BACKGROUND: Various policies have been issued by the government regarding task force to accelerate coronavirus disease 2019 (COVID-19) handling, ranging from presidential decrees, ministerial decrees, governor decrees, followed by decisions from the implementing agencies regarding the policy outputs, and compliance of the target groups. AIM: This study aimed to identify and analyze changes in task force policies as well as strategies used in handling the COVID-19 pandemic through the Tourism Ambassador program in South Sulawesi which is considered as an effective model for handling COVID-19. METHODS: This research was conducted by applying qualitative method that emphasizes interpretation and phenomena holistically. The analysis used was the model of government policy transformation in the task force through the COVID-19 pandemic handling strategy in the COVID tourism ambassador program in South Sulawesi. This study was participated by informants (participants) who were involved in the COVID Ambassador Tourism Program in South Sulawesi. RESULTS: The Provincial Government of South Sulawesi has made policy changes, especially regarding the COVID-19 handling acceleration task force. There were various changes in the government regulatory policies related to the Regulation of the Minister of Health (Permenkes) of the Republic of Indonesia No. 09 of 2020 to Presidential Decree (Kepres) No. 11 of 2020 regarding regulations for Large-Scale Social Restrictions to accelerate the handling of COVID-19 in South Sulawesi. CONCLUSION: Changes in policy related to the acceleration of COVID-19 control and handling in South Sulawesi resulted in a policy output that showed a decrease in the number of COVID-19 positive cases. Implementing the strategy through the COVID-19 Tourism Ambassador program as a model for handling COVID-19 in South Sulawesi is the right strategy.

This study is to find an alternative model of North Sumatra provincial government policy in resolving the ex-hgu land conflicts of PTPN II plantations in Deli Serdang Regency. This study is based on the fact that regional autonomy as regulated in Law Number 23 of 2014 gives the authority to the regional government in autonomy to resolve disputes over arable land in their territories. One of them relates to ex-HGU PTPN II land disputes starting in 2002 with the Central BPN Decree number 42, 43 and 44 / HGU / BPN / 2002 and Decree Number 10/2004 regarding the granting of an extension of the term of the Right to Cultivate (HGU) covering an area of 5,873 , 068 Ha from PTPN II HGU. However, the problem arises because of legal uncertainty over the distribution of land that had expired during the PTPNII HGU, so that horizontal or vertical conflicts (community cultivators, PTPN II, government and developers) occurred. From the results of the study, it was concluded that first, the ineffective model of handling policies that are appropriate, fast, and comprehensive is carried out by the government. This relates to the problem of land conversion where there is a lack of orderly administration and past land data. So that each party has its own claim on land ownership and ownership. Both the boundary and location of land parcels. Second, legal uncertainty, that there are legislation that overlaps both horizontally and vertically as well as regulated substance

The development of religious extremism in Indonesia continues to increase every year so that serious attention is needed by the government to deal with religious extremism in Indonesia. Indonesia is an archipelagic country where there are various ethnic groups and religions that coexist. However, the development of religious extremism sometimes becomes a serious problem for the Indonesian people because it can have a negative impact and damage the unity between nations and religions. This research uses literature study. This research method is carried out by reviewing various literatures, both books, newspapers, survey reports, academic journals related to religious extremism in Indonesia. The results show that not all religious extremism has an impact on the emergence of terrorism, but the government still must make the right policies in handling religious extremism that can cause division and affect peoples welfare. The policies that have been made by the government are considered appropriate and based on the laws that have been set by the government so that they can have a positive impact in maintaining the unity and integrity of the Indonesian nation.

