You have come a long way in your journey; the end is near, and it is time to take your Web portfolio site and present it to the world. This stage is a critical one. If the Web portfolio does not make it to the Internet, it loses its portability and fails as an on-demand communication. In this chapter we will explore the steps needed in purchasing a domain name for your Web portfolio, securing a host and Web space, and uploading site files using FTP. We will also cover how to set up a site in Dreamweaver so the uploading and future edits are easy. Finally in the chapter, we discuss usability heuristics and how they can be used to measure the effectiveness of the Web portfolio. We review some of the usability theories provided by Nielsen and Molich and adapt them to fit a model for the Web portfolio.

The modern Internet enables “millions of people to communicate with one another and to access vast amounts of information from around the world.”1 Due to the enormous repository of information the Internet makes available online, some have compared the Internet to an immense “library with no card catalog.”2 While web users can generally access web sites directly with a domain name, the sheer size of the Internet makes it difficult for the average web surfer to locate the majority of web sites unless they know the web site address  beforehand.3

The development of information and computerized tenology has led to what is called the Internet and the World Wide Web (WWW). In addition, the dramatic development of the Internet has given users more choice and control over content, and also provides individuals, businesses, and public and private organizations with the opportunity to generate and disseminate information. The interactive features of the web can be an effective way to build and maintain mutually beneficial relationships if the web is used properly. The presence of the Internet has proven to have a positive impact on the development of a village, sub-district or district to introduce and inform the potential of its region. This is evident in several regions of Indonesia which have successfully used Internet facilities to introduce tourist destinations to the world. Therefore, the training on the promotion website is an effort to optimize the introduction of high quality village products in the district of Patuk and is also intended to follow the results of research on the design of a promotion of superior products and tourist objects on the web in Patuk Gunungkidul district. On the basis of the website promotion feasibility test during the training for each representative in 11 villages in the Patuk sub-district, 87.36% was obtained, so that it can be said that the Introduction of superior village products via promotional materials based on the website was optimal and met the needs of users.

Cities are an important symbol of our contemporary era. They are not just places of commerce, but are emblems of the people who live within them. A significant feature of cities are their meeting places; areas that have either been designed or appropriated by the people. An example of this is the café. Cafés hold a unique place in history, as sites that have witnessed the growth of revolution, relationships great and small, between people and ideas, and more recently, technology. Computers are transcending their place in the private home or office and are now finding their way into café culture. What I am suggesting is that this is bringing about a new way of understanding how cafés foster community and act as media for social interaction. To explore this idea further I will look at the historical background of the café, particularly within Parisian culture. For W. Scott Haine, cities such as Paris have highly influential abilities. As he points out "the Paris milieu determined the consciousness of workers as much as their labor" (114). While specifically related to Paris, Haine is highlighting an important aspect in the relationship between people and the built environment. He suggests that buildings and streets are not just inanimate objects, but structures that shape our habits and our beliefs. Towards the middle of the nineteenth century, Paris was developing a new cultural level, referred to as Bohemia. Derived from the French word for Gypsy (Seigel 5) it was used to denote a class of people who in the eyes of Honoré de Balzac were the talent of the future (Seigel 4). People who would be diplomats, artists, journalists, soldiers, who at that moment existed in a transient state with much social but little material wealth. Emerging within this Bohemian identity were the bourgeois. They were individuals who led a working class existence, they usually held property but more importantly they helped provide the physical environment for Bohemian culture to flourish. Bourgeois society had the money to patronize Bohemian artists. As Seigel says "Bohemian and bourgeois were -- and are -- parts of a single field: they imply, require, and attract each other" (5). Cafés were a site of symbiosis between these two groups. As Seigel points out they were not so much established to create a Bohemian world away from the reality of working life, but to provide a space were the predominantly bourgeois clientèle could be entertained (216). These ideas of entertainment saw the rise of the literary café, a venue not just for drinking and socialization but where potential writers and orators could perform for an audience. Contemporary society has seen a strong decline in Bohemian culture, with the (franchised) café being appropriated by the upper class as a site of lattes and mud cake. Recent developments in Internet technology however have prompted a change in this trend. Whereas in the past cafés had brought about a symbiosis between the classes of Bohemian and bourgeois society they are now becoming sites that foster relationships between the middle class and computer technology. Computers and the Internet have their origins within a privileged community, of government departments, defence forces and universities. It is only in the past three years that Internet technology has moved out of a realm of expert knowledge to achieve a broad level of usage in the average household. Certain barriers still exist though in terms of a person's ability to gain access to this medium. Just as Bohemian culture arose out of a population of educated people lacking skills of manual labor and social status (Seigel 217), computers and Internet culture offer a means for people to go beyond their social boundaries. Cafés were sites for Bohemians to transcend the social, political, and economic dictates that had shaped their lives. In a similar fashion the Internet offers a means for people to explore beyond their physical world. Internet cafés have been growing steadily around the world. What they represent is a change in the concept of social interaction. As in the past with the Paris café and the exchange of ideas, Internet cafés have become places were people can interact not just on a face-to-face basis but also through computer-mediated communication. What this points to is a broadening in the idea of the café as a medium of social interaction. This is where the latte and mud cake trend is beginning to break down. By placing Internet technology within cafés, proprietors are inviting a far greater section of the community within their walls. While these experiences still attract a price tag they suggest a change in the idea that would have seen both the café and the Internet as commodities of the élite. What this is doing is re-invigorating the idea of the streets belonging to the middle class and other sub-cultures, allowing people access to space so that relationships and communities can be formed. We all take the ubiquity of the Internet for granted: anyone, anywhere, anytime, any device, any connection, any app…but for how long? Is the future of the Internet really at stake? Discussions about control of the Internet, its architecture and of the applications running on it started more than a decade ago (Blumenthal & Clark, 2001). This topic is becoming more and more important for citizens, businesses, and governments across the world. In its original set-up, the architecture of the Internet did not favor one application over another and was based on the net neutrality principle (Wu, 2003). However, architectures should be understood an “alternative way of influencing economic systems” (Van Schewick, 2010), but they should not be a substitute for politics (Agre, 2003). The architecture is laid down in standards and therefore discussions about the future of the Internet should also address the role of standards. This is what this chapter aims to do.

