Tujuan penulis melakukan penelitian ini untuk mengetahui Efektivitas Program Desa Migran Produktif pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan bagaimana Efektivitas Program Desa Migran Produtif pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang sesuai dengan teori yang dikemukakan oleh Answar Annas yang meliputi Ketepatan waktu, Sumber daya manusia, Mekanisme Kerja, Kerjasama dan Komunikasi, Penyaluran dana yang benar, Tidak ada penyimpangan, Monitoring dan evaluasi. Dalam penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif, karena penelitian ini bertujuan untuk mengembangkan pengertian, konsep-konsep yang pada akhirnya memperoleh gambaran yang kemudian diteliti digunakan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah melalui observasi, wawacara, studi kepustakaan dan dokumentasi. Sumber data yang diperoleh dari informan melalui pengamatan dan wawancara langsung dan dokumen diperoleh dalam bentuk foto atau rekaman, perataturan-peraturan dan pengolahan data. Hasil penelitian menunjukan bahwa Efektivitas Program Desa Migran Produktif pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang sesuai dengan teori pengukuran efektivitas program yang dikemukakan oleh Answar Annas belum optimal. Kesimpulan temuan dilapangan yaitu Ketepatan waktu, Sumber daya manusia, Mekanisme kerja, Kerjasama dan Komunikasi, Penyaluran dana yang benar, Tidak ada penyimpangan, Monitoring dan evaluasi dinilai belum sesuai dengan teori yang digunakan.   The purpose of the authors conducted this study was to determine the Effectiveness of the Productive Migrant Village Program at the Subang District Manpower and Transmigration Office. This research and writing discusses matters relating to how the Effectiveness of Produtive Village Migrant Program in the Subang Regency Manpower and Transmigration Office in accordance with the theory put forward by Answar Annas which includes Timeliness, Human Resources, Work Mechanisms, Collaboration and Communication, Distribution correct funds, There are no deviations, Monitoring and evaluation. In this study using a qualitative approach that is descriptive, because this study aims to develop understanding, the concepts that ultimately obtain a picture which is then examined are used to reveal problems in the work life of government organizations through observation, interviews, literature studies and documentation. Sources of data obtained from informants through direct observation and interviews and documents obtained in the form of photos or records, regulations and data processing. The results showed that the Effectiveness of the Productive Migrant Village Program at the Subang Regency Manpower and Transmigration Office in accordance with the theory of program effectiveness measurement proposed by Answar Annas was not optimal. Conclusions from the field findings are timeliness, human resources, work mechanism, cooperation and communication, correct distribution of funds, no deviations, monitoring and evaluation are considered not in accordance with the theory used.

Implementasi Kebijakan Pajak Reklame di BAPENDA (Badan Pendapatan Daerah) Kabupaten Subang merupakan kebijakan pemerintah Subang yang pada dasarnya adalah untuk peningkatan Pendapatan Asli Daerah (PAD) Kabupaten Subang. Tujuan penelitian ini dalah untuk mengetahui Mengapa Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Daerah (BAPENDA) Kabupaten Subang Belum Optimal. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Daerah (BAPENDA) Kabupaten Subang dengan menggunakan teori dari Van Metter and Van Horn yaitu Standae dan Sasaran Kebijakan, Sumber Daya, Hubungan Antar Organisasi, Karakteristik Agen Pelaksana, Kondisi social politik dan ekonomi, serta Disposisi Implementor. Pendekatan yang digunakan pada penelitian ini adalah menggunakan pendekatan kualitatif. Pendekatan ini bersifat deskriptip, karena penelitian ini bertujuan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah melalui observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan-peraturan dan pengolahan data. Berdasarkan hasil penelitian menunjukan bahwa Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Darah (BAPENDA) Kabupaten Subang belum optimal sehingga tujuan dari kebijakan tersebut bekum tercapai.   