Some time ago, Minister of Education and Culture (Mendikbud) Nadiem Makarim launched a program called "Merdeka Learning" aimed at Universities / Colleges which is also known as the Independent Campus. The discourse conveyed by the Minister of Education and Culture regarding the Merdeka Campus has four policies in the scope of higher education, namely (1) Opening of new study programs, in which this program provides autonomy for State (PTN) and Private Universities (PTS) to open or establish new study programs, (2) Higher education accreditation system, (3) Freedom for PTN Public Service Agency (BLU) and Work Unit (Satker) to become PTN Legal Entity (PTN BH), (4) Right for students to take courses outside the study program and changing the definition of the Semester Credit System (SKS). The purpose of this study was to determine how the Medan State University Student Response to the Discourse of the Merdeka Campus. The data collection technique used in this study used several methods including literature study, observation, interviews, and documentation. This data analysis technique uses a qualitative descriptive method which is used to describe a situation that is currently running at the time the research is carried out and examines the causes of a particular symptom, then analyzed by conducting a conceptual examination of a statement so that the clarity of the meaning contained in the statement can be obtained. the. Where all the speakers know the discourse on an independent campus that has been conveyed by the Minister of Education and Culture some time ago, but from the results of the interviews conducted in more depth, five people only approved and three people did not approve of the independent campus.

Salah satu indikator keberhasilan pengajaran adalah mampu membawa siswa dapat berpikir kritis. Salah satu cara yang dapat dilakukan untuk dapat menumbuhkan pola berpikir kritis adalah pemberian pertanyaan yang baik. Penelitian ini bertujuan untuk mendeskripsikan (1) tipe pertanyaan dosen dan mahasiswa, (2) dimensi kognisi yang terkandung dalam pertanyaan yang dibuat oleh dosen dan mahasiswa, dan (3) dimensi pengetahuan yang terkandung dalam pertanyaan dosen dan mahasiswa jenjang S-1 dan S-2 pada Program Studi Pendidikan Bahasa dan Sastra Indonesia Universitas Negeri Yogyakarta. Sumber data penelitian ini adalah pertanyaan yang diajukan oleh dosen dan mahasiswa dalam pembelajaran di kelas. Data yang berupa pertanyaan-pertanyaan dikumpulkan dengan cara direkam dan dicatat. Instrumen yang digunakan dalam penelitian ini adalah human instrumen dan indikator tuturan yang mengandung pertanyaan. Berdasarkan hasil analisis data dapat ditarik tiga simpulan. Pertama, jenis pertanyaan yang diajukan oleh mahasiswa dan dosen pada jenjang S-1 dan S-2 ada dua, yaitu pentanyaan konvergen dan pertanyaan divergen. Kedua, dimensi kognitif pertanyaan mahasiswa S-1 masih berada pada tingkat C2 dan C3, dengan tingkatan C2 lebih banyak dibandingkan dengan C3; sebaliknya pertanyaan dosen S-1 sudah banyak ke arah C3 dan sudah mulai ke C4. Yang berarti pertanyaan mahasiswa dan dosen S-2 sudah mengarah ke kongnisi tingkat tinggi. Ketiga, dimensi pengetahuan pertanyaan mahasiswa dan dosen S-1 mencakup pengetahuan konseptual dan prosedural, sedangkan dimensi pengetahuan pada pertanyaan mahasiswa dan dosen S-2 mencakup dimensi konseptual, prosedural, dan metakognitif, sebagian besar berada dalam dimensi pengetahuan prosedural yang berarti mahasiswa bergerak pada pola pikir yang lebih abstrak dan rumit.Kata Kunci: dimensi pertanyaan, dimensi pengetahuan, pembelajaran kelasDIMENSIONS OF LECTURER AND STUDENT QUESTIONS ON LEARNING IN CLASSAbstract One indicator of teaching success is being able to bring students to think critically. One way that can be done to be able to grow critical thinking patterns is giving good questions. This study aims to describe (1) the types of lecturer and student questions, (2) the dimensions of cognition contained in the questions made by lecturers and students, and (3) the dimensions of knowledge contained in the questions made by lecturers and students in the undergraduate and graduate in the Indonesian Language and Literacy Education Study Program of Yogyakarta State University. The data source of this research is the questions posed by lecturers and students in Indonesian language and literature study programs at the time of the class chase, both for bachelor and master degree programs. Data in the form of questions are collected by means of recorded and recorded. The instruments used in this study are human instruments and speech indicators that contain questions. Based on the results of data analysis three conclusions can be drawn. First, the types of questions posed by students and lecturers at the bachelor and master level are two, namely convergent questions and divergent questions. Second, the cognitive dimensions of S-1 student questions are still at levels C2 and C3, with higher C2 levels. compared to C3. On the other hand, there are many questions from the S-1 lecturer towards C3 and have started to C4. the question of students and S-2 lecturers who have led to a high-level technician. Third, knowledge on the questions of students and lecturers of S-1 covers conceptual and procedural knowledge, the knowledge on the questions of the S-2 students and lecturers included the conceptual, procedural, and metacognitive changes. Most are in the dimensions of procedural knowledge. That is, students move on a more abstract and complex mindset.Keywords: question dimension, knowledge dimension, classroom learning

