In 2005, a book “Language Advice (4). Lexis. Usage of Loanwords” was published. It contains a list of loanwords of different fields discussed by the State Commission of the Lithuanian Language. In addition to each loanword, a rating is indicated. The article discusses how the loanwords of business, economic and transport fields are treated in this publication. The study showed that the majority of new business and economical loanwords are derived from the English language. The majority of them are assessed as non-recommendable barbarisms. The majority of international words of this field consist of the Latin origin words. In the transport field there is a great number of Slavic origin loanwords. They are also included into the list discussed and are assessed as non-recommendable barbarisms. Here, there are much less new loanwords than in the business and economic fields. International terms of the transport field are more diverse origin-wise than the terms used in business and economic field. The majority of international words of this field derive from the French and English languages.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

ABSTRACT This response to the recent contribution by Matthews (2019) entitled “The Past, Present, and Future of Accounting History” specifically deals with the issues associated with concentrating on counting publication numbers in examining the state of a scholarly research field at the start of the 2020s. It outlines several pitfalls with the narrowly focused publications count analysis, in selected English language journals only, as provided by Matthews. The commentary is based on three key arguments: (1) accounting history research and publication is far more than a “numbers game”; (2) trends in the quality of the research undertaken and published are paramount; and (3) international publication and accumulated knowledge in accounting history are indeed more than a collection of English language publications. The author seeks to contribute to discussion and debate between accounting historians and other researchers for the benefit and development of the international accounting history community and global society.

AbstractGeographic variation of paediatric tonsillectomy, with or without adenoidectomy, (A/T) has been described since the 1930s until today but no studies have investigated the factors associated with this variation. This study described the geographical distribution of paediatric A/T across the state of Victoria, Australia, and investigated area-level factors associated with this variation. We used linked administrative datasets capturing all paediatric A/T performed between 2010 and 2015 in Victoria. Surgery data were collapsed by patient residence to the level of Local Government Area. Regression models were used to investigate the association between likelihood of surgery and area-level factors. We found a 10.2-fold difference in A/T rates across the state, with areas of higher rates more in regional than metropolitan areas. Area-level factors associated with geographic variation of A/T were percentage of children aged 5–9 years (IRR 1.07, 95%CI 1.01–1.14, P = 0.03) and low English language proficiency (IRR 0.95, 95% CI 0.90–0.99, P = 0.03). In a sub-population analysis of surgeries in the public sector, these factors were low maternal educational attainment (IRR 1.09, 95% CI 1.02–1.16, P < 0.001) and surgical waiting time (IRR 0.99635 95% CI 0.99273–0.99997, P = 0.048). Identifying areas of focus for improvement and factors associated with geographic variation will assist in improving equitable provision of paediatric A/T and decrease variability within regions.

Knowledge of English professional terminology is one of the predominant factors for border guards’ successful professional performance during both border and immigration control carried out at their national state border and inside the country and also joint operations organised and implemented by the European Border and Coast Guard at the EU external borders.  The present article suggests an overview of the results of the measures taken by the State Border Guard of Latvia in 2017-2020 to facilitate the improvement of Latvian border guards’ competence in English professional terminology. Based on the results of the survey the author puts forward suggestions for possible improvements in English language training and testing for border guards.

After a period of relative neglect in the 1990s and early 2000s, the Arctic is back on the agenda of the Russian authorities. To ensure efficient coordination and implementation of its Arctic strategy, the government in 2015 established a State Commission for Arctic Development. It was to serve as a platform for coordinating the implementation of the government’s ambitious plans for the Arctic, for exchange of information among Arctic actors, and for ironing out interagency and interregional conflicts. Based on a case study of the State Commission for Arctic Development, this article has a twofold goal. First, it explores the current Russian domestic Arctic agenda, mapping key actors and priorities and examining the results achieved so far. Second, it discusses what this case study may tell us the about policy formulation and implementation in Russia today. We find that while the government’s renewed focus on the Arctic Zone has yielded some impressive results, the State Commission has been at best a mixed success. The case study demonstrates how, in the context of authoritarian modernization, the Russian government struggles to come up with effective and efficient institutions for Arctic governance. Moreover, the widespread image of a Russian governance model based on a strictly hierarchic “power vertical” must be modified. Russia’s Arctic policy agenda is characterized by infighting and bureaucratic obstructionism: even when Putin intervenes personally, achieving the desired goals can prove difficult.

This article presents a new methodology that integrates Competitive Technical Intelligence with Blue Ocean Strategy. We explore new business niches taking advantage of the synergy that both areas offer, developing a model based on cyclic interactions through a process developed in two stages: Understanding opportunity that arise from idea formulation to decision making and strategic development. The validity of our approach (first stage) was observed in the evaluation of an exotic fruit, Anacardium Occidentale, in the South of the State of Veracruz, Mexico with the support of the university ITESM, Campus Monterrey. We identified critical factors for success, opportunities and threats. Results confirm the attractiveness of this crop.

AbstractIn this article, I argue that commercial legislation promulgated and implemented in Egypt during the first half of the 19th century was one of several factors that diminished the effect of merchants’ social networks, reduced merchants’ identity to a purely professional dimension, and made profit dependent upon association with the state. The transformation of merchants’ social roles was not part of a natural evolution toward modernization and the specialized division of labor. Rather, it resulted from interactions between state-building endeavors, pressures from established merchants who sought to parry threats to their position while profiting from new business opportunities, and an influx of merchants from outside the Ottoman sultanate, who could draw neither on personal connections nor on knowledge of local markets but instead had to depend on the protection of the European consulates and the influence of the growing Egyptian state apparatus.

This chapter offers a simplified account of the most basic features of Alfred Tarski's model theory. Tarski foresaw important applications for a notion of truth in mathematics, but also saw that mathematicians were suspicious of that notion, and rightly so given the state of understanding of it circa 1930. In a series of papers in Polish, German, French, and English from the 1930s onward, Tarski attempted to rehabilitate the notion for use in mathematics, and his efforts had by the 1950s resulted in the creation of a branch of mathematical logic known as model theory. The chapter first considers Tarski's notion of truth, which he calls “semantic” truth, before discussing his views on object language and metalanguage, recursive versus direct definition of the truth predicate, and self-reference.

Allowing this kind of commerce, however, would be a greater one.

AbstractApplied linguistics, with its sub-domains of language planning and policy can make significant contributions to language teaching. In order to explore this issue, the authors focus on the contested arena of language minority instruction in the United States. Attention is given specifically to the state of Arizona, where, recently, its educational policies have captured national and even international attention. Of particular concern is Arizona's implementation of a restrictive language policy for the instruction of English Language Learners (ELLs). The authors present a framework for reviewing the relationship between language policies and teacher preparation. Applying this framework to Arizona's teacher preparation for ELLs, we find that the state sanctioned curriculum transmitted a deficit view of students who speak a language other than English and provided prospective teachers with few alternative approaches for their instruction. In response this outcome, the authors recommend that applied linguistics content needs to be embedded within teacher preparation.
