In this article, the authors have studied the main factors affecting the level of social development of the state. The analysis of the state of social policy of the Crimea and the Russian Federation on the main demographic indicators is carried out. Indicators of crime, inequality, and poverty were studied. The dynamics of indicators of older generations is considered. Indicators of a special category of the population — citizens with a disability group-are analyzed. Employment of the population in modern conditions is studied. Based on the analysis, current problems are identified and priority directions for the development of social policy in the region are proposed. It is concluded that the level of social development in the Russian Federation and Crimea is not at a high enough level, which, in turn, determines the need for additional development of social aspects of the state’s activities.

In the Russian Federation, one of the priority vectors of the development of the state is to improve the quality of justice, the guarantee of which is the effective judicial system. For the most optimal mode of functioning of the judicial system, an understanding of the main trends in its development is necessary, which requires a high level of generalization and scientific potentiation of the foundations of the organization and functioning of the judiciary, and is possible only if all previous stages of its development are analyzed. The main objective of the study: 1) determine the features of the development of the judicial policy of the Russian Empire in the regions, in particular in the Crimea; 2) to trace the evolution of the judicial system in the Crimea during its stay in the Russian Empire. When writing the work, methods of scientific research were used: dialectical, historical-legal, formal-legal, systemic, comparative-legal, historical periodization, diachronous, institutional-legal. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

The scientific and practical problems of investment and social development of the tourist industry are investigated. The analysis of condition and tendencies of investment processes development in tourism branch is carried out, as well as priority directions of investment in the national industry of tourism are revealed. It is established that successful development of the tourism industry is impossible without active influence of the state on conditions of its functioning. Participation of the state will consist in development of the actions containing the following: establishment of tax privileges, protection against the double taxation; sale, rent of the ground or objects of infrastructure priced below market rates; direct grants, granting of guarantees under investments with the purpose of attraction of foreign investors. The system of actions in context of creation of the favorable investment environment in tourism sphere is offered. It include establishment of the rate of profit tax for priority directions of activity (incoming and internal tourism); tax exemption of means invested in construction or reconstruction of tourism objects; credit relaxation for making investments with indemnification of difference in rates by the state for firms focused on incoming and internal tourism; adjustment of investment insurance system in tourism and so forth. Complex model of maintenance of tourism industry competitiveness, which takes into account system action of the investment factors providing functioning and development of economic subjects at horizontal level (technologies, infrastructure, competition, demand, adjacent branches), is developed. The given factors are included in uniform vertical of management (national economy - tourism - regional tourist complex - tourism enterprise) and are subordinated to the strategic purpose - to maintenance of tourism sphere competitiveness in system of national economy of the Russian Federation. It is proved that maintenance of steady development of the tourism industry appreciably should be based on infrastructure modernization of tourism and recreational sphere. It is necessary to introduce the special investment mode for assistance to construction and reconstruction of hotels and other objects of a tourism infrastructure that will induce foreign and domestic investors to put means in the tourism industry.

The objective of the article is to offer a proprietary technology for assessment and forecasting of social development of Russian regions. The methodological basis of the study is neural network technology (a Bayesian ensemble of dynamic neural networks of different configurations is formed) that ensure high accuracy of the forecast. The authors developed a methodology for assessing the social potential of the Russian regions. They have also designed a system of private indicators characterising the level of social development of Russian regions. The indicators have been divided into five groups: 1) population (life expectancy); 2) standard of living of the population; 3) education; 4) health care (morbidity); 5) research and innovation. The private indicators have been made comparable by normalizing their values by means of “Pattern” method. This method allows the objective assessment of the interregional “gaps” in the country across the entire system of social indicators. The social development index of the subjects of the Russian Federation has been calculated. Based on neural network technologies (Kohonen self-organizing maps) clustering of regions of Russia regarding social development has been conducted. The forecast of the social development of the Russian regions has been made. Due to the forecast, it has been established that in the leading region of the Russian Federation (Moscow) in 2017-2019 the decrease is expected in the index of social development in comparison with 2014-2016. In another leading region of the Russian Federation (St. Petersburg) the decline in comparison with 2016 is expected in the medium term. At the same time, for the Republic of Bashkortostan in 2017-2019, just a slight decrease in the level of social development is forecasted. However, it is expected that the Republic will still lag significantly behind the leading regions of Russia by social development. The example of the Republic of Bashkortostan helped to discover that the lag in social development can be explained by the “gap” in research and innovations. The authors have concluded that it is necessary to improve the effectiveness of social policy at the regional level. Thus, it is necessary not only to increase financing of the social sphere of the subjects of the Russian Federation, but also to ensure proper control of budget spending. The developed methodology can be an effective tool for forecasting and managing social development of the Russian regions by the relevant ministries and departments.