As the Internet has spread globally, and its economic, political, and cultural influences have increased, it is necessary to develop appropriate policy to govern it, in order to manage and protect it’s presence in our lives. While national governments apply their laws on the Internet, the Internet presents many issues that span national jurisdictions, and therefore requires global governance. Early Internet governance was self-regulatory and involved organizations and a community of users that made decisions through rough consensus. ICANN and the technical issue of domain name and addressing began debates over the issue of Internet governance. Larger issues of Internet governance emerged during the World Summit on the Information Society, whose existence illustrates the shift towards accepting the need for a global, more formal framework of governance. This chapter explores Internet governance and covers the following themes: understanding the challenge of governing the Internet; frameworks and definitions of Internet governance; and the evolution of the Internet governance debate. As there is much disagreement about what Internet governance is, this chapter synthesizes the main issues and debates and provides an overview of Internet governance.

While much attention is currently being devoted to solving technological challenges of the Internet, for example increasing the bandwidth on existing narrowband network platforms to overcome bottlenecks, little attention appears to be given to the nontechnical aspects. This has been a mistake in the past as human resistance to, or incompetence during, the introduction of new Information Technology (IT) often caused Information Systems (IS) to fail. By focusing on a broad range of technical and nontechnical elements early in the adoption of Internet technology, we have the opportunity to avoid the mistakes made in the past. The Internet has given rise to electronic commerce (e-commerce) through the use of the World Wide Web (Web). E-commerce, by its nature, offers enormous possibilities but in an uncontrolled environment. Therefore, for e-commerce to be accepted, trust must be established as soon as interaction with a Web site begins. In the virtual environment of the Web trust has become even more important because the parties are not in physical proximity. There are no handshakes or body language to be observed when closing a deal. Furthermore, jurisdiction is unclear. Developments on a global scale are required that provide assurance that e-commerce can be conducted in a ‘trusting’ manner.

