Almost all of the countries in the world are developing their online-government, or e-government (EG), systems with the support of information and communication technology (ICT). Countries are gradually enhancing their service scope, functionality, and flexibility to meet strategic goals set at the policy stage and to satisfy user requirements. For investment justification, necessary modifications, further development, and future guidelines assessing the performances of those EG projects are imperative for any country. This chapter is designed to develop a comprehensive model (E-government Performance Matrix – GPM) from the practitioner’s perspective to measure the performance of ongoing EG projects. This chapter has four sections with sub-sections.

In modern reality, when economic, trade, scientific and cultural ties are rapidly developing in the world, exchanges are being carried out in the scientific and technical fields, knowledge of a foreign language becomes a priority for specialists of almost all levels. The very concept of a “foreign language” is increasingly being replaced by a “language of communication” in various fields of culture, science and technology. There are many different languages in the world, and even more dialects. But the trends are such that for most people knowledge of one common language is enough. And this language does not have to be native to the interlocutors. A common language is able to unite different peoples and cultures, even absolutely opposite, into one common cause. In addition to strengthening cultural ties, the language brings together experts in science and technology. At the same time, the authors acknowledge the lack of research in modern pedagogical science devoted to identifying the potential of information and communication technologies in the process of professional foreign language training of future specialists that meet the requirements of the Russian state and society, imposed on modern specialists of different profiles, reflected in national and international documents.

Halal tourism is one form of culture-based tourism that prioritizes Islamic values ​​and Sharia and of course the ending that is expected is the emergence of superior moral personality as its basic foundation. As a new concept in the tourism industry, of course, sharia tourism requires further development and a more comprehensive understanding of the collaboration of Islamic values ​​that are cooled in halal tourism activities. With the largest Muslim population in the world, Indonesia is one of the largest Halal tourism industry markets in the world and this should be realized by tourism businesses in Indonesia, this is because the development of sustainable Halal tourism will be able to provide a significant economic contribution to all actors involved in it. Online information is currently the main influence in consumer decision making (in this case tourism service users) in almost all major markets, therefore e-marketing is expected to make the pathway as the right product marketing strategy in terms of providing efficient and effective information. for potential consumers who are evenly distributed.

The transaction is one of the unavoidable phenomena of the modern world. The transaction is accessible, ubiquitous, global, and necessary, hence the number of transactions and the number of users is constantly increasing, as statistics regularly confirm. Generators of further development of transactions in the world of financial and especially banking services are certainly ICT companies together with numerous providers that develop and improve information and communication technologies, and make available reliable information transmission systems without which the world of transactions we know today would not be possible. Banks pay special attention to the further development and improvement of each individual type of transaction. In doing so, banks actively cooperate with ICT companies, sending initiatives and giving ratings, and appropriate support, as they are vitally interested in providing innovative services and types of transactions to their existing and potential clients.

In the context of information development, new opportunities have emerged to solve humanitarian issues by supporting programs for the modernization of developing countries, based on the widespread achievements of science and technology. It is noted in the article that the emergence of new information and communication technologies, bio-and nanotechnologies, their widespread introduction into all spheres of society's life made it possible not only to improve the sphere of information and communication, but also acted as a significant factor in the strengthening of integration and cooperation in various spheres and at different levels of international co-operation. Increasing scale of new technologies using helps to overcome both information asymmetry and the asymmetry of the socio-economic and humanitarian development of the world. The article explored modern approaches to the use of technology for the socio-economic and humanitarian development of some countries in Asia and Africa. The example of the functioning of modern platforms proved that the introduction of «Aadhaar» system helps the Indian government to ensure the integration of socially disadvantaged groups and to overcome informational and socio-economic asymmetries in the country. The emergence of the digital payment platform M-Pesa enables the modernization of payment systems and encourages the development of small business not only in Kenya, but also in other countries of Africa. The functioning of e-commerce platform «Taobao» ensures the modernization and development of the backward regions of China with the traditional economic and social order through the introduction of e-commerce. The article showed that the obvious advantages of the introduction of modern information networks and technologies are expanding the scope of trade, facilitating entrance of small and medium businesses, increasing the efficiency and productivity in almost all sectors of the economy, and creating new jobs. Thus it has been proved that the positive experience of using new technologies in the countries of Africa and Asia can be used to address socio-economic and humanitarian issues in many countries and regions of the world.

- Use of information and communication technology (ICT) is increasing constantly in the world. India is no exception to this link development and today, almost all government and non-government operations increased use of information technology techniques. There are many such schemes undertaken by the government of India under digital india programme which are very beneficial for the citizens. Transparency in government activities are being increased due to these schemes and routine work speeding up. Citizines can take benefits of various government schemes with the use of this digital technology by sitting at home through online mode. Digital locker is the scheme which was started under digital India programme. Indian citizens can store their important documents on the internet in digital form by using this digital locker facility. Citizens need to have aadhar card to avail the facility of digital locker.

Advances in information technology and communications which we achieve now actually been recognized and felt in the world of education in general. Currently College Prog implement a Tridharma terms Tridharma iDuHelp!. Tridharma is one of the basic responsibilities that students must be developed simultaneously and together. In this Tridharma still there are problems in the system iDuHelp! service. So IRAN (iLearning Prog Ask and News) in collaboration with iDuHelp! in providing answers and information needed by the student. In its application in Tridharma iDuHelp! IRAN There is a related method in it, such as iLearning methods that are currently being developed. With iLearning method can facilitate conduct research in detail, accurately, and clearly by using mindmapping. Besides the method of analysis is also done with three stages  namely the identification of the problem, identifying needs, and identifying system requirements. In this study using 4 literature reviews that can be used as references in preparing this paper. In this article explained about the problems that arise and solving problems in accurately using the flow Flowchart. In the implementation of the prototype shown iDuHelp! As well as the performance of Iran. So the end result of the study is a system performance to information and communication media of Iran can maximize iDuHelp! care system  It is widely integrated in a university.
