The complex issues of engineering education in a modern university are highlighted in this study from the perspective of the implementation of a competence-based approach. It is worth noting that the development of future basic professional competencies for engineers within a university context requires updating the content of higher education in transition areas with emphasis on results. There is also an opinion that today many characteristics of engineering education need to be improved. However, education in engineering, despite many developments, still falls short of the level of economic, scientific, technical, social, and cultural targets that are required for it to be effective. A defined set of problems for training future engineers in the context of the competency approach are therefore identified here: fundamentalization of the content of engineering education and improving its intellectualization; the formation and development of student engineering creativity; the development of ecological thinking; a humanization of the content of engineering education, and; professional skills and personal self-development for future engineers. These related problems require innovative approaches and solutions to the development of the content and organization of educational process in the preparation of the future engineers at university. The aim of the study is to determine the basic professional competencies of the future engineer and, on this basis, to identify and characterize the fundamental directions and ways of modernizing the content of engineering and technical education in higher education. The research is based on a survey of students and teachers of engineering specialties of M. Auezov South Kazakhstan State University, analysis of study programs and academic planning documentation of universities, theoretical analysis of references on the issues of engineering education, pedagogical modeling of the content of engineering education based on a competency-based approach.

The purpose of this paper is to research the ways of integrating sustainable development into study programs of engineering faculties in an international context, as well as to analyze the current state of engineering education for sustainable development at the universities of the Republic of Serbia. Therefore, a desktop research, as well as an analysis of the engineering education curricula, have been conducted. The results of the research indicated to two possible approaches to the integration of SD into the engineering curricula - in the form of special subjects dedicated to the problems of sustainable development in the engineering, or as an integrative approach which implies that sustainable development becomes an integral part of the entire curriculum. Subjects dedicated to sustainable development have been identified at all universities, but not at all faculties where engineers are educated in the Republic of Serbia, they are present at all levels of study (undergraduate, master, doctoral), as well as within applied, integrated and specialist studies, and by status they are most often elective. The results confirm that the engineering curricula open up towards the questions of sustainable development both in international context, and in higher education of the Republic of Serbia and as such, they can serve to the relevant ministries of education and science, universities and engineering faculties as a recommendation in which way to plan and design higher education of engineers in the future in order to provide overall support in the integration of sustainability into the engineering.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.

The Latvian language as a foreign language (LATS) is learned both in Latvia and abroad. It can be done in higher education institutions, as well as in different courses and self-directed learning. Outside Latvia, there are many countries and higher education institutions where it is possible to acquire LATS. In some higher education institutions, the Latvian language has been taught since the beginning of the 20th century. The oldest LATS teaching traditions are in North America, Germany, Sweden, Lithuania and Australia. In some universities, such as Stockholm University, Masaryk University, Saint Petersburg State University, etc., academically strong study programs in Baltic Studies were established. Over time, study programs have been closed for various reasons, at most leaving the Latvian language as an optional course. At some universities, the Latvian language course has been discontinued. Although in some higher education institutions outside Latvia LATS could be acquired starting from the beginning of the 20th century, the most significant interest in the Latvian language was after the restoration of independence of the Republic of Latvia. Then many higher education institutions in Europe established Latvian language and culture study programs. This interest was related to the geopolitical situation. People tried to get to know the post-Soviet countries through the language. When Latvia joined the European Union, interest in the Latvian language decreased in Europe. Nowadays, interest in the Latvian language has increased in Asia, especially in China. In Asia, it is possible to acquire the Latvian language in China and Japan. There are established different Latvian language bachelor programs in universities of China while in Japan the Latvian language is taught for somebody interested in Latvian culture and traditions more than in the Latvian language.