Policy Implementation of Tax Policy in BAPENDA (Regional Revenue Agency) of Subang Regency is a Subang government policy which basically is to increase Subang Regency's Original Local Revenue (PAD). The purpose of this research is to find out why the implementation of advertisement tax policy in Subang Regional Revenue Agency (BAPENDA) has not been optimal. This research and writing discusses matters relating to the Implementation of Advertisement Tax Policy in Subang Regency's Regional Revenue Agency (BAPENDA) using theories from Van Metter and Van Horn namely Standae and Policy Targets, Resources, Inter-Organizational Relations, Implementing Agency Characteristics, Socio-political and economic conditions, and Implementation Disposition. The approach used in this research is to use a qualitative approach. This approach is descriptive, because this study aims to reveal problems in the work life of government organizations through observation, interviews, literature studies and documentation. Sources of data obtained from informants through direct observation and interviews and documents obtained in the form of regulations and data processing. Abstract: The inventory of Land Tenure, Ownership, Use, and Utilization (IP4T) which is conducted by the City/Regency Land Office, often constrained by limited human resources and State Budget (APBN). For the solution to solve the limited human resources and APBN, in the IP4T implementation, then it needs to conduct an activity based on the participation of society. An activity based on the participation of society is called the Participatory IP4T, in the context of IP4T. This research aims to find out the stages of the Participatory IP4T activity which involves parties, as well as to find out the benefits of the Participatory IP4T results for the Complete Systematic Land Registration (PTSL) activity in Madiun Regency. This research used the descriptive method with the qualitative approach. The research results showed that the stages of Participatory IP4T consist of four stages namely: (1) Planning Stage, (2) Preparation, (3) Implementation, and (4) Supervision, Monitoring and Evaluation. The results of the Participatory IP4T activity was (1) Work Map which can be useful as the work map for the PTSL activity, (2) the textual and juridical data, can be utilized for the initial data of the PTSL data. The PTSL in Madiun Regency was supported by the existence of the Participatory IP4T activity.Keywords: participatory IP4T, APBN, PTSL. Intisari: Inventarisasi Penguasaan, Pemilikan, Penggunaan, dan Pemanfaatan Tanah (IP4T) yang dilaksanakan oleh Kantor Pertanahan Kabupaten/Kota sering terkendala oleh sumberdaya manusia dan Anggaran Pendapatan dan Belanja Negara (APBN) yang terbatas. Solusi untuk mengatasi keterbatasan sumberdaya manusia dan APBN yang terbatas dalam pelaksanaan IP4T, maka perlu dilakukannya kegiatan berbasis partisipasi masyarakat. Kegiatan berbasis partisipasi masyarakat, yang dalam konteks IP4T disebut IP4T Partisipatif. Tujuan dari penelitian ini adalah untuk mengetahui tahapan kegiatan IP4T Partisipatif yang melibatkan para pihak serta mengetahui manfaat dari hasil IP4T Partisipatif untuk kegiatan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Madiun. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa tahapan IP4T Partisipatif terdiri 4 tahapan yaitu: (1) Tahapan Perencanaan, (2) Persiapan, (3) Pelaksanaan, dan (4) Supervisi, Monitoring dan Evaluasi. Hasil kegiatan IP4T Partisipatif berupa: (1) Peta Kerja yang dapat berguna sebagai peta kerja kegiatan PTSL, (2) Data yuridis dan tekstual yang dapat dimanfaatkan untuk data awal data PTSL. PTSL di Kabupaten Madiun didukung oleh adanya kegiatan IP4T Partisipatif.Kata Kunci: IP4T partisipatif, APBN, PTSL.

