The modern tasks of agriculture are concentrated in the area of reconciling the contradictions between increasing growth rates in conditions of limited natural resources and protecting the interests of citizens and the environment. The study is devoted to the overview of the current state, consideration of development prospects and analysis of the experience of the People's Republic of China in assessing the efficiency of agricultural production based on an index system of indicators, including 12 indicators grouped by social, environmental and economic characteristics, combined into a comprehensive development index. As a result of the study, the problems and mechanisms of support to rural areas at the state level, which can be useful to other agricultural territories and states, have been identified.

The issue of food self-sufficiency in the region becomes the most relevant in times of crises and pandemics. To answer this question, it is necessary to analyze the current state of agriculture and identify trends inherent in the industry. The article assesses the role of agriculture in the economy of the region. The characteristics of the development of crop production and animal husbandry are given, quantitative and qualitative factors are analyzed, and production growth reserves are identified. The material and technical base of the industry is analyzed, the main directions of state support for agricultural producers are described, and a conclusion is formulated about the level of food self-sufficiency in the region under consideration. The directions of development of the industry to ensure the growth of gross agricultural production are proposed. The study is based on the statistical data of the Irkutsk region for the period 2005-2019.

The article explores the modern State and development dynamics of livestock industry of Ukraine, as one of the leading branches in the market. Indicators of production and consumption of livestock farming products are vital when determining the population living standards. Livestock industry is the main source of high quality food products supply, and its products are raw materials for the processing industry. Basing on the above the issue of livestock revival gets exceptionally acute in the country. The article analyzes the current state of livestock products market development in Ukraine and its capabilities in the modern world economic space. The main trends of livestock products export are examined. The share of export in the total amount of livestock production is defined. It is ascertained that the main reasons for the livestock production and export decline are the reduction of the population of livestock of all types: cattle, pigs, poultry, and the lack of State support. Prospective directions for the domestic agricultural products export extension primarily to the EU market are suggested: development of farming as the main component of the competitive domestic agricultural production system, increase of infrastructural projects financing, development of the financial infrastructure of the agricultural sector, improvement of the investment climate in the country. Firstly, the necessity to develop farming as the main component of the competitive domestic agricultural production system. This time formation of an open competitive environment within the whole agricultural market rather than direct financial support to specific agricultural producers, which is so much popular by now in Ukraine, has to be the key direction of livestock farming revitalization. Only in this case the development of farming in Ukraine will lead to the activation of agricultural cooperation and the diversification of agricultural products variety to be potentially exported to the European market. Secondly, a consistent policy of reducing the share of direct subsidies paid as a financial support to the agricultural sector, while increasing the expenses aimed at the implementation of infrastructure projects, especially emphasizing modernization of marketing, transport-logistics and informational infrastructure of agricultural market of Ukraine and its regions. Thirdly, an important tool to stimulate exports of agricultural products from Ukraine and increase its diversification is the development of the financial infrastructure of the agricultural sector. First of all this means the formation of the modern model of financial-credit service supply for agricultural producers based on the introduction of different forms of financial leasing, non-bank credits, agricultural insurance, factoring and venture capital operations in agriculture, etc. Fourthly, intensive implementation of steps to improve the investment climate in most regions of our country, taking into account the specifics of their agricultural production. To do this, it is necessary to create a modern industry for industry direct foreign investment attraction, including the formation of agricultural clusters and agri-technoparks focused on the intensification of modern agricultural technologies transfer to Ukrainian market. Hence, the state and development dynamics of the livestock industry affect not only economic performance of agriculture, but also quality of life, well-being and food security of the population. Especially it is necessary to note the fact that livestock farming satisfies the needs of the domestic food market and current situation in the industry is also directly caused by the problem of declining incomes, which recent years have been falling in connection with the population’s income and paying capacity decrease.