Chapter 8 explores the arrival of the World Wide Web, Amazon, and Google. The web allows users to display “pages” of information retrieved from remote computers by means of the Internet. Inventor Tim Berners-Lee released the first web software for free, setting in motion an explosion in Internet usage. Seeing the opportunity of a lifetime, Jeff Bezos set-up Amazon as an online bookstore. Amazon’s success was accelerated by a product recommender algorithm that selectively targets advertising at users. By the mid-1990s there were so many web sites that users often couldn’t find what they were looking for. Stanford PhD student Larry Page invented an algorithm for ranking search results based on the importance and relevance of web pages. Page and fellow student, Sergey Brin, established a company to bring their search algorithm to the world. Page and Brin - the founders of Google - are now worth US$35-40 billion, each.

A digital transformation is underway. One that is redefining the essence of human interaction and with ideas, share unused resources and create new on-demand services that are customisable and unique. These are only a few examples of real productivity that when layered on the Internet creates an abundance of resources and opportunity. This people-powered abundance is called the crowd economy. It is the way the society lives, works and plays. There is a new paradigm shift that challenges traditional notions of the “norm” while expanding possibilities. The hallmark of the digital age is social connections that are boosted by the web and mobile networks. These technological advances have taken collaboration and cooperation to a level never seen before. Social connections through the web have gone beyond social media likes and shares and has evolved into social productivity - a phenomenon that arises when networked crowds collaborate to solve problems, raise funds, and come up with innovative ideas and solutions.

For historical reasons, English is the language of the internet. Currently, e-commerce attracts customers from all over the world. In order to do good business, websites must be accessible to clients from a variety of cultures and languages. To achieve usability for a global audience, websites must be internationalized as well as localized. Given the many cultures and idiosyncrasies of those cultures, both of these tasks are extremely complex and it is virtually impossible to do both at the same time. It could be helpful if some cultures do not object to the fact that the language of the internet is not the same as their home language. In this study the preferred language of reading and writing of various groupings of African users was determined. It was found that, whereas the Afrikaans-speaking subjects preferred to have written material in their home language, speakers of other African languages preferred English. This has enormous implications for website development as developers can focus on the usability and functionality of a site without having to spend time translating the content into a variety of languages.

Historically, information and services can only be obtained through narrow, one to one, phones, and agency-specific shop fronts (Caffrey, 1998). Information technology, especially the Internet, opens possibilities of using methods to distribute information and deliver services on a much grander scale. The Internet provides a foundation for a variety of communications media. The Web is one of the most important media built upon the Internet. It can be accessed from almost anywhere in the world by means of computers and electronic devices; it is possible to elicit more information, establish platforms for online payment, online consultation and e-voting. Security concerns can be overcome by data-authentication technologies. It can deliver government services and encourage greater democracy and engagement from citizens. Governments around the world are exploring the use of Web-based information technology (Grönlund, 2002). Attention has focused on the design and delivery of portals as a major component of government electronic service infrastructures. The N.Z. government portal site (http://www.govt.nz/en/home/) or the Local Government Online Ltd (LGOL) Web site, (www.localgovt.co.nz/AboutCouncils/Councils/ByRegion/) are examples. Since the mid-1990s governments have been tapping the potential of the Internet to improve and governance and service provision. “In 2001, it was estimated that globally there were well over 50,000 official government Web sites with more coming online daily. In 1996 less than 50 official government homepages could be found on the world-wide-Web” (Ronaghan, 2002). Local governments are faced with growing demands of delivering information and services more efficiently and effectively and at low cost. Along with the rapid growth of technological developments, people demand high quality services that reflect their lifestyles and are accessible after normal office hours from home or work. Thus, the goals of delivering electronic government services are to simplify procedures and documentation; eliminate interactions that fail to yield outcomes; extend contact opportunities (i.e., access) beyond office hours and improve relationships with the public (Grönlund, 2002). Having an effective Web presence is critical to the success of local governments moving to adopt new technologies. Of equal importance is the evaluation of Web sites using different manual and automated methodologies and tools. In this study an evaluation of local authority Web sites was conducted to gain a practical understanding of the impact of the Internet on local governments in New Zealand using a tailor-made model specific to local governments. Issues studied focused on the information and services provided by the local authority Web sites. What is more important is whether the local government operations can or are able to support the expectations for speed, service, convenience, and delivery that the Web creates. Through identification of best practice Web sites and a set of evaluation methods and tools, this paper will provide a set of design guidelines to local authorities that would benefit and better meet the needs of their local communities.
