To create the human resources of the apparatus that possesses these competencies, it is necessary to improve the quality of professionalism and develop the insight of Civil Servants. One effort to improve the quality of professionalism and the development of insights of Civil Servants is through the Education and Training program. Evaluation of Education and Leadership Training Level IV as one type of employee development is carried out to achieve the Echelon IV Position competency requirements and achievement of performance improvement in accordance with the main tasks and functions as well as authorities in each work unit.is conducted to evaluate: (1) the basis and objectives of Level IV Leadership Education and Training, as well as the feasibility of the organizing agency, (2) clarity of the characteristics of Education and Training participants, the state of the lecturers, curriculum, facilities and infrastructure, (3 ) compliance with the curriculum and program schedule (4) overall assessment of participants, lecturers and organizers. The approach used in this study is a program evaluation approach using the CIPP model (Contex, Input, Process, Product). The results obtained by the evaluation of Contex namely the foundation of the program in accordance with applicable laws, the purpose of this program is suitable to improve the competence of Echelon IV, while the evaluation of Input shows participants meet the criteria, but the lecturer is still very limited and the curriculum has referred to the guidelines, facilities that meet the standards appropriateness. Process component evaluation program compliance with curriculum and schedule meets the criteria, Product component evaluation of the overall results of participants, lecturers and organizers meet the criteria.Keywords:Program Evaluation, CIPP Model, Education and Leadership Training Level IV.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The purpose of this study was to evaluate the Level I Management Management Training Program in Schools Establishing Officers of Polri Education and Training Institutions in Sukabumi City, Jawa Barat. is a qualitative research with an evaluation approach using the Context, Input, Process, and Product (CIPP) model. Data collection methods are triangulated using questionnaires, interviews, and documentation studies. The results of the study show that: 1) Evaluation of Context: Having a strong legal basis and government policy, has very clear goals and objectives. 2) Evaluation of Input: Qualifications of educator participants and instructors in accordance with predetermined criteria, Availability of funds, availability of facilities and infrastructure, but not meeting the level-I management training standards and needs, and good communication and collaboration between relevant stakeholders. 3) Process Evaluation: Planning training in accordance with what has been stipulated in the provisions. However, in preparing the education of prospective officers, it should be carried out in the second stage. The implementation of training runs well and in accordance with the provisions in the provisions. 4) Product Evaluation: trainees of the Level I Management Training Program in Schools Establishing Officers of the National Police Training and Education Institute in Sukabumi City, West Java has been very satisfying by showing the value of the training. It is recommended to provide a comprehensive evaluation of the Level I Management Management Training Program in Schools Establishing Officers of Polri Education and Training Institutions in Sukabumi City, Jawa Barat.   Abstrak Tujuan penelitian ini adalah untuk mengevaluasi Program Pelatihan Manajemen (Management Training) Level I Pada Sekolah Pembentukan Perwira Lembaga Pendidikan Dan Pelatihan Polri Di Kota Sukabumi Jawa Barat. merupakan penelitian kualitatif dengan pendekatan evaluasi menggunakan model Context, Input, Process, and Product (CIPP). Metode pengumpulan data secara triangulasi menggunakan kuisioner, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa: 1) Evaluasi Context: Memiliki dasar hukum dan kebijakan pemerintahyang kuat, mempunyai tujuan dan sasaran yang sangat jelas. 2) Evaluasi Input: Kualifikasi peserta dan pengajar pendidik sesuai dengan kriteria yang telah ditetapkan, Tersedianya dana, Tersedianya sarana dan prasarana, namun belum memenuhi standard dan kebutuhan pelatihan manajemen level-I, dan terjalin komunikasi dan kerjasama yang baik antar stakeholder yang terkait. 3) Evaluasi Process: Perencanaan pelatihan sesuai dengan yang telah ditetapkan pada ketentuan, Namun dalam penyusunan pendidikan calon perwira harusnya dilaksanakan pada tahap ke dua, Pelaksanaan pelatihan berjalan baik dan sesuai dengan yang telah ditetapkan pada ketentuan, dan Pelaksanaan evaluasi berjalan baik. 4) Evaluasi Product: Peserta pelatihan Program Pelatihan Manajemen (Management Training) Level I Pada Sekolah Pembentukan Perwira Lembaga Pendidikan Dan Pelatihan Polri Di Kota Sukabumi Jawa Barat sudah sangat memuaskan dengan menunjukkan nilai hasil dari pelatihan. Disarankan memberikan evaluasi secara komprehensif terhadap Program Pelatihan Manajemen (Management Training) Level I Pada Sekolah Pembentukan Perwira Lembaga Pendidikan Dan Pelatihan Polri Di Kota Sukabumi Jawa Barat. Education and training (training) is an integral part of human resource development is always oriented to the improvement of the quality and capabilities of human resources. The development of human resources through education and training is one of the media that are considered strategic, because training is a powerful tool to improve knowledge (knowledge), skills (skills) and attitude (attitude). In order to maintain the quality and validity of training, as well as to adjust the training program to the needs of the user unit as well as to accommodate external dynamics, always do the evaluation and improvement on the educational and training has collected, either a refinement of the guidelines of education and training, curriculum, and teaching materials, methods of evaluation , teaching methods, improving the quality of facilities and infrastructure, financing, teacher / instructor, and human resources training organizer itself. Technically, indicators of the success of the work plan of an organization can be found by doing a comparison between actual planned and conduct the development program on the potential possessed. Implementation of the program is called optimal if the compiled program can be realized both in the type of training, the amount of training, and the realization of the training participants, as well as to revise the minimum education and training program and all the potential has to be managed properly. The gap between the desire and the fact this is what will be formulated and ends with the identification of the problems with using the Force Field Analysis (FFA). In planning the optimization of the training program, it is necessary to identify the factors that encourage and inhibit both internally and externally that contribute directly or indirectly tehadap optimization of planning education and training programs. Factors driving and inhibiting obtained under observation in everyday work, discussions with actors training activities, and direct input / written from stakeholders. The driving factors that influence the optimization of the planning of training programs at the Training Center of Tax (a) HR Training Center Tax competent, (b) Requirement K / L & SOE's Tax Training, (c) Support Support Information Technology, (d) Changes in process DGT business, (e) availability of training program development forum, (f) diaplikasikannya e-learning program, (g) availability of training curriculum, and (h) Flexibility in applying the method of training. The purpose of this study was to determine the level of influence of the implementation of existing education and training programs on the work productivity of civil servants. Based on the results of data processing, it is known that the elements of the implementation of education and training programs that must be considered and improved are as follows: Training Materials, Non-Formal Education, Training Schedules, Instructor Hospitality, Training Variations, Training Methods, and Training Guidebooks. While the elements of implementing education and training programs that must be maintained are as follows: Formal Education, Instructor Skills, Instructor Ability, Training Infrastructure Facilities, Training Curriculum, Training Evaluation. The implementation of education and training programs affects the work productivity of civil servants and the effect of the implementation of training programs is more dominant, this is so because the implementation of training programs is more often done and more applicable even though it still seems theoretical in the work of civil servants. Therefore an appropriate education and training program will have an impact on increasing the productivity of its employees.