Tujuan dari penelitian ini adalah untuk mengetahui proses pemberdayaan masyarakat melalui pemberdayaan dan Gerakan Kesejahteraan Keluarga Di Subang. Penelitian dan penulisan itu membahas hal-hal yang berkaitan dengan bagaimana proses pemberdayaan masyarakat melalui pemberdayaan dan Gerakan Kesejahteraan Keluarga di Kabupaten Subang sesuai dengan teori-teori yang diungkapkan oleh Edi Suharto yaitu Pemungkinan, Penguatan, Perlindungan, Penyokongan, Pemeliharaan. Dalam penelitian ini menggunakan pendekatan kualitatif dengan penelitian yang bersifat deskriptif, karena penelitian ini bertujuan untuk memperoleh gambaran yang lebih besar digunakan untuk mengungkapkan masalah dalam kehidupan kerja pengamatan organisasi pemerintah, wawancara, studi kepustakawanan dan dokumentasi. Tidak ada pilihan lain selain menjadikan para peneliti itu sendiri sebagai instrumen para peneliti utama. Sumber data diperoleh dari informan melalui pengamatan langsung dan wawancara serta dokumen yang diperoleh dalam bentuk aturan dan pengolahan data. Hasil penelitian menunjukkan bahwa proses pemberdayaan masyarakat melalui pemberdayaan dan gerakan kesejahteraan keluarga sesuai dengan teori Pemberdayaan sebagai proses yang dikemukakan oleh Edi Suharto yaitu Proses pemberdayaan masyarakat melalui gerakan Keluarga Sejahtera dan Pemberdayaan di Kabupaten Subang belum optimal . Results of the study showed that the process of community empowerment through empowerment and family welfare Movement in accordance with the theory of Empowerment as the process advanced by Edi Suharto i.e. community empowerment Process through Family welfare and Empowerment movement in the Regency of Subang has not been optimal. Conclusion the findings in the field namely Pemungkinan, Penguatan, Perlindungan, Penyokongan, Pemeliharaan has not been assessed in accordance with the theory used.

The background of this research is the fact that the management of improving teacher‟s professionalism is still not effective. The role of teacher as planner, implementer, and developer of curriculum is also not optimal. Management of teachers is needed because teachers have a significant role in the success of learning process. This research was aimed at knowing Guardian Angel‟s concept of teacher management suggested by Munif Chatib and how it develops according to him. The implementation of Guardian Angel model of teacher management was presented through a testimony and direct interviews with Guardian Angel‟s trainees. This research used qualitative approach by studying Munif Chatib‟s books and direct interviews. Data were analyzed with content analysis, which included: (1) literary study of Munif Chatib‟s books, (2) description of Guardian Angel model of teacher management by Munif Chatib. This research found that (1) the concept of Guardian Angel teacher management uses humanistic approach, especially in regard to schedules of consultation, teaching strategies, and assessment through four kinds of teacher reports, including reports of morals, creativity, lesson plan, and student‟s learning results; (2) the basis used is the cornerstone of the scientific human resources and philosophical foundation that teachers carry out the work of teaching, which includes planning, teaching, evaluating, and learning. The first three points are teacher‟s obligations, while the last is their right. Penelitian ini dilatarbelakangi adanya keprihatinan manajemenpeningkatan profesionalitas guru yang belum berjalan efektif. Peranan guru sebagai perencana, pelaksana dan pengembang kurikulum yang belum optimal. Manajemen guru diperlukan mengingat bahwa peran guru amat signifikan bagi setiap keberhasilan proses pembelajaran.Penelitian ini mengungkap tentang manajemen guru Guardian Angel menurut Munif Chatib. Penelitian ini bertujuan untuk mengetahui konsep manajemen guru model Guardian Angel menurut Munif Chatib, dan berkembangannya Guardian Angel dalam pemikiran Munif Chatib. Implementasi manajemen guru model Guardian Angel dihadirkan melalui testimoni dan wawancara langsung dengan peserta pelatihan Guardian Angel. Penelitian ini menggunakan pendekatan kualitatif, dengan melakukan kajian terhadap buku - buku karya Munif Chatib dan wawancara langsung. Teknik anaisis data content analysis. Analisis meliputi: (1) kajian pustaka buku-buku karya Munif Chatib, (2) mendeskripsikan manajemen guru