Modern trends and prospects of economic development of mineral fertilizer producers through the prism of relational interaction.

The production of mineral fertilizers is a priority direction for the development of the chemical industry of the Russian Federation. The importance of studying the state and prospects of mineral fertilizer producers for the development of the Arctic zone of the Russian Federation is due to the high dependence of the economy of one of the northernmost regions of our country, the Murmansk Region, on the enterprises of this industry. In particular, the Kirov branch of JSC Apatit (PhosAgro company), Kovdorsky GOK (Eurochem Company) and JSC North-Western Phosphorus Company (a subsidiary of PJSC Akron) operate in the Murmansk Region. These enterprises make significant contributions to the regional budget of the Murmansk region as well as to the budgets of municipal formations, create jobs and make a significant contribution to the development of the towns of presence. Russian manufacturing companies in their activities are mainly focused on the external market, which is due to the excess of supply over demand and the lack of use of mineral fertilizers on 39 % of Russian sown areas. The main Russian producers of mineral fertilizers include PhosAgro, Akron, EuroChem, Uralchem and Uralkali. The only company claiming the priority of the domestic market is PhosAgro. Analysis of the annual reports of the largest Russian producers of mineral fertilizers indicates their desire to expand the geography of supplies. In the domestic market, there is a positive trend in the consumption of mineral fertilizers, which is associated with high prices for agricultural products, as well as the state policy of subsidizing agricultural enterprises, in addition, state regulation of prices in the domestic market leads to an increase in demand for fertilizers. For fertilizer producers, it is possible to use the three-level relational interaction model presented below. The article presents the results of testing the hypothesis of the need for the development of relational relations in the mineral fertilizers market. The assessment is based on the use of a three-level model of relational interaction of industrial market participants. The results of the analysis can be used in the development and implementation of relational cooperation in economic systems of various levels.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.

The article discusses some of the features of the analysis and assessment of the level of economic security of the Arctic coastal regions of the Russian Federation, taking into account the specifics and problems characteristic of these territories. The growing attention to the Arctic issues on the part of the state made it necessary to consider a number of issues related to assessing the level of economic security of the Arctic coastal regions of Russia in the face of constantly growing threats associated with the uncertainty of the consequences of the coronavirus pandemic and the sanctions imposed on the country. The analysis showed that a number of generally universal methods for assessing the level of economic security are currently being used, which do not allow taking into account specific regional features. In this paper, we consider certain assessment criteria that take into account the Arctic specifics of Russian coastal regions.

One of the main problems of Arctic zone development in the Russian Federation (AZRF) is a limited labor resources. Poly-model complex for analysis and simulation of the AZRF labor market is presented in the article. The complex allows you to forecast the formation of the labor demand of socio-economic systems in AZRF and to explore the possibilities of regional professional education systems in terms of meeting the forecasted needs. Technologies of system-dynamic and agent-based modeling are shared within the framework of the complex. The advantage of the presented software tool is the ability to operatively vary not only the quantitative characteristics of the modeled system, but also the structure of interaction between the components of the system. This is a useful opportunity to analyze the possible impact on the regional labor market of investment projects that are planned for implementation in the region. Developed tool was used to support the personnel policy management in the Murmansk region.

The article considers issues associated with the problems and means of supporting the construction organizations operating in the Arctic zone of the Russian Federation (AZRF), including the state measures of supporting these organizations. The author proposes to establish an organizational and economic mechanism of supporting construction organizations operating in the AZRF. According to the author, this mechanism would ensure a faster and more effective implementation of the state goals set out in Presidential Decree no. 645 of 26.10.2020 «On the Strategy for the Development of the Arctic Zone of the Russian Federation and Ensuring National Security for the period up to 2035». A system of assessing the level of development of state means of supporting construction organizations operating in the regions of the Russian Arctic is offered.
