As a result, existing water shortages in Uzbekistan eliminate the negative consequences arising, effective and rational use of water and land resources, the use of water-saving technologies in irrigation of crops helps to save water and other resources up to 35-50%. The development of horticulture and viticulture increases the efficiency of land use in mountain and foothill areas, at the same time satisfies the need for fruits and grapes of the local population, and also serves as the main foundation of the domestic market with cheap enrichment and quality products.

Abstract. Changes of agricultural land into non-agricultural land is the main issue of increasing population and urbanization. The objective of this paper is to identify the various land resources and its changes into other Land Use Land Cover (LULC) type. LANDSAT satellite data for 1990, 2000, 2010 and 2018 years of Kailali district Nepal was acquired for supervised LULC mapping and change analysis using ENVI 5.4 software. Sentinel-2 and Google earth satellite data were used for the accuracy assessment of the LULC map. The time-series data analysis from 1990–2000–2010–2018 shows major changes in vegetation and agriculture. The changes in LULC show that settlement and bare land is continuously increasing throughout these years. The change in land use and land cover during the period of 1990–2018 shows that the settlement area is increased by 204%; and agriculture is decreased by 57%. The fluctuating behavior of vegetation, agriculture and water bodies in which the areas decrease and increase over the selected periods is due to natural calamities and migration of the local population. This shows that human influence on the land resources is accelerating and leading to a deterioration of agricultural land. Thus effective agricultural management practices and policies should be carried out at the government level for minimizing land resources degradation by the human-induced impact.

This article covers the problem of rational use of land taking into account the economic and environmental aspects, aiming to eliminate any irrational use of land plots in the future. For this reason, it specifies the parameters characterizing the components of a rational land use concept, namely, its compliance with the intended use, sustainable soil fertility and environmental situation. The achievement of rationalization often contradicts the basic objectives of the concept of territorial development. To avoid such contradictions, the authors disclose the principles of rational land use. As of today, the concept of rational land use covers aspects in various spheres, such as ecology, economics, sociology, and, besides, affects environmental measures. Land resources management refers not only to the use of land resources, when natural and economic conditions and properties of the territory are the most fully taken into account, the fundamental socio-economic interests of the society are ensured, high efficiency of production and other activities is achieved, and the productive and other soil properties are recovered and ensured, but also to the possibility of using land by legitimate land users.

The article discusses how the definition of rational use of land is disclosed in the legislation, as well as how it corresponds to the more applicable at the moment the concept of improper use of land. This definition is important for land legislation and it was widely used in the Soviet period. But unambiguous def inition and at that time there was no.Conceptual-legally and comparative-legal methods are applied.Thus it is stated that as a result of changes of the land legislation of the last years the definitions in this area became worse that is fraught with negative consequences in law enforcement. In particular, gross violation of the rules of rational use of land plot entails a sanction in the form of the possibility of seizure of land plot from its owner. The author for the first time analyzes these issues in conditions of exclusion in 2016 from legislation the majority of the norms with mention of improper use of land. The author of article suggests either to return in the Land code the corresponding definition, or (which is better) to disclose the concept of rationality in the Federal Law «About Land Use Planning». According to this law, the maintenance of land use planning includes activities for the study of land, planning and organization of rational use of land and their protection. Therefore, the essence of rational and improper use of land must be defined in this Federal Law. Since its adoption in 2001, the Federal Law «About Land Use Planning» has acquired a reduced form. So geodetic and cartographic works, territorial land management is no longer in it. Land plots, zones with special conditions of use of territories and territorial zones already are no its objects. Therefore, a new version of this law is necessary.


The concept of land management and rational land use is defined. The influence of digitization on the state administration of rational use of agricultural land is investigated. The analysis of the development of electronic administrative services in the field of land relations of Ukraine on the principle of its extraterritoriality is carried out. Modern ways of counteracting irrational conduct of agrarian activity on the state level have been revealed. Methods of stimulating responsible use of land resources by agricultural producers are investigated. The problems of environmental management at the level of economic entities are explored that mainly covers the principles, peculiarities of positioning and the importance of prudent use of agricultural land. The necessity of fixing the principles of stimulating the process of efficient and environmentally friendly land use in the agricultural sphere on the state level is substantiated. The article substantiates the need to apply new, modern methods of assessing the level of rational use of land resources. The list of legal, methodological and technical solutions used for the organization of rational land use is given. The scheme of information model of territory development is proposed. The scheme contains infrastructure and economic mechanisms for developing a strategy for economic use of land resources. A list of criteria for evaluating the rational use of land resources was developed. The content of each criterion is shown. The influence of the level of land use rationality on the cadastral value of real estate objects is shown. The concept of «sustainable cadastral value» of real estate objects is considered. This term defines the overall efficiency of land use and the level of socio-economic activity of the population.

Negative consequences of urban growing disparities usually lead to impressive levels of segregation, marginalization, and injustices, particularly in the context of climate change. Understanding the relations between urban expansion and social vulnerability has become extremely necessary for municipality management and sustainable urban development. Although the study of urbanization in Latin America (LA) has been well discussed, little attention has been given to how the population is affected by urban expansion-oriented movement after the 2008 economic crisis. Massive investments in infrastructure displaced the population to peripheral zones without adequate urban planning, which reflected in alteration in land use and land cover (LULC), followed by environmental impacts and public health issues caused by thermal discomfort, notably in semiarid regions. This paper aims to evaluate the effects of urban sprawl on the Teresina–Timon conurbation (TTC) area’s local population, located in Brazil’s northeast. Descriptive metrics (Moran’s I statistic and social vulnerability index) and orbital products derived from remote sensing—LULC and Land surface temperature (LST) maps—were applied. The results indicated that the housing program ‘My House My Life’ (PMCMV) had increased the values of land consumption per capita since 2009 significantly, showing a clear expanding trend. The gradual replacement of green areas by residential settlements resulted in an increased LST. The PMCMV program contributed substantially to a change in land use and land cover, which increased the extent of urbanized areas and changed the local microclimate.

