practical implementation of telematics for unmanned merchant vessels, an algorithm has been developed to diagnose the technical condition of PSS components based on the operating time and condition of the units and components of the UV PSS. The results obtained by the algorithm show the technical condition of the observed technical equipment, time of its operation, and justify the need for repair or its complete replacement. The block diagram presents the algorithm that employs a minimal set of data to determine the use of technical equipment for further planning of its preventive maintenance. The paper provides the graphical interpretation of data on the time of PSS components operation and an example of displaying the interface of the remote operator of the UV. It is proposed to use telematics for tracking and monitoring the UV PSS operation in order to improve the quality of equipment maintenance, provide rational use of resources, extend its service life, and plan the repair time. In the future, it is proposed to create an integrated intelligent system based on telematics data, which allows the UV control and monitoring of the technical condition of its equipment.

A new geophysical prospecting technique developed by the author was effectively applied for these purposes in 1994–2005 within the architectural complex of the Kazan Kremlin, a UNESCO World Heritage Site. The author has developed and successfully employed a unique gravity monitoring technique consisting in independent measurements at set points and at certain time intervals in the architectural complex of the Kazan Kremlin. The results of the geophysical monitoring and geodetic surveys conducted in open areas and inside architectural monuments offer new opportunities in preserving ancient buildings. Because geophysical monitoring can identify the negative impact of active geological processes on foundations of buildings, mitigation measures can be taken in timely manner. However, because the Kazan Kremlin is a state historical and architectural museum reserve, another objective is to maintain its exterior and renovate its green design. The above technology can also be used to analyze the technical condition of high-rise buildings, industrial facilities, underground railway systems and other structures, and significantly prolong their operating life.

Development and practical implementation of the enterprise industrial safety management system considering the new requirements of the legislation on creation of the state system for monitoring, remote control, technical certification, and diagnostics of technical devices at hazardous production facilities supervised by Rostechnadzor is discussed in the article. To perform automated collection, recording, generalization, systematization, and evaluation of the information on the parameters that characterize safety of the enterprise hazardous equipment as a whole and each technical device, a block diagram of the enterprise automated industrial safety management system is proposed. The basics are suggested for creating the automated system containing a database that includes all the technical documentation, certificates and expert opinions, repair documentation and accompanying documents (orders, instructions, audit conclusions, etc.) for the efficiency of tracking the technical condition in real time considering changes in all the controlled parameters of the enterprise technological complexes. It is noted in the article that the assessment of the technical condition and life of single and unique technical devices that make up the bulk of equipment in hazardous production should be carried out already at the manufacturing stage by combining technical control with technical diagnostics, and their results should be included in the technical passport of the device. The need in this information for the operators is invaluable, especially after working out the manufacturer’s designated period of safe operation and for evaluating the actual technical condition and comparing it with its original, which was documented during fabrication. Data on the initial state allows to qualitatively assess the degradation processes that are developing during operation and consider them when evaluating the life of a technical device and conduct a qualitative audit of the industrial safety management system.

The review is devoted to the analysis of expert opinions on the interim results of the implementation of the program ‘Development of the fisheries complex’. The high rate of reduction of the fishing fleet, the increasing risks of a lack of production capacity and restrictions on the increase in the volume of production of aquatic biological resources, the low degree of processing of catches on ships and the lack of innovations in the fisheries complex were prerequisites for the development of the Federal Program ‘Development of the Fisheries Complex’, adopted in 2014. It was supposed to solve a number of tasks that ensure the departure from the raw material orientation of exports by stimulating the production of products with a high share of added value through the development of the scientific and technical potential of the fisheries complex. Its implementation has indeed contributed to a sharp increase in investment in the modernization of the existing fishing fleet and in the construction of new vessels due to the change in the principle of quota allocation. However, the analysis of the implementation of investment projects shows a steady lag behind the deadlines for putting new ships into operation, which leads to negative financial consequences for investor companies. Due to the late commissioning of fishing vessels, investor companies are unable to catch products and meet their financial obligations to financial institutions in a timely manner. The change in the historical principle of quota allocation and the introduction of a new ‘keel quota’ mechanism, deprives fishing enterprises of a certain part of the potential income with which these enterprises intended to cover previously made investments in the modernization and re-equipment of the fleet and coastal processing. It can be stated that at present this program supports only the shipbuilding complex, ignoring the financial interests of both fishing and fish processing enterprises. The author’s position is based on the fact that it is necessary to carry out not only the modernization and renewal of the fleet, but also to develop technologies for deep and waste-free processing of extracted aquatic bioresources within the framework of existing food programs. In terms of organizing the processing of waste generated during the extraction of aquatic bioresources, it is necessary to adjust the program ‘Development of the fisheries complex’