AbstractShearch for information on graduates of Indonesian Language Study Programs a the Faculty of Language and Art. Paper. Library and Archives Information Study Program, Indonesia dan Regional Language and Literature Departement, Language and Art Faculty, Padang State University. In this paper we discuss the search for graduates of the UNP Language and Arts Faculty of Indonesia Language Study Program. The purpose of this study was to determine the profile of Indonesia Education Study Program graduates and to know the competency and employment of these graduation. The research method approach used is a qualitatif method. Data was collected using questionnaires. The location of this study was carried out on the application or distributing questionnaires through social media. The object of the search was the Inodesian Language Education alumni who responded to 47 alumni. The data collection technique was by sharing questionnaires through WhatsApp media. Analyze the data used by using the google form application. First based on the results of the study, concluded the following matters. Graduates of the Indonesian Language Study program every year do not settle or go up and down, many respondents are among women with the dominant year of entry in 2014, the lenght of the waiting period for employment before graduation 1-3 months while their first job is < 3 months. The two Indonesian Language Education alumni are mostly looking for work through the internet, the level, and they work in the education sector, both private and obtain the first salary of RP. 1.000.000 and the first salary of Rp. 1.000.000- IDR 2.000.000.Keyword: search; education; alumni

The Latvian language as a foreign language (LATS) is learned both in Latvia and abroad. It can be done in higher education institutions, as well as in different courses and self-directed learning. Outside Latvia, there are many countries and higher education institutions where it is possible to acquire LATS. In some higher education institutions, the Latvian language has been taught since the beginning of the 20th century. The oldest LATS teaching traditions are in North America, Germany, Sweden, Lithuania and Australia. In some universities, such as Stockholm University, Masaryk University, Saint Petersburg State University, etc., academically strong study programs in Baltic Studies were established. Over time, study programs have been closed for various reasons, at most leaving the Latvian language as an optional course. At some universities, the Latvian language course has been discontinued. Although in some higher education institutions outside Latvia LATS could be acquired starting from the beginning of the 20th century, the most significant interest in the Latvian language was after the restoration of independence of the Republic of Latvia. Then many higher education institutions in Europe established Latvian language and culture study programs. This interest was related to the geopolitical situation. People tried to get to know the post-Soviet countries through the language. When Latvia joined the European Union, interest in the Latvian language decreased in Europe. Nowadays, interest in the Latvian language has increased in Asia, especially in China. In Asia, it is possible to acquire the Latvian language in China and Japan. There are established different Latvian language bachelor programs in universities of China while in Japan the Latvian language is taught for somebody interested in Latvian culture and traditions more than in the Latvian language.

Abstract Introduction:The authors of this paper base their research on the following assumption: the development of both geragogic education (older adult education) and profession is conditioned by the existence of a study program of geragogy provided by departments of geragogy created at universities (as public institutions of higher education). The fact remains that a qualified training of geragogues is absent in the Slovak conditions. Purpose:When compiling a graduate profile, inclusive of a list of competences that a geragogue should possess, a range of specific local circumstances needs to be taken into consideration. Subsequently, it is necessary to define a position of a geragogue. Geragogue is a professional working in the field of senior education, just like a pedagogue or an adult educator work in their fields. It is also important to identify and accentuate the philosophical and social context in which these professionals are confronted with the demands of today’s society, in a form of a society based on knowledge, questions of the ongoing social changes and defining the meaning of life. Results:The task of creating the department and program of geragogy is formulated as a social demand of the time, debunking the current myth of the crisis of universities. In history, a university was a vital place where the values serving social integration emerged. It was also a practice field for the educators to train so they could spread these values and transform them into social skills. Conclusion:In the conclusion, the authors propose key areas of undergraduate training of geragogues, including the definition of institutional anchoring, with the goal to contribute to ongoing professional discussion and to creation of the department and the program of geragogy.

