Social Entrepreneurship and Social Enterprises in Slovenia

The main purpose of the chapter is to present the analysis of the institutional framework for social enterprises in Slovenia. In order to achieve this purpose, the selected definitions of social entrepreneurship are offered, and the context of the study is presented. The focus on the situation in Slovenia includes a systematic description of historical background of social entrepreneurship, statistical data, legal regulation and national policies, key stakeholders and support mechanisms, certification schemes and social reporting, social investment markets, and finally, a SWOT analysis and a list of challenges Slovenia is facing in the field of social entrepreneurship.

Abstract. The article deals with the research of the creation of conditions for the socialization of economic relations in modern Ukraine — legal regulation of social entrepreneurship investment. The Ukrainian state actively implements world economic trends and legal standards into national practice. These include social entrepreneurship and its legal support. It is stated that the main priorities of social entrepreneurship today are: development of social innovations, ecology, health care, education, vocational training, employment of people with disabilities, welfare, development of territories, culture, etc. In Ukraine, social entrepreneurship has a somewhat undeveloped character, primarily due to a lack of funds for its development. There is no specific legal regulation of social entrepreneurship in Ukraine. The main form of domestic social entrepreneurship is a charitable activity of public organizations. It is emphasized that the success of projects in the field of social entrepreneurship depends to a large extent on foreign investment. Investor rights in Ukraine are protected by advanced legislation and, despite bureaucratic obstacles, are guaranteed by the state. It is noted that the analysis of domestic economic and legal practice indicates the existence of social and legal prerequisites for successful investment in social entrepreneurship. Among these prerequisites, the following are outlined: public willingness and organizational support of the state, international assistance, presence of interested social groups, and availability of special draft laws that should stimulate the formation, development, and activity of social enterprises as the main form of social entrepreneurship. Attention is drawn to the fact that the draft Law of Ukraine «On Social Enterprise» changes social entrepreneurship ideology from charitable to entrepreneurial activity, which is combined with the implementation of innovation and solution of social problems. In particular, this approach is attractive for both internal and external investors and is the basis for social entrepreneurship’s future success. It is concluded that the proposed research can be of interest to both potential investors and investors who are already working in Ukraine and would like to develop or diversify their activities. AbstractSocial entrepreneurship is important tool in eliminating regional disparities, inclusion of socially excluded people into society, overall improvement of the quality of life and much more. This paper aims to analyse the development of municipal social entrepreneurship in the conditions of the Banská Bystrica self-governing region, where some of the less developed districts are located. The main sources of research were questionnaire realized among local government representatives, plan of the economic and social development of the district and statistical data. In the article, there were many indicators examined, such as quantity of the municipal social enterprises, its activities, support or barriers of its development. The results points to fact that only 7% of the participants of research own municipal social enterprise. The most common barrier to establish and manage these enterprises is inadequate knowledge of the relevant legislation.

The article discusses the history of social entrepreneurship development in Russia. The concept and activities of a new social project in the country are being studied, legal regulation of entrepreneurial, social legal relations of subjects of law is being studied. Particular attention is paid to the requirements for the establishment of separate legal regulations for social enterprises. In the future, the author identifies a change in the vector of development of social entrepreneurship in the Russian Federation and assistance from the state in various priority areas in order to develop economic entities. It is proposed to improve some articles of the current legislation and, at best, to adopt a separate federal law "On Social Entrepreneurship of the Russian Federation."

Social entrepreneurship, as an established concept, has entered economic life relatively recently. At the same time, this concept has already been reflected in the current legislation. The author analyzes the current legislation on social investment. On the basis of the study, a list of persons who, from the point of view of the state, belong to the least protected is identified and a comparison is made with respect to persons subject to social protection during the USSR. The most acute contradictions of social entrepreneurship are identified. The most acute problem of social entrepreneurship is the lack of funding. The article attempts to classify investments in social entrepreneurship by the ratio of the expected economic benefit and the socially directed effect from traditional investments to charity. The paper notes that the main areas of financial support for social entrepreneurship in Russia can be such well-established financial institutions in developed countries as crowdfunding, social and green bonds, and meson financing. Another important issue related to social entrepreneurship, according to the author, is the place of non-profit organizations in the system of social entrepreneurship. This issue is particularly relevant now, since the current Russian legislation defines social entrepreneurship as commercial enterprises. In conclusion, it is concluded that despite the fact that the trends of social entrepreneurship in recent decades have appeared in developed Western countries, our country has its own rich experience in solving social problems, which can and should be used in the new socio-economic conditions.

