This article examines a systemic innovation model into which the relational approach of actor-network theory (ANT) has been incorporated. The article examines what the relational approach can contribute to the conceptualization of services and to the co-development and co-design activities of them. The article operates in the context of public welfare and health services, but its analysis might be applied in any other sector and with any other object of development as well. The article presents the systemic innovation model developed in a national Innovillage project in 2009-2013 in Finland. Further, the article studies how the model has been translated into practice in the design activities of a strategic development program of social and health sector run by the Ministry of Social Affairs and Health, Finland. In the discussion analytical and practical challenges of the model are specified and its further development is discussed.

In order to identify promising strategic development possibilities for the pharmaceutical industry in the Russian Federation, a pilot study was conducted, which has analyzed the main trends in the development of innovative medicines. As a result of the content analysis of available sources of scientific literature, the characteristics of options used in the world practice for increasing the innovative activity of individual subjects and the pharmaceutical market as a whole are presented. Possible reserves for the further development of the innovative component of the pharmaceutical market within the framework of the concept of personalized medicine according to the P4 principle (predictive - personalized - preventive - participatory) are identified and structured. The results of use by individual pharmaceutical companies of scientifically and practically justified approaches to optimizing the costs of development and promoting drugs are presented. The advantages and real prospects of a generally accepted method to reduce the cost of development by «expanding the pharmacological effect» (label expansion) of already existing drugs with a known safety profile in the world practice are shown. A scientific generalization and structuring of the goals and results of the post-registration phase of clinical trials to expand the pharmacological action of a number of drugs already existed at the market have been carried out.

The purpose of this article is to define the interpretation of the concept of "mechanism" and its elements, which are interconnected and in interaction contribute to the development of the object. At the same time in modern science it is possible to allocate various directions to consideration of the mechanism. Three directions of the mechanism are analyzed: the first direction considers the mechanism as a control tool that affects the development of the object; the second direction considers the interaction of the subjects and is based on the principles and sequence of certain actions between them; the third approach defines the economic mechanism as a sequence of interconnected economic phenomena. It is determined that enterprises in the process of their activities use a combination of different mechanisms and directions, taking into account their complexity. The author's structuring and definition of its components are offered on the basis of the carried-out researches with allocation of two key contours: 1) a contour of innovative activity taking into account imperatives of strategy of development of the enterprise; 2) the core of the mechanism of development of innovation processes, which forms their close relationship with the contour of innovation, taking into account the imperatives of the development strategy of the enterprise and the variability of consumer values. It is determined that the main purpose of forming the mechanism of strategic development innovative processes of motor transport enterprises is to ensure the efficient use of all resources, tools and systems of interaction between departments, where the main elements of the mechanism of strategic development of innovative processes of motor transport enterprises can be considered methods and tools for implementing their innovative development program. The principles of effective functioning of the mechanism are formulated strategic development of innovative processes of motor transport enterprises. The structural and logical construction of strategic development of innovative processes of motor transport enterprises is offered taking into account the formulated principles and functions of management.

In this article we discuss about the main trends by using BIM-technologies in construction in the Russian Federation, possibilities of applying them in construction quality management and in staff training. Weoutlinethenecessity to improve the system of preparation and implementation of BIM-technologies in the new civil engineers educational process within the strategic development of the construction industry because it’s very important for the further development of construction, architecture and other engineering areas. Here we analyze the possibilities of using BIM-technology in education programs for students of various specialties in the absence of real skills to create drawings on the example of the University of Architecture and Civil Engineering.

The book "Tales of the peoples of Eurasia. The Cunning Science ” is a bilingual collection of texts of fairy tales of Abkhazians, Circassians, Altaians, Bashkirs, Bretons, Buryats, Vepsians, Gagauz, Irish, Kazakhs, Kalmyks, Germans, Ossetians, Russians, Xinjiang Oirats, Tatars, Uzbeks, Frenchmen, Chechens Yakuts. The geography of the distribution of the plot “the Cunning Science” is quite extensive and the ways of its migration are noted in the fabulous folklore of various peoples, countries and continents. The collection includes fairy tales with the plot type “cunning science”. It tells about a student who has studied wonderful knowledge and skills and has surpassed his teacher in this art. A series of magical transformations of the student in various animals, birds and objects helps him to escape from the teacher’s persecution. The texts of tales were prepared by a group of folklorists - participants of the international project “Tales of the Eurasian Peoples. The Cunning Science ”, within the framework “Strategic Development Program of “Kalmyk State University named after B. B. Gorodovikov " as a core-regional university for the period 2017-2021." The publication is intended for folklorists, linguists, ethnologists, anthropologists, cultural scientists, as well as for students and graduate students of philological department and for a wide range of readers interested in folklore and culture of the peoples of Eurasia.