The interest of students to continue studying at the Politeknik Pariwisata Makassar is very large and increases from year to year.. This study aims to formulate a development strategy for the Food and Beverage Service Management study program as one of the superior study programs at Makassar Tourism Polytechnic. This research uses descriptive quantitative method. Respondents in this study totaled 241 consisting of 140 male respondents and 101 female respondents who were a combination of students, lecturers/staff of the Food and Beverage Service Management study program at Makassar Tourism Polytechnic, hotel/restaurant employees, entrepreneurs, employees of other companies, and that hasn't worked. The data collection techniques used in this study were: questionnaires, interviews, Focus Group Discussion (FGD), and literature study. The data analysis technique was carried out in three stages, namely the input stage, the matching stage and the decision stage. The conclusion of this research is that the analysis results from the IFAS matrix show that the strength factor of the study program is much greater than the weakness factor so that the study program has strengths or advantages that can be developed. Meanwhile, the results of the analysis from the EFAS matrix show that the opportunities the study program has are greater than the threat factors so that the study program has a greater chance of being developed. As for the results of the QSPM matrix analysis, the TAS value that has been listed is that the W-O strategy gets the highest value of 6,354, the W-T strategy is 6,027 then the S-O strategy is 5,976 and finally the S-T strategy is 5,869. That is, the development strategy of the MTH study program is compiled in 14 priority strategies from 20 formulated strategies consisting of the W - O Strategy (5 strategies), the W - T Strategy (4 strategies), the S - O Strategy (3 strategies), and the S - T (2 strategies).

Open and Distance Learning (ODL) has a long history, one marked by the emergence of open universities, which was a critical development in the ecology of openness. Open universities have taken on significant local and global roles within the framework of meeting the needs of their respective regions of influence, and as such, their roles have evolved over time. Against this background, the purpose of this research is to explore the open university phenomenon by examining the case of Anadolu University in Turkey, a mega university that has transformed into what is now a giga university. More specifically, the research first looks at openness in education and how the concept itself has led to the emergence of open universities, before turning attention to Anadolu University, which is a dual-mode, state university with around 3 million enrolled students. Other issues that are addressed as part of this research include the rise of ODL and how it positioned itself within Turkish higher education; the historical development of Anadolu University and its massiveness, in terms of student numbers and services provided; local and global ODL practices; learner profiles, learning materials and spaces; exams and assessment and evaluation processes; learner support services, and Anadolu University’s contribution, as an open university, to the field of ODL. The research shows that as an open university, Anadolu University has narrowed the information gap and digital divide, has enhanced equality of opportunity in education, and has provided lifelong learning opportunities. More importantly, as an institution that has gone beyond the conventional understanding of an open university, Anadolu University serves as a catalyst of change and innovation in its emergence as a role model for other higher education institutions. The following recommendations were able to be developed from the examinations of this study: (1) develop a definition of “openness” based on the changing paradigms of the 21st century and online learning, (2) enter into national and international collaborations between open universities, (3) adopt culturally relevant open pedagogies, (4) develop and design heutagogy-based curricula, and (5) unbundle ODL services in mega and giga universities.

The purpose of this research was to determine the effectiveness of various teaching methods used in higher education and the perception of the students regarding these methods. In order to determine the possible ways to obtain strategic advantages and benefit from the strengths, the university has to know what drives foreign students in choosing a certain study program, even if it is outside their country of origin. At the same time, knowing the disadvantages that prevent them from doing so, helps the university include ways to correct the weaknesses or to offer solutions to them. The students, participating in this research, are enrolled at the European University in Madrid, from different study programs and degrees (license, master and doctoral programs) and were asked to answer a questionnaire about the use of teaching methods, about their perceptions upon effective teaching and the reasons that have determined them to choose to follow a study program. The results were in favor of a higher use of projects, group activities and case studies during classes and seminars at the European University of Madrid and of using new technologies in the educational system (e-learning, simulations, use of intranet, and activities in laboratories). As a primer characteristic searched for when choosing a study program, the students mentioned practice, mainly for developing abilities useful for applying for a job as soon as possible. It is, therefore, important to analyze the teaching methods and this research helps us understand how students see the teaching process and which are the methods that help them to better understand and to be more active during classes. Key words: creativity development, innovative teaching, practical activities, teaching methods.

The research aims to study and analyze the influence of lecturer’s competence and learning process on study program competitive advantage either in simultaneous and partiality at private higher education in North Sumatera. This research was conducted by census methods over 44 S1 Management studies in Private Higher Education Kopertis of Regional I North Sumatera. The data used in this research were primary data collected by questioners. The research respondents were head and students of study programs.  The validity and reliability of the data was tested before hypothesis testing. The data analysis for hypothesis testing was the path analysis. This research concludes that: the role of lecturer’s competence and learning process influential significantly toward study program competitive advantage. Partially from both independent variables, the influence of lecturer’s competence toward study program competitive advantage is greater than learning process.
