Problem setting. Effective innovation is possible only if the relevant subjects use the entire arsenal of innovation resources. At the same time, the issues of using the innovation potential are becoming increasingly important, especially in the context of the need to intensify innovation as a challenge to the global economy. Goncharova, V. Medinsky and others. Article’s main body. One of the main principles of the state innovation policy is the creation of conditions for the preservation, development and use of domestic scientific, technical and innovative potential. Innovation potential is a key factor in economic growth, taking into account the priority of supporting research (which is one of the foundations of innovation potential) and creating an effective infrastructure that will facilitate the commercialization of innovation results. The concept of innovation potential is one of the key concepts of the categorical apparatus of innovation research and is a key factor of economic growth, but in modern legal and economic literature and current national legislation there is no clear definition of its concept, structure and powers of certain government agencies to ensure its development. Conclusions and prospects for the development. The effectiveness of innovation directly depends on a certain innovation potential, which in its structure is a system of interrelated factors and resources that ensure effective innovation. Therefore, to ensure the appropriate level of formation and development of innovation potential, first of all it is necessary to: create an effective innovation infrastructure that will promote the commercialization of innovation results; directing the state policy on the use of intellectual resources in order to develop high-tech industries and create favorable conditions for the intensification of innovation; improving the regulatory and legal support of innovative economic development.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

The importance of the natural resource and environmental factors in the development of the modern economy is becoming more important in the context of energy security and the quality of economic growth. This is also due to the fact that the state’s policy in increasing GDP has been adjusted to a qualitative social-and-economic development. In this regard, the quantitative measurement of the quantity and quality ratio of economic growth is relevant. The rise of the global economy as a whole and its individual territories is due to both a high-tech breakthrough and the development of raw materials industries – oil, gas, coal and metallurgy. Currently, to meet the needs of society in natural resources, environmental goods and services, ever-increasing costs are required for expanded reproduction of the mineral resource base and compensation for negative consequences resulting from the degradation of ecological systems and pollution of the natural environment.

Most theories that seek to explain democratization look to changes in the economy as the precursor to significant political liberalization, locating the main causal factor in either severe economic crisis or rapid economic growth. In the Chinese context, by contrast, the Communist Party has extricated itself from the socialist social contract with the urban working class without losing its grip on political power. Moreover, China has maintained a rapid pace of economic growth for over twenty-five years without significant political liberalization. Comparative analysis of China's post-1978 reform policies yields insights both across types of socialist transition, comparing China with Eastern Europe and Russia, and across time, comparing China with other high-growth East Asian economies. A key factor in China's ability to reform the economy without sacrificing political control is the timing and sequencing of its foreign direct investment (FDl) liberalization. There are two key variables that are important to this comparative analysis: China's pattern of ownership diversification and China's mode of integration into the global economy. The article relates these two variables to the success of economic change without political liberalization, in particular, how FDI liberalization has affected relations between workers and the ruling Communist Party. “Reform and openness” in this context resulted in a strengthened Chinese state, a weakened civil society (especially labor), and a delay in political liberalization.

Labor productivity determines the level and quality of life of society. The technical and technological level of production determines the level of labor productivity in the country. Therefore, the purpose of the article is to substantiate the basic theoretical principles and practical recommendations for intensification of investment and innovation activity. The object of research is the processes of the intensification of the investment and innovation activity in the system of ensuring of productivity growth. The theoretical and methodological basis of the research is the scientific works of domestic and foreign authors on labor productivity and ways of its increasing. As a result of the research, the level and dynamics of labor productivity in the countries of the world have been analyzed. The level of labor productivity in Ukraine in comparison with other countries has been determined. The introduction of innovations has been determined among the key factors in the growth of labor productivity. Therefore, the strategy of the investment and innovation development has been proposed. The basic principles of effective implementation of the investment-innovation strategy and the state investment-innovation policy for ensuring labor productivity growth have been substantiated. In order to achieve the goals of state investment and innovation policy and obtain the results on the growth of labor productivity, the priorities of allocation of public finance, as well as measures to enhance the development of venture capital and to stimulate the production of high-tech production have been proposed. The combination of changes from the implementation of the investment and innovation strategy, the state investment and innovation policy will result in the growth of labor productivity, ensure the competitiveness of the economy and sustainable socio-economic development of Ukraine.

