The article discusses some of the features of the analysis and assessment of the level of economic security of the Arctic coastal regions of the Russian Federation, taking into account the specifics and problems characteristic of these territories. The growing attention to the Arctic issues on the part of the state made it necessary to consider a number of issues related to assessing the level of economic security of the Arctic coastal regions of Russia in the face of constantly growing threats associated with the uncertainty of the consequences of the coronavirus pandemic and the sanctions imposed on the country. The analysis showed that a number of generally universal methods for assessing the level of economic security are currently being used, which do not allow taking into account specific regional features. In this paper, we consider certain assessment criteria that take into account the Arctic specifics of Russian coastal regions.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.

The uneven distribution of natural resources on the territory of Russia and the limited financial capabilities of the regions of the Russian Federation to exercising their powers, according to the authors, predetermine the relevance of considering the problem of assessing financial solvency for each region. The Arctic zone of the Russian Federation as a management object is nowadays an issue of concern from researchers and requires special attention since most of the country’s resource potential is concentrated on its territory. The study aims at a statistical assessment of the financial viability of the regions of the Russian Arctic through a correlation analysis aimed at exploring the forms of linking indicators that allow us to identify common and specific features of their regional development.The article substantiates the system of statistical indicators that directly or indirectly characterize the financial solvency of the regions. The analysis of the financial solvency of the regions according to the official statistics for the period from 2005 to 2018 was carried out sequentially and in stages: 1st stage - selection of the data array; 2nd stage - formation of a case of financial indicators; 3rd stage - building a matrix for correlation analysis; 4th stage - correlation analysis; 5th stage - interpretation of the results.Using the method of correlation analysis, the authors constructed a matrix of correlation pairs, identifying the most relevant ones for assessing the financial solvency of the region. Comparative analysis of paired correlation coefficients for the Arctic regions made it possible to assess the relationship between certain directions and features of their development.Assessment of the financial independence of the constituent entities is the central problem of balancing regional budgets. In this regard, the results of the study may be of interest to regional and federal authorities for forecasting and strategic planning of the development of the Arctic regions in the face of limited financial resources.

The article is devoted to the identification of modern factors influencing the development of the cluster of Arctic coastal regions and the development of proposals to reduce the risks of economic security, taking into account the specific features of the development of these territories. A lot of research works have been devoted to aspects of the economic security of the Arctic coastal regions, and there is also an interest on the part of the state to address issues of balanced development of the Arctic territories, which is expressed in a systematic approach implemented through a number of strategic documents, including the Economic Security Strategy of the Russian Federation for the period up to 2030. Despite this, the change in modern realities requires constant adjustments to existing documents and forecasts affecting the regional specifics of economic security and Arctic coastal regions, from the perspective of the influence of various factors, such as, for example, sanctions, the COVID-19 pandemic, instability of world commodity markets, the introduction of green technologies, changing priorities in the development of Arctic regions.

The article considers issues associated with the problems and means of supporting the construction organizations operating in the Arctic zone of the Russian Federation (AZRF), including the state measures of supporting these organizations. The author proposes to establish an organizational and economic mechanism of supporting construction organizations operating in the AZRF. According to the author, this mechanism would ensure a faster and more effective implementation of the state goals set out in Presidential Decree no. 645 of 26.10.2020 «On the Strategy for the Development of the Arctic Zone of the Russian Federation and Ensuring National Security for the period up to 2035». A system of assessing the level of development of state means of supporting construction organizations operating in the regions of the Russian Arctic is offered.

Subject. This article analyzes the State programmes of the Russian Arctic regions aimed to implement natalist policies. Objectives. The article aims to identify and classify the tools to stimulate birth rate in the areas that are fully or partially within the Arctic zone of the Russian Federation. Methods. For the study, we used general scientific and statistical analysis methods, and the graphic visualization technique. Results. The article describes the fiscal, organizational, and economic tools to stimulate fertility in the regions of the Russian Arctic. The article notes the insufficient use of the available set of fertility incentives in the Arctic regions, as well as the lack of a systematic approach to their implementation. Conclusions. It is necessary to improve the State regional programmes of the Arctic regions of the Russian Federation in terms of a more complete and comprehensive use of birth rate stimulating tools.

The article examines some aspects of state financial regulation of regional development, which is the most important aspect of economic security and is largely associated with the legal features of the regulation of this activity, the implementation of state development programs for the regions of the Arctic zone of Russia (AZRF). The financial regulatory mechanisms are analyzed, which include the system of financial support, tax, budget, investment, insurance and other economic mechanisms. Analysis of the content of the levels and the corresponding mechanisms of state financial regulation made it possible to determine the directions of influence on the subjects of financial regulation. It was established that financial regulation is presented in the form of a set of mechanisms and instruments of influence, which is based on state priorities related to the implementation of an effective financial policy in the Russian Arctic, ensuring the economic security of the regions, and achieving national interests. It was found that direct budget financing is the main mechanism for supporting and stimulating the development of the Russian Arctic. This mechanism is implemented on the basis of state programs of the Russian Federation financed from the federal and regional budgets. It has been established that there is legal uncertainty regarding the issues of financial regulation of the AZRF development. Until now, there is no law "On the Arctic zone of the Russian Federation", which would have fixed the object of state policy in the Arctic, including state financial policy. In the conclusion of the article, it is concluded that there are restrictions on the implementation of programs for the socio-economic development of the regions of the Russian Arctic. Direct budget financing does not allow achieving the set goals, therefore, a set of measures is needed to find investors among large state corporations or private and foreign companies.

In the current context of strengthening the existing and emerging challenges and threats for the economic security of the Russian Federation, studying structural transformations that define the immunity of the economic system to internal and external negative impacts seems quite essential and relevant. This paper aims at identifying main trends in structural transformations in the industrial production in the Arctic zone of the Russian Federation (or the RFAZ), which is strategic for the sustainable development of the national economy. For this purpose, the author executed an analysis of structural shifts and an estimation of the changes in the branch structure of industrial production in the Arctic regions in 2017–2019. The research was implemented on the basis of relative indicators for the types of economic activity in the total volume of dispatched goods produced domestically, works done and services provided by own efforts. The quantitative measurement of structural changes was made using the aggregate speed indicators (L. Kazints quadratic absolute structural changes coefficient (or the Kazints index)), intensity (K. Gatev integral structural shifts coefficient (or the Gatev index)) and a materiality level of structural changes (V. Ryabtsev integral coefficient of structural differences (or the Ryabtsev index)), as well as particular indices describing the weight, speed and index of structural shifts. It is found out that the structure of the industrial production in the RFAZ has not generally undergone significant changes for the period in question. This is explained by the multidirectionality of the dynamics in structural shifts at a regional level. Their analysis indicates that the orientation of the majority of Arctic region for mining of mineral resources becomes more pronounced that allows inferring the strengthening of structural disproportions in the industrial production of the Russian Arctic.

The article examines the role of the customs authorities of the Russian Federation in ensuring national and economic security during foreign economic operations. Approaches to ensuring economic security in the area of plastic waste have been systematized. The article focuses on quantitative and spatial analysis of the import of plastic waste into the Russian Federation. Risks of a participant in foreign economic activity have been identified. Countries have been identified as the largest importers of goods from the plastic group to Russia. It was established that the promising direction is the creation of modern customs infrastructure in the regions of Russia, optimization of logistics flows and accounting for the layout of all plastic waste processing facilities in Russia