model Guardian Angel dalam pemikiran Munif Chatib.Hasil penelitian menunjukkan bahwa: (1) konsep model manajemen guru Guardian Angel menggunakan pola pendekatan manajemen humanis, terutama dalam jadwal konsultasi, strategi mengajar dan penilaian melalui empat rapor guru, yaitu rapor akhlak, rapor kreativitas, rapor lesson plan dan rapor hasil belajar siswa (2) landasan yang digunakan adalah landasan keilmuan sumber daya manusia dan landasan filosofi bahwa profesi guru mengemban pekerjaan manajemen, yaitu perencanaan , mengajar dan mengevaluasi dan belajar. Tiga hal pertama difahami sebagai kewajiban, sedangkan belajar dimaknai sebagai hak bagi seorang guru (3) Guardian Angel sebagai manajemen quality control yang meliputi: lesson plan, konsultasi, observasi dan umpan balik.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

ABSTRACT The majority of the residents of Cinyurup village are beneng taro farmers and entrepreneurs of beneng taro chips, but the management is still simple and is not managed systematically and well-planned, so that it cannot provide maximum results. The aim of this training is to increase competitiveness for the small and medium entrepreneurs of taro chips into independent small industries. The method of implementation is through : seminars of material delivery, discussion, practice, mentoring, monitoring and evaluation. The results of this training show that not all small and medium industrial entrepreneurs are taro beneng chips those in Cinyurup village who have not implemented business management, have not processed distribution permits, halal certificates, produced product innovations and online marketing, due to limited funds and human resources. Key words: training, business management, competitiveness, UIKM   ABSTRAK Mayoritas penduduk warga kampung Cinyurup adalah petani talas beneng dan pelaku usaha keripik talas beneng, akan tetapi pengelolaannya masih sederhana dan tidak di kelola dengan sistematis dan terencana dengan baik, sehingga belum bisa memberikan hasil yang maksimal. Tujuan dari pelatihan ini untuk meningkatkan daya saing kepada para pelaku usaha industri kecil dan menengah keripik talas beneng menuju industri kecil yang mandiri. Metode pelaksanaan melalui : seminar penyampaian materi, diskusi, praktek, pendampingan, monitoring dan evaluasi. Hasil dari pelatihan ini menunjukan belum semua para pelaku usaha industri kecil dan menengah keripik talas beneng yang ada di kampung Cinyurup yang  belum menerapkan manajemen usaha, belum mengurus surat ijin edar, sertifikat halal, memproduksi inovasi produk dan pemasaran online, karena keterbatasan dana dan sumber daya manusia. Abstract Background Cardiovascular diseases (CVDs) are the leading cause of deaths and disability in Nepal. Health systems can improve CVD health outcomes even in resource-limited settings by directing efforts to meet critical system gaps. This study aimed to identify Nepal’s health systems gaps to prevent and manage CVDs. Methods We formed a task force composed of the government and non-government representatives and assessed health system performance across six building blocks: governance, service delivery, human resources, medical products, information system, and financing in terms of equity, access, coverage, efficiency, quality, safety and sustainability. We reviewed 125 national health policies, plans, strategies, guidelines, reports and websites and conducted 52 key informant interviews. We grouped notes from desk review and transcripts’ codes into equity, access, coverage, efficiency, quality, safety and sustainability of the health system. Results National health insurance covers less than 10% of the population; and more than 50% of the health spending is out of pocket. The efficiency of CVDs prevention and management programs in Nepal is affected by the shortage of human resources, weak monitoring and supervision, and inadequate engagement of stakeholders. There are policies and strategies in place to ensure quality of care, however their implementation and supervision is weak. The total budget on health has been increasing over the past five years. However, the funding on CVDs is negligible. Conclusion Governments at the federal, provincial and local levels should prioritize CVDs care and partner with non-government organizations to improve preventive and curative CVDs services.

