The article discusses the features and factors that determine the direction of integrated use of secondary building resources (SBR) in modern conditions. The author formulates the basic methodological approach to the integrated management of SBR which consists in the fact that management of recycling should begin not at the stage of formation and collection but at all stages of construction products life cycle. It is concluded that in the design of new facilities it is necessary to consider in advance the issues of environmental safety in disassembly, technology and methods of production of construction and demolition works (CDmW), the effectiveness of further processing and use of SBR. To develop efficient SBR use the author proposes the creation of integrated regional recycling of construction waste. The strategic goal may be the establishment of an industry of secondary construction resources recycling.

In this essay, which starts from the current scenario triggered by the COVID-19 pandemic and from the impact it has had on various sectors, the Authors lay the foundations for the study of a welfare of the heritage to accompany the cultural welfare through the creation of a model of integrated management of the same (heritage) both in aspects related to the enhancement and in those inherent in the process of cultural innovation, aiming attention at an international audience. A welfare that bets on the creation of “ecosystems” of welfare of the heritage able to connect to European clusters for a participatory management of the same, in the renewed scenario of economic recovery where the combination of culture and employment is central. All is analysed and contextualised in the welfare dimension/view. This essay, according to a definitive methodological approach in the opening paragraphs, reviews the value of culture and heritage in the European scenario - including a focus on the National Recovery and Resilience Plan - along with the themes of sustainable development and cultural indicators 2030, passing through the analysis of cultural activators and circular business models. In the second part, the effects of the pandemic on cultural employment are analysed, as well as scenarios of new professionalism in the job market in the sectors of heritage and culture, without neglecting the focus on the relationship between tourism and culture. According to a circular path, which is connected to the incipit of the essay that at the beginning refers to the Assembly of “Gli Stati Generali del Patrimonio Italiano” (The General States of the Italian Heritage), the Authors outline the perspectives de iure condendo also related to the workshop activities of the Assembly and to the need to iitiate among stakeholders (public and private) a continuous and participatory confrontation in order to promote, on the one hand, a new and sustainabe entrepreneurship of cultural heritage, and on the other hand, structural policies aimed at creating employment. In the article the authors attempt to determine environmental safety criteria in the field of construction activities. A comprehensive methodological rationale for environmental safety in the construction industry is given. The system of environmental monitoring, the criteria and conditions for its implementation, as well as the principles of environmental monitoring set out in environmentally friendly standards, are considered. Analysis of the environmental monitoring system at all stages of the construction products life cycle showed that departmental confusion impedes the development of environmentally oriented investment and construction activities. Under these conditions, it is necessary to create an independent structure focused on environmental protection. The transfer of maximum powers to it will make it possible to quickly solve the problems of environmental monitoring as part of the movement towards sustainable and balanced development of the country.

The relevance of the research topic is due, primarily, to the development trends of the construction industry of the Russian Federation in the face of declining quality of building products, the main reasons are low level of qualification, the lack of systematic monitoring at all stages of the production cycle, the deterioration of product quality of design and survey organizations. Today, the process of carrying out design and survey works is implemented in the conditions of an outdated regulatory and technical base, incorrectly drawn up technical tasks, and in some cases without prior approval of the technological part. The production cycle of construction products begins with the stage of design and survey work. The defining direction in the process of forming such characteristics of finished construction products as quality, its safety for the environment and consumers is the continuous improvement of this stage in changing conditions. Ensuring effective management of the process of creating design and estimate documentation allows to monitor, control and improve the quality, environmental friendliness and safety of construction products at each stage of its design. High indicators of quality, safety for the environment and consumers of design and survey products depend on the combined interaction of internal factors of the organization that ensure its sustainable development in constantly changing external conditions. It is at the stage of design and survey work that decisions are made on the criteria of economic and environmental efficiency of construction and operation of construction products. Design and survey organizations act as guarantors of both the safety of the future object and the payback of the resources invested by the customer, laying in the products the most cost-effective and modern technical solutions from the point of view of human and environmental safety.


In construction production, the safety of constructing buildings and structures is achieved by ensuring the required quality as a result of systematic construction control based on the implementation of a complex of technical, economic and organizational measures at all stages of the object's life cycle. The article deals with the actual problem of improving the quality of construction products-buildings and structures in conjunction with the activities of construction control bodies. The article presents the advanced foreign and domestic experience of ensuring the quality control at the construction sites, providing for the prevention of the underlying causes of defects and increasing the interest of the contractors directly. On the basis of the analysis of the current situation with quality control at the construction market, ways to improve its efficiency by developing a unified system of technological implementation of relevant requirements for the quality of construction products, determining the rational number and business load of construction control engineers, as well as the active activities of self-regulatory organizations in this area are offered.

