The presented material discusses the issues of competitiveness in education, the competitiveness of an educational organization, its components. Currently, one of the topical issues is the question of the competitiveness of modern Russian education. Also, the topic of the development of competition in Russian education is constantly discussed by the world community. In discourses about the competitiveness of an educational organization in the modern educational market, such a problem as identifying/determining the factors of its increase is brought to the fore. According to various studies, the competitiveness of an educational organization is influenced by a variety of external and internal factors. In this regard, the main attention is paid to the identification of factors that ensure the competitiveness of Russian educational organizations in the educational services market. Now there is an increase in the competitiveness of Russian higher education in the international market, and therefore the competitiveness of education is considered on a global scale as the ability of the national education system to compete in the global scientific and educational market. It is worth noting that competitiveness is rightfully recognized as a complex concept, the meanings of which are considered in the broad and narrow senses of the word. When studying various aspects of the competitiveness of an educational organization, it is proposed to focus on the general definition of the concept of “competitiveness”, set out in the article. The competitiveness of an educational organization (like any other organization) is determined by the competitiveness of its personnel, and the competitiveness of personnel largely depends on the motivation of personnel to work, therefore, the article focuses on the factors that affect the competitiveness of an educational organization as a whole and in particular on the motivation of one of the categories of the main personnel of an educational organization (teaching staff) as a factor of increasing the competitiveness of an educational organization. The results of the research described in the article allow us to conclude that the constant study/monitoring of factors affecting the competitiveness of an educational organization is an important component of improving its competitiveness, which determines the need for further research and development in this area.

The theme of global sustainable development has changed from environmental management to climate governance, and relevant policies on climate governance urgently need to be implemented by the public. The public understanding of climate change has become the prerequisite and basis for implementing various climate change policies. In order to explore the affected factors of climate change perception among Chinese residents, this study was conducted across 31 provinces and regions of China through field household surveys and interviews. Combined with the residents’ perception of climate change with the possible affected factors, the related factors affecting Chinese residents’ perception of climate change were explored. The results show that the perceptive level of climate change of Chinese residents is related to the education level and the household size of residents. Improving public awareness of climate change risk in the context of climate change through multiple channels will also help to improve residents’ awareness of climate change. On the premise of improving the level of national education, improving education on climate change in school education and raising awareness of climate change risk among dependents will help to improve the level of Chinese residents’ awareness of climate change, which could be instrumental in promoting public participation in climate change mitigation and adaptation actions.

The expansion of Russian education is now recognized as one of the newest challenges facing the modern system of Russian higher education in the framework of the implementation of the strategies “National Innovation System” and “Priority 2030”. In this regard, the experience of MGIMO, which established its first foreign branch in Tashkent, the Republic of Uzbekistan, in 2018, is interesting. The purpose of this research is to study the effectiveness of the introduction of CLIL elements in ESP training within the framework of spreading the influence of Russian education on the example of MGIMO-Tashkent. We consider the key requirements of the Federal State Educational Standard of Higher Education currently being implemented in domestic universities in the field of training 40.03.01 “Law”, furthermore, since we are dealing with an international education, we rely on the concept of European competencies, initially adopted in 2001 by the European Union (with subsequent amendments). We consider such concepts as: CLIL, ESP, EMI, cultural approach and conducted a brief analysis of their content. The accumulated experience of using CLIL and cultural approaches as the most progressive approaches to the implementation of education within the framework of the expansion of Russian higher education and the subsequent transition to EMI is analyzed. We present the English Language Department experience in the field of teaching ESP at MGIMO on the application of the CLIL approach as part of the expansion of Russian education (2nd semester of 2020/2021 of academic year).

Today the education internationalization has become one of the economy sectors in the developed countries; the export potential of Russian education is still largely underutilized. Until now, domestic and foreign scientific literature lacks a comprehensive study of state policies pursued by national states to develop the internationalization and/or regionalization. The study of internationalization policies tends to focus on in-depth case studies across two to three countries. However, studies with a narrow geographic scope, although they provide valuable information about this phenomenon, do not allow us to see a holistic picture. The article attempted to overcome the indicated gaps in scientific research by analyzing the strategies of higher education regionalization and internationalization at countries that occupy a large market share and formulate recommendations for Russia. The article argued that in the context of the Covid-19 pandemic, the priority area for the internationalization is the development of virtual mobility and internal internationalization and regionalization.

[RESEARCH ON INDEPENDENT LEARNING ACTIVITY UNIT (UKBM)-BASED LEARNING READINESS IN MADRASAH IBTIDAIYAH]. Learning innovations are held to improve the process and learning outcomes, one of them is through the UKBM (Independent Learning Activity Unit). This study aims to determine the readiness of learning components in madrasah ibtidaiyah in the application of UKBM-based learning. The survey method was used to examine the readiness for implementing UKBM in Madrasah Ibtidaiyah. The respondents of this study were 54 State Madrasah Ibtidaiyah teachers in Jombang. The research instrument was created based on the National Education Standards. Data collection was using a questionnaire with the help of “Google forms”. Data analysis was carried out in a quantitative descriptive way. The result of this study is that madrasah are ready to carry out UKBM-based learning. The components that have been prepared and ready are the competency standards of graduates, educators and teaching staff, the assessment system, management, and the learning process themselves, while some components which are needed to be improved are learning infrastructure.