The aim of this paper is to investigate the key factors in the development of business tourism market of the Sverdlovsk region and the city of Yekaterinburg. The authors identified the principal aspects of the mechanism of formation of demand from business tourism entities, as well as conducted a structural analysis tools offer of accommodation, including hotels. Identified factors allowed us to formulate the main problems of the current state of the market of business tourism of Sverdlovsk region and the prospects for its further development. Particular attention is also paid to the possibilities of development of Yekaterinburg as a center of business tourism UFD considering the further growth of interest in this type of business tourism as the congress and exhibition. The paper formulated a list of recommendations to improve the Sverdlovsk region and Yekaterinburg attractive from the standpoint of business tourism. Presented in this work can be used by enterprises within the tourism industry in the formation of its strategic development plans as well as the executive bodies of state power in the development of the legal documentation governing the business tourism market.

The article deals with the influence of diversification of entrepreneurial activity on the profitability policies of the enterprise. The definitions of the concepts of "diversification" and "profitability of the enterprise" are analyzed. The factors that influence the formation of profitability of the enterprise are determined. The necessity of introduction of diversification of activity of the enterprise for the purpose of strategically oriented, profit management in the enterprise is proved. The stages of formation of the system of strategic diversification of activity of the enterprise are revealed. It is noted that a systematic approach to the formation of a competitive enterprise strategy involves the use of diversification as a tool in the process of increasing the profitability of the enterprise. The basic elements of enterprise profit management are investigated. It is established that business diversification reflects a multifunctional system of interrelated elements that form a single whole - the strategy of enterprise development. It is proved that the structure of the strategic development system is formed by the elements, the implementation of which ensures the competitiveness of the enterprise. The basic definitions of diversification of activity of the enterprise and its classification are given. It is substantiated that the system of strategic management of an enterprise is the basis of its potential, which influences competitiveness and determines directions of further development. The stages of realization of strategic management of profitability of the enterprise by diversification of its activity are offered. In the conditions of rapid changes in the world economy, processes of globalization, accelerating the implementation of scientific and technological progress in the practical activity of enterprises, intensification of competition in the market, the enterprise must plan and ensure its development for a certain perspective. In summarizing the results of this work, certain key points need to be highlighted. Finding the main advantages and disadvantages in implementing the diversification process of the company are important when choosing the right development strategy.

The article is aimed at studying the main features of institutions of professional pre-higher education (colleges) as structural subdivisions of higher educational institutions and the peculiarities of their financial provision, as well as developing proposals for its optimization and accounting display, including in the direction of development of sources that are viewed as a structural subsystem of the financial mechanism. As a result of the study, the need to optimize the financing of education and its further development is proved. On the example of institutions of professional pre-higher education, the problem of reducing the number of applicants for education and educational institutions is identified, which negatively affects the level of supplying the Ukrainian labor market with specialists. The connection of the level of financing with the State policy on the development of education in Ukraine and the use of a new budget mechanism in this area, which stipulates the transfer of a number of pre-higher educational institutions to financial provision from local budgets, is determined. A significant impact on the functioning of pre-higher education on the part of the adopted Law of Ukraine «On Pre-Higher Education» is identified, which, among other things, defines the possibility of not only budgetary support, but also funding at the expense of other sources that are not prohibited by law, with the obligatory observance of the principles of targeted and effective use of funds, publicity and transparency in decision-making. The authors examine the problems that have occurred in the system of professional pre-higher education and it is concluded about absence of a comprehensive, scientifically based program of financial provision for the activities of educational institutions, which would create a financial basis for the strategic development of pre-higher education in Ukraine in the context of globalization and informatization of society. In its development, it is proposed to take into account all possible sources of financing, as well as to improve the accounting system in the direction of separate display of its revenues in the context of relevant sources and to form a working plan of accounts accordingly. The expediency of applying such a form of financing of social projects and target programs of educational institutions as fundraising, which represents a specially organized process of gathering monetary means for the implementation of projects of non-profit organizations, is substantiated. Financial provision of colleges based on fundraising can be carried out using instruments such as grants or payment for services on a contractual basis. Innovations in financing affect their accounting, and this issue is currently under-researched. Therefore, research on the issues of improving both the synthetic and the analytical accounting of financial provision from various sources, as well as the development of a system of documentary support of fundraising relations between counterparties, are perspective.

This study aims to describe and analyze the empowerment of communities through  the Rural Infrastructure Development Program (PPIP) in Improving Public Welfare Wanasalam District of Lebak.From the results of this study concluded that the Community Empowerment through Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak has implemented 10 (ten) of the 12 (twelve) principles proposed community empowerment in Mardikanto Dahatma and Bhatnagar (2013: 106), then through the Community Empowerment for Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak not carry two (2) principles of community empowerment which principles of community development cooperation is based on the analysis of the participation and empowerment of the principle of democratic society based on the analysis in the application science, this is due 1.Less public's understanding of the meaning of community empowerment and the existence of the Rural Infrastructure Development Program (PPIP), 2 Lack of socialization given by the community facilitators and institutional devices village in providing information on the activities and the lack of public awareness both as individuals and members of society concerning the conditions and environment, 3 There is a culture of compliance citizens against warlords (formal and informal leaders) that affect people's attitudes in policy decision making.