Transportasi dan angkutan umum merupakan suatu persoalan yang selalu dihadapi oleh pemerintah di berbagai daerah di tanah air ini, terutama daerah yang memiliki suasana kota yang yang ramai karena  padatnya penduduk serta tingginya intensitas masyarakatnya diikuti dengan tidak sesuainya jumlah moda transportasi umum serta belum seimbangnya luas ruas jalan antar kota dalam propinsi yang  mempunyai struktur serta aktifitas penduduk sudah tergolong sagat tinggi. Regulasi kebijakan pemerintah propinsi Jawa Timur yang tertuang dalam Peraturan Gubernur Jawa Timur No. 27 Tahun 2016. Dinas perhubungan sebagai implementor, melakukan sosialisasi kepada masyarakat, serta menyediakan sarana sebagai pendukung dalam system transportasi di Jawa Timur. Dalam penelitian ini kami menggunakan metode kualitatif yang menghasilkan gambaran (deskripsi) mengenai hal-hal yang berkaitan dengan apa yang diteliti. Kualitatif sendiri merupakan wujud kata-kata dari pada deretan angka-angka. Pendekatan metode deskriptif dapat diartikan sebagai pemecahan masalah dengan menggambarkan atau melukiskan keadaan subjek atau objek penelitian, baik perilaku individu, kelompok masyarakat, lembaga-lembaga dan lain-lain sebagainya.Kata kunci : Implementasi, Pelayanan PublikABSTRACT. Public transportation and transportation is a problem that is always faced by the government in various regions in this country, especially areas that have a bustling city atmosphere due to overcrowding and high intensity of the community followed by mismatching the number of modes of public transportation and the imbalance of the size of roads inter-city in the province which has a structure and activity of the population is already classified as very high. East Java provincial government policy regulations contained in East Java Governor Regulation No. 27 of 2016. Transportation Agency as an implementor, conducts socialization to the community, and provides facilities as a support in the transportation system in East Java. In this study we used a qualitative method that produced a description (description) of matters relating to what was studied. Qualitative itself is a form of words rather than a row of numbers. <div><p class="Authors"><em>Transparency in South Sulawesi Provincial Government has been applied in efforts to achieve good governance. The problems of this research are; (1) how to transparency in local governance, (2) what factors inhibiting transparency in local governance, and (3) what is the right strategy is used in implementing the transparency of the regional administration. This study aims to: 1) describe the transparency in local governance, 2) analyze the factors that become an obstacle to transparency in local governance, and 3) to apply the right strategy in the transparency of the regional administration. The study found that transparency in governance has been run as expected in the areas of budget, staffing, procurement of goods and services. Human resources mentality of corruption, overlapping rules, the financial system is weak, weak law enforcement and a tolerant society are all factors that become an obstacle to transparency in local governance. Transparency strategy is appropriate intensive use in implementing the transparency of the regional administration. Through this model of good governance transparency can be realized as a solution to overcome the problems of the dynamics of government activity that is not transparent and minimize the factors inhibiting the realization of good governance transparency.</em><em></em></p></div>

Two chief reasons then lay back of this decision: a huge supply of alcohol was needed for the manufacture of gunpowder, and the devastation of the beet-growing regions of the north had severely limited production of beet alcohol, thereby throwing the domestic market out of balance. A law of 30 June 1916, adopted under emergency procedure, established a state agency empowered to purchase alcohol. At the end of the war, a decree of 1919 accorded the government the right “provisionally” to maintain the state monopoly. In 1922 the beetgrowers and winegrowers gave their support to the principle of a state monopoly which, in effect, reserved the industrial market for beet alcohol and the domestic market for viticulture. In 1931 the state was authorized to purchase alcohol distilled from surplus wine.

AbstractThis article examines the legal protection of ex-tenants after disasters in Japan. The “Act Providing Temporary Measures concerning Land Lease and Building Lease in the Cities Damaged by War” of 1946 conferred not only the right to lease rebuilt buildings, but also the right of ex-tenants to lease the land of destroyed buildings. Therefore, many victims of the war disaster were entitled to construct and keep self-made shelters on the site of destroyed buildings. Thus, emergencies created exceptions to general rules or principles. The implementation of the Lease Act of 1946 was initially limited to the war disaster, but the government later issued the implementation Cabinet Orders of the Lease Act of 1946 to major disasters until 2004. However, in the case of the Great East Japan Earthquake of 2011, the local communities and local bar associations raised strong oppositions against the Lease Act of 1946 on the motif that the implementation of the Lease Act of 1946 would cause complicated legal and social problems. The Ministry of Justice decided not to enact an implementation Cabinet Order of the Lease Act of 1946. The Japanese Diet adopted a new Act regarding the lease in time of disaster in June 2013 to abolish the right to lease land and to lease newly rebuilt buildings as well. In a highly developed modern society, it is difficult to justify exceptions to general principles even in the case of emergencies caused by large-scale disasters.