The article reveals the problem of finding pedagogical conditions of the formation of a sanitary and hygienic culture of future engineer-teacher in the field of food technologies. The peculiarities of the formation of sanitary and hygienic culture in future specialists in the educational process of higher education are highlighted. They will provide the following pedagogical conditions: providing positive motivation of future engineer-teachers of food technologies to form sanitary and hygienic culture through updating introduction of interdisciplinary links with the relevant software and methodological support; introduction of the discipline of free choice; using the potential of industrial practice to gain experience in the formation of sanitary and hygienic culture.The transition of the state from a planned to a market economy requires an increase in the competitiveness of food production, so the future engineer-teacher in the field of food technologies must meet high requirements for the level of ability and willingness to act effectively in professional activities, which involves solving various socio-psychological, economic and technical problems with the possibility of introducing new educational technologies. Purposeful activity in the direction of rethinking the formed stereotypes, the search of new pedagogical approaches in terms of increase of own professional readiness and professional and personal qualities will allow the future engineer-teacher on completion of the higher education institution to possess a complex of engineering and pedagogical knowledge necessary for future productive professional activity. The effectiveness of training depends on the environment of the higher education institution and specific conditions for the educational process, i.e., to establish the level of readiness of the future engineer-teacher, it is necessary to determine the pedagogical conditions to ensure an effective educational process. Purpose of the study: The paper is devoted to the formation of approaches to international cooperation in the field of higher education. Main Findings: It has been established that in the future, there is a need for broad initiatives from all countries for the qualitative improvement of higher education. It has been determined that the most important basis for the future prosperity of the world economy and society is a strong and diverse training of young people. Applications of this study: From the point of view of further development of new educational information means, the importance of non-formal education integrated into the educational process will grow. The originality of this study: It has been proved that self-education will play an increasing role. In the field of higher education, the cooperation between different partners and a wide range of different educational opportunities will be developed in order to give everyone the opportunity to improve their knowledge, both in the personal and professional sphere.

The formation of global competences for learners at all levels of professional engineering and mining education as the basis for the successful career and social life has become increasingly urgent in modern fast-changing world. The solution to this problem involves several aspects: first, identification and description of the basic elements and the structure of the global competences within the competency-based approach; second, the interpretation of global competences and their components taking into account convergent and divergent global processes in all spheres of human activity. Third, the development of tools to facilitate the reform of education, to ensure the quality improvement of the educational process, procedures, evaluation of results and ensuring the growth of quality indicators of the results of education.

Curriculum is a crucial component of any educational process. Curriculum development and instructional management serve as effective tools for meeting the present and future needs of the local and national communities. In trying to strengthen the quality assurance system in Philippine higher education, institutions of higher learning were mandated to upgrade higher education curricular offerings to international standards. Anchored on the PMI framework, data were gathered through indepth review of documents, interviews with program coordinators and on-site observation in selected schools offering Medical Technology program in U.S.A., Australia, Singapore, Japan, Thailand and Canada. The benchmarking results showed that there were major “plus” and “interesting” points that can be used as guide in the innovation of the existing Philippine Medical Technology program and can become the basis of enabling implementation activities: reform and improve curriculum structure, content, teachinglearning strategies and employ competency-based assessment process.   Keywords - curricular reform, international benchmarking, medical technology

Some time ago, Minister of Education and Culture (Mendikbud) Nadiem Makarim launched a program called "Merdeka Learning" aimed at Universities / Colleges which is also known as the Independent Campus. The discourse conveyed by the Minister of Education and Culture regarding the Merdeka Campus has four policies in the scope of higher education, namely (1) Opening of new study programs, in which this program provides autonomy for State (PTN) and Private Universities (PTS) to open or establish new study programs, (2) Higher education accreditation system, (3) Freedom for PTN Public Service Agency (BLU) and Work Unit (Satker) to become PTN Legal Entity (PTN BH), (4) Right for students to take courses outside the study program and changing the definition of the Semester Credit System (SKS). The purpose of this study was to determine how the Medan State University Student Response to the Discourse of the Merdeka Campus. The data collection technique used in this study used several methods including literature study, observation, interviews, and documentation. This data analysis technique uses a qualitative descriptive method which is used to describe a situation that is currently running at the time the research is carried out and examines the causes of a particular symptom, then analyzed by conducting a conceptual examination of a statement so that the clarity of the meaning contained in the statement can be obtained. the. Where all the speakers know the discourse on an independent campus that has been conveyed by the Minister of Education and Culture some time ago, but from the results of the interviews conducted in more depth, five people only approved and three people did not approve of the independent campus.

The article talks about the postmodern approach to studying the problem of reflexive competence of future specialists, requires a comprehensive analysis of the organization and content of the educational process in higher education institutions. The postmodern concept of professional reflection and personal reflexivity of students is highlighted, it determines the ratio of these formations as unique individual phenomena, their influence on the formation and manifestation of professional and professional competence at the creative-professional, cognitive and personal-motivational levels. The concept of reflectivity of the future specialist is specified. The structure of professional reflection of students is specified. The value of pedagogical practice for the development of professional reflection in future professionals from the standpoint of the postmodern approach is emphasized. The model of formation and development of personal-professional reflectivity in future specialists at the competence, cognitive, personal-motivational, emotional and evaluative-behavioral levels is presented.