The concept of a new approach to environmental assessment is offered in the system of integrated management of the resource and environmental safety of the coastal area of the Black Sea. The studies of the season and daily changeability in the bioluminescence field in the Sevastopol coastal waters has been conducted. For the first time considerable differences in the bioluminescence field seasonal changes in the surface and deep water layers and the reasons conditioning this phenomenon have been shown, using a method of multidimensional statistical analysis. The bioluminescence field vertical profile change in the Black sea coastal waters in the autumn period at night has been studied. It has been shown that according to the character of bioluminescence parameters dynamics a water column can be divided into layers: upper (0 – 35 m) and deep water (36 – 60 m). It has been revealed that life rhythms of the plankton community are the main reason for the bioluminescence field intensity variability. It has been revealed that 14-hour periodicity of the bioluminescence field is related to the changes in light and its variations with 2,5…4,5 hours are conditioned by planktonts endogenous daily rhythms. And here biotic factors effect mostly periodicity of the bioluminescence field intensity increase and fall down at the dark time of the day. Abiotic factors are of less importance in circadian rhythmic of the bioluminescence field in the neritic zone.

Abstract Purpose Currently, no clear guidance exists for ISO and EN standards of calculating, verifying, and reporting the climate impacts of plants, mulches, and soils used in landscape design and construction. In order to optimise the potential of ecosystem services in the mitigation of greenhouse gas emissions in the built environment, we unequivocally propose their inclusion when assessing sustainability. Methods We analysed the life cycle phases of plants, soils, and mulches from the viewpoint of compiling standard-based Environmental Product Declarations. In comparison to other construction products, the differences of both mass and carbon flows were identified in these products. Results Living and organic products of green infrastructure require an LCA approach of their own. Most importantly, if conventional life cycle guidance for Environmental Product Declarations were to be followed, over time, the asymmetric mass and carbon flows would lead to skewed conclusions. Moreover, the ability of plants to reproduce raises additional questions for allocating environmental impacts. Conclusions We present a set of recommendations that are required for compiling Environmental Product Declarations for the studied products of green infrastructure. In order to enable the quantification of the climate change mitigation potential of these products, it is essential that work for further development of LCA guidance be mandated.

Abstract Despite widespread recognition that behavioral public policy (BPP) needs to move beyond nudging if the field is to achieve more significant impact, problem-solving approaches remain optimized to achieve tactical success and are evaluated by short-term metrics with the assumption of stable systems. As a result, current methodologies may contribute to the development of solutions that appear well formed but become ‘brittle’ in the face of more complex contexts if they fail to consider important contextual cues, broader system forces, and emergent conditions, which can take three distinct forms: contextual, systemic, and anticipatory brittleness. The Covid-19 pandemic and vaccination rollout present an opportunity to identify and correct interventional brittleness with a new methodological approach – strategic BPP (SBPP) – that can inform the creation of more resilient solutions by embracing more diverse forms of evidence and applied foresight, designing interventions within ecosystems, and iteratively developing solutions. To advance the case for adopting a SBPP and ‘roughly right’ modes of inquiry, we use the Covid-19 vaccination rollout to define a new methodological roadmap, while also acknowledging that taking a more strategic approach may challenge current BPP norms.

The Album de Colbert compiled by an anonymous author in the second half of the seventeenth century is among the most important illustrated testimonies of the art of shipbuilding. Probably commissioned by Jean-Baptiste Colbert, Minister of Finance and Minister of the Navy of the kingdom of France, the Album was composed to make Louis XIV understand the complexity of shipbuilding. It was also made to support the creation of a navy with the ambition of being competitive with the Royal Navy and with the intent of modernising and expanding the French shipbuilding industry. The fifty plates that make up this illustrated treatise unravel the story of the construction of a first-rank 80-gun line vessel, from the laying of the keel to the launch. It is a unique document that has no contemporaries or precursors because it is not a didactic collection of boats, like the previous treaties that had a completely different methodological approach, more technical-descriptive than illustrative, but it wants to go beyond the scientific treatise. Its purpose was instead to measure itself with representation, showing through the strength of drawing and images the peculiar aspects of the reality of shipbuilding, using iconography as a means of transmitting knowledge related to the world of shipyards and shipbuilding in the 17th century.

The article considers the fact that the Seljuk state was founded by the Oghuz Seljuks, as well as the internal social policy of the Seljuk empire as a prerequisite for a crisis in the country (late XI and early XII centuries). The Seljuks combined the fragmented political landscape of the eastern Islamic world and played a key role in first and second crusades. Strongly Persianized in culture and language, the Seljuks also played an important role in the development of the Turkic-Persian tradition, even exporting Persian culture to Anatolia. The resettlement of Turkic tribes in the northwestern peripheral parts of the empire with the military strategic goal of repelling the invasions of neighboring states led to the gradual Turkization of these territories. Sultans handed out nobles and ordinary warriors to the nobility - ikta, which made it possible for the sultan to maintain power. At the end of the XI century, large conquests ended, bringing the nobility new lands and military booty, which led to a change in the political situation in the country. Know began to strive to turn their possessions into legally hereditary, and their power over the Rayyats - into unlimited; the owners of large Lenas raised rebellions, seeking independence (Khorezm in the 1st half of the XII century). To provide the army with land (ICT), wages, gifts, food, weapons, uniforms, medicines, the Sultan's government went to any expense. The widespread use of ICT in the army has allowed the creation of a stable mercenary army, specializing in the change of people's squads
