A retrospective analysis of the factors that influenced the innovative development of the economy of the 90s and 2000s is carried out. The factors that influenced the low innovative activity of domestic enterprises in the early 2000s are highlighted. It is indicated that the choice of one or another type of the company’s innovative strategy depends not only on the specifics of its activities, the level of innovative potential, the type of innovations implemented by the company, the choice is determined by the high dependence on the previous results of its activities within the framework of the chosen strategy and the accumulated positive / negative experience. It is noted that innovations have a significant impact on certain characteristics of a business, and the issues of managing innovative processes are extremely relevant for a modern industrial enterprise. The growth of the indicator “the proportion of organizations carrying out technological innovations” and the indicator “the level of innovative activity of organizations” observed since 2017 are analyzed. The article provides arguments in favor of the fact that such growth is explained by a change in the methodology for calculating indicators, it is proved that such changes in the methods for calculating indicators create an objective picture of the innovative development of sectors of the national economy.

The study attempts to investigate the eco-innovative activity of Ukrainian enterprises according to their size (small, medium, and large) with special focus on SMEs as the predominant group of enterprises, which ensure the innovative development of the whole national economy, and is central to the efforts to achieve environmental sustainability and green growth. The empirical analysis is based on a questionnaire survey of 254 Ukrainian enterprises of different sizes; the survey presents data on their current state and foreign trade activity, opportunities and barriers for the implementation of technological innovations and eco-innovations. The relationships between the export and eco-innovative activities is also explored. The analysis showed that SMEs are less eco-innovative in comparison with large enterprises, have fewer numbers of exporters than large firms, but exporters are more eco-innovative than non-exporters. Also, the size of the Eco-innovation Index for Ukraine was calculated. Based on the obtained results, Ukraine is an economy with a low level of eco-innovativeness, so, the study is extremely important.

The paper clarifies the main problems of innovative development taking into account social and economic conditions of innovative business, mechanisms to expand innovative processes within the national economy. The theory of innovative infrastructure formation within innovative development based on research-scientific and innovative structures is developed. Innovative infrastructure is considered the mechanism representing a set of interconnected and complementary scientific and technological systems, organizations, firms ensuring efficient implementation of innovative activity and innovations as such. It is specified that innovative processes in Tajikistan are characterized by relatively low activity and efficiency, which is substantially caused by lack of corresponding scientific and technological potential of innovative development and problems of creating favourable conditions for the development of small forms of innovative business in various industries of the national economy. There is a need to develop a national innovative system allowing defining areas of expanding the innovative activity and innovative business alongside with implementing organizational and institutional approaches to economic policy in the field of innovative processes expansion through various industries of the national economy. The tasks of the state policy in the field of innovative business development in Tajikistan taking into account state support at initial stages of innovative business formation and expansion of innovative activity are specified. The principles of establishing small innovative enterprises based on innovative activity of higher educational institutions and research centres are suggested and specified.

The article studies the priorities of developing small and medium sized innovative business. The paper shows that in modern conditions the priorities of developing small and medium sized innovative business should be considered as a necessary direction to ensure effective innovative development of the Republic of Bashkortostan and Russia as a whole. The article analyses the approaches to assessing the innovative potential of small and medium-sized innovative business. The author classifies the approaches to assessing the development of innovative systems. The paper presents the analysis of the indicators characterizing the innovative activity of small and medium business in the Republic of Bashkortostan. The author calculates the index of innovative potential and defines the priorities of developing small and medium sized innovative business in the Republic of Bashkortostan. The article reveals that for the most objective analytical assessment it is necessary to study such indicators as the number of small and medium sized R&D enterprises, the average number of innovative small and medium sized enterprises, the money turnover of R&D and innovative small and medium sized enterprises, costs on technological innovations of small enterprises, the share of small enterprises involved in technological innovations in the total number of small enterprises in Bashkortostan. The author emphasizes that under the conditions of global challenges it is necessary to deal with the strategic priorities of developing small and medium sized innovative business comprehensively and take into account such factors as innovative potential, innovative risk and security of innovative activity.

The aim of this resarch is to examine the level of innovative process of national economy and to reveal the essence of the cluster approach and indicators of innovative development. Keeping with the previous literature, the present study is determined by the novelty of the problem, concerning the formation and development of innovative clusters as growth poles, as well as large specifics of problems in the framework of use of innovative potential. The study employs method of monitoring of innovative processes in regions; we use method of rating estimation of innovative competitiveness of the region, based on a complex of indicators characterizing the innovation potential of the region: innovative activity and innovative susceptibility. An analysis was showed that Kazakhstan’s regions have substantial differences in the groups of regions for most of the indicators have presented form a tightly located clusters and in the ratings of innovative susceptibility and innovative activity.

The purpose of the study is to evaluate innovation activity in the countries of the world. Based on the use of statistical, comparative, systemic and logical methods, an analysis of indicators of innovative activity was carried out, as a result of which it was concluded that Russia lags behind other countries in terms of innovative development. Using methods of economic and factor analysis, a factor model was formed in the work, which included groups of global, national, industry and corporate factors, the management of which will ensure a sustainable transition to innovative technologies of the national economy. In the ending of the study the main conclusions and results of the work are presented.

The article deals with issues related to the assessment of the economic security level taking into account the innovative activity of the enterprise. The relevance of the problem of increasing the degree of economic entities protection in modern conditions with high competition is reflected. The main components that form the economic security of the organization are listed, and their brief characteristics are given. Besides, the article presents the author's step-by-step procedure for assessing the economic security level. Special attention is paid to the impact of effective innovation on the economic security level of the enterprise. The mathematical calculation for determining the economic security level is shown in more detail on the example of the technical and technological direction of the enterprise, which involves active innovation. The resulting calculations prove the high impact of successful innovations on the economic security of an economic entity due to the priority of this area of activity, as well as the possibility of extracting a significant share of profit. Thus, the article proves the statement about the feasibility of evaluating the innovative potential of the enterprise, as well as analyzing the level of its compliance with the requirements of external and internal environments.

On the basis of the conducted analysis of literature determination of innovative potential of enterpriseis improved in the article. The innovative potential of enterprise is totality of productive, scientific, financial, skilled, organizational and other resources and possibilities that provide readiness and ability ofenterprise to carry out innovative activity, and factors), that create necessary terms for the optimal use ofthese resources and possibilities with the aim of achievement of corresponding reference-points of innovative activity and increase of competitiveness of enterprise on the whole. In the article also the determination of innovative potential of enterprise is improved. The innovative potential of locomotive depot is totality of all necessary for innovative development resources andpossibilities that provide readiness and ability of depot to carry out innovative activity, and factors, that create necessary terms for the optimal use of these resources and possibilities with the purpose of increase of efficiency of innovative activity of both depot and railway transport on the whole.

The goal of this study is to identify the most efficient practices in exercising the digital public administration in the context of implementing the innovative potential of national economy. This goal was achieved through highlighting the distinctions and peculiarities of Social Credit System as China’s administration model. The study determines the impact of Social Credit System on economic and social indicators of China’s economy. The authors assessed the efficiency of Social Credit System based on the indicators of the countries, which had the alternative approaches to digital public administration and were characterized by a high level of application of digital technology to monitor the economic processes. This paper provides evidence that the Chinese system of digital administration has its own advantages in implementing the innovative potential of national economy as it highly impedes the increase in corruption. However, this system is inefficient in ensuring market transparency.