AbstractPolicy perspectives of the European Union as well as those of member states currently link the concepts of social investment and social entrepreneurship in order to advocate both where and how to intervene. The argument of this article is that the explicit linking of these two notions, by policy-makers at several different levels and scales of authority, constitutes an emerging policy paradigm. The article identifies three characteristics of any paradigm, including that a policy paradigm must provide a perspective on the maintenance of the well-being of both society and individuals. Despite variation across countries and levels of authority (a characteristic of any paradigm) policy communities proffer the quasi-concepts of social investment and social entrepreneurship in combination as the appropriate ways to govern financing and the delivery of social investments. Therefore, social enterprises are targeted to receive public financing in order to deliver social investments in activation (training, employability, job support and wage supplements) as well as childcare. Reliance on this assemblage is documented across scales from the local through the national, transnational and international.

The actualization of the results of financial decentralization in Ukraine as part of the reform of decentralization of power and the development of proposals for its improvement is explained by the fact that a clear division of functions, powers and financial resources between national and regional levels is the basis for the well-being of our citizens. opportunities for its sustainable socio- economic development on a democratic basis. It is noted that financial decentralization is a process of giving authority to mobilize revenues and expenditures of local governments in order to increase the effectiveness of the implementation of these powers and better management of community budgets. It is established that unlike traditional entrepreneurship, which focuses on profit generation, the purpose of social entrepreneurship is to create and accumulate social capital. Abroad, social enterprises operate successfully in the fields of education, the environment, human rights, poverty reduction and health care, and their development and dissemination is one way to improve the living conditions of citizens. A similar mission is entrusted to local governments, which allows us to consider the revival of social entrepreneurship as an important element in improving self-government policy. It is determined that in modern conditions social entrepreneurship is one of the tools to ensure the ability of the local community to provide its members with an appropriate level of education, culture, health, housing and communal services, social protection, etc., as well as plan and implement programs efficient use of available natural and human resources, investment and infrastructural support of territorial communities. Due to financial decentralization, local governments have received additional resources that can be used to create economic incentives to promote social entrepreneurship in small and medium-sized businesses at the community level.

Social Entrepreneurship (SE) describes a new entrepreneurial form combining the generation of financial and social value. In recent years, research interest in SE increased in various disciplines with a particular focus on the characteristics of social enterprises. Whereas a clear-cut definition of SE is yet to be found, there is evidence that culture and economy affect and shape features of SE activity. In addition, sector-dependent differences are supposed. Building on Institutional Theory and employing a mixed qualitative and quantitative approach, this study sheds light on the existence of international and inter-sector differences by examining 161 UK and Indian social enterprises. A content analysis and analyses of variance were employed and yielded similarities as well as several significant differences on an international and inter-sector level, e.g., regarding innovativeness and the generation of revenue. The current study contributes to a more nuanced picture of the SE landscape by comparing social enterprise characteristics in a developed and a developing country on the one hand and different sectors on the other hand. Furthermore, I highlight the benefits of jointly applying qualitative and quantitative methodologies. Future research should pay more attention to the innate heterogeneity among social enterprises and further consolidate and extend these findings.

Purpose The practice of social entrepreneurship has grown rapidly around the world, including in Malaysia where it is still considered to be at an early stage. Nevertheless, little is known about the career transition among youth who choose careers as social entrepreneurs. The purpose of this study is to explore the challenges faced by youth social entrepreneurs who run social enterprises in Malaysia. Design/methodology/approach This study used a qualitative approach to collect and analyse data to answer the research questions. Seven youth social entrepreneurs were interviewed until data saturation was met. An interview guide was created for the purposes of conducting the interviews. The interviews were recorded using a voice recorder. Data were transcribed verbatim and grouped in order to identify the codings, categories and themes. Findings The findings show the career transition to become a social entrepreneur, as well as the major challenges that youth social entrepreneurs face, which include acclimatising to the life and career of a social entrepreneur and not getting support from family. Practical implications The study findings are also significant for presenting valuable data on the experience of the developing social entrepreneur. The qualitative nature of the study provides valuable experiential insight into the lives and struggles of young social entrepreneurs in Malaysia. The findings will allow local authorities and social entrepreneurship regulatory agencies to design initiatives and plan actions intended to overcome the challenges. Originality/value This study makes an original contribution by showing that the process of career development as a social entrepreneur has given meaning to the informants. Despite presenting many challenges, social entrepreneurship has reinforced the role of youth social entrepreneurs, especially in relation to social responsibility.

The article examines the approaches to the classification of social enterprises by different classification features, such as: objectives and direction of using profit, priority sources of funding, the degree of integration of social programs and business processes, the degree of financial capacity, ways to create social enterprises, specifics of entrepreneurial activity organization, organizational and legal form, areas of activity, size, location, etc. A new approach to classification according to the criterion of innovative potential of enterprises is proposed.