In 2016-2018 the state in Russia adopted a package of program documents, which implies the transfer of education to the large-scale introduction of digital technologies. This phenomenon has been called “digitalization of education”. In scientific literature, electronization and digitalization are increasingly called one of the institutional traps for the development of Russian universities, since the corresponding institutional environment has not yet been formed due to the forced nature of innovations. As a result, the processes of introducing new technologies into education are still not regulated. Within the framework of the purpose of the study, the manifestations of the trap of electronization and digitalization of Russian higher education were analyzed on the basis of sociological data, and the theoretical modeling of the process of adaptation of educational agents to the institution of digitalization was carried out.In the course of the study, the approaches were summarized that have been developed in discussions on educational digitalization. The article presents the author’s vision of the studied phenomenon as an institutional trap; as well as understanding of the institutional features and characteristics of electronization and digitalization in education.The research method is the analysis of estimates obtained in the course of an expert survey which was conducted by the Vologda Scientific Center of the Russian Academy of Sciences among the representatives of the teaching staff of state universities in the Vologda region. In the course of this analysis, the indicators of educational digitalization as an effective innovation were clarified such as an increased accessibility of educational resources; simplification of communication and the process of transferring knowledge from teacher to student; increased opportunities for training specialists for the new (digital) economy; improving the quality of education in universities, etc. Based on the results of the empirical study, it has been determined that the conditions for the development of digitalization in Russian universities are currently ambiguous, which is closely related to the level of competitiveness of the educational organization.The scientific novelty of the research consists in the presentation of an original matrix describing the process of university employees adaptation to the conditions of digital transformation of education. The matrix is proposed on the basis of a sociological analysis of the impact of the trap of electronization and digitalization on the activities of educational agents. The matrix can be taken into account in the practice of higher education management.

The article is devoted to the issues of optimization of training and direct implementation of such a significant way to increase the effectiveness of educational and training impact on individuals studying in higher education institutions as an educational and methodological collection. A consistent analysis of the various stages and elements of the collection is carried out in terms of possible improvement. Possible ways of interaction of structural divisions of the University aimed at improving the methodological component of the pedagogical impact of all subjects of educational activity on students are proposed.

The paper analyzes CLIL (Content and Language Integrated Learning) as a teaching method contributing to training competitive specialists in demand both in the Russian and international labor markets. CLIL has become popular in the Russian system of higher education while insufficient understanding of the conditions for its effective implementation in our country often leads to unsuccessful foreign experience adoption. The paper aims to study the specifics of the Russian educational system and its potential as a platform for CLIL implementation. The foreign practices and CLIL-methodology are analyzed with the objective to identify a number of didactic principles and key factors affecting the choice of a model and form of CLIL for a particular educational paradigm. The specificity of the Russian educational system is analyzed from the standpoint of the obstacles to CLIL implementation. Based on the results of the study, it is determined that CLIL implementation in Russia is possible. However, this methodology should be adapted to the Russian reality. The author suggests an adaptation mechanism that implies the following measures: approving CLIL at the university level, establishing interaction between the university and businesses to jointly develop a training plan, creating a team of CLIL-methodology developers at the university level, providing conditions for professional retraining of subject teachers in CLIL methodology, establishing interaction between subject teachers and linguists for the development of CLIL-courses.

The article presents the results of a study based on statistical methods for analyzing trends in the Russian higher education system over the five-year period preceding the global crisis provoked by the coronavirus pandemic COVID-19. This study is one of the first attempts at a large-scale analysis of the growth rates of the performance indicators of universities in recent years. Its results, according to the author, make it possible to form both a general picture of changes in Russian higher education and a detailed picture for individual groups of universities.The author has analyzed the dynamics of six indicators of the activity of organizations of higher professional education (535 universities from 80 constituent entities of the Russian Federation): the passing score of the Unified State Examination (USE), the qualifications of academic staff, their publication activity, the internationalization of the student body, the profitability of activities and the provision of educational and laboratory premises. Trends in the change in the values of these indicators are revealed depending on the form of ownership, specialization and status of the university.It was found that, in general, the average values of the indicators for five years increased: the passing score of the USE - by 5%; the share of the teaching staff with an academic degree in the total number of teaching staff - by 5%; the number of publications per one scientific and pedagogical worker (SPW) - 2.2 times; the share of foreign students in the total number of students - 1.5 times; profitability of activities - 1.3 times; the total area of educational and laboratory premises - by 8%.At the same time, in non-state universities, the USE passing score has decreased, and they lag behind state universities in terms of growth in the publication activity of the teaching staff and the internationalization of the student body. However, their results are higher in terms of the growth of profitability of activities and provision of educational and laboratory premises.Specialized universities have achieved an increase in the indicators of the publication activity of academic staff and the internationalization of the student body. Among the negative trends, a decrease in the passing score of the USE in medical universities, as well as in the equipment of teaching and laboratory facilities of medical and sports universities, was revealed.The highest growth in the publication activity of SPW was observed in national research universities (24.5%), and in the internationalization of the student body - in federal universities (33.3%).Changes in the operating conditions of universities during a pandemic are likely to have an ambiguous effect on the analyzed indicators in subsequent periods. For their adequate assessment, it may be necessary to adjust the methodology for calculating indicators of the activity of higher education institutions, taking into account their intensive use of distance learning technologies.

The article deals with tutoring as a kind of pedagogical activity in Russia. It describes the history of formation and development of tutoring for the past 25 years. Particular attention is paid to the understanding of the tutoring in the context of the development of professional standards for the profession. The author’s understanding of tutoring as a social mechanism for self-development in the Russian education system is revealed. This social mechanism is considered from the staff development’s point of view at all levels of education (federal, regional, at the level of each educational organization) in the aspects of teachers’ participation in the students’ wellbeing, by the promotion of their healthy lifestyles.
