Effect of a Motorway on Development of Accidents in a Big City

Traditional transport practice and science call motorways as safe roads since the accident rate (accidents per 1 million vehicle kilometres) is lower than on ordinary roads. This is based on the scientific inadmissible comparison. Similar, but not comparable things, are compared: the accident situation of two different kinds of transport systems, which are basically different not only in its construction elements, but also in operation condition, their environments and the composition of their users. All of them are different. To compare, comparability is a necessary precondition. If we take this into consideration we can recognize, that the existing contradiction between accident-research-results and physics can be removed. Systems with a higher speed have a higher risk. But these facts are continuously neglected by traditional educated practitioners: they cling to their myths. One of them is “Since the number of accidents per kilometer driven on motorways is less than on other roads, motorways are safer roads.”

The article presents the concept of implementing a network of average speed measurements in the West Pomeranian. The author focused on solutions of Intelligent Transport Systems to improve the safety of road transport. The first part of the article discusses the state of road traffic safety in the West Pomeranian. In the next part, the solutions of Intelligent Transport Systems used to record the speed of road vehicles and the method of data recording and processing were discussed. In the third part, the accident maps and the locations of the stored sectional speed measurements were analysed, on the basis of which the proposition of places for the implementation of the network of average speed measurements was created due to the high accident rate.

To comprehensively understand the research progress of the fleet scheduling for hazardous materials, the study has summarized the corresponding research results from three aspects (a) hazardous materials transportation risk, (b) route optimization, and (c) fleet scheduling, and then pointed out potential problems from six aspects: (a) the coupling risk of the transport fleet; (b) the screening of time and space for the transport of hazardous materials; (c) the scheduling optimization for transport fleets; (d) taking insufficient account of transport risks fairness; (e) insufficient robustness of scheduling schemes; and (f) lacking of research results on fleet scheduling of transport in the context of antiterrorism. After that, by considering the existing shortcomings of the current research, five research directions are presented that should be further explored in the future. Subsequently, both rough set and association rule theory is applied to explore the cause chain of transportation accidents for hazardous materials, and analyze the mechanism of transport accident for hazardous materials. Next, the Bayesian network is presented to predict the accident rate of hazardous materials transportation under different temporal and spatial conditions, and the dynamic rolling scheduling method of hazardous materials transport fleet is constructed under normal and antiterrorism background.

Determining how to strikingly and environmentally reduce the accident rate on roads in the snow weather, and ensure the traffic flow and safety in the icy district has become a tough issue nowadays. In the context, this article analyzed the series of current research results on different deicing techniques, and presents a new method which combines the thermal water-jet cutting with mechanical-milling deicing technique. It also introduces the structure and working principle of this device, together with the practicality design. The experiments indicate that this device can perform well in deicing work, environmentally friendly and satisfy to the requirements of design.

The paper presents the research results of the stability and loading of the two-axle mine cars and rail tracks with various design for calculation schemes construction of transport systems of underground rail haulage. The dependences of changes in loading, stability and operation safety of rolling stocks from the parameters of irregularities, curvature radii of the rail track and the movement speed of rolling stocks at various technical solutions of the transport system, have been studied. The research results of the interaction between the two-axle mine cars and rail track with the gauge of 750 mm for underground rail haulage are presented. The parameters have been determined of the rail track irregularities in the horizontal and vertical planes, which cause the highest values of vertical and horizontal loads, acting on the rail track and the two-axle rolling stock. The recommendations are proposed for improving the study of the rail vehicles and regulatory documents development for the construction and operation of the track structure. The results can be applied for the underground rail haulage when creating the new vehicles for mines.

The annual increasing use of motorized vehicles requires improvements in infrastructure to support the reliability of urban transport systems in Surakarta City. The Government of Surakarta City has attempted to improve the infrastructure of the Gilingan Viaduct by creating an underpass. The traffic performance of the model developed is analysed using Indonesian Capacity Manual 1997 (IHCM 1997). The result shows that the development of the Gilingan Underpass has a potential to improve the performance of Jenderal Ahmad Yani road and the performance of the Balapan and Cengklik Intersections. The change of public transport routes of goods (freight) and people to Jenderal Ahmad Yani road has an opportunity to reduce acute congestion at the Joglo Intersection and decrease the accident rate in Monginsidi road.

The article presents the results of a pilot study, namely a passenger survey on travel choices regarding commuting to the airport in one chosen location (Gdańsk, Poland). The study aimed at establishing which factors which influenced their travel time, assessment of travel time, choosing more or less sustainable transport mode, and also single-mode or multimodal travel. Research results show that choice of the means of transport influences travel time, that the highest travel times are generated by bus and car travel and that assessing the travel time as acceptable or not depends on travel time. However, the longer the travel time, the more likely was the passenger to accept it. What is more, it appeared that a few factors influence choosing a more sustainable transport mode: the purpose of the trip, the start of the trip to the airport, place of living, and job situation.

This paper overviews the main research results obtained from 2016 to 2020 at the Department of System Analysis and Control Problems of the Institute of Technical Mechanics of the National Academy of Sciences of Ukraine and the State Space Agency of Ukraine. The overview was prepared using the method of phenomenological analysis. The results of the system analysis of the trends in the use of space technologies in different areas of human activities are presented. Methods of draft space program evaluation and R&D program formation algorithms are discussed. Research results on the dynamics of spacecraft and components thereof are presented. The dynamics of tethered space systems and microsatellites is considered. Consideration is given to the world’s trends in the development of space transportation systems, the features of their development in Ukraine, and the state of the art of the methodological basis of rocket/space hardware design in Ukraine. Recommendations on working out normative documents and lines of their refinement are given. System analysis methods were considered and found their further development as applied to the space sector. A method of structural-parametric identification was developed for the problem of object simulation with a multidimensional output in the class of beta-autoregressive models, in which autoregrassion weight coefficient ratios are determined based on beta-distribution density functions. On principles of the group data handling method, a regularity criterion was constructed and studied for simulation in the class of beta-autoregressive models in conditions of quasi-repeated observations. Investigations were conducted into the analysis, synthesis, and operation optimization of systems of multilevel, intellectual, and network management under uncertainty. Methodological approaches to the development of symbiotic self-contained aerospace and transport systems were elaborated. A new technology was developed for the construction of surrogate models with the use of approaches on the basis of the synergy of subject field methods and cognitive technologies based on general scientific achievements. Part of the research results has found prectuical use at Yuzhnoye State Design Office.

The result of generalized analysis of Russian and foreign studies focused on urban transportation systems demonstrate that the existing methods of forming schemes of passenger transport routes only partially account interaction of transport flows and urban highways. Usually, insufficient attention is paid to optimization criteria that allow performing comprehensive analysis of rationality of transport route schemes. It is defined that speed is one of the key optimization criteria for transport systems that accounts specific feature of traffic flow organization on a street network of a big city and its state with regard to the use of traffic. An approach to reasonable scheduling of route scheme reorganization was developed basing on the routing experience, it allows accounting the factors that defines technical state of a road network and characteristics of transport flows.

The modern transport system is a complex integrated object, which includes various road pavements, different technical means to provide vehicles motion, organizational systems of traffic management. In the contemporary conditions of construction industry functioning the task to create vehicle systems is of a great economic importance. Great labour and material resources are used for production of transport means for providing construction works and operation of these means. The authors consider the questions of theoretical and informational foundation development for the formation of the criteria basis of investment optimization task during construction of automatical and informational systems for increase of traffic safety in transport systems, providing zero accident rate.