Subject Pre-election politics in Ecuador. Significance Deteriorating economic conditions, declining public spending and falling support for the government have provided opposition forces with a favourable climate to make gains in advance of next year's general elections. However, with little over eight months before voters are scheduled to go to the polls, the opposition is fragmented and the main challengers are uncertain. The political landscape is further complicated by uncertainty over who will stand for the ruling party. While President Rafael Correa has repeatedly stated that he will not compete, he may yet seek election for a fourth successive term. Impacts Constitutional reform, media freedom, security and tax reductions will be the focus of electoral campaigns from the right and centre. Preventing large-scale mining, environmentalism, creating a plurinational state and wealth redistribution will be central to the left. The full list of parties and candidates authorised to compete in the elections will not be known until the year-end.

The percentage of green open space (RTH) in Jakarta is only 9.6%. It is very lower than the minimum limit which be set by the World Health Organization (WHO), which is 30% of total area of a city. One cause of the least of remaining green open space in Jakarta is the fast growing of settlements. To prevent green open space in Jakarta is not diminished, Jakarta Provincial Government needs to change the strategy of development of settlements from horizontal to vertical. Vertical settlement is shaped in flats or apartments. Flats or apartments are the right alternative to answer the high demand of land for settlement on one side and still be able to maintain the integrity of the vast green open space on the other side. Despite this effort to realize the vertical settlements are blocked by three factors, i.e.: society, developer, and the Provincial Government of Jakarta. To overcome these problems, there are three factors to consider in determining government policy, namely: discourse / narratives, politic interest, and actors / network.

This study aims to identify the coverage of the Covid-19 Task Force in the three online editions of March 20-23, 2020. The four stages of Framing Entmant include: Define Problem, Diagnose Cause, Make moral judgment, and Treatment recommendations. This research uses Robert N. Entman's framing analysis method with a qualitative approach. The results showed that Define Problem in reporting related to government policy in cooperating with influencers was considered not the right choice, the diagnosis cause was shown in the form of indifference to millennials in response to the Covid-19 pandemic, Make a moral judgment in the form of an assertion that influencers were not paid in this program as a form of their contribution to the country, and the treatment recommendations offered are that the government equip influencers with a strong understanding of COVID-19 before becoming a mediator in delivering messages to millennials. Online media is a public space that is considered important as a reference in increasing general information literacy so that the news is expected to be more objective and educational.Penelitian ini bertujuan untuk mengidentifikasi pemberitaan mengenai Gugus Tugas penanganan Covid-19 di ketiga media online tersebut edisi 20-23 Maret 2020. Empat tahap Framing Entmant mencakup: Define Problem, Diagnose Cause, Make moral judgment dan Treatment recommendation. Penelitian ini menggunakan metode analisis framing Robert N. Entman dengan pendekatan kualitatif. Hasil penelitian menunjukan bahwa Define Problem dalam pemberitaan berkaitan dengan kebijakan pemerintah dalam menggandeng para influencer dinilai bukan pilihan yang tepat, Diagnose cause ditunjukkan dalam bentuk sikap acuh para generasi milenial dalam menanggapi pandemi Covid-19, Make moral judgment dalam bentuk penegasan bahwa para influencer tidak dibayar dalam program ini sebagai bentuk kontribusi mereka kepada negara, dan treatment recommendation yang ditawarkan adalah pemerintah membekali influencer pemahaman yang kuat terkait covid-19 sebelum menjadi mediator penyampai pesan bagi milenial. Media online merupakan ruang publik yang dianggap penting sebagai rujukan dalam meningkatkan literasi informasi masyarakat, sehingga pemberitaannya diharapkan agar lebih objektif dan mendidik.

The purpose of this study was to determine the implementation of the communication strategy carried out by the Head of the Tasikmalaya City Covid-19 Cluster Team in the implementation of Large-Scale Social Restrictions (PSBB). The research method used is a qualitative method with data collection techniques interview, observation and documentation. The results showed that the implementation of the communication strategy carried out by the Task Force Team of the City of Tasikmalaya was in accordance with the indicators of the communication strategy ranging from the communicator determination strategy, message determination strategy, media determination strategy and audience determination strategy. The communication strategy implemented resulted in the fact that the spread of Covid-19 in Tasikmalaya City had decreased due to the implementation of discipline carried out by the apparatus as the Tasikmalaya City Covid-19 Task Force Team and communication that was conveyed to the public with the right strategy. The implementation of the communication strategy that has been carried out by the Task Force Team, the implementation of the report on the results of the Tasikmalaya City discipline presentation is reported directly to the Governor who is charged to Kominfo with the local Government.