<p>This research began from the emergence of character problems or character crisis by shifting the students’ ethics values in the school. Where the students don’t respect teachers and friends, there is brawl among students, even violence occurs in the classroom, this is a threat of disintegration of the nation. The formulation of the problem is how the strengthening strategy of character education. The purpose of this research is to know the strengthening strategy of character education in the school, related to implementation, monitoring evaluation, supporting factors, obstacles and obtained result. The research method used qualitative approach on natural subject or natural setting, by using observation data collection techniques, interviews and documentation, data analysis techniques through data reduction, verification and took a conclusions of processed data. The research was held at SMK 45 and SMK IT NU Saguling, West Bandung. The result of this study. Students become intent on strengthening the character education activities, responsive to social activities in the society, although not all students can implement it yet. The level of discipline is good because students feel shy if they aren’t disciplined, the result of the shame cultural, some students who used to come late to be in time even though not all students feel ashamed when coming late. The supporting factors the implementation of the strengthening of character education in the schools is a good strategy from the principal, the committee and a team of the parent class of students. The Obstacle factors, the shame culture is not held in the school yet, not all teachers become a role models in the schools who give good examples for students. Not all teacher become a strong and intelligent character. So that the presence of educators is as a key actor in the learning process, a professional and have a strong and intelligent character must really have atmosphere in the school, because through educators who have strong and intelligent character will create human resources which is a reflection of a nation that has strong and intelligent character, and virtuous morals.</p><p>Penelitian ini berawal dari munculnya permasalahan karakter atau krisis karakter dengan menggeser nilai-nilai etika siswa di sekolah. Dimana siswa tidak menghargai guru dan teman, terjadi tawuran antar siswa, bahkan terjadi kekerasan di dalam kelas, ini menjadi ancaman disintegrasi bangsa. Rumusan masalah adalah bagaimana strategi penguatan pendidikan karakter. Tujuan dari penelitian ini adalah untuk mengetahui strategi penguatan pendidikan karakter di sekolah terkait dengan pelaksanaan, evaluasi monitoring, faktor pendukung, kendala dan hasil yang diperoleh. Metode penelitian yang digunakan pendekatan kualitatif pada subjek alam atau setting alam, dengan menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi, teknik analisis data melalui reduksi data, verifikasi dan pengambilan kesimpulan dari data olahan. Penelitian dilaksanakan di SMK 45 dan SMK IT NU Saguling, Bandung Barat. Hasil penelitian ini. Siswa berkeinginan kuat untuk memperkuat kegiatan pendidikan karakter, tanggap terhadap kegiatan sosial di masyarakat, meskipun belum semua siswa dapat melaksanakannya. Tingkat kedisiplinannya baik karena siswa merasa malu jika tidak didisiplinkan akibat adanya budaya malu, sebagian siswa yang dulunya terlambat datang tepat waktu padahal tidak semua siswa merasa malu jika datang terlambat. Faktor pendukung pelaksanaan penguatan pendidikan karakter di sekolah adalah strategi yang baik dari kepala sekolah, komite dan tim kelas orang tua siswa. Faktor penghambatnya, belum adanya budaya malu di sekolah, belum semua guru menjadi panutan di sekolah yang memberikan keteladanan yang baik bagi siswa. Tidak semua guru menjadi karakter yang kuat dan cerdas. Sehingga keberadaan pendidik sebagai aktor kunci dalam proses pembelajaran, seorang yang profesional dan berkarakter kuat dan cerdas haruslah benar-benar memiliki atmosfir di sekolah, karena melalui pendidik yang berkarakter kuat dan cerdas akan tercipta sumber daya manusia yang merupakan cerminan. bangsa yang memiliki karakter kuat dan cerdas, serta berakhlak mulia.</p>