The article examines the system of state regulation of agriculture in the Republic of Kazakhstan, state regulation of agricultural relations is carried out, first of all, through the publication of laws and other normative acts that determine the legal status of agricultural producers, their rights and obligations in land, property tax, labor, financial and credit and other ways. The article assesses the current state of the structure of budgetary funds allocated for the development of agriculture over a number of years, an analysis of financial support for agriculture in the Pavlodar region, which showed that in Kazakhstan, mainly monetary and financial support instruments dominate. Conclusions and recommendations for financial support of agriculture are formulated. The authors of the article proposed strategic goals for the development of agricultural production in Pavlodar region, the achievement of which is inextricably linked with the definition of priorities for the development of agricultural production in the region, taking into account the peculiarities of the natural and climatic zones of the Pavlodar region. Improving the system of state support for agricultural production also requires improving non-financial methods to stimulate the development of agricultural production. In order to increase the efficiency of state support, the authors propose to improve the subsidy system. В статье рассмотрена система государственного регулирования сельского хозяйства в РК, государственное регулирование аграрных отношений осуществляется, прежде всего, путем издания законов и других нормативных актов, определяющих правовой статус сельскохозяйственных товаропроизводителей, их права и обязанности в земельных, трудовых, финансово-кредитных и других отношениях. В статье проведена оценка современного состояния структурыбюджетных средств, выделяемых на развитие сельского хозяйства за ряд лет, анализ финансовой поддержки сельского хозяйства в Павлодарской области, который показал, что в Казахстане доминируют в основном денежные и финансовые инструменты поддержки. Сформулированы выводы и рекомендации для финансовой поддержки сельского хозяйства. Авторами статьи предложены стратегические цели развития сельскохозяйственного производства Павлодарской области, достижение которых, неразрывно связано с определением приоритетов развития сельскохозяйственного производства области с учетом особенностей природно-климатических зон Павлодарской области. Совершенствование системы государственной поддержки сельскохозяйственного производства также требует совершенствования нефинансовых методов стимулирования развития сельскохозяйственного производства. С целью повышения эффективности государственной поддержки авторы предлагают совершенствовать систему субсидирования.

Domestic economy has been largely driven by the agrarian sector in recent years. Agricultural companies need funds to finance their current activities, introduction of new technologies, insurance of existing risks, development of trade and transport infrastructure. For this purpose, they use their own and borrowed financial resources. However, the agrarian business is trapped in limited access to resources in the presence of a large number of financial instruments in the Ukrainian market. Research on the financial support of agricultural enterprises, including agricultural producers, shows that they mostly work at their own expense. Although the share of self-financing of economic activity is considerable, it is not sufficient to meet all needs. As agrarian business has certain peculiarities, it imprints on instruments of accumulation and use of financial resources in this sector of economy. The article deals with the problems related to the financial support of the agricultural production of Ukraine, which highlights the ways to improve the financial and credit support of agricultural production in Ukraine. The economic and legal mechanism of regulation of agrarian entrepreneurship of Ukraine with determination of directions of its development on the basis of optimization of production and social infrastructure, increase of competitiveness of agricultural production, increase of its volumes, improvement of quality and safety of gricultural production, environmental protection and reproduction of natural resources, increase of natural resources, increase rural population.

Current assessments of sustainability are based on traditional indicators and need to be adjusted. The article analyzes the factors of environmental management efficiency and shows the interdependence of ecosystems’ state and economic development on example of the Baikal natural area. The development of economic activity in the region largely dependson the ability to use the water resources of the lake Baikal, which is experiencing a significant anthropogenic load, and the basis for the regulation of natural resources are prohibitive and restrictive mechanisms that do not take into account the interests of the local population. The article proposes approaches to improving the assessment of development, taking into account the socio-economic and environmental indicators of the Baikal natural area.

Introduction. The processes of globalization and social transformation have made environmen-tal conservation a priority, and therefore require some action to be taken to address environ-mental issues and the rational use of natural resources. The solution of the existing problems depends to a great extent on the functioning efficiency of the financial security system established in the country, the established composition and the volume of financing sources and certain directions of their use, which necessitates their scientific-based analysis. The purpose of the study is to investigate the state of financing environmental measures in Ukraine, to study the directions, dynamics and structure of costs for environmental protection, identifying features of financing environmental protection. Results. The comprehensive analysis of the dynamics of costs for environmental protection and rational use of natural resources is carried out. The main components of environmental expenditures are identified. Costs for environmental protection and rational use of natural resources by financing sources have been structured. The dynamics and structure of capital investments by nature conservation measures are investigated. The dynamics of the share of expenditures for environmental protection and rational use of natural resources in the GDP of Ukraine, as well as the share of capital investments (environmental) in the structure of capital investments of Ukraine are analyzed. The features of the current state of financing environmental protection and rational use of natural resources are highlighted. Conclusions. The results of the research made it possible to identify the main problems in the field of financial support for environmental protection and to outline the ways of their solution. The necessity of investments mobilization into nature protection activity is proved through development of appropriate means of economic stimulation and their legislative fixing, which will allow to solve the problem of financial support of environmental protection by diversification of financing sources.