The current needs in the regulation of land relations, which are due to a qualitatively new approach to the development of land use potential, land use, ownership and disposal and the conditions under which the free land market in Ukraine should be formed. The concept of transformation is considered, which means the process of replacing the features of one economic order with similar features of another order, resulting in the transformation of the economic system as a whole. The main problems of land management in rural areas of Ukraine, which provide for the revival of rural areas by optimizing their territorial organization, creating conditions for balanced use of nature and protection of natural resources, improving social conditions and living infrastructure of rural residents, improving the demographic situation in rural areas. It is emphasized that to date in Ukraine no land is classified according to suitability on the basis of taking into account (balancing) environmental opportunities and economic feasibility. It is indicated that the priority in the implementation of land policy is the development of the necessary land management and urban planning documentation, land inventory, topographic and geodetic works, land valuation, land management schemes and feasibility study of land use and protection of administrative-territorial entities, development of working projects reclamation of disturbed lands, protection of lands from erosion, flooding and other dangerous geological processes. The components of the formation of information and analytical support for monitoring the use of land resources of the united territorial communities of Ukraine are proposed. It is concluded that the functioning of the land market in Ukraine should be based on social justice, public, public and private interests, legality, efficiency, transparency, openness, ensuring the balanced development of settlements and other areas, protection and rational use of land resources potential and other natural resources. At the same time, the main generator of sustainable development of rural areas, its economic «engine» should be economic activity in rural areas, rational use of land and resource potential, focused on the multifaceted functioning of the rural economy.

The national interests of the state are to ensure socio-economic development based on the efficient and rational use, protection and reproduction of land resources in the production of organic products, as well as maintaining a healthy environment. This determines the urgency of harmonizing national policies in the field of reorganization, modernization and development sectors of the economy, and in the provision of services with policies on environmental protection, rational use of natural resources, public health, the formation and use of mechanisms to address these problems, taking into account the situation and the laws of a market economy. This article examines the process of agricultural production taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. The processes of development of organic food products in Ukraine were considered, as well as the essence and meaning of the concept of “organic products”. The expediency of organic production is proved and the factors of influence of organic products on society are considered. An effective way to improve the condition of soils and lands, increase their fertility in the future. The importance of crop rotations for improving the efficiency and fertility of land resources of Ukraine has been established. Purpose. Creating a market for organic products and proposals for the rational use of land resources. Results. The essence and concept of organic products are revealed. The process of agricultural production is studied taking into account environmental factors and ensuring the rational use of land resources. The importance of soil quality indicators, as well as their impact on land use of agricultural enterprises for the production of organic products is substantiated. The optimal ecological strategy is recommended for most agricultural enterprises of Ukraine. Conclusions. The urgency of creating a market for organic products and improving the efficiency of land use and creating sustainable systems of organic production that contribute to the preservation of ecosystems and gradually improve soil quality, which is an integral part of environmental and economic policy, which ensures rational use, protection and management of land resources , is important. In this context, the organization of rational and efficient land use includes creating the best conditions for organic production, reproduction and protection of soil fertility, increasing its role in agricultural production, scientifically sound interaction of soils with other natural factors, ensuring the development of the most complete and correct criteria, methods and techniques. Scientifically substantiated alternation of crops and vapors in time and territory or only in time (rotation) in advance according to a defined plan, and is accompanied by an appropriate tillage system. Thanks to the crop rotation system – a systematic increase in yield, provides the largest production of agricultural products per unit area with the lowest financial costs and labor, and ensures the rational use of land resources in the production of organic products.

Rational use of land resources is ensured by regular state land supervision and municipal control. In the process of conducting state land supervision and municipal control, violations of use of land resources are identified and an order is prepared for their elimination. The statistical data provided in this paper allow concludine that it is advisable to increase penalties for the use of land resources not for their intended purpose or with other violations of land use and development rules. The article analyzes the results of state land supervision in the Republic of Tuva from 2017 to 2019. At the same time, the main provisions of the state land supervision are considered, its structure, content, methods of implementation, as well as the bodies that carry out this activity are defined. The role of the state land supervision was shown. The advantages and disadvantages of state land supervision are revealed.

The crisis situation in the use of land resources in both agrarian and non-agrarian spheres of land use in Ukraine is stated. One of the main reasons for this situation is identified the lack of a perfect system of legal documents that would really regulate scientifically sound environmentally and economically acceptable land use. The concept of land use and protection in the conditions of development of the digital economy and society in Ukraine which can be used for development of the corresponding state target program is substantiated. The concept defines the guiding direction in the organization and implementation of processes of sustainable land use, protection of lands from depletion, degradation and pollution in market conditions with high priority of monitoring of land and land relations by automated information-analytical systems and remote sensing of the Earth. The principles and approaches to the development of the state target program of land use and protection are proposed. Options for solving the problem of ensuring the rational use and protection of land are outlined and analysed. The directions, ways, stages of realisation, innovative component and expected results and efficiency of execution of the state target program of use and protection of lands on the basis of the developed concept are defined.