Ensuring the environment is safe for human life and health is one of the vital goals of the entire world community. Seaports inevitably affect the atmosphere, hydrosphere and soil. The main source of environmental pollution are merchant ships, which produce the most danger for the marine environment. The solution to the problem of waste management should be carried out through the state regulation, which should take into account the national characteristics of the population and the positive experience of European legislation. The author notes that the effective functioning and development of seaports depends on a number of factors, including the level of their technological and technical equipment, development of maritime infrastructure, compliance of the management system with modern international requirements, provision of regulatory framework. The current legislation of Ukraine and the requirements of the European legislation in the field of waste management are considered and analyzed. Approaches to solving the global problem in the context of European integration are proposed, namely: creating the necessary regulatory framework to reduce ship waste and cargo residues into the sea, as well as preventing or limiting the negative impact of seaports on the environment and human health; creation of modern infrastructure. The lack of regulation has a direct impact on the environment, on the efficiency of not only the port and transport industry, but also the economy as a whole. The study aims to highlight a fundamental criterion − waste management in the ports of Ukraine. It is concluded that in Ukraine there is no clear organizational structure of waste management. The author concludes that it is necessary to use European standards for waste management in ports

Agricultural production is one of the most labor-intensive in the world. In our country, at the same time with large labor costs, the agricultural sector is characterized by low wages. This state of affairs in the industry makes relevant research on the identification of factors of labor productivity growth. In addition, it is necessary to develop methods for creating high-performance jobs. The data of the Federal State Statistics Service and the Ministry of Agriculture of the Russian Federation formed the informational basis of this study. There were also used information officially distributed by the Ministry of Agriculture and Food of the Sverdlovsk region. The research is based on the results of the author's survey of managers and specialists of agricultural enterprises located in the Talitsky city district of the Sverdlovsk region. The study focuses on the study and analysis of the dynamics of the development of the agricultural sector in the region. In conclusion, the conclusions are formulated, and the main factors of labor productivity growth in agriculture of the Sverdlovsk region are identified. The results of the study showed that outdated technical equipment of production has a negative impact on the productivity of labor in the agricultural sector.

Effective production activities of organizations is impossible without the concept implementation of the constant reproduction of capital assets, a significant part of which is represented by buildings and structures for various functional purposes. Increased deterioration of industrial buildings does not allow to solve such important tasks as improvement and automation of production processes in their entirety, and has a negative impact on the working conditions and safety of personnel. The analysis of scientific and normative literature is showed that the issue under consideration requires further research. Author’s approach to the reproduction of capital assets, the use of which allows to increase the management decisions efficiency on the basis of a complex of tasks for the joint estimation of damage and deterioration, planning of works under the given constraints with the use of mathematical apparatus and technological solutions for monitoring the technical condition of buildings is presented in the article.

Therefore, it is very important for each owner that this background works seamlessly and it is not discussed too often.Within the technical management, the technical condition of the property of the customer is completely organized. The professional approach and modern technical facilities increase the life of the building and thereby inflate the value of assets and level of benefit from it.Property and its environment make a reputation of its owner. Well technically managed property increases convenience for users and is a good sign for those who visit it.

Abstract The Irish fishing fleet is subject to monthly quotas which are designed to ensure an equal share between vessels and to spread uptake throughout the year. This monthly quota system also allows us to study the links between discarding and quota exhaustion once a month rather than once a year, as would be the case in most other countries. The hypothesis that discards of cod, haddock, and whiting would increase through the month, as quotas were used up, was tested using observer data collected from commercial fishing vessels. Other than for whiting the results showed no relationship between discarding and day of the month. Instead gear type and target fishery were bigger drivers of discarding with restrictive quotas for cod and haddock resulting in consistent discarding of these species throughout the month. Improvements in gear selectivity may aid in reducing discards but due to the mixed nature of the fishery there is limited ability for vessels to reduce catches of these quota restricted species. Understanding how such a quota management system may influence fishing and discarding behaviour is important when developing management tools to assist in avoiding unwanted catch. This is especially important with the introduction of the Landing Obligation in EU fisheries.

This, and the following three papers, were first presented at GNSS 2000, the Third European Symposium on Global Navigation Satellite Systems held in Edinburgh, Scotland from 1st to 4th May 2000.This paper presents the methodology and a practical implementation approach to perform GNSS Safety Assessment and Certification with due consideration of the satellite navigation system users. It places Galileo GNSS in a total system that includes vehicles, on-board equipment, crews and traffic controllers and defines the necessary organisation for implementing safety analyses right from the early design phases of navigation systems. Civil aviation has very demanding requirements based on objectives for air navigation safety. It is much better organised on a worldwide basis than other GNSS users and is considered in this paper as the leading study case. Some methods are then proposed to build a bridge between all user organisations and to set up a common approach to certification.
