Education, the Internet, and the World Wide Web

The development of the Internet has a relatively brief and well-documented history (Cerf, 2001; Griffiths, 2001; Leiner et al., 2000; Tyson, 2002). The initial concept was first mooted in the early 1960s. American computer specialists visualized the creation of a globally interconnected set of computers through which everyone quickly could access data and programs from any node, or place, in the world. In the early 1970s, a research project initiated by the United States Department of Defense investigated techniques and technologies to interlink packet networks of various kinds. This was called the Internetting project, and the system of connected networks that emerged from the project was known as the Internet. The initial networks created were purpose-built (i.e., they were intended for and largely restricted to closed specialist communities of research scholars). However, other scholars, other government departments, and the commercial sector realized the system of protocols developed during this research (Transmission Control Protocol [TCP] and Internet Protocol [IP], collectively known as the TCP/IP Protocol Suite) had the potential to revolutionize data and program sharing in all parts of the community. A flurry of activity, beginning with the National Science Foundation (NSF) network NSFNET in 1986, over the last two decades of the 20th century created the Internet as we know it today. In essence, the Internet is a collection of computers joined together with cables and connectors following standard communication protocols.

The potential for the Internet and e-commerce in China and Chinese-speaking nations (including Hong Kong, Taiwan and Singapore) is huge. Many experts believe that China will have the second largest population of web surfers, after the United States, by the year 2005 (McCarthy, 2000). Currently, the Internet population in China is doubling every six months (CNNIC, 2001). There are many issues relating to China’s cultural aspects and society, which can impact the design and content of web sites that are directed towards Chinese audiences. Some of these issues include basic differences between Chinese and American/Western cultures, family and collective orientations, religion and faith, color, symbolism, ordering and risk/uncertainty. Attention is given to the differences between the cultures of China, Hong Kong, Taiwan, and Singapore, as well as addressing issues brought up by related theories and frameworks. A discussion of important considerations that relate to using Chinese language on the World Wide Web (WWW) is also included. Finally, insights are gained by examining web sites produced in China and Chinese-speaking countries. This chapter will focus on many of these issues and provide practical guidelines and advice for those who want to reach out to Chinese audiences, whether for e-commerce, education, or other needs.

During the 1996 annual meeting of the Business History Conference, a session on the World Wide Web attracted considerable attention from curious members (see Business and Economic History 25 [Fall 1996]: 46—54). The Internet was then somewhat of an infant, and most of us, just becoming accustomed to the speed and convenience of electronic mail, were barely aware of the opportunities afforded by the then-new graphical interface known as the Web. No more! At least not in the United States, where advertisers bombard us with their Internet addresses and news accounts inform us of vast fortunes made in new Internet ventures that have not yet turned a profit. There is, in short, a “dot.com” revolution occurring in American business. It is also happening, albeit more slowly, in scholarly and educational circles.

The ubiquitous nature of the World Wide Web (commonly known as the Web) is dramatically revolutionizing the manner in which organizations and individuals alike acquire and distribute information. Recent reports from the International Data Group indicate that the number of people on the Internet will reach 320 million by the year 2002 (Needle, 1999). Studies also indicate that in the United States alone, Web commerce will account for approximately $325 billion by the year 2002.

This paper addresses several experiments that the University of Illinois at Chicago (UIC) University Library has undertaken to shape how information is presented on the Internet and to contribute to the quality and quantity of information accessible via the Internet. Four projects were begun under UIC's Great Cities Initiative. This paper describes each project briefly; reviews the significant issues addressed by the development of each project; discusses the future of each project; and identifies areas for other organizations, but especially libraries, to become involved with Internet publishing. The four projects include: a partnership with the Chicago Public Library (CPL) to make information about the Library and the City of Chicago available to eight CPL branches as well as to Internet visitors from more than 30 countries; a pilot project, now under contract, with the United States Department of State to provide State Department information world-wide on a timely basis, resulting in more than 3,000 full-text, fully indexed items distributed via Gopher and the World Wide Web over 300,000 times each month; a project with Pemberton Press to provide selected articles from four print journals, plus tables of content, author's guidelines and other information; and a collaboration with the Illinois State Archives to provide access to specialized databases of interest to genealogists and historians, such as the Federal Land Sales in Illinois.

Modern political campaigns in the United States need to combine the use of traditional and new media in order to let the candidate win. The emergement of social media allowed the campaign staffs to create a bond with the voter, through sharing and evaluating the content uploaded by the candidate. Nowadays, with the help of the internet, candidate is able to spend less time and money on the campaign, while interacting with a much bigger number of followers. The internet, however, is a rather new invention and only in the 21st century more than 50% of Americans started to use it on a daily basis. The study aims at determining how did the presidential candidates in the United States try to attract the voter with the help of the World Wide Web – what is more, it’s goal is to answer what kind of voter used the internet back in the 20th century and what kind of candidate would have the biggest chance to attract him.

Background. Nearly all of the research on sex differences in mass media utilization has been based on samples from the United States and a few other Western countries. Aim. The present study examines sex differences in mass media utilization in four Asian countries (Japan, Malaysia, South Korea, and Singapore). Methods. College students self-reported the frequency with which they accessed the following five mass media outlets: television dramas, televised news and documentaries, music, newspapers and magazines, and the Internet. Results. Two significant sex differences were found when participants from the four countries were considered as a whole: Women watched television dramas more than did men; and in Japan, female students listened to music more than did their male counterparts. Limitations. A wider array of mass media outlets could have been explored. Conclusions. Findings were largely consistent with results from studies conducted elsewhere in the world, particularly regarding sex differences in television drama viewing. A neurohormonal evolutionary explanation is offered for the basic findings.

Over the past decade academic and research libraries throughout the world have taken advantage of the enormous developments in communication technology to improve services to their users. Through the Internet and the World Wide Web researchers now have convenient electronic access to library catalogs, indexes, subject bibliographies, descriptions of manuscript and archival collections, and other resources. This brief overview illustrates how libraries are facilitating performing arts research in new ways.

<span>Public libraries were early adopters of Internet-based technologies and have provided public access to the Internet and computers since the early 1990s. The landscape of public-access Internet and computing was substantially different in the 1990s as the World Wide Web was only in its initial development. At that time, public libraries essentially experimented with publicaccess Internet and computer services, largely absorbing this service into existing service and resource provision without substantial consideration of the management, facilities, staffing, and other implications of public-access technology (PAT) services and resources. This article explores the implications for public libraries of the provision of PAT and seeks to look further to review issues and practices associated with PAT provision resources. While much research focuses on the amount of public access that </span><span>public libraries provide, little offers a view of the effect of public access on libraries. This article provides insights into some of the costs, issues, and challenges associated with public access and concludes with recommendations that require continued exploration.</span>