The education and training program for inspectors of Major Accident Hazard Establishments, specifically the EC Seveso III directive implicated Dutch chemical companies, changed considerably over a fifteen year period. This longitudinal, time-series cross sectional case study describes the development of the education and training program for Major Hazard Control inspectors, acting as regulators from the Labour inspectorate, belonging to the Dutch Ministry of Social Affairs and Employment. A blueprint had to be constructed in order to assess the development and quality of this program in four cross sections over time. The description highlights both the safety related content and the regulator skills parts of the program in its changing context. Professional standards, educational objectives, quality of education, evaluation method, education change process and the response to the dynamic operational environment were examined. The main findings are that the education and training program kept the same main structure over the time period while its contents were adapted to respond to external context changes. Internal evaluation of performance data and education style led to a shift in contents from theoretical knowledge towards safety management and inspection practice oriented experience related knowledge. An active teaching style, increased usage of professional standards and more systematic evaluation, starting from the blue print in this study, offer the best opportunities for further improvement. Current insights on regulatory performance lead to a recommended future perspective for the inspectors’ role to be translated into education and training: balancing empathy, inquisitiveness and support with control and enforcement, or rather: exert tough love, staying between too soft and too hard.

This research is motivated by the qualifications of educators who have not been in line with expectations, lack of competence, lack of confidence in self-development, this is a condition that needs special attention and serious efforts. One effort was made in improving the quality of services for PAUD educators with the provision of training, namely tiered level training for PAUD teachers in the network. This study uses qualitative methods, especially naturalistic. The research analysis process follows the models of Miles and Huberman. The purpose of this study is to describe of the implementation of basic level education and training programs for PAUD teachers in the network, in addition to providing input into the basic level education and training program policies for PAUD teachers in the network. The process of collecting data using observation, interviews and documents. Data analysis includes analysis of data reduction, data display, and data verification. The results of the study show the effectiveness of the implementation of a basic level training program for PAUD teachers in a network in the city of Depok in the hope that it can be useful for relevant parties who can use such as principals, teachers, administrators, admin, mentors and further researchers.

This is an evaluation study on the training program for the echelon III leader at the Ministry of Religious Affairs. This study utilizes the four levels of Kirkpatrick’s evaluation modelreaction, learning, behavior, and results. There are 30 respondents in this study; All of them are the echelon III leaders at the Ministry of Religious Affairs all over Indonesia. The finding of the study shows that the 23rd training program conducted by the center for education and training of the Ministry of Religious Affairs can be categorized well performed, since 85% of the projected program can be utilized, the substances of the training can be understood and applied at the participants’ work environment. However, this study also finds some parts of the training program that ought to be reformed in order to get a better result or outcomes in the future training program. The data informs us that the use of the outsider tutors is still important in order to get a broader knowledge for those who participate in the training and the facilities to support the training should be improved.

The purpose of this study to describe and analyze the role of education and training in developing IKMs and explain the factors supporting and inhibiting at the Department of Industry, Pergadangan, Cooperatives and SMEs Kutai Barat. The research focused on the role of education and training of personnel in developing IKMs. This study is qualitative descriptive. Data was obtained through interviews, observation and document, and then analyzed using an interactive model. The results of the study explained that education and training can be increased knowledge, abilities, skills and work attitude of employees so instrumental in the development of IKMs include increased quality of programming development of IKMs, improve the effectiveness of programs, improve facilitation and improving product marketing IKMs, although the role of education and training has been applied with good but with limited results..Keyword: Education and Training, Civil Servants, IKM Development.

Education and Training is a form of institutional intervention so that employees have competency standards so that they are able to carry out their duties properly and appropriately. This study discusses the improvement of teacher competency in the implementation of scientific publications through Training in the Workplace (DDTK) Classroom Action Research (PTK). DDTK aims to improve the technical competence of civil servants and non-civil servants of the ministry of religion according to their duties and positions and develop insight into employee duties related to new regulations / policies / provisions, new technologies, or new knowledge relevant to their main tasks and functions. The main objective of Classroom Action Research (CAR) is the improvement and improvement of learning services. The population and sample of this study were participants of the Madrasah teacher training in the Workplace (DDTK) in Bangka, Belitung, and East Belitung Regencies in the 2016 and 2017. The study used multiple regression using Adjusted Square. Calculations for this multiple regression using SPSS statistical version 16 software. From the results of the research, it was found that the average of DDTK Bangka District Classroom Action Research (PTK) 2016 and 2017 were 51.41, and the average DDTK Class Action Research substance (PTK) Belitung Regency in 2016 and 2017 amounted to 50.39, with a difference in mean scores of 1.02. The average understanding of madrasah teachers in Bangka Regency 2016 and 2017 PTK writing was 118.20, and the average madrasah teacher understanding in Belitung Regency PTK writing in 2016 and 2017 was 118.88, with a mean difference of 0.68. The regression coefficient of the Education and Training Center (DDTK) variable (X2) has a positive sign (0.074), which means that the Education and Training Center (DDTK) variable has a positive influence on teacher understanding. The hypothesis which states that there is an effect of the Workplace Education Training (DDTK) substance on Classroom Action Research (CAR) on the understanding of madrasah teachers in writing PTK is statistically proven. Keywords: Training at Workplace, Classroom Action Research, Teacher's Understanding