Nowadays the economic development of countries is determined not by natural resources and industrial production, but by the aggregate ability of economic entities to implement new ideas to meet consumer demand for certain goods or services. Seaports are key points of foreign trade. The quality and volume of exports of transport services, the level of competitiveness of national goods on the world market depend on the efficiency of seaports. There is a question of the necessity to develop an innovation policy that will stimulate economic activity, increase competitiveness, encourage the implementation of innovations, and resolve emerging contradictions. In this article, the concept of "innovation policy" as a systematic approach to innovation in the enterprise was described. The main components of the enterprise innovation policy are considered in general and the seaport in particular. The main purpose of this work is to study the theoretical aspects of the innovation policy of the seaport, highlight the main stages of its formation and determine the method of attracting investment as an integral part of innovation development.The following stages of the formation of the innovation policy were defined: revealing the relevance of the formation of the innovation policy for the enterprise; evaluation of innovation potential (proposed system of indicators); the formation of strategy of innovative development of the enterprise (the concept of innovation strategy and its types are considered); development of the program of innovative activity; the creation of a system of evaluation of the innovation program (as the main way of efficiency of introduction of innovations in the enterprise. The classification of innovation strategies and a system of indicators for a comprehensive assessment of the innovation potential of the enterprise are highlighted. The types of effect from the implementation of innovation policy are determined. We identified the relevance of the formation of innovation policy for seaports of Ukraine, ways to determine their innovation potential, as well as proposed a way to attract investment as an integral part of innovation. The most effective is the introduction of concessions (forms of public-private partnership - PPP), which will stimulate the development of innovation in ports. For the state, the concession is always an instrument of economic growth and increases the level of market competition, attracting management resources, the latest equipment, technology, and modern organization of production processes while reducing budget costs. The investor is also interested in the concession like in the possibility of risk sharing, guarantees of protection of the concessionaire's rights, the imposition on the state of obligations to facilitate the implementation of projects.The result of the implementation of innovation policy depends on taking into account the peculiarities of the state of the maritime trade enterprise. The analysis of the study showed that the application of innovations in domestic seaports is necessary and should be accompanied by attracting a significant amount of investment.

Modern conditions for the global economy development clearly indicate that the formation of competitive agrarian economy advantages in the Russian Federation is possible only with the use of an innovative development scenario and the large-scale use of the scientific and technological potential of high-tech industries. Of course, the complex of the most important criteria for the economic growth of the national economy determines the volume of the high-tech sector and the scientific and technical potential of the country at the present stage. The situation in the Russian market clearly implies the need for a quick solution to the main problems of developing high-tech sectors in the agro-industrial complex, accelerating import substitution and ensuring sustainable food security based on resource-saving technologies of agro-industrial production and deep processing of agricultural raw materials.

Analysis of terms associated with economic growth. In particular conducted a more detailed analysis of the gross domestic product. Describing the relationship of the gross domestic product, and social indicators connected with the movement of the labour force. The analysis of statistical indicators characterizing the innovation potential of the state. Touched upon the issues related to the preparation of personnel in the field of development of innovative processes. According to the survey of statistical data formed findings on the interaction of indicators characterizing the economic growth and indicators characterizing the innovative development of the state. Touched upon the issues of interaction of state corporations and the growth of the innovation development of the state, as well as the historical aspects of formation of state corporations. Analyzed the dependence between the development of innovation processes and the formation of human capital as a major factor of development of innovations. The conclusions which allow to compare the trends in the development of economic growth with the trends in the development of innovative processes.

The ultimate goal of innovative entrepreneurship is the development of enterprises that are able to quickly respond to the current market situation, create competitive high-tech products of the new generation and increase demand at the level of world standards. Support for the development of innovative entrepreneurship is provided at the state level. Support programs are aimed at implementing three tasks: supporting new business initiatives, improving the business sector, and supporting export-oriented industries. All areas solve the complex tasks of ensuring sustainable and balanced growth of regional entrepreneurship in non-resource sectors of the economy, creating existing and new jobs. The transition to an innovative economy requires systemic reforms in the field of training, scientific and applied research, support for startups, the transfer of advanced technologies, and the creation of a venture ecosystem. The industrial and innovation policy of the state is implemented in partnership with business. Support measures are provided by the fulfillment of their mutual obligations. Financing of innovative activities of enterprises is carried out at the expense of internal and external sources. Internal financing includes the use of part of the company's profits for innovative purposes. This type of financing is not suitable for small and medium-sized businesses due to limited own resources. The most common external sources of financing for enterprises in Kazakhstan are credit resources, funds allocated directly from the state budget for the implementation of innovative projects.


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential
